ABSTRACT: The population in the Jemez y Sangre Water Planning Region of New Mexico has reached the point at which the demand for water exceeds available supplies, particularly when precipitation is below average, as has frequently occurred in recent years. The desire to develop a sustainable water supply that relies on renewable supplies in wet years and preserves the water in storage for times of drought motivated a diverse set of stakeholders in the region to participate in regional water planning. The planning effort culminated in development of the Jemez y Sangre Regional Water Plan, which was adopted by municipal and county governments in the region. The plan assesses and compares water supply and demand in the region and recommends alternatives for protecting and restoring the existing water supply and addressing the pending gap between supply and demand anticipated by the year 2060. To convey to decision makers the alternatives available to solve the future water shortage, option charts were developed to portray the amount of water that could be obtained or conserved through their implementation. The option charts show that the projected gap between supply and demand cannot be met through one alternative only, but will require a combination of alternatives.  相似文献

ABSTRACT: In the United States, millions of dollars are currently spent to monitor water quality for a whole suite of organic compounds. However, results of several surveys conducted in the past decade indicate that only a few pesticides occur in a small proportion of wells. Screening methods based on historical evidence of contamination patterns and knowledge of the locales will have significant potential to reduce these costs and effectively identify contamination problems. In this paper, the economics of utilizing two screening methods, sequential analysis and sample compositing, in the design of monitoring strategies is captured In the form of mathematical models and illustrated for a state-level monitoring program. When the two methods are adopted, the total analytical cost to conclusively identify contaminated wells in a network of 4,000 wells is shown to range from $12,500 to $1,575,000 depending on the extent of contamination. In contrast, the total analytical cost of a conventional program where all the wells in the network are sampled and tested for a standard suite of pesticides at a cost of $250/sample is one million dollars. Given such wide range in costs, it is prudent to incorporate the screening concepts presented in this paper in the development of cost-effective monitoring programs.  相似文献

ABSTRACT: The full range of environmental and economic services of ground water need to be accounted for in policy decisions. Non-recognition of these services imputes a lower value for the ground water resource in establishing policies. We describe a conceptual framework for identifying and measuring the economic value of groundwater. The valuation framework links changes in physical characteristics of ground water to services provided by ground water and the economic effects of changes in ground water services. In addition to the framework, we develop a general protocol to follow for assessing the benefits of ground water policies. Application of the protocol will aid in establishing structure and consistency across policy assessments and improve the accuracy and completeness of benefit estimates, avoid double-counting problems, and eliminate duplication of ground water valuation efforts.  相似文献

ABSTRACT: This study examines the social construction of county commissioners' knowledge about water. Factors that influence what commissioners know about water include each commissioner's personal characteristics, education, experience in natural resources management, involvement in policy making, and use and evaluation of various sources of information. This study focused on county commissioners representing rural, mixed, and urban counties in Arizona, Nevada, and Utah and collected data through mail surveys and interviews. County commissioners in the survey were well educated; however, few had taken college courses directly addressing technical, management, or legal aspects of water issues. Approximately one-third had direct experience in farming and ranching; nearly two-thirds indicated that farming and ranching played a major role in their communities. Respondents had experience with a broad range of water policy issues. In evaluating thirteen information sources in terms of their frequency of use, relevancy, and reliability, respondents assessed fellow commissioners and local government staff and managers most positively and nonprofit organizations most negatively. The media was also broadly rated as less relevant and reliable than other sources of information. The commissioners in the study expressed a high level of general concern about water issues and a strung preference for local sources of information.  相似文献

ABSTRACT: Snowmelt from deep mountainous snowpacks is seldom rapid enough to exceed infiltration rates; thus, the source of streamflow in many mountainous watersheds is snowmelt recharge through shallow ground water systems. The hydrologic response and interaction between surface and sub-surface flow processes in these watersheds, which is controlled by basin structure, the spatial distribution of snowmelt, and the hydrogeology of the subsurface, are not well understood. The purpose of this study was to test a three-dimensional ground water model using simulated snowmelt input to simulate ground water response to spatially distributed snowmelt on the Upper Sheep Creek Watershed located within the Reynolds Creek Experimental Watershed in Southwestern Idaho. The model was used to characterize the mountainous aquifer and to delineate the subsurface flow mechanisms. Difficulty in finding a reasonable combination of grid spacing and time stepping within the model was encountered due to convergence problems with the Picard solution to the non-linear variably saturated ground water flow equations. Simulation results indicated that flow may be either unconfined or confined depending on inflow rate and hydrogeologic conditions in the watershed. The flow mechanism had a much faster response time when confined flow occurred. Response to snowmelt from a snow drift approximately 90 m away took only a few hours when flow was confined. Simulated results showed good agreement with piezometer measurements both in magnitude and timing; however, convergence problems with the Picard solution limited applicability of the model.  相似文献

ABSTRACT: Computer simulations involving general circulation models, a hydrologic modeling system, and a ground water flow model indicate potential impacts of selected climate change projections on ground water levels in the Lansing, Michigan, area. General circulation models developed by the Canadian Climate Centre and the Hadley Centre generated meteorology estimates for 1961 through 1990 (as a reference condition) and for the 20 years centered on 2030 (as a changed climate condition). Using these meteorology estimates, the Great Lakes Environmental Research Laboratory's hydrologic modeling system produced corresponding period streamflow simulations. Ground water recharge was estimated from the streamflow simulations and from variables derived from the general circulation models. The U.S. Geological Survey developed a numerical ground water flow model of the Saginaw and glacial aquifers in the Tri‐County region surrounding Lansing, Michigan. Model simulations, using the ground water recharge estimates, indicate changes in ground water levels. Within the Lansing area, simulated ground water levels in the Saginaw aquifer declined under the Canadian predictions and increased under the Hadley.  相似文献

ABSTRACT: A geographic information system (GRASS 3.1) was used to correlate the availability of nitrogen fertilizer with the susceptibility of ground water to pollution in Texas to identify potential ground water quality problems. An agricultural pollution susceptibility map, produced by the Texas Water Commission using the DRASTIC methodology, was combined with information on cropped areas, recommended nitrogen fertilizer application rates, and aquifer outcrops. A Nitrogen Fertilizer Pollution Potential Index was generated, identifying 24 percent of Texas within the high pollution potential category An analysis of the susceptibility of major aquifer outcrops to potential pollution from nitrogen fertilizer indicated that 34 percent of the outcrop areas fall in the high pollution potential range. It is proposed that correlating the availability of a pollutant with an assessment of the susceptibility of ground water to pollution yields a more accurate screening tool for identifying potential pollution problems than considering susceptibility alone.  相似文献

ABSTRACT: Enforceable standards play a crucial role in the design and implementation of most water quality policies. The impacts of these standards on farm income and nonpoint source (NPS) pollution can provide valuable information to develop economic policies that can improve water quality with minimal loss in income and minimal risk. This study uses an integration of nonlinear programming and a simulation model to assess the impacts of enforceable standards at technology and farm boundary levels. The results indicate that the type of pollutant regulated, enforcement type, and the level of standard had a significant impact on farm income and water quality. Choice of farm boundary standards over technology standards is dependent on the impact of the policy on other NPS pollutants, in addition to the reduction of nitrate and phosphorus pollutants. Enforcing farm boundary standards on nitrates had desirable effects on subsurface and percolate nitrogen and variance in income. Technology standards were uncertain in their effects because of the restriction on the choice of technologies available to farmers. A comparative policy analysis considering incentives, multiple impacts, transaction costs of implementation, and regional consideration is important to an effective policy design.  相似文献

ABSTRACT: In order to make economically efficient decisions about water quality improvements, data on both the costs and benefits of these improvements is needed. However, there has been little research on the benefits of reducing phosphorus pollution which implies that policy decisions are not able to make the comparison of costs and benefits that is essential for economic efficiency. This research attempts to ameliorate this situation by providing an estimate of the benefits of a 40 percent reduction in phosphorus pollution in the Minnesota River. A 1997 mail survey gathered information on Minnesota residents'use of a recreational site on the Minnesota River, the Minnesota Valley National Wildlife Refuge, and their willingness to pay for phosphorus reductions in the Minnesota River. The random effects probit model used in this research to investigate household willingness to pay for phosphorus pollution reductions in the Minnesota River incorporates recent innovations in nonmarket valuation methodology by using both revealed and stated preference data. This model estimated annual household willingness to pay for phosphorus reductions in the Minnesota River at $140. These results may be used in combination with cost estimates to determine the economic efficiency of phosphorus clean up.  相似文献

ABSTRACT: Increasing demands on western water are causing a mounting need for the conjunctive management of surface water and ground water resources. Under western water law, the senior water rights holder has priority over the junior water rights holder in times of water shortage. Water managers have been reluctant to conjunctively manage surface water and ground water resources because of the difficulty of quantification of the impacts to surface water resources from ground water stresses. Impacts from ground water use can take years to propagate through an aquifer system. Prediction of the degree of impact to surface water resources over time and the spatial distribution of impacts is very difficult. Response functions mathematically describe the relationship between a unit ground water stress applied at a specific location and stream depletion or aquifer water level change elsewhere in the system. Response functions can be used to help quantify the spatial and temporal impacts to surface water resources caused by ground water pumping. This paper describes the theory of response functions and presents an application of transient response functions in the Snake River Plain, Idaho. Transient response functions can be used to facilitate the conjunctive management of surface and ground water not only in the eastern Snake River Plain basin, but also in similar basins throughout the western United States.  相似文献

ABSTRACT: Effectively teaching water resources policy to university science and engineering students is both important and difficult. Most careers in the water resources field require an understanding of the comprehensive governmental regulatory structure affecting water use. Also, few science and engineering curricula encourage their students to take policy courses. Successful approaches to teaching water resources policy might include epistemological comparisons, case studies, issue maps, and interactive simulations. Obstacles to the effective teaching of this subject include students' insufficient preparation and student disdain and cynicism. These obstacles may be mitigated by requiring a prerequisite, developing a glossary of policy-related terms, and introducing the course through lectures emphasizing realistic views of the water resources management field and the nature of the American political system.  相似文献

ABSTRACT: Principal U.S. phosphate production is from central Florida where mining, processing, and waste disposal practices intimately associate the industry with water resouces. Available radium-226 data from 1966 and from 1973–1976 in mined and unmined mincralized areas and nonmineralized areas in the primary study area in Polk, Hardee, Hillsborough, Manatee, and De Soto counties were studied using log-normal probability plots and nonparametric statistical tests for significant difference as functions of time, depth, and location. Plots of radium in the water table and Floridan aquifers for mineralized and nonmineralized areas indicate that neither phosphate mineralization nor the industry is a probable factor. For the Lower Floridan aquifer, three separate radium populations are indicated with geometric means of 0.7, 3, and 10 pCi/1. Geometric mean radium-226 content of the water table aquifer is 0.17 pCi/1. Radium in the Floridan aquifer in Manatee and Sarasota Counties is elevated relative to that in the water table and in other areas of Florida. For Sarasota County, geometric mean radium content of the water table is 15 pCi/l versus 7.5 pCi/l in the Floridan. Potential sources include shallow phosphate sediments and monazite sands and possibly crystalline basement rocks or other strata unrelated to phosphatic zones of current economic interest. The existing radium-226 data base is rather marginal in terms of number and spatial distribution of analyses, particularly for the water table and Upper Floridan aquifer. Existing radium data do not substantiate widespread contamination of ground water as a result of the phosphate industry. However, local contamination associated with specific operations has occurred.  相似文献

ABSTRACT: This paper focuses on the development and testing of a mathematical model of an emergency ground water supply operated principally during periods of low streamflow. The process of ground water withdrawal and recharge is simulated taking account of streamflow, water demand, evapotranspiration, natural and artificial recharge and increased evapotranspiration due to artificial recharge, ground water pumpage, and streamflow contribution to pumped water. The model determines whether natural recharge is possible in less time than the return period of drought and also whether artificial recharge is needed. By simulating operation over a long period of time, the model can examine different droughts of short and long duration and can test the operating rules for ground water storage development in an area. Submodels analyze the components of the operating process including ground water flow into the stream, seepage losses, stream portion of well discharge due to induced infiltration and recharge from rainfall or water spreading. The model has been tested for areas in the humid northeastern United States.  相似文献

ABSTRACT: Earthen waste storage structures (EWSS) associated with large confined (concentrated) animal feeding operations (CAFOs) were evaluated for their potential to impact water resources in Iowa. A representative sample of 34 EWSS from a digital database of 439 lagoons and basins permitted between 1987 and 1994 was analyzed. Eighteen percent (6 of 34) directly overlie alluvial aquifers that are used widely for potable water supply. Ninety‐four percent (29 of 31) were constructed below the water table based on EWSS depth data. At 65 percent of EWSS (22 of 34), 50 percent or more of the manure‐spreading area (MSA) has a water‐table depth less than 1.6 m. At 74 percent of EWSS (25 of 34), 90 percent or more of the MSA contains soil with vertical K exceeding 25.4 mm/hr. Seventy‐one percent (24 of 34) occur where 10 percent or less of the MSA is frequently flooded. No significant differences were found among leakage rates due to aquifer vulnerability class or surficial material. However, at least 50 percent of EWSS (14 of 28) leaked at rates significantly greater than 1.6 mm/d under the new construction standard. The estimated 5,000 unregulated CAFOs may have a greater potential to impact water resources in Iowa.  相似文献

ABSTRACT: Ground water and surface water constitute a single dynamic system in most parts of the Suwannee River basin due to the presence of karst features that facilitate the interaction between the surface and subsurface. Low radon-222 concentrations (below background levels) and enriched amounts of oxygen-18 and deuterium in ground water indicate mixing with surface water in parts of the basin. Comparison of surface water and regional ground water flow patterns indicate that boundaries for ground water basins typically do not coincide with surface water drainage subbasins. There are several areas in the basin where ground water flow that originates outside of the Suwannee River basin crosses surface water basin boundaries during both low-flow and high-flow conditions. In a study area adjacent to the Suwannee River that consists predominantly of agricultural land use, 18 wells tapping the Upper Floridan aquifer and 7 springs were sampled three times during 1990 through 1994 for major dissolved inorganic constituents, trace elements, and nutrients. During a period of above normal rainfall that resulted in high river stage and high ground water levels in 1991, the combination of increased amounts of dissolved organic carbon and decreased levels of dissolved oxygen in ground water created conditions favorable for the natural reduction of nitrate by denitrification reactions in the aquifer. As a result, less nitrate was discharged by ground water to the Suwannee River.  相似文献

ABSTRACT: Landfill siting and design guidelines or regulations differ from state to state. Most include hydrogeological criteria, referring to hydraulic conductivities, aquifers, ground water flow patterns, contaminant travel times, and distance between landfill and sensitive targets for contaminants, etc. However, almost all of the existing hydrogeological guidelines are incomplete, inconsistent, or both. The aquitard between landfill and regional aquifer frequently offers less resistance to leachate migration than compliance with regulations may suggest. Residence times of leachate, that makes it through the landfill liner, is often overestimated. Monitoring wells in the regional aquifer are unreliable detectors of local leaks in a landfill. If a landfill does leak, costly aquifer restoration is called for. For traditional landfill designs, ground water monitoring considerations suggest the siting over homogeneous sand and gravel aquifers, rather than over complex till environments. An alternative landfill design criterion is suggested, which is based on a negative hydraulic gradient underneath the landfill. This design guarantees ground water protection, simplifies landfill monitoring, and generally enhances the landfill economy.  相似文献

ABSTRACT: Interpretation of ground water level changes in a developed aquifer usually relies on reference to some benchmark such as “predevelopment” ground water levels, changes from fall to fall and/or spring to spring, or to determination of maximum stress during the pumping season. The assumption is that ground water levels measured in the monitoring well accurately reflect the state of the ground water resource in terms of quantity in storage and the effects of local pumping. This assumption is questionable based on the patterns shown in continuous hydrographs of water levels in monitoring wells in Nebraska, and wells installed to determine vertical gradients. These hydrographs show clear evidence for vertical ground water gradients and recharge from overlying parts of the aquifer system to deeper zones in which production wells are screened. The classical concept of semi‐perched ground water, as described by Meinzer, is demonstrated by these hydrographs. The presence of semi‐perched ground water (Meinzer definition, there is no intervening unsaturated zone) invalidates the use of measured ground water levels in regional observation programs for detailed numerical management of the resource. Failure to recognize the Meinzer effect has led to faulty management. The best use of data from the observation well network would be for detection of trends and education unless it is clearly understood what is being measured.  相似文献

ABSTRACT: The contribution of agriculture to nitrate pollution of 8Urface and ground water is a growing concern throughout the world. The objective of this article is to evaluate the current environmental policy governing nitrate contamination of ground water in the South Platte alluvial aquifer. In particular, the “best management practice” approach is assessed in its relationship to optimal policy design. First, the current physical environmental problem and existing institutional arrangements are described. Second, legal and economic criteria are brought to bear on the question of appropriate policy design. Finally, the strengths and weaknesses of the existing policy are evaluated in this context and changes in policy that would increase effectiveness are recommended. Considerable justification is found for state-initiated control because victims of ground water pollution are dispersed and risk assessment is technically demanding. However, ex post elements of existing policy must be improved, perhaps through targeting and some devolution in monitoring and enforcement responsibilities.  相似文献

ABSTRACT: Federal and state storm water pollutant control regulations for industry require facilities to identify themselves and to implement appropriate controls specifically developed for each facility by its operators. Compliance is not directly observable from publicly reported information, and is believed to be low. Compliance requirements are divided into three stages: determination and notification of duty to comply; preparation of public reports and site-specific planning documents; and implementation of pollution prevention activities. Aggregate data show about 25 percent to 35 percent of metal plating facilities in California, and about 35 percent to 40 percent of facilities in the Los Angeles region, have recognized the need for first-stage compliance; the number required but failing to do so is not known. For second-stage compliance, between 77 percent and 88 percent of facilities submitted required annual reports from 1993 to 1995, while on-site water quality monitoring reports were submitted by about 60 percent of required facilities. Site investigations of ten Los Angeles area facilities showed variation in compliance with site-specific documentation and implementation requirements. Most facilities inadequately evaluated activities for potential storm water pollutants, and most prepared incomplete plans for storm water sampling and inspection procedures. Evaluation of third-stage compliance by evaluating quantitative effects of facility actions, beyond the scope of this research, is recommended.  相似文献

ABSTRACT: Ground water quality is an environmental issue of national concern. Agricultural activities, because they involve large land areas, often are cited as a major contributor of ground water contaminants. It appears that some degree of ground water contamination from agricultural land use is inevitable, especially where precipitation exceeds evapotranspiration. For this reason, and because agriculture differs significantly from point sources of pollution, farmers, policymakers, and scientists need alternative management strategies by which to protect ground water. Mathematical models coupled to geographic information systems to form expert systems can be important management tools for both policymakers and agricultural producers. An expert system can provide farmers, researchers, and environmental managers with information by which to better manage agricultural production systems to minimize ground water contamination. Significant research is necessary to perfect such a system, necessitating interim ground water management strategies that include not only a strong research program, but educational and public policy components as well.  相似文献
