This paper reports on two efforts to develop methods for quantifying and analysing greenhouse gas emissions from local places. The International Council for Local Environmental Initiatives-Cities for Climate Protection (ICLEI-CCP) campaign and the Association of American Geographers-Global Change in Local Places (AAG-GCLP) project represent independent efforts with differing origins and objectives. There is a rich and dynamic fine structure to the causal patterns that determine the level of greenhouse gas emissions in the society. This fine structure is essentially opaque to national and state-level inventories and analyses, and yet understanding it is necessary to understanding how human communities can be organised and human enterprise structured in environmentally sustainable ways. Simplified inventory methods that account for most but not all emissions, use readily available local data and, most important, inform efforts at emission reduction are currently available for cities and could be made available for larger or more diverse local regions or areas.  相似文献

This study examines opportunities for and obstacles to the mitigation of climate change in US cities using the example of the Cities for Climate Protection (CCP) campaign sponsored by the International Council for Local Environmental Initiatives. The CCP experience suggests a number of ways in which municipal governments can control greenhouse gas (GHG) emissions but also highlights several obstacles that make it difficult for local officials to do so. First, climate change is generally framed as a global issue. The CCP experience suggests that climate change is most likely to be reframed as a local issue when the preferred policy response (controlling GHG emissions) can be linked to issues (e.g. air quality) already on the local agenda. Secondly, even when local governments recognise that they should do something to control GHG emissions, institutional barriers make it difficult for municipalities to move from political rhetoric to policy action. Finally, it is questionable whether local initiatives can make meaningful contributions to climate change mitigation in the absence of policy changes at the state and national levels. Abstract

While US climate change mitigation policy has stalled at the national level, local and regional actors are increasingly taking progressive steps to reduce their greenhouse gas emissions. Universities are poised to play a key role in this grassroots effort by targeting their own emissions and by working with other local actors to develop climate change mitigation programmes. Researchers at the Pennsylvania State University have collaborated with university administrators and personnel to inventory campus emissions and develop mitigation strategies. In addition, they have facilitated a stakeholder-driven climate change mitigation project in one Pennsylvania county and started an ongoing service-learning project aimed at reducing emissions in another county. These campus and community outreach initiatives demonstrate that university-based mitigation action may simultaneously achieve tangible local benefits and develop solutions to broader challenges facing local climate change mitigation efforts. Outcomes include improved tools and protocols for measuring and reducing local emissions, lessons learned about service-learning approaches to climate change mitigation, and methods for creating climate change governance networks involving universities, local governments and community stakeholders.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00548.x Abstract: Public water supplies in England and Wales are provided by around 25 private‐sector companies, regulated by an economic regulator (Ofwat) and environmental regulator (Environment Agency). As part of the regulatory process, companies are required periodically to review their investment needs to maintain safe and secure supplies, and this involves an assessment of the future balance between water supply and demand. The water industry and regulators have developed an agreed set of procedures for this assessment. Climate change has been incorporated into these procedures since the late 1990s, although has been included increasingly seriously over time and it has been an effective legal requirement to consider climate change since the 2003 Water Act. In the most recent assessment in 2009, companies were required explicitly to plan for a defined amount of climate change, taking into account climate change uncertainty. A “medium” climate change scenario was defined, together with “wet” and “dry” extremes, based on scenarios developed from a number of climate models. The water industry and its regulators are now gearing up to exploit the new UKCP09 probabilistic climate change projections – but these pose significant practical and conceptual challenges. This paper outlines how the procedures for incorporating climate change information into water resources planning have evolved, and explores the issues currently facing the industry in adapting to climate change.  相似文献

Local authority experien ce with state of the environment reporting in the UK is discussed and com pared with the Japanese approach to integrated environmental management. Two case studies are presented, Lancashire County Council and Osaka Prefectural Government, and the progress made by each authority is examined. The paper argues that two very different approaches to local environm ental m anagement have evolved in the UK and Japan. The Japanese approach is essentially technocratic and pre-occupied with pollution control issues. In contrast, the UK approach has evolved out of the town planning tradition with its emphasis on conservation and am enity issues. Local authorities in Japan have greater jurisdictional powers, financial and technical resources to devote to environmental management. This allows them more direct control over the policy-making process. Constraints on local authority financial resources in the UK, and fragmentation of environmental responsibilities between various organizations, have resulted in a form of environm ental management which is based on interorganizational co-operation.  相似文献

However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change.  相似文献

Local authorities in Great Britain have had the powers to acquire, declare and manage statutory Local Nature Reserves since 1949; these powers were extended to Northern Ireland in 1985. As of March 1997, there are some 564 Local Nature Reserves in England, three in Northern Ireland, 24 in Scotland and 38 in Wales. Local Nature Reserves are important for biodiversity and nature conservation at a local level and can have a special role for local schools. The overall situation in respect of Local Nature Reserves has been recently reviewed by the Urban Forum of the UK Man and the Biosphere Committee. This review will add impetus and purpose to the wide variety of programmesand projects involving Local Nature Reserves. It will add emphasis to their potential not only for nature conservation and environmental education but also for community development.  相似文献

Climate change potentially impacts rainfall, temperature, and air humidity, which have relationship with plant evapotranspiration and consequently to irrigation water needs (IWN). The purpose of this research is to assess climate change impacts on irrigation water demand, based on climatic impacts stemming from future greenhouse gas emission scenarios. The study area includes eight municipalities in the Jaguaribe River Basin, located in the Ceará State of semiarid northeast Brazil. The FAO Penman‐Monteith method is used for the calculation of a reference evapotranspiration with limited climatic data. IWN projections are calculated using bias‐corrected climate projections for monthly rainfall and surface temperature derived from the United Kingdom’s Hadley Centre Regional Climate Model simulations. The increase in the average IWN is projected to be 7.9 and 9.1% over the period 2025‐2055 for the A2 and B2 scenarios, respectively with respect to 1961‐1990 baseline.  相似文献

Environmental culture change, a seemingly intangible concept, is fast becoming an important indicator of success for organisations delivering sustainable development around the globe. This article provides an analysis of local government's ability to affect culture change within its organisations and communities, and the role the International Council for Local Environmental Initiatives—Australia/New Zealand (ICLEI-A/NZ) has in assisting local government with this process. While the impact ICLEI-A/NZ has had on the culture change movement is difficult to define, the methodologies adopted by the organisation have been designed to institutionalise the integration of environmental decision-making concepts and practices in local government. This article discusses the degree to which ICLEI-A/NZ's capacity-building campaigns and other performance-focused initiatives have instilled core environmental values in local government.  相似文献

One of the most pressing environmental issues today is the possibility that projected increases in global emissions of greenhouse gases from increased deforestation, development, and fossil-fuel combustion could significantly alter global climate patterns. Under the terms of the United Nations Framework Convention on Climate Change, signed in Rio de Janeiro during the June 1992 Earth Summit, the United States and other industrialized countries committed to balancing greenhouse gas emissions at 1990 levels in the year 2000. Included in the treaty is a provision titled Joint Implementation, whereby industrialized countries assist developing countries in jointly modifying long-term emission trends, either through emission reductions or by protecting and enhancing greenhouse gas sinks (carbon sequestration). The US Climate Action Plan, signed by President Clinton in 1993, calls for voluntary climate change mitigation measures by various sectors, and the action plan included a new program, the US Initiative on Joint Implementation. Wisconsin Electric decided to invest in a Jl project because its concept encourages creative, cost-effective solutions to environmental problems through partnering, international cooperation, and innovation. The project chosen, a forest preservation and management effort in Belize, will sequester more than five million tons of carbon dioxide over a 40-year period, will become economically selfsustaining after ten years, and will have substantial biodiversity benefits.  相似文献

In Australia, local communities often enact Community-Based Initiatives (CBIs) to respond to climate change through Climate Change Adaptation (CCA). CBIs can also be integrated into the Disaster Risk Reduction (DRR) agenda. The paper explores the extent to which CBIs promote the mainstreaming of CCA into DRR. Primary data were obtained from interviews with representatives of CBIs and supporting organisations in three local governments of the Hunter Valley (New South Wales, Australia). Findings show that CBIs recognise the potential contribution of climate change in modifying the local hazard profile. CBIs mainstream CCA into DRR by following four approaches: environmental and social justice; sustainability and transition; ecosystem-based approach; and adaptive planning. Partnerships were identified both among CBIs and between CBIs and City Councils; however, conflicts between CBIs, City Councils and business actors emerged, and a lack of commitment by multi-level governments in responding to climate change was revealed. The findings show that CBIs consider CCA and DRR within a broad everyday context related to vulnerability and local development. But we argue that assigning responsibility for climate change issues to CBIs is not a panacea and should not be the only local climate change response. Instead, CBIs need to be included in a larger and long-term commitment by actors that possess access to resources, such as higher levels of government. The paper provides a local Australian perspective on the effectiveness of mainstreaming CCA into DRR and furthers the conversation for the benefit of other communities facing similar challenges.  相似文献

Climate change is one of the major worldwide environmental concerns. It is especially the case in many developed countries, where the greenhouse gas emissions responsible for this change are mainly concentrated. For the first time, the Kyoto Protocol includes an international agreement for the reduction of the net emissions of these gases. To fulfil this agreement measures designed to reduce or limit current emissions have to be brought into force. Consequently, fears have arisen about possible consequences on competitiveness and future development of manufacturing activities and the need for support mechanisms for the affected sectors is obvious. In this paper, we carry out a study of the emissions of gases responsible for climate change in Asturias (Spain), a region with an important economic presence of sectors with intensive emissions of CO(2), the chief greenhouse gas. To be precise, in the first place, the volumes of direct emissions of the said gases in 1995 were calculated, showing that the sectors most affected by the Kyoto Protocol in Asturias are iron and steel and electricity production. Secondly, input-output analysis was applied to determine the direct and indirect emissions and the direct, indirect and induced emissions of the different production sectors, respectively. The results derived from the direct and indirect emissions analysis and their comparison with the results of the former allow us to reach some conclusions and environmental policy implications.  相似文献

Agenda 21 highlighted the need for such local action to achieve the goals of the 1992 Earth Summit and the United Nations Framework Convention on Climate Change. This trend of increasing local action was demonstrated dramatically in Canada in 2006 when the newly elected federal government cancelled many of the previous government's climate change programmes. The EnerGuide for Houses Program illustrates the growing importance of local decisions where the federal government developed a home energy rating system that was delivered through a range of partnerships across the country. Despite all political parties voting to increase funding for the programme in 2005, the Conservative government cancelled it in May 2006. The response by provincial and local governments was immediate. Their actions revealed the ability and desire among lower-tier governments to sustain popular climate change initiatives. Both the political responses and financial implications are included in the examination of the shift in environmental responsibility from the national to the local sphere.  相似文献

The delivery of many of the most pressing environmental issues will rely on changes in environmental attitudes and behaviour at community level. At a UN Special Session in 1997, the British Government highlighted its initiatives on Local Agenda 21 (LA21) and Going for Green (GFG) as significant advances. This paper adds a new perspective, drawing on the range of experiences of some of the research teams that have been working with local authorities on pilot Sustainable Community Projects (SCPs) in England and Scotland. It sheds light on three substantive themes: the tensions inherent in the implementation of internationally and nationally agreed goals through local action; the ambiguity of local agencies acting as facilitators of community ownership of processes, and the requirements for successful partnership between local authorities and higher education.  相似文献
