The resulting impact of disasters on society depends on the affected country's economic strength prior to the disaster. The larger the disaster and the smaller the economy, the more significant is the impact. This is clearest seen in developing countries, where weak economies become even weaker afterwards. Deliberate strategies for the sharing of losses from hazardous events may aid a country or a community in efficiently using scarce prevention and mitigation resources, thus being better prepared for the effects of a disaster. Nevertheless, many governments lack an adequate institutional system for applying cost effective and reliable technologies for disaster prevention, early warnings, and mitigation. Modelling by event analyses and strategy models is one way of planning ahead, but these models have so far not been linked together. An approach to this problem was taken during a large study in Hungary, the Tisza case study, where a number of policy strategies for spreading of flood loss were formulated. In these strategies, a set of parameters of particular interest were extracted from interviews with stakeholders in the region. However, the study was focused on emerging economies, and, in particular, on insurance strategies. The scope is now extended to become a functional framework also for developing countries. In general, they have a higher degree of vulnerability. The paper takes northern Vietnam as an example of a developing region. We identify important parameters and discuss their importance for flood strategy formulations. Based on the policy strategies in the Tisza case, we extract data from the strategies and propose a framework for loss spread in developing and emerging economies. The parameter set can straightforwardly be included in a simulation and decision model for policy formulation and evaluation, taking multiple stakeholders into account. 相似文献

The Food and Agriculture Organization's (FAO) land evaluation methodology provides a procedure for assessing the suitability of land units within a study area for different land uses. This article describes the use of theLuplan computerized land-use planning package to provide an explicit means to select the land use for each land unit which best satisfies defined policies. Even though there is a global proliferation of cases of ecosystem breakdown under stress, little attention has been given to the development of practical and efficient means for cross-referencing similar cases. It seems essential that a more systematic approach be adopted for the efficient analysis of options in environmental management. This paper presents a frame work for identifying ecosystem dysfunctions and proposes a classification based on stresses and responses, a procedure which does not require a mechanistic knowledge of the causal pathways that lead to environmental degradation. By examining the techniques used in classifying disorders in human medicine, insight is derived, allowing one to treat the ecosystem as a patient. All attempts at distinguishing between pathological and natural response, whether in human or ecosystem medicine, must ultimately be based on context; the significance of a particular condition and appropriate remedial actions must always be viewed in relation to a specific patient. 相似文献

In England, the development of urban brownfield sites is a significant planning policy aimed at supporting urban regeneration and protecting the countryside. Brownfield sites are required, in policy, to be developed in a sustainable way. However, determining what this means in practice is unclear. This paper presents a framework for assessing the sustainability of brownfield developments, devised to clarify the stakeholders in land reuse and establish how sustainability can be achieved on reused sites. The framework has been used in research investigating the sustainability of five brownfield developments in England. The performance of the framework in this research is assessed and its potential practical use outlined. 相似文献

A broad and objective perspective of ecological and socioenomic knowledge is required to underlie a scientific approach to
the problems of terrestrial restoration ecology. Uncertainty associated with limited scientific knowledge highlights the crucial
importance of the interaction between science and policy in weighing ecological restoration alternatives in relation to other
management options. In this paper, we provide a pragmatic definition for restoration ecology that is suitable for extensive
terrestrial applications and present a decision framework to help organize and clarify different phases of the decision process
as it is related to ecological restoration. We argue that restoration planning should include a wider spectrum of participants

Grasslands were once widespread and species-rich ecosystems. They have drastically decreased throughout the world, largely due to changes in land-uses. Remnant grasslands are often highly degraded and disconnected and require active conservation. In order for grasslands to be maintained worldwide, protected areas need to be created. While adequately creating and managing protected areas has proven difficult, this can be improved by following a three-point guideline: (1) consider many ecological groups (birds, insects, plants); (2) use conservation biology knowledge; (3) seek agreements with concerned parties by comprehending elements of economy, politics and sociology. Based on the example of La Crau, a steppe area in South-eastern France, this review aims at (i) illustrating that this guideline can facilitate creating and managing protected areas and (ii) proposing improvement to the guideline while keeping it simple. In La Crau, the need for conservation was first acknowledged in 1975. Between 1983, when a request for a protection decree was made and 1990, when the first concrete protection measure was taken, 20% of the steppe disappeared. It took another 8 years to reach a concerted management plan in 1998. The review shows how using ecological guidelines would have helped better and faster protection of the steppe. Improvements to the guideline drawn from the La Crau experience include: the protection of some traditional practices; the protection of some degraded habitats that can substitute for habitats that no longer exist; the restoration of degraded habitats that do not qualify for protection; and the flexibility of the management plan. 相似文献

Fishermen were aggregated into high-, mid-, and low-consumptive groups according to the importance they placed on catching fish. Analysis of variance indicated that each consumptive group was unique in the importance it placed on other fish-related variables. Low-consumptive fishermen rated most other aspects of the fishing experience, such as interacting with nature, relaxation, and escaping the daily routine, more important than did high-consumptive fishermen. Low-consumptive fishermen also fished more frequently and were generally more satisfied with their most recent fishing trip than were high-consumptive-oriented fishermen. The three groups can be viewed as different fishing constituencies. By understanding their characteristics, we can gain additional insights into the impacts of management decisions on recreational fishermen and their experiences. 相似文献

It is now widely accepted that there are problems with the state of urban environments globally. This paper presents the commonly used approaches for dealing with environmental problems, which have been categorised into target, top-down, market-driven and participative. The problems with these approaches are discussed, and the significance of participative approaches in dealing with environmental problems at the local scale is highlighted. Increased reliance on the Internet for critical infrastructure and the global nature of supply chains provides an opportunity for adversaries to leverage dependencies and gain access to vital infrastructure. Traditional approaches to assessing risk in the cyber domain, including estimation of impacts, fall short due to uncertainty in how interconnected systems react to cyber attack. This paper describes a method to represent the pathways of disruption propagation, evaluate the macroeconomic impact of cyber threats and aid in selecting among various cybersecurity policies. Based on state of the art agent-based modeling, multicriteria decision analysis, and macroeconomic modeling tools, this framework provides dynamic macroeconomic, demographic and fiscal insights regarding shocks caused by cyber attacks to the regional economy over time. The interlinkage of these models will provide a robust and adaptive system that allows policy makers to evaluate complex issues such as cybersecurity threats and their impacts on the geopolitical, social, environmental, and macroeconomic landscape. 相似文献

This article reviews the existing models of corporate social responsiveness and develops a theoretical framework with which
to examine corporations' discretionary performance with respect to one social issue, that of the environment. Discretionary
indicators of corporate response to environmental issues are developed and tested within this framework. Twelve companies
from five different sectors were selected for the survey, based on prior knowledge of their commitment to environmental concerns.
Primary data was collected from personal interviews, and secondary data was obtained from company documents, annual reports,
and other forms of publically disclosed information. Empirical results varied, but certain voluntary indicators, such as composition
of the board of directors, the environmental affairs function, community support, and the annual report are considered to
provide strong indications of discretionary corporate performance. Philanthropy and company products proved to be less satisfactory
indicators of corporate commitment to the environment. The aggregated results revealed a correlation between the final rankings
of firms' discretionary environmental performance and whether those companies are process or product oriented. Linkages between
discretionary elements and those of economic and legal requirements were not explored. 相似文献

Traditionally, wetland management strategies have focused on single familiar objectives, such as improving water quality, strengthening biodiversity, and providing flood control. Despite the relevant amount of studies focused on wetland creation or restoration with these and other objectives, still little is known on how to integrate objectives of wetland creation or restoration at different landscape scales. We have reviewed the literature to this aim, and based on the existing current knowledge, we propose a four step approach to take decisions in wetland creation or restoration planning. First, based on local needs and limitations we should elucidate what the wetland is needed for. Second, the scale at which wetland should be created or restored must be defined. Third, conflicts and compatibilities between creation or restoration objectives must then be carefully studied. Fourth, a creation or restoration strategy must be defined. The strategy can be either creating different unipurpose wetlands or multipurpose wetlands, or combinations of them at different landscape scales. In any case, in unipurpose wetland projects we recommend to pursue additional secondary objectives. Following these guidelines, restored and created wetlands would have more ecological functions, similar to natural wetlands, especially if spatial distribution in the landscape is considered. Restored and created wetlands could then provide an array of integrated environmental services adapted to local ecological and social needs. 相似文献

Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional
elements. This paper presents an integrative methodological framework for sustainable environmental planning and management.
The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's
conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological
framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method.
This method generates classifications of environmental significance and constraint. Areas of environmental significance and
constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education,
technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed
for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a
variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture,

Management strategies are defined in terms of management regimes consisting of a time-identified and site-specific schedule of activities. The current status of the treatment and disposal of hazardous wastes in China is summarized on the basis of the results of
the Declaring and Registration Project initiated nationally in 1995. A principle framework for the sound management of hazardous
wastes is proposed, which includes three levels of technical solutions. Large-scale enterprises are encouraged to recycle,
to treat, and to dispose of wastes by means of constructing facilities, and to have their extra capacities available to the
public for a reasonable fee. Municipal governments, provincial governments, and the Central Government are to plan and construct
centralized facilities to recycle, treat, and dispose of wastes. For a solution at the manufacturing level, recycling is identified
as the main approach. Centralized facilities at the municipal level will mainly focus on special wastes that are unsuitable
to transport and store, such as hospital waste, and for the technical solution at this level, incineration and recycling are
identified as the main approaches. For the technical solution at the provincial and national levels, landfill and incineration
are identified as the main approaches. Based on this principle and the current available data on hazardous wastes, a preliminary
plan for the spatial distribution of cross-provincial centralized treatment and disposal facilities of hazardous wastes is
presented. The construction of approximately nine cross-provincial comprehensive facilities is proposed. A priority list for

A framework is presented showing the process of integrated resource planning in the electric power sector. This takes into account the traditional utility planning process, and shows how the use of advanced decision analysis tools would facilitate the integration of demand-side management (DSM) and environmental factors. The concept of influence diagram is introduced in the utility planning arena. Using the interdependent data analysis (IDA) technique, a way is shown to provide the probability estimates necessary for the influence diagram. The IDA technique allows the use of expert opinions and intuitive judgements to develop the necessary probability estimates. A sample case study is presented where the issue of environmental impact from stack emissions is incorporated. A base case coal option is compared against a gas turbine combined cycle (GTCC) alternative. Energy costs from these two options are compared by taking into account the capital, licensing, fuel, operation and maintenance, and emissions related costs. 相似文献

Designing chemical processes for the environment requires consideration of several indexes of environmental impact including ozone depletion, global warming potentials, human and aquatic toxicity, photochemical oxidation, and acid rain potentials. Current methodologies, such as the generalized waste reduction algorithm (WAR), provide a first step towards evaluating these impacts. However, to address the issues of accuracy and the relative weights of these impact indexes, one must consider the problem of uncertainties. Environmental impacts must also be weighted and balanced against other concerns, such as their cost and long-term sustainability. These multiple, often conflicting, goals pose a challenging and complex optimization problem, requiring multi-objective optimization under uncertainty. This paper will address the problem of quantifying and analyzing the various objectives involved in process design for the environment. Towards this goal, we proposed a novel multi-objective optimization framework under uncertainty. This framework is based on new and efficient algorithms for multi-objective optimization and for uncertainty analysis. This approach finds a set of potentially optimal designs where trade-offs can be explicitly identified, unlike cost-benefit analysis, which deals with multiple objectives by identifying a single fundamental objective and then converting all the other objectives into this single currency. A benchmark process for hydrodealkylation (HDA) of toluene to produce benzene modeled in the ASPEN simulator is used to illustrate the usefulness of the approach in finding environmentally friendly and cost-effective designs under uncertainty. 相似文献

The landed estates may be divided into four groups according to land use and use intensity: crofting, sheep, sporting, mixed use. While sheep and mixed use estates have held sheep numbers constant, other estates have shown dramatic declines. All estates, and in particular sporting estates, have increased deer culls. Many sporting estates are supported by external private finance which makes land development unnecessary. Private enjoyment is an important ownership motivation on many estates. This, rather than lack of profitability or lack of finance, prevents development. However, significant employment creation can come only through extensive land developments beyond those on even the more productive estates. Such a strategy would require a development plan and a challenge to existing property rights. 相似文献

The effective management of small-scale mines is one of the major challenges for governments in the mining sector. Small-scale mining may bring tangible, short-term benefits to the communities involved. However, these benefits are frequently outweighed by the costs incurred in terms of illness, injury, pollution, waste of natural resources and market distortions. Governments, international agencies and advisers are generally able to draw up lists of actions which are required to regulate and manage small-scale mines more effectively, but turning plans into sustained action has proved more difficult. Two aspects of policy implementation are crucial to success: the alignment of interests, and the attitude and effectiveness of government. Using a case study of township and village coal mines in China, this article develops an approach to analysing these issues that could assist regional policy makers and advisers in formulating policy, in identifying key obstacles to policy implementation, and in identifying particular parties which need to be infiuenced or educated in order for the policy to succeed. 相似文献
