Biased technological progress is the act of energy conservation and emission reduction by changing the marginal rate of substitution. In this study, we introduced renewable energy into a production function, and proposed a method of identifying biased characteristics of technological progress, based on marginal productivity theory. A panel dataset for the Asia–Pacific Economic Cooperation (APEC) economies from 2000 to 2017 was analyzed to explore the effect of biased technological progress in reducing particulate matter (PM2.5). We found that input biased technological progress tended to use more non-renewable energy. Input biased technological progress aggravated haze pollution; however, this effect decreased as the PM2.5 concentration increased. Output biased technological progress significantly reduced haze pollution in high-income economies, but increased it in low-income economies. The effect of neutral technological progress on haze pollution was the opposite of the effect from output biased technological progress. We also found that increasing renewable energy consumption and reducing energy intensity were separate effective paths for input and output biased technological progress, respectively, to mitigate haze pollution. For neutral technological progress, improving total factor productivity was an important way to mitigate haze pollution. Finally, several policy recommendations are proposed to mitigate haze pollution in APEC economies.

The Beijing Municipal Environmental Protection Bureau (EPB) is considering strengthening the Emission Standard of Air Pollutants for Stationary Gas Turbines, originally published in 2011 (DB11/847–2011), with a focus on reducing nitrogen oxides (NOx) emissions. A feasibility study was conducted to evaluate the current operation of 12 existing combined-cycle gas turbine power plants and the design of two new plants in Beijing and their emission reduction potential, in comparison with a state-of-the-art power plant in California. The study found that best management practices (BMPs) could potentially improve the emission level of the power plants, and should be implemented to minimize emissions under current design characteristics. These BMPs include (1) more frequent tuning of turbine combustors; (2) onsite testing of natural gas characteristics in comparison to turbine manufacturer’s specifics and tuning of turbine to natural gas quality; (3) onsite testing of aqueous ammonia to ensure adequate ammonia concentration in the mixed solution, and the purity of the solution; (4) more careful inspection of the heat recovery steam generator (HRSG), and the selective catalytic reduction (SCR) during operation and maintenance; (5) annual testing of the catalyst coupon on the SCR to ensure catalyst effectiveness; and (6) annual ammonia injection grid (AIG) tuning. The study found that without major modification to the plants, improving the management of the Beijing gas turbine power plants may potentially reduce the current hourly average NOx emission level of 5–10 parts per million (ppm; ranges reflects plant variation) by up to 20%. The exact improvement associated with each BMP for each facility requires more detailed analysis, and requires engagement of turbine, HRSG, and SCR manufacturers. This potential improvement is an important factor to consider when strengthening the emission standard. However, note that with the continuous needs of improving air quality within the area, more expensive control measures, such as retrofitting the turbines or the HRSGs, may be considered.

Implications: This study analyzed the potential emission reductions associated with implementing the best management practices (BMPs) on the combined cycle and cogeneration power plants in Beijing. It determined that implementing the BMPs could potentially achieve up to 580 metric tonnes, or 0.6%, reductions of all NOx emissions in Beijing. Many other cities in China and Asia battling air quality issues may find the information useful in order to evaluate the emission reduction potential of their own gas turbine power plants.  相似文献

China’s pilot free trade zone (PFTZ) is an important national strategy to achieve high-quality development, so it is necessary to discuss the effect of PFTZ implementation on green total factor productivity (GTFP). Based on the data from 279 cities in China from 2004 to 2018, this study takes the establishment of PFTZ as a quasi-natural experiment and uses the difference-in-differences (DID) method to systematically evaluate the effect of PFTZ on urban GTFP. The empirical results of this paper are shown as follows: Firstly, the construction of PFTZ has a significant effect on urban GTFP, and this effect has increased gradually over time. Secondly, the construction of PFTZ mainly promotes the urban GTFP by increasing the level of science and technology innovation, reducing government intervention and improving the level of human capital. Thirdly, the effect of PFTZ construction on GTFP is more pronounced in regions with earlier waves of PFTZ and in western regions where environmental concerns are higher. In addition, there is a significant positive linkage between the construction of the PFTZ and the Belt and Road Initiative to improve the urban GTFP. The findings of this paper enrich the relevant literature on PFTAs and sustainable development and provide a theoretical basis for further promotion of PFTZ construction.

Over the last few decades, the atmospheric carbon dioxide emission has been amplified to a great extent in Pakistan. This amplification may cause global warming, climate change, and environmental degradation in Pakistan. Consequently, ecological condition and human life may suffer in the near future from these indicated threats. Therefore, an attempt was made to test the relationship between globalization and carbon dioxide emissions in case of Pakistan. The study covers the time series data over the period of 1975–2014. We employed modern econometric techniques such as Johansen co-integration, ARDL bound testing approach, and variance decomposition analysis. Results of the Johansen co-integration test show that there is a significant long-run relationship between carbon dioxide emissions and globalization. The long-run elasticities of the ARDL model show that a 1% increase in economic globalization, political globalization, and social globalization will increase carbon dioxide emissions by 0.38, 0.19, and 0.11%, respectively. Further, our findings reveal that the environmental Kuznets curve (EKC) hypothesis prevails an inverted U-shaped relationship between carbon dioxide emission and economic growth. Therefore, the EKC hypothesis is valid in the presence of globalization. The diagnostic test results show that the parameters of the ARDL model are credible, stable, and reliable in the current form. Finally, variance decomposition analysis displays that economic, political, and social globalization are contributing significantly to carbon dioxide emissions in Pakistan.
