Commons governance theory is central to identifying and managing conflicts arising from natural and cultural resources traps. Scholars – using game theory and economic analysis of law – have proposed alternative models, consisting of a set of mitigated scenarios, multiple players, and new equilibria in commons governance. Likewise, novel legal innovations of the commons have also been designed. Reinterpreting the commons in light of political economy, ecology, and pluralistic approaches, a critical review of existing scholarship, economic analysis of law, and case study investigations are performed. Examining an array of views – including governance of water in Ecuador, Bolivia, and Italy – a research and policy agenda is put forward to offer original interpretations and novel holistic perspectives. Germane environmental policy implications deriving from SDGs, resilient governance, and polycentric perspectives are thus extrapolated. Finally, pluralistic frameworks drafted by mitigation and adaptation are measured by improved sustainable development performance in commons, resource, and water governance.  相似文献

Understanding what causes variability in the outcomes of common-pool resources management and governance has important policy implications for biodiversity conservation, in particular for the conservation of wild plants and animals subject to harvest. We report an exploratory study focusing on Amazonian river turtles as a common-pool resource under harvest-driven conservation and management efforts in Peru. Based on document analysis, literature review and a series of interviews, we describe the management program as a social process and identify the most important governance and management outcomes achieved (increased turtle abundance and benefits for harvesters, harvester formalization), factors hindering and facilitating the program implementation (four natural and three societal factors), and key governance actions behind the program outcomes (awareness and capacity building, crafting and enforcing rules). We then highlight the existing knowledge gaps and the needs and possible means to address particular risks related to turtle management on a harvest-driven setting.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

Conventional perceptions of the interactions between people and their environment are rapidly transforming. Old paradigms that view humans as separate from nature, natural resources as inexhaustible or endlessly substitutable, and the world as stable, predictable, and in balance are no longer tenable. New conceptual frameworks are rapidly emerging based on an adaptive approach that focuses on learning and flexible management in a dynamic social-ecological landscape. Using two iconic World Heritage Areas as case studies (the Great Barrier Reef and the Grand Canyon) we outline how an improved integration of the scientific and social aspects of natural resource management can guide the evolution of multiscale systems of governance that confront and cope with uncertainty, risk, and change in an increasingly human-dominated world.  相似文献

Quantitative assessments have long been used to evaluate the condition of the natural environment, providing information for standard setting, adaptive management, and monitoring. Similar approaches have been developed to measure environmental governance, however, the end result (e.g., numeric indicators) belies the subjective and normative judgments that are involved in evaluating governance. We demonstrate a framework that makes this information transparent, through an application of the Freshwater Health Index in three different river basins in Latin America. Water Governance is measured on a 0–100 scale, using data derived from perception-based surveys administered to stakeholders. Results suggest that water governance is a primary area of concern in all three places, with low overall scores (Guandu-26, Alto Mayo-38, Bogotá-43). We conclude that this approach to measuring governance at the river basin scale provides valuable information to support monitoring and decision making, and we offer suggestions on how it can be improved.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01407-8) contains supplementary material, which is available to authorized users.  相似文献

A critical challenge in natural resource management is to bring all stakeholders together to negotiate solutions to critical problems. However, various collaborative approaches to heading off conflicts and resolving natural resource management disputes have been used. What drives these efforts, however, still needs further research. Our study provides a systematic look at the drivers likely to initiate collaborative problem-solving efforts in four cases in Romania. We use Emerson’s et al. (2012) framework for collaborative governance and multi-value qualitative comparative analysis (mvQCA) to analyze cases involving endangered species, restrictions on forest harvest, conflicts associated with infrastructure development projects, and disputes over the management of environmentally sensitive areas. Our findings contribute to the already existing collaborative governance literature indicating which of the four factors: uncertainty, interdependence, consequential incentives, and leadership, in which combination, are necessary and sufficient to spur collaborative resource management efforts. Our results showed that in Romania the initiation of collaboration is best explained by positive consequential incentives (i.e., financial opportunities) which has determined leaders to take initiative. This study provides additional information for the complicated process of natural resource management which is often overriding collaboration by investigating what enables and constrains collaborative efforts in a country where natural resources were managed and used according to the principles of central planning.  相似文献

Interacting forces of climate change and globalization are transforming the Arctic. Triggered by a non-linear shift in sea ice, this transformation has unleashed mounting interest in opportunities to exploit the region’s natural resources as well as growing concern about environmental, economic, and political issues associated with such efforts. This article addresses the implications of this transformation for governance, identifies limitations of existing arrangements, and explores changes needed to meet new demands. It advocates the development of an Arctic regime complex featuring flexibility across issues and adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements needed to steer the Arctic toward a sustainable future.  相似文献

Barriers and bridges to implement policies about sustainable development and sustainability commonly depend on the past development of social–ecological systems. Production of metals required integration of use of ore, streams for energy, and wood for bioenergy and construction, as well as of multiple societal actors. Focusing on the Swedish Bergslagen region as a case study we (1) describe the phases of natural resource use triggered by metallurgy, (2) the location and spatial extent of 22 definitions of Bergslagen divided into four zones as a proxy of cumulative pressure on landscapes, and (3) analyze the consequences for natural capital and society. We found clear gradients in industrial activity, stream alteration, and amount of natural forest from the core to the periphery of Bergslagen. Additionally, the legacy of top-down governance is linked to today’s poorly diversified business sector and thus municipal vulnerability. Comparing the Bergslagen case study with other similar regions in Russia and Germany, we discuss the usefulness of multiple case studies.  相似文献

The term governance describes the multitude of actors and processes that lead to collectively binding decisions. The term risk governance translates the core principles of governance to the context of risk-related policy making. We aim to delineate some basic lessons from the insights of the other articles in this special issue for our understanding of risk governance. Risk governance provides a conceptual as well as normative basis for how to cope with uncertain, complex and/or ambiguous risks. We propose to synthesize the breadth of the articles in this special issue by suggesting some changes to the risk governance framework proposed by the International Risk Governance Council (IRGC) and adding some insights to its analytical and normative implications.  相似文献

We propose a framework to support management that builds on a social–ecological system perspective on the Arctic Ocean. We illustrate the framework’s application for two policy-relevant scenarios of climate-driven change, picturing a shift in zooplankton composition and alternatively a crab invasion. We analyse archetypical system dynamics between the socio-economic, the natural, and the governance systems in these scenarios. Our holistic approach can help managers identify looming problems arising from complex system interactions and prioritise among problems and solutions, even when available data are limited.  相似文献

Emerging recognition of two fundamental errors underpinning past polices for natural resource issues heralds awareness of the need for a worldwide fundamental change in thinking and in practice of environmental management. The first error has been an implicit assumption that ecosystem responses to human use are linear, predictable and controllable. The second has been an assumption that human and natural systems can be treated independently. However, evidence that has been accumulating in diverse regions all over the world suggests that natural and social systems behave in nonlinear ways, exhibit marked thresholds in their dynamics, and that social-ecological systems act as strongly coupled, complex and evolving integrated systems. This article is a summary of a report prepared on behalf of the Environmental Advisory Council to the Swedish Government, as input to the process of the World Summit on Sustainable Development (WSSD) in Johannesburg, South Africa in 26 August 4 September 2002. We use the concept of resilience--the capacity to buffer change, learn and develop--as a framework for understanding how to sustain and enhance adaptive capacity in a complex world of rapid transformations. Two useful tools for resilience-building in social-ecological systems are structured scenarios and active adaptive management. These tools require and facilitate a social context with flexible and open institutions and multi-level governance systems that allow for learning and increase adaptive capacity without foreclosing future development options.  相似文献

We discuss the recent institutional history of water resources governance in Tenerife, the largest of the Canary Islands, as a case of a real social process of environmental valuation. Emphasis is placed on the institutional and cultural factors for the emergence, and change over time, of collective understandings about co-evolution possibilities between natural and socio-economic processes. Tenerife aquifer water resources could be exploited sustainably. At present, however, a set of interests and collective perceptions dominates that treats water as a commodity to be appropriated privately, and that puts faith in new technologies of water production (e.g. desalination) to overcome scarcity. Yet there is sufficient scientific and economic evidence to support a more precautionary approach based on avoidance of irreversible deterioration of the aquifer resource.  相似文献

Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. Complex socio-environmental risks challenge society. In response to scientific uncertainty and socio-political controversies, environmental governance, precaution, and the ecosystem approach to management are held forward as complements to governmental risk-based sector-restricted regulation. We analyze this development for hazardous substances in the Baltic Sea. Based on interviews and policy analysis, we study informal governance and, in particular, four central EU and international policies, and investigate how present governance relates to risks and objectives at hand. While showing emergence of broader governance approaches, we conclude that central objectives will not likely be met. Furthermore, we question the quest for broad environmental governance and emphasize the value of command and control regulation, if it implements precaution. These findings contribute to the theorizing on environmental (risk) governance. Finally, we provide some ideas that could help development and implementation of risk policies for hazardous chemicals in the Baltic Sea as well as other complex risks.  相似文献

The empirical linkages from tourism, governance, and FDI have been quantified on CO2 emission and energy use over 2002–2014 for a panel of 13 Muslim countries. To this end, we have examined the data for cross-sectional dependence (CD) and panel heterogeneity and employed panel algorithms, which account for both CD and panel heterogeneity. The results from Pedroni, Westerlund, and Kao tests supported the existence of a cointegration association between the chosen variables. In the CO2 model, we observed that tourism positively, and governance negatively, influences the CO2 emission. However, in the case of the energy model, the results of tourism pose a negative relationship, and governance indicates a positive relationship with energy use. The results supported the pollution haven phenomenon, finance, and energy triggered pollution in the study area. Further, the research supported a two-way causality between tourism and CO2, where there is a unilateral causality from governance to CO2. Similarly, a unidirectional causality was obtained from energy towards tourism. Lastly, the key policy recommendations based on the outcomes of the study are encouraging clean energy investment, enhancing good governance, and sustainable tourism development for improving environmental quality.

There are multiple challenges regarding use and governance of landscapes’ goods, functions and intangible values for ecosystem health and human well-being. One group of challenges is to measure and assess principal sustainability dimensions through performance targets, so stakeholders have transparent information about states and trends. Another group is to develop adaptive governance at multiple levels, and management of larger geographical areas across scales. Addressing these challenges, we present a framework for transdisciplinary research using multiple landscapes as place-based case studies that integrates multiple research disciplines and non-academic actors: (1) identify a suite of landscapes, and for each (2) review landscape history, (3) map stakeholders, use and non-use values, products and land use, (4) analyze institutions, policies and the system of governance, (5) measure ecological, economic, social and cultural sustainability, (6) assess sustainability dimensions and governance, and finally (7) make comparisons and synthesize. Collaboration, communication and dissemination are additional core features. We discuss barriers bridges and bridges for applying this approach.  相似文献

Successful river basin governance is challenged by actor engagement in the various stages of planning and management. A governance approach for determining priorities for actors for sustainable management was developed, based on a river basin diagnostic framework consisting of four social-institutional and four biophysical indicators. It was applied in river basins in Australia, Brazil, China and France. Actors diagnosed current and target capacity for these indicators, and estimated synergistic influences of interacting indicators. The results reveal different priorities and transformative pathways to achieve basin plan outcomes, specific to each basin and actor groups. Priorities include biodiversity for the Murray-Darling, local water management needs for the São Francisco and Yellow rivers, and improved decision-making for the Adour-Garonne. This novel approach challenges entrenched views about key issues and actor engagement roles in co-implementation of the basin plan under existing prevailing governance models, with implications for engagement and international collaboration on basin governance.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01699-4.  相似文献

Nature-based solutions (NBS), understood as actions that use ecosystem processes to address societal needs, can play important roles to future-proof river landscape development for people and nature. However, knowledge gaps exist how NBS can be planned and implemented at landscape scales. This Special Issue brings together insights and experiences from studies of assessing, planning, and implementing NBS in river landscapes in Europe and beyond. It addresses three research fields: (i) NBS effects, looking at the effectiveness of NBS to achieve ecological, social, and/or economic outcomes, (ii) NBS planning, focusing on approaches for planning and designing NBS, and (iii) NBS governance, relating to governance and business models for implementation. The twelve contributions deliver evidence on how NBS outperform conventional, rather technical solutions, provide guidance and tools to operationalize the NBS concept into practice, and showcase successful governance models of NBS in different contexts.
