The paper provides an overview of EIA system applications and assesses its effectiveness in Lithuania. A combination of archival research and quantitative/qualitative analysis was used to identify the main shortcomings of the EIA process in Lithuania: subjectivity in forecasting environmental effects, insufficient consideration of alternatives, politicisation of the process and incompetence of authorities involved. The research revealed that a thorough knowledge of EIA procedures and legal requirements may be a solution to these problems, especially when the stages related to forecasting the effects and evaluating the results are strictly reserved for recognized experts. The work concludes on the suggestions to involve in EIA process relevant authorities and to increase the competence of EIA practitioners. 相似文献

This article offers a conceptual framework for analyzing institutional processes and performance outcome of EIA implementation for developing countries. Eight classes of participants in the EIA process are identified: (1) responsible agency; (2) action proponent; (3) preparer; (4) review agency; (5) rule-setting agency; (6) concerned agencies; (7) general public; and (8) licensing agency. Five types of performance outcome are suggested that may follow the introduction of EIA into a national planning system. These include EIA as (1) a fully internalized element of the planning process, (2) a support for a position of advocacy for the environment, (3) a process of adjustment among conflicting goals, (4) a process to remedy prior environmental damage, and (5) a perfunctory endorsement of public or private actions. Using these categories, the EIA system of the Philippines, Korea, and Brazil are analyzed. Three aspects of EIA implementation are compared: national development planning and environmental goals; institutional structure; and performance evaluation. Based on this analysis, the author concludes that while EIA in developing countries is being hampered in its early stages by institutional factors, there are some specific policies that, if adopted by national governments and international aid agencies, would enhance the integration of EIA into the planning and decision-making process and make EIA a more effective tool for environmental protection in the developing world. 相似文献

This article reports the findings of a scoping review assessing the extent and ways in which migrants have been included in health impact assessments (HIAs) and HIA evaluations worldwide. A total of 117 HIAs and two HIA evaluations were included. Only 14% of hand-searched HIAs mentioned migrants, 5% analysed migrants and only 2% included them in their recommendations. Nonetheless, migrants would be expected to be part of the analysis based on the reasons for which migrants were most commonly mentioned. Although the majority of HIAs included in the review mentioned migrants in baseline conditions and impact analysis steps, migrants were seldom included in recommendations. Furthermore, the use of frameworks or tools guiding the completion of an HIA was negatively associated with the inclusion of migrants in recommendations. This is a pivotal risk of frameworks not mentioning migrants. Although workshops and stakeholder engagement were a frequent way of including migrants in HIAs, this usually involved organizations representing migrants, and only seldom included members of the migrant community themselves. The main barriers to including migrants in the HIA impact analysis were the lack of available data on migrants and the significant additional resources required to gather and analyse additional data on migrants. Guidance is needed on ways to optimally include migrants in HIAs and ensure that recommendations for mitigation measures are optimal. 相似文献

Currently, the engagement of local communities in Health Impact Assessment is becoming more and more important. A scoping review was performed to take stock of visions, methods and experiences in this field.A combined Scopus and Medline search yielded 100 articles in scientific journals. The final selection consisted of 43 papers, including case studies, evaluation studies, reviews, and opinion papers. After analysis, consultation of four experts was performed to check preliminary study outcomes. A grey literature web search was performed to check and complement the results.Results show that community participation is generally considered a core element in HIA. Views as expressed in the papers concern, firstly, the need for and value of local knowledge, secondly, the adherence to or application of democratic values and, thirdly, empowerment of communities. Three categories of methods are used in relation to community participation, often in combination: methods to facilitate knowledge elicitation, to ensure the inclusion of communities in the HIA process, and to build community capacity to participate in policy development. However, the theoretical or practical underpinning of the choice for specific methods is mostly not presented. The experiences described in the papers mainly focus on the access to local knowledge and its usability as a source of evidence in the HIA process. Described effects of community participation are (improved) relations between communities and local agencies, policy makers and professionals and the empowerment of community members. Although these effects are ascribed to community participation, many papers do not provide support for this conclusion beyond the retrospective perception of participants. Expert consultation and additional analysis of the grey literature supported the results derived from the scientific literature and provided more in-depth knowledge. In the grey literature theoretical frameworks, methods and tools for community participation in HIA were more extensively reported as compared to the scientific literature.We conclude that the visions, methods and experiences concerning community participation show that a participative approach may contribute to better, context specific knowledge. It appears that participative HIA has health promotion potential as it helps develop responsive policies.To accomplish this, HIA should, firstly, be better embedded in broader health promotion programmes. Secondly, the methods and approaches for community participation applied in HIA should be theory-informed and well described. The grey literature offers entry points. Finally, more robust and systematic evaluation and research is needed to assess the impact of HIAs on communities and policies. 相似文献

The enactment and implementation of the 2003 EIA Law in China institutionalised the role of plan environmental impact assessment (PEIA). While the philosophy, methodology and mechanisms of PEIA have gradually permeated through the various levels of government with a positive effect on the process and outcome of urban planning, only a few cities in China have so far carried out PEIA as a Strategic Environmental Assessment (SEA)-type procedure. One such case is the southern city of Shenzhen. During the past three decades, Shenzhen has grown from a small town to a large and booming city as China has successfully and rapidly developed its economy by adopting the “reform and open door” policy. In response to the challenges arising from the generally divergent processes of rapid urbanisation, economic transformation and environment protection, Shenzhen has incrementally adopted the SEA concept in developing the city's Master Urban Plan. As such, this paper reviews the effectiveness of PEIA in three ways:

as a tool and process for achieving more sustainable and strategic planning; •
to determine the level of integration of SEA within the planning system; and, •
its effectiveness vis-à-vis implementation.

This article, a theoretical perspective based on a literature study, is a critical evaluation of SIA as part of the EIA process in South Africa against the background of international guidelines and best practices. It includes sections on the historical background of the development of SIA in South Africa, the legal status and requirements of SIA in the country, and a critical evaluation of SIA regulation in South Africa. The conclusion reached in the article is that the persistent problems of SIA practice, experienced in other parts of the world, are also evident in South Africa. Apart from institutional, financial and professional constraints, there are also serious problems associated with approach and methods. This conclusion confirms the findings of empirical studies that SIA in South Africa is neglected, that the practice of SIA in South Africa is not yet on a sound footing, and that it does not receive the professional attention it deserves in a country beset by enormous social challenges. To conclude the article recommendations are made to improve the level of SIA practice in South Africa, and the possible significance of this national case study for international practice is indicated. 相似文献

The importance of improving the effectiveness of Plan EIA and SEA-type evaluations in China cannot be overstated: at a time when the country's economy is being boosted by a stimulus package worth over RMB 400 trillion – largely for infrastructure – the pressure on China's already strained environment and resource base is bound to increase. The aim is to propose the criteria for plan EIA's effectiveness to raise the awareness of the need to strengthen the performance of the assessment and maximize its potential benefits. The authors first review critically the discourse on the effectiveness of the impact assessment, identifying three dimensions: substantive, procedural and incremental. The resulting conceptual framework allows them to interpret the weaknesses of the Chinese discourse on the effectiveness and of the practice of the Plan EIA to date. The result is the identification of a clear gap, both in terms of the breadth of the concept, and in terms of the quality of the existing criteria, which tend to be very generic to the point of inapplicability. The analysis also reveals a need for transitioning from formal models of the Plan EIA to more strategic approaches, in a gradual manner that is consistent with context-specificities. The proposal of a set of preliminary criteria for effectiveness is therefore structured on three levels. This framework is meant to input into the ongoing debate on how to improve the practice of PEIA and the SEA-type evaluations in China, and provide ideas for a government strategy aimed at maximizing the positive impact of PEIAs on planning, as well as on the context of application. 相似文献

The Environmental Impact Assessment (EIA) System, which embodies the ??prevention principle?? of the environmental law, is an important tool for environmental protection. This tool has a private importance for Turkey since it is a developing country, and it entered the Turkish law in 1983 with the Environmental Law. Besides, the EIA Regulation, which shows the application principles, became effective in 1993. Because Turkey is a candidate for European Union (EU), the EIA Regulation has been changed due to the EU compliance procedure, and its latest version became valid in 2008. This study aims to emphasize The EIA system in Turkey to supervise the efficiency of this procedure and point the success level. In the introduction part, general EIA concept, its importance, and some notations are mentioned. Following that, the legislation, which builds the EIA system, has been analyzed starting from the 1982 Turkish Constitution. Then, the legislation rules are explained due to the basic steps of the EIA procedure. In order to shed light upon the application, the EIA final decisions given until today, the results, and their distributions to the industries are assessed. environmental perspectives. Its aim is to reduce the impact of development on environment, hence, ensuring environmental sustainability.
It is mandatory to submit an Environmental Impact Statement before starting a mega project as required by Environmental Protection
Act of 1997 and Environmental Policy of Pakistan. Public consultation plays a key role in an EIA system, identifying the likely
aspects and impacts of a development activity. This aspect has been ignored in effective enactment of environmental legislation
in Pakistan. Sufficient legislative instruments are there to support EIA system in the country but the agencies responsible
for the enforcement of environmental regulations have failed to do so. The current research gives an insight into the actual
status of EIA system in Pakistan along with the feedback of EIA specialists and university teachers of the concerned departments.
A new index has been devised on the basis of questionnaire response to work out the overall performance of EIA system in Pakistan
or any other country. The weaknesses and deficiencies of each EIA stage have been worked out for Pakistan and elaborated with

The well-established environmental impact assessment requirements in the United States have given rise to a number of training needs within federal and state agencies. Requirements for training vary for EIA project managers, technical specialists, senior managers and others involved in EIA. Information needs about EIA vary also, but include general awareness, procedural knowledge, substantive methodological knowledge and technical knowledge. While EIA training is provided in short courses, on the job, and in universities there remain deficiencies in the training of specialists, senior managers, and others. Proposals are made here to help overcome these. This paper examines the needs and provisions for training in environmental impact assessment (EIA) in the USA federal system and in the system created by the California Environmental Quality Act. The investigation is based on the very limited literature on training, on responses to letters, on the printed material requested from agencies and, most importantly, on the results of a series of interviews of personnel in various federal agencies at central and regional levels, in California, and elsewhere. A recent report by the Environmental Law Institute (1981) furnished invaluable background information on EIA training in the federal agencies. EIA has been instituted in developing countries in the last decade largely in response to outside pressures. Governments have been quick to initiate reforms rather than jeopardize projects that might be key to national development plans. At the subnational level, most projects are not financed by foreign aid. The application of EIA at this level is often the result of pressure exerted on policy elites by the bureaucracy. This paper describes the reorganization of environmental protection agencies in the state of Rio de Janeiro in Brazil. This reorganization provided the setting for a bureaucratic initiative on EIA. Because emissions permits can be considered to be a pseudo-commodity, the permit price in the emissions trading markets has already attracted great interest from the economic literature. This research took the Jiangsu sulfur dioxide (SO2) emissions trading program in China as a case study to examine the price dynamics over the next 10 years (2011–2020) based on Jiangsu’s new SO2 emissions trading policy design. An adaptive agent-based simulation model was developed to estimate the price dynamics as well as the impact of energy price, policy design, and new environmental regulation on the permit price. The results showed that the equilibrium price of the Jiangsu SO2 emissions trading market is approximately 4.20 CNY/kg, and the permit price will fluctuate around this price if the other conditions are not changed. If the coal price increases during 2011–2016, the permit price will decline to 2.79 CNY/kg by 2020 under China’s current coal–electricity price mechanism. In addition, the banking mechanism will smooth the price fluctuations and the average permit price will be generally higher when banking is not allowed. Finally, the stricter environmental regulation will reduce the market supply of permits and will raise the permit price. According to China’s potential new SO2 discharge standard, the permit price will jump to 11 CNY/kg. The quantification of the permit price dynamics can help power plants to make decisions on emissions trading. 相似文献
