Modern societies face a dilemma called electronic waste (e-waste). This waste, which may contaminate the soil or cause unwanted impacts on human health when treated improperly, is one of the fastest growing waste streams in developed as well as developing countries and has brought great environmental impacts. Developing countries like Iran also face this modern waste management challenge. In order for more appropriate disposal or, if possible, recycling of this waste, more attention has been paid to reverse logistics as the most appropriate way to manage them. The first and most important action to address e-waste and implementation of reverse logistics is to persuade residents to bring back their obsolete electronic products. This paper attempts to understand significant factors affecting residents’ incentive dependency to participate in e-waste recycling program. Socioeconomic and demographic information of different residents is discussed by means of logistic regression for the first time in Iran. The results show that about 58.7 % of residents will participate even if no incentive is given. Household income, household size, education, e-waste concern level, and marital status are the significant factors affecting the incentive dependency of respondents.  相似文献

With the rapid growth of electronic waste (e-waste), policies that aim to effectively manage this waste stream have been introduced globally in recent years. Seattle, Washington, has been on the forefront of introducing policies to divert e-waste from the landfills and maximize recycling. With the introduction of the Take-it-Back-Network, a solid recycling infrastructure has existed in the Greater Seattle region since 2003. In 2009, the E-Cycle Washington program took into effect and now allows recyclers to offer free recycling of certain e-waste to households and small entities. Although policies to divert e-waste from the landfill to reuse and recycling is effective, there is also a need to analyze the current regional recycling infrastructure’s capacity to handle changing equipment and material quantities. This study aims to characterize the Seattle regional e-waste management capacity, with a focus on retired monitors as an example of a changing e-waste technology. We investigated waste computer monitor recycling in the Greater Seattle region, which includes the counties of King, Pierce, Snohomish, and Kitsap. Interviews were conducted on 20 collectors, 1 handler, and 2 processors to collect information on their business models, computer monitor management processes, and collection/processing quantities. Using this information, we summarize the material flows of end-of-life (EOL) cathode ray tube (CRT) and liquid crystal display (LCD) monitors in the region, both from the qualitative and quantitative perspective.  相似文献

BackgroundE-waste includes electrical and electronic equipment discarded as waste without intent of reuse. Informal e-waste recycling, typically done in smaller, unorganized businesses, can expose workers and communities to serious chemical health hazards. It is unclear if formalization into larger, better-controlled electronics recycling (e-recycling) facilities solves environmental and occupational health problems.ObjectivesTo systematically review the literature on occupational and environmental health hazards of formal e-recycling facilities and discuss challenges and opportunities to strengthen research in this area.MethodsWe identified 37 publications from 4 electronic databases (PubMed, Web of Science, Environmental Index, NIOSHTIC-2) specific to chemical exposures in formal e-recycling facilities.DiscussionEnvironmental and occupational exposures depend on the degree of formalization of the facilities but further reduction is needed. Reported worker exposures to metals were often higher than recommended occupational guidelines. Levels of brominated flame-retardants in worker's inhaled air and biological samples were higher than those from reference groups. Air, dust, and soil concentrations of metals, brominated flame-retardants, dioxins, furans, polycyclic-aromatic hydrocarbons, or polychlorinated biphenyls found inside or near the facilities were generally higher than reference locations, suggesting transport into the environment. Children of a recycler had blood lead levels higher than public health recommended guidelines.ConclusionsWith mounting e-waste, more workers, their family members, and communities could experience unhealthful exposures to metals and other chemicals. We identified research needs to further assess exposures, health, and improve controls. The long-term solution is manufacturing of electronics without harmful substances and easy-to-disassemble components.  相似文献

This article reviews critical linkages between land-use transition and human health in the Himalayan region by applying ecosystem approaches to human health (or EcoHealth). Land-use transition in the Himalayan and similar regions includes sedentarization, agricultural intensification, habitat modification, migration, change of livelihoods and lifestyles, biodiversity loss, and increasing flash floods. These transitions, which can have impacts on human health, are driven by state policies, a market economy, and climate change. Human health is dependent on access to ecosystem services for food, nutrition, medicine, fiber and shelter, fresh water, and clear air. Ecosystem management has been a key means of controlling disease vectors and creating suitable habitats for human well-being. The paper identifies the web of environmental factors that influence human health. Institutional and policy issues for land-use and health transitions are also discussed.  相似文献

在摸清河流表层沉积物重金属(Cu、Zn、Pb、Cr、As)含量的基础上,利用综合污染指数和地累积指数评价其污染状况,计算潜在生态风险和人体健康风险。结果表明,江阴市河流沉积物已经受到重金属污染企业和城市径流双重影响,Cu、Zn、Pb峰值在汛期,As、Cr峰值在非汛期;污染负荷指数和地累积指数评价结果显示非汛期污染略轻,地累积指数法引入背景波动参数而使其评价结果较乐观。重金属潜在生态风险都为轻微风险级别;致癌风险处于10~(-3)数量级,非致癌风险数量级为10~(-7),致癌风险为人体健康风险主要承担者。潜在生态风险汛期高,人体健康风险非汛期高,这可能是重金属元素对致癌风险以及生态风险的贡献不同所致。  相似文献

Sustainability science is emerging as a transdisciplinary effort to come to grips with the much-needed symbiosis between human activity and the environment. While there is recognition that conventional economic growth must yield to policies that foster sustainable development, this has not yet occurred on any broad scale. Rather, there is clear evidence that the Earth’s ecosystems and landscapes continue to degrade as a consequence of the cumulative impact of human activities. Taking an ecohealth approach to sustainability science provides a unique perspective on both the goals and the means to achieve sustainability. The goals should be the restoration of full functionality to the Earth’s ecosystems and landscapes, as measured by the key indicators of health: resilience, organization, vitality (productivity), and the absence of ecosystem distress syndrome. The means should be the coordinated (spatially and temporally) efforts to modify human behaviors to reduce cumulative stress impacts. Achieving ecosystem health should become the cornerstone of sustainability policy—for healthy ecosystems are the essential precondition for achieving sustainable livelihoods, human health, and many other societal objectives, as reflected in the Millennium Development Goals.  相似文献

The air quality impacts of hazardous waste disposal sites can be assessed on the basis of their contribution to each of the toxic contaminants. The purpose of this paper is to discuss the available methods of air quality assessment and their drawbacks. The need of air quality assessment is to assure that ambient concentrations of specific contaminants resulting from emissions will not exceed the acceptable levels for protection of public health and the ecosystem. Ambient concentrations of toxic contaminants are generally obtained by field measurements or air monitoring. However, field measurements and air monitoring of low-level toxic contaminants are costly and time consuming. As a result, most hazardous waste land disposal sites have not been adequately assessed. This paper describes current regulatory requirements in the United States for air quality assessment of hazardous waste land disposal sites. Emphasis is directed toward air quality assessment methodology. The paper also discusses emission predicting models based on the waste quantity and composition, scientific analysis of the waste conversion process together with meteorological conditions. The emission models are especially useful where emission cannot be reliably monitored or where a new disposal site is proposed.  相似文献

TBBP-A is a high production volume chemical applied widely as a flame retardant in printed circuit boards. Recent studies have raised concern over potential harmful implications of TBBP-A exposure in human and wildlife, leading to its classification under group 2A “Probably carcinogenic to humans” by the International Agency for Research on Cancer. This article provides a comprehensive review of the available literature on TBBP-A analysis, environmental levels and human exposure. Liquid chromatography-tandem mass spectrometry (LC-MS/MS) has been identified as the method of choice for robust, accurate and sensitive analysis of TBBP-A in different matrices. TBBP-A has been detected in almost all environmental compartments all over the world, rendering it a ubiquitous contaminant. Human exposure studies revealed dust ingestion and diet as the major pathways of TBBP-A exposure in the general population. Toddlers are likely to be more exposed than adults via accidental indoor dust ingestion. Moreover, exposure to TBBP-A may occur prenatally and via breast milk. There are no current restrictions on the production of TBBP-A in the EU or worldwide. However, more research is required to characterise human exposure to TBBP-A in and around production facilities, as well as in e-waste recycling regions.  相似文献

Understanding the public health implications of chemical contamination of drinking water is important for societies and their decision-makers. The possible population health impacts associated with exposure to disinfection by-products (DBPs) are of particular interest due to their potential carcinogenicity and their widespread occurrence as a result of treatments employed to control waterborne infectious disease.We searched the literature for studies that have attempted quantitatively to assess population health impacts and health risks associated with exposure to DBPs in drinking water. We summarised and evaluated these assessments in terms of their objectives, methods, treatment of uncertainties, and interpretation and communication of results.In total we identified 40 studies matching our search criteria. The vast majority of studies presented estimates of generic cancer and non-cancer risks based on toxicological data and methods that were designed with regulatory, health-protective purposes in mind, and therefore presented imprecise and biased estimates of health impacts. Many studies insufficiently addressed the numerous challenges to DBP risk assessment, failing to evaluate the evidence for a causal relationship, not appropriately addressing the complex nature of DBP occurrence as a mixture of chemicals, not adequately characterising exposure in space and time, not defining specific health outcomes, not accounting for characteristics of target populations, and not balancing potential risks of DBPs against the health benefits related with drinking water disinfection. Uncertainties were often poorly explained or insufficiently accounted for, and important limitations of data and methods frequently not discussed. Grave conceptual and methodological limitations in study design, as well as erroneous use of available dose–response data, seriously impede the extent to which many of these assessments contribute to understanding the public health implications of exposure to DBPs. In some cases, assessment results may cause unwarranted alarm among the public and potentially lead to poor decisions being made in sourcing, treatment, and provision of drinking water. We recommend that the assessment of public health impacts of DBPs should be viewed as a means of answering real world policy questions relating to drinking water quality, including microbial contaminants; that they should be conducted using the most appropriate and up-to-date data and methods, and that associated uncertainties and limitations should be accounted for using quantitative methods where appropriate.  相似文献

The need to compare potential health risks to the public associated with different activities that can result in releases of hazardous substances to the environment is becoming increasingly important in decision-making. In making such comparisons, it is desirable to use equivalent indicators of potential health risks for radionuclides, chemical carcinogens, and noncarcinogenic hazardous chemicals. Current approaches to risk assessment that were developed for purposes of protecting human health do not provide equivalent indicators of potential risks from exposure to radionuclides and hazardous chemicals. Comparisons of environmental concentrations or calculated exposures or risks with standards for protection of public health also do not provide equivalent indicators of potential risks. We propose a simple approach to comparative risk assessments in which calculated exposures to any hazardous substances are expressed relative to no-observed-effect levels (NOELs) or, preferably, lower confidence limits of benchmark doses (BMDLs) in humans. This approach provides an equivalent, science-based indicator of the relative risks posed by different exposures to any hazardous substances.  相似文献

目前,三峡库区沿江堆存有大量的危险废物,这对蓄水在即的长江三峡水利枢纽工程极具威胁,对库区生态环境,水资源及人群的身心健康有潜在的危害性,必须进行全部清理处置。库区堆存的危险废物近1.5万t,种类多,成分复杂,毒性大,清理处置困难。分析了典型危险废物的危害性,同时根据三峡库区库底废物清库要求和规范,结合库区实际情况,提出库区库底堆存危险废物的清理处置方案:危险废物中约578t可进行化学中和稳定化处理,焚烧处理,综合利用等无害化处理,其余不能进行无害化处理的危险废物,在坝前177m水位以上选择合理的地点进行安全,可靠的临时贮存处置,待库区危险废物处理处置中心建成后再进行最终的处理处置。  相似文献

Along with the industrial development, adverse impacts on the natural environment become more serious, and ecosystem health and ecological security have also been deteriorated. The traditional environment management focused on the shorterm and economic benefits. Such managing pattern is not accommodating to the new situation of increasingly global environment problems and large scale marine environment problems. This paper introduces the advance and definition of a new managing patternecosystem management. Annual global aquaculture production has more than tripled within the past 15 years, and by 2015, aquaculture is predicted to account for 39% of total global seafood production by weight. Given that lack of adequate nutrition is a leading contributor to the global burden of disease, increased food production through aquaculture is a seemingly welcome sign. However, as production surges, aquaculture facilities increasingly rely on the heavy input of formulated feeds, antibiotics, antifungals, and agrochemicals. This review summarizes our current knowledge concerning major chemical, biological and emerging agents that are employed in modern aquaculture facilities and their potential impacts on public health. Findings from this review indicate that current aquaculture practices can lead to elevated levels of antibiotic residues, antibiotic-resistant bacteria, persistent organic pollutants, metals, parasites, and viruses in aquacultured finfish and shellfish. Specific populations at risk of exposure to these contaminants include individuals working in aquaculture facilities, populations living around these facilities, and consumers of aquacultured food products. Additional research is necessary not only to fully understand the human health risks associated with aquacultured fish versus wild-caught fish but also to develop appropriate interventions that could reduce or prevent these risks. In order to adequately understand, address and prevent these impacts at local, national and global scales, researchers, policy makers, governments, and aquaculture industries must collaborate and cooperate in exchanging critical information and developing targeted policies that are practical, effective and enforceable.  相似文献

Health impacts from pesticide use are of continuous concern in the European population, requiring a constant evaluation of European pesticide policy. However, health impacts have never been quantified accounting for specific crops contributing differently to overall human exposure as well as accounting for individual substances showing distinct environmental behavior and toxicity. We quantify health impacts and related damage costs from exposure to 133 pesticides applied in 24 European countries in 2003 adding up to almost 50% of the total pesticide mass applied in that year. Only 13 substances applied to 3 crop classes (grapes/vines, fruit trees, vegetables) contribute to 90% of the overall health impacts of about 2000 disability-adjusted life years in Europe per year corresponding to annual damage costs of 78 million Euro. Considering uncertainties along the full impact pathway mainly attributable to non-cancer dose–response relationships and residues in treated crops, we obtain an average burden of lifetime lost per person of 2.6 hours (95% confidence interval between 22 seconds and 45.3 days) or costs per person over lifetime of 12 Euro (95% confidence interval between 0.03 Euro and 5142 Euro), respectively. 33 of the 133 assessed substances accounting for 20% of health impacts in 2003 are now banned from the European market according to current legislation. The main limitation in assessing human health impacts from pesticides is related to the lack of systematic application data for all used substances. Since health impacts can be substantially influenced by the choice of pesticides, the need for more information about substance application becomes evident.  相似文献

The impacts of climate change are apparent in various regions of the world. Even though climate change may have a positive effect, it is anticipated that there will be many severely negative effects on human and natural resources in the future. Therefore, in addition to the need for stronger promotion of mitigation policies, it is urgently necessary to study and implement adaptation policies over the longer term to prepare for the possible negative impact of climate change. To implement climate change adaptation measures rapidly in Japan, it would seem practical and effective to make good use of the various countermeasures already promoted by both the national and the local governments for many sectors such as disaster prevention, environmental management, food production, and protection of the nation’s health. These countermeasures are considered to have potential for effecting climate change adaptation. This study, focusing on adaptation to climate change negative impacts, investigates to what extent the existing policies of the Tokyo Metropolitan Government could contribute to climate change adaptation, based on a comprehensive examination of targeted fields and indicators for which adaptation policies could be pursued. The results showed many of the existing policies could be useful for adaptation to climate change in many sectors. Furthermore, less than half of these policies need to take future climate change into account in order to contribute to climate change adaptation. This study proposes three basic steps that consider future climate change and local governmental propositions for the rapid implementation of adaptation policies in Japan.  相似文献

The content, behaviour and significance of heavy metals in composted waste materials is important from two potentially conflicting aspects of environmental legislation in terms of: (a) defining end-of-waste criteria and increasing recycling of composted residuals on land and (b) protecting soil quality by preventing contamination. This review examines the effects of heavy metals in compost and amended soil as a basis for achieving a practical and sustainable balance between these different policy objectives, with particular emphasis on agricultural application. All types of municipal solid waste (MSW) compost contain more heavy metals than the background concentrations present in soil and will increase their contents in amended soil. Total concentrations of heavy metals in source-segregated and greenwaste compost are typically below UK PAS100 limits and mechanical segregated material can also comply with the metal limits in UK PAS100, although this is likely to be more challenging. Zinc and Pb are numerically the elements present in the largest amounts in MSW-compost. Lead is the most limiting element to use of mechanically-segregated compost in domestic gardens, but concentrations are typically below risk-based thresholds that protect human health. Composted residuals derived from MSW and greenwaste have a high affinity for binding heavy metals. There is general consensus in the scientific literature that aerobic composting processes increase the complexation of heavy metals in organic waste residuals, and that metals are strongly bound to the compost matrix and organic matter, limiting their solubility and potential bioavailability in soil. Lead is the most strongly bound element and Ni the weakest, with Zn, Cu and Cd showing intermediate sorption characteristics. The strong metal sorption properties of compost produced from MSW or sewage sludge have important benefits for the remediation of metal contaminated industrial and urban soils. Compost and sewage sludge additions to agricultural and other soils, with background concentrations of heavy metals, raise the soil content and the availability of heavy metals for transfer into crop plants. The availability in soil depends on the nature of the chemical association between a metal with the organic residual and soil matrix, the pH value of the soil, the concentration of the element in the compost and the soil, and the ability of the plant to regulate the uptake of a particular element. There is no evidence of increased metal release into available forms as organic matter degrades in soil once compost applications have ceased. However, there is good experimental evidence demonstrating the reduced bioavailability and crop uptake of metals from composted biosolids compared to other types of sewage sludge. It may therefore be inferred that composting processes overall are likely to contribute to lowering the availability of metals in amended soil compared to other waste biostabilisation techniques. The total metal concentration in compost is important in controlling crop uptake of labile elements, like Zn and Cu, which increases with increasing total content of these elements in compost. Therefore, low metal materials, which include source-segregated and greenwaste composts, are likely to have inherently lower metal availabilities overall, at equivalent metal loading rates to soil, compared to composted residuals with larger metal contents. This is explained because the compost matrix modulates metal availability and materials low in metals have stronger sorption capacity compared to high metal composts. Zinc is the element in sewage sludge-treated agricultural soil identified as the main concern in relation to potential impacts on soil microbial activity and is also the most significant metal in compost with regard to soil fertility and microbial processes. However, with the exception of one study, there is no other tangible evidence demonstrating negative impacts of heavy metals applied to soil in compost on soil microbial processes and only positive effects of compost application on the microbial status and fertility of soil are reported. The negative impacts on soil microorganisms apparent in one long-term field experiment could be explained by the exceptionally high concentrations of Cd and other elements in the applied compost, and of Cd in the compost-amended soil, which are unrepresentative of current practice and compost quality. The metal contents of source-segregated MSW or greenwaste compost are smaller compared to mechanically-sorted MSW-compost and sewage sludge, and low metal materials also have the smallest potential metal availabilities. Composting processes also inherently reduce metal availability compared to other organic waste stabilisation methods. Therefore, risks to the environment, human health, crop quality and yield, and soil fertility, from heavy metals in source-segregated MSW or greenwaste-compost are minimal. Furthermore, composts produced from mechanically-segregated MSW generally contain fewer metals than sewage sludge used as an agricultural soil improver under controlled conditions. Consequently, the metal content of mechanically-segregated MSW-compost does not represent a barrier to end-use of the product. The application of appropriate preprocessing and refinement technologies is recommended to minimise the contamination of mechanically-segregated MSW-compost as far as practicable. In conclusion, the scientific evidence indicates that conservative, but pragmatic limits on heavy metals in compost may be set to encourage recycling of composted residuals and contaminant reduction measures, which at the same time, also protect the soil and environment from potentially negative impacts caused by long-term accumulation of heavy metals in soil.  相似文献

Floods are the most common type of disaster globally, responsible for almost 53,000 deaths in the last decade alone (23:1 low- versus high-income countries). This review assessed recent epidemiological evidence on the impacts of floods on human health. Published articles (2004–2011) on the quantitative relationship between floods and health were systematically reviewed. 35 relevant epidemiological studies were identified. Health outcomes were categorized into short- and long-term and were found to depend on the flood characteristics and people's vulnerability. It was found that long-term health effects are currently not well understood. Mortality rates were found to increase by up to 50% in the first year post-flood. After floods, it was found there is an increased risk of disease outbreaks such as hepatitis E, gastrointestinal disease and leptospirosis, particularly in areas with poor hygiene and displaced populations. Psychological distress in survivors (prevalence 8.6% to 53% two years post-flood) can also exacerbate their physical illness. There is a need for effective policies to reduce and prevent flood-related morbidity and mortality. Such steps are contingent upon the improved understanding of potential health impacts of floods. Global trends in urbanization, burden of disease, malnutrition and maternal and child health must be better reflected in flood preparedness and mitigation programs.  相似文献

Climate change refers to long-term shifts in weather conditions and patterns of extreme weather events. It may lead to changes in health threat to human beings, multiplying existing health problems. This review examines the scientific evidences on the impact of climate change on human infectious diseases. It identifies research progress and gaps on how human society may respond to, adapt to, and prepare for the related changes. Based on a survey of related publications between 1990 and 2015, the terms used for literature selection reflect three aspects — the components of infectious diseases, climate variables, and selected infectious diseases. Humans' vulnerability to the potential health impacts by climate change is evident in literature. As an active agent, human beings may control the related health effects that may be effectively controlled through adopting proactive measures, including better understanding of the climate change patterns and of the compound disease-specific health effects, and effective allocation of technologies and resources to promote healthy lifestyles and public awareness. The following adaptation measures are recommended: 1) to go beyond empirical observations of the association between climate change and infectious diseases and develop more scientific explanations, 2) to improve the prediction of spatial–temporal process of climate change and the associated shifts in infectious diseases at various spatial and temporal scales, and 3) to establish locally effective early warning systems for the health effects of predicated climate change.  相似文献

Freshwater crayfish, the world's third largest crustacean species, has been reported to accumulate high levels of metals, while the current knowledge of potential risk associated with crayfish consumption lags behind that of finfish. We provide the first estimate of human health risk associated with crayfish (Procambarus clarkii) consumption in China, the world's largest producer and consumer of crayfish. We performed Monte Carlo Simulation on a standard risk model parameterized with local data on metal concentrations, bioaccessibility (φ), crayfish consumption rate, and consumer body mass. Bioaccessibility of metals in crayfish was found to be variable (68–95%) and metal-specific, suggesting a potential influence of metal bioaccessibility on effective metal intake. However, sensitivity analysis suggested risk of metals via crayfish consumption was predominantly explained by consumption rate (explaining > 92% of total risk estimate variability), rather than metals concentration, bioaccessibility, or body mass. Mean metal concentrations (As, Cd, Cu, Ni, Pb, Se and Zn) in surveyed crayfish samples from 12 provinces in China conformed to national safety standards. However, risk calculation of φ-modified hazard quotient (HQ) and hazard index (HI) suggested that crayfish metals may pose a health risk for very high rate consumers, with a HI of over 24 for the highest rate consumers. Additionally, the φ-modified increased lifetime risk (ILTR) for carcinogenic effects due to the presence of As was above the acceptable level (10 5) for both the median (ILTR = 2.5 × 10 5) and 90th percentile (ILTR = 1.8 × 10 4), highlighting the relatively high risk of As in crayfish. Our results suggest a need to consider crayfish when assessing human dietary exposure to metals and associated health risks, especially for high crayfish-consuming populations, such as in China, USA and Sweden.  相似文献
