This paper addresses the failure of the social impact assessment process (SIA) used to analyze the effects of recent energy development near the Northern Cheyenne Reservation in Montana. Research conducted under the auspices of state and federal agencies to assess the impacts of coal development adjacent to the reservation has neglected to consider the potential negative consequences on the social interaction and organization of the Northern Cheyenne. The focus here is on one reservation, but the findings may be applicable to development near other reservations with similar demographic, social, and jurisdictional characteristics. Another important similarity includes the relationship between the reservations and persons and organizations outside them. An ideal model for analyzing reservations is described. 相似文献

No commonly used framework exists in the scholarly study of the social impacts of dams. This hinders comparisons of analyses and thus the accumulation of knowledge. The aim of this paper is to unify scholarly understanding of dams' social impacts via the analysis and aggregation of the various frameworks currently used in the scholarly literature. For this purpose, we have systematically analyzed and aggregated 27 frameworks employed by academics analyzing dams' social impacts (found in a set of 217 articles). A key finding of the analysis is that currently used frameworks are often not specific to dams and thus omit key impacts associated with them. The result of our analysis and aggregation is a new framework for scholarly analysis (which we call ‘matrix framework’) specifically on dams' social impacts, with space, time and value as its key dimensions as well as infrastructure, community and livelihood as its key components. Building on the scholarly understanding of this topic enables us to conceptualize the inherently complex and multidimensional issues of dams' social impacts in a holistic manner. If commonly employed in academia (and possibly in practice), this framework would enable more transparent assessment and comparison of projects. 相似文献

Social impact assessment (SIA) is well-established but uses conventional approaches that have become less effective in recent decades, particularly in relation to declining survey response rates and a lack of youth engagement. Images from digital archives and social media sources are poised to advance the research and practice of SIA by transcending text-based methods with insights into changing landscapes, and human engagement with them. This viewpoint describes progress, challenges and cautions toward the development of such tools (defined as culturomics), using hydroelectricity cases to illustrate potential approaches. These tools build on foundational work in a range of disciplines, including the humanities and computer science. We describe necessary advances in machine learning, image digitization, and data aggregation and visualization techniques, as well as ways to ensure that such tools are carefully tested, applied and interpreted. Challenges include the automation, acquisition and management of datasets, and using these tools appropriately and equitably. Critically, culturomics of any kind must not be used as a replacement for engagement with people, but as complementary to inclusive stakeholder engagement. 相似文献

A novel approach to the problem of estimating climate impact on social systems is suggested. This approach is based on a risk concept, where the notion of critical events is introduced and the probability of such events is estimated. The estimation considers both the inherent stochasticity of climatic processes and the artificial stochasticity of climate predictions due to scientific uncertainties. The method is worked out in some detail for the regional problem of crop production and the risks associated with global climate change, and illustrated by a case study (Kursk region of the FSU). In order to get local climatic characteristics (weather), a so-called statistical weather generator is used. One interesting finding is that the 3% risk level remains constant up to 1.0–1.1°C rise of mean seasonal temperature, if the variance does not change. On the other hand, the risk grows rapidly with increasing variance (even if the mean temperature rises very slowly). The risk approach is able to separate two problems: (i) assessment of global change impact, and (ii) decision making. The main task for the scientific community is to provide the politicians with different options; the choice of admissible (from the social point of view) critical events and the corresponding risk levels is the business of decision makers. 相似文献

Given the growing amount of attention shown to the social dimension of natural resources and mining governance, there is a need for more informed research-oriented approaches to studying social impacts. This article analyzes the features of Social Impact Assessment (SIA) studies from the academic research perspective and presents a framework for social impact research. By academic research, the article refers to studies on social impacts conducted purely for research purposes, not impact assessment processes.Research is always one aspect of the SIA process. At the same time, there is a lack of general methodological literature offering guidance on how assessing social impacts can contribute to social studies research. The guiding documents on SIA are largely intended for practical-level planning and management processes, which limits their applicability for academic purposes. The proposed framework draws both from traditional social science methods and existing scholarly and guiding literature on SIA. The research framework consists of four interlinked phases: 1) research preparations, 2) background studies (including proposed project, national and local context), 3) fieldwork, and 4) analysis. The framework is designed to direct attention to the relevant aspects of research methods, theory building, fieldwork implementation, and research choices for data analysis. Thus, the framework provides a flexible, but comprehensive, multi-level approach for examining social impacts, which can be adapted for a wide range of social-scientific mining research. The analysis and developed framework will help academic researchers better study the social impacts of mining and make better use of existing SIA studies in academic life. 相似文献

This paper examines uncertainty research in Impact Assessment (IA) and the focus of attention of the IA scholarly literature. We do so by first exploring ‘outside’ the IA literature, identifying three main themes of uncertainty research, and then apply these themes to examine the focus of scholarly research on uncertainty ‘inside’ IA. Based on a search of the database Scopus, we identified 134 journal papers published between 1970 and 2013 that address uncertainty in IA, 75% of which were published since 2005. We found that 90% of IA research addressing uncertainty focused on uncertainty in the practice of IA, including uncertainty in impact predictions, models and managing environmental impacts. Notwithstanding early guidance on uncertainty treatment in IA from the 1980s, we found no common, underlying conceptual framework that was guiding research on uncertainty in IA practice. Considerably less attention, only 9% of papers, focused on uncertainty communication, disclosure and decision-making under uncertain conditions, the majority of which focused on the need to disclose uncertainties as opposed to providing guidance on how to do so and effectively use that information to inform decisions. Finally, research focused on theory building for explaining human behavior with respect to uncertainty avoidance constituted only 1% of the IA published literature. We suggest the need for further conceptual framework development for researchers focused on identifying and addressing uncertainty in IA practice; the need for guidance on how best to communicate uncertainties in practice, versus criticizing practitioners for not doing so; research that explores how best to interpret and use disclosures about uncertainty when making decisions about project approvals, and the implications of doing so; and academic theory building and exploring the utility of existing theories to better understand and explain uncertainty avoidance behavior in IA. 相似文献

Many complex social questions are difficult to address adequately with conventional methods and techniques, due to the complicated dynamics, and hard to quantify social processes. Despite these difficulties researchers and practitioners have attempted to use conventional methods not only in evaluative modes but also in predictive modes to inform decision making. The effectiveness of SIAs would be increased if they were used to support the project design processes. This requires deliberate use of lessons from retrospective assessments to inform predictive assessments. Social simulations may be a useful tool for developing a predictive SIA method. There have been limited attempts to develop computer simulations that allow social impacts to be explored and understood before implementing development projects. In light of this argument, this paper aims to introduce system dynamic (SD) simulation as a new predictive SIA method in large development projects. We propose the potential value of the SD approach to simulate social impacts of development projects. We use data from the SIA of Gareh-Bygone floodwater spreading project to illustrate the potential of SD simulation in SIA. It was concluded that in comparison to traditional SIA methods SD simulation can integrate quantitative and qualitative inputs from different sources and methods and provides a more effective and dynamic assessment of social impacts for development projects. In this article we take a closer look at resistance to the practice of Environmental Impact Assessment (EIA) in mining and energy projects in Guatemala. Collectivities resisting mining and hydropower projects in Guatemala are increasingly using the evaluations of EIAs conducted by international independent professionals. Reaching out to international experts is facilitated by local communities' engagements in transnational networks bringing together activists, NGOs, scientists, journalists and others. We argue that resistance movements resort to international professionals to challenge the limits imposed on them by the national legislation and institutional arrangements as well as by the way in which EIAs are performed in the country. Further, the engagements in networks that facilitate access to knowledge contribute to strengthen the legitimacy of communities' claims. Challenges to and complaints about EIAs are ways in which affected communities try to reclaim their right to participate in decision-making related to their local environment and the development of their communities. Both complaints about EIAs and the use of transnational networks to attain better participation in decision making processes at local levels, illustrated in this study for Guatemala, are common responses to the advancement of extractive industries and hydropower development across Latin America. The widespread of initiatives to challenge EIAs involving international experts in the region show that EIAs have become a sort of a transnational battleground. 相似文献

Public opinions play a pivotal role in public participation and decision-making in mega construction projects. The rise of technology and social media has facilitated the online public debate on social impacts derived from mega construction projects. This study presents a novel approach to analyze the evolution of public opinions through social media. This analysis framework covers: the temporal patterns of online messages, evolution of frames, and evolution of users. Such novel approach is employed to analyze the evolution of online public opinions on a mega construction project. Content analysis and a number of curve fitting methods were innovatively combined. Results show that social event had dual diffusion cycles while the formation mechanism of each cycle was completely different. The key parameters of Bimodal Gaussian model can depict the characteristics of online diffusion of public opinions. Elites and media organizations form the crucial nodes in the online diffusion process. The sequence of each frame and their share in the total number of frames are determined by preference of elites and media organizations. These findings are useful to develop effective strategy for public engagement, and to prevent and intervene the social conflicts. 相似文献

The use of health impact assessment (HIA) has expanded rapidly and there are increasing demands for it to demonstrate its effectiveness. This paper presents a conceptual framework for evaluating HIA and describes its development through (i) a review of the literature, (ii) a review of work undertaken as part of a major HIA capacity building project and (iii) an in-depth study of seven completed HIAs. The framework emphasises context, process and impacts as key domains in understanding and evaluating the effectiveness of an HIA. This new framework builds upon the existing approaches to evaluating HIA and extends them to reflect the broad range of factors that comprise and influence the effectiveness of HIAs. It may be of use in evaluating completed HIAs and in planning HIAs that are yet to be undertaken. 相似文献

In the context of global climate change, carbon footprint research has become a hot spot for many regions and scholars. However, a global, systematic and intuitive literature review of carbon footprint is still lacking, which has become the motivation of this research. Based on 7450 articles in the Web of Science Core Collection, this study conducted a literature review and analysis of carbon footprint from the perspective of scientometric. It is found that between 1992 and 2019, the theme of carbon footprint research has changed from ecology and botany to international trade and household behaviours, etc. Water vapour is the longest lasting carbon footprint research topic. The research scope shows a trend from small to large, that is, from the level of individuals and families to enterprises and organizations, and then to the countries and regions. Year 2008 is the main node in carbon footprint research: the classic literature before 2008 is the hubs of later research; the research after 2008 shows a significant trend of diversification and interdisciplinary development. The China's research institutions and scholars have shown an explosive trend after 2008. However, most international cooperation still occurs between North American and European countries, while developing countries such as China are still in the marginal area. The main source of knowledge for carbon footprint research is the subject “Veterinary, Animal, Science”; relatively, the research results are mainly applied to the subject “Environmental, Toxicology, Nutrition”. In addition, it is worth noting that carbon footprint research is showing a trend of merging with Economics research. Large, multinational resource development projects can affectmany aspects, including social, economic and ecological realities, in the regions where they operate. Social and environmental issues that are usually ignored in such projectsare increasingly affecting the financial future of multinationalcorporations in negative ways. In this article, we advance the argument that corporations can successfully manage these issuesand that if they choose to view these management efforts as an investment rather than an expense, they may well acquire a competitive advantage over companies that do not. We describe asa case study the Camisea natural gas and condensates developmentproject in Peru, operated by Shell Prospecting and Development Peru (SPDP). Camisea is one of the first projects anywhere inthe world to conduct a detailed analysis of key industry-relatedsocial issues and the processes, required investment and financial impact of managing them. The Camisea example supportsthe argument that addressing social and environmental concerns makes financial sense. To investigate seasonal variations of nutrient distribution in the mudflat–shallow water system, we conducted field surveys once a month from August 2007 to July 2008 in the inner area of Ariake Bay (IAB), Japan. The NH4 +–N concentration of the water column increased in autumn because of the high NH4 + release from the sediments, ranging from 850 to 3,001 μmol?m?2?day?1. The NO3 ?–N concentration was maximal in January, which was thought to be caused by NO3 ? release from the oxic sediments and by NO3 ? regeneration due to water column nitrification. The PO4 3?–P concentration of the water column was high in summer–autumn due to the high PO4 3? release from the reduced sediments, ranging from 22 to 164 μmol?m?2?day?1. We estimated the total amounts of DIN and PO4 3?–P release (R DIN and $ {R_{{\mathrm{P}{{\mathrm{O}}_4}}}} $ , respectively) from the muddy sediment area of the IAB. In summer–autumn, R DIN and $ {R_{{\mathrm{P}{{\mathrm{O}}_4}}}} $ corresponded to about 47.7 % of DIN input and about 116.6 % of PO4 3?–P input from the river, respectively. Thus, we concluded that the muddy sediments were an important source of nutrients for the water column of the IAB during summer–autumn. In addition, we found that phosphorus necessary for the growth of Porphyra (Porphyra yezoensis, Rhodophyceae) would be insufficient in the water column when phosphorus during the Porphyra aquaculture period is supplied only from the river. Therefore, the phosphorus release from the muddy sediments was thought to play an important role in the sustainable production of Porphyra in Ariake Bay. 相似文献

Transnational higher education, in all its varied forms including offshore campuses, is a huge business, especially in relation to China. As at 2019, nine foreign universities had established campuses in China. Although generally this might be desirable, the social impacts of these campuses on local communities are overlooked. Transnational campuses take a long time to establish, and they experience delays and changes in participating parties, which creates anxiety and uncertainty for host communities. We consider the social impacts, as perceived or experienced by local residents, that arose from the attempted establishment of a transnational university campus in Yantai, Shandong Province, China. We consider how impact history and changing project plans affected residents. A major impact was prolonged uncertainty, especially now that the University of Groningen has cancelled its plans for a campus in Yantai. People felt confused about their future and some had lost trust in news about the project. Excessive expectations, impact history, changing plans, and impacts from urbanization processes generally have led to mixed feelings about the proposed campus. However, most people were willing to have a university campus nearby because they thought there would be benefits, even though they also considered they would experience negative impacts. 相似文献

Nowadays, substantial improvements in sustainable micro-manufacturing are explicitly addressed based on the triple bottom line (TBL) concept. However, strong criticisms are leveled for the applications of TBL as immense complexities of inner relationships of items and dimensional relationships within TBL, which they cause an inefficacy of accessing critical information in introducing the TBL concept to sustainable micro-manufacturing. In this study, social network analysis (SNA) is used for developing a TBL network of sustainable micro-manufacturing to find out precise meanings of individual items of various dimensions of TBL and the relationships between them. The main metrics of the dominant items of TBL such as in-degree, out-degree, betweenness centrality and closeness centrality are detailly discussed with 16 nodes for three dimensions in the TBL networks. The related findings are further analyzed to reveal the current situation, technical gaps and chances for the sustainable development of the micro-manufacturing sector. This study aims to reveal the relationship between the items of TBL of micro-manufacturing, and delivers the significant roles of the items of TBL according to the findings of metrics and visual analyses for sustainable micro-manufacturing, supporting micro-manufacturing sectors to implement effective sustainable strategies for production activities. 相似文献

In present study focus has been given on estimating quality and toxicity of waste with respect to heavy metals and its impact
on groundwater quality, using statistical and empirical relationships between different hydrochemical data, so that easy monitoring
may be possible which in turn help the sustainable management of landfill site and municipal solid waste. Samples of solid
waste, leachate and groundwater were analyzed to evaluate the impact of leachates on groundwater through the comparison of
their hydrochemical nature. Results suggest the existence of an empirical relationship between some specific indicator parameters
like heavy metals of all three above mentioned sample type. Further, K/Mg ratio also indicates three groundwater samples heavily
impacted from leachate contamination. A good number of samples are also showing higher values for and Pb than that of World Health Organization (WHO) drinking water regulation. Predominance of Fe and Zn in both groundwater
and solid waste samples may be due to metal plating industries in the area. Factor analysis is used as a tool to explain observed
relation between numerous variables in term of simpler relation, which may help to deduce the strength of relation. Positive
loading of most of the factors for heavy metal clearly shows landfill impact on ground water quality especially along the
hydraulic gradient. Cluster analysis, further substantiates the impact of landfill. Two major groups of samples obtained from
cluster analysis suggest that one group comprises samples that are severely under the influence of landfill and contaminated
leachates along the groundwater flow direction while other assorted with samples without having such influence. 相似文献
