The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.  相似文献

Rapid urbanization has made many cities in China enter an era that increment and stock develop in parallel. Urban central area presents the characteristics of complex spatial structure and high functional complexity, resulting in the huge disaster risks and severe security issues of evacuation. This paper proposes a method of improving emergency evacuation effectiveness under the restriction of limited available land resources in high-density areas, which is combined with urban renewal planning, aiming at optimizing the layout of shelters and evacuation passageway by cyclic evacuation simulation, evaluation and optimization with Anylogic software and facility location tool based on ArcGIS. Taking the renewal planning of Jintang Road Area in Tianjin, a typical high-density urban area, as a case study. The results showed that: 1) The evacuation space system of Jintang Road Area exists potential danger that severe congestion occurred in the simulation process and the congested section spread outward with three shelters as the center. Which lasted for several hours. The rate of successful asylum in 5 min and 30 min was 13% and 34%; 2) The matching degree between spatial layout of emergency shelters and population distribution is low, which is reflected in the utilization rate of shelter: the rate of shelter No.1 is as high as 826%, while that of No 4 and No 5 is 48% and 11%, and also causes unreasonable distribution of people flow in evacuation passages during the evacuation process; 3) The research method of integrating simulation, facility location and renewal planning is an effective way to improve the effectiveness of pedestrian evacuation in high-density urban areas. After the improvement, the four indexes have been effectively improved.  相似文献

Sustainable urban development requires the integration of environmental interests in urban planning. Although various methods of environmental assessment have been developed, plan outcomes are often disappointing due to the complex nature of decision-making in urban planning, which takes place in multiple arenas within multiple policy networks involving diverse stakeholders. We argue that the concept of ‘decision windows’ can structure this seemingly chaotic chain of interrelated decisions. First, explicitly considering the dynamics of the decision-making process, we further conceptualized decision windows as moments in an intricate web of substantively connected deliberative processes where issues are reframed within a decision-making arena, and interests may be linked within and across arenas. Adopting this perspective in two case studies, we then explored how decision windows arise, which factors determine their effectiveness and how their occurrence can be influenced so as to arrive at more sustainable solutions. We conclude that the integration of environmental interests in urban planning is highly dependent on the ability of the professionals involved to recognize and manipulate decision windows. Assessing the environmental impact (EI) of regulatory planning (a lower tier in the Chinese urban planning system) has significant implications for improving the environmental performance of the future built environment. Current environmental impact assessments generally focus on microscale and macroscale, while mesoscale studies at region level are lacking. To fill this gap, this paper proposes an LCA-based environmental impact assessment model for regulatory planning, which focuses on embodied EI of urban construction and operational EI associated with the operation of the built environment. To ensure the regulatory plans both meet the environmental limits and fit well with environmental policy requirements, this paper also presents a new impact analysis method by integrating environmental carrying capacity analysis and distance to target method. The Statutory Plan of Shenzhen Futian Free Trade Zone 03-T2 is used as a case study to test and demonstrate the applying process and functions of the proposed method. Results indicate that the proposed model can effectively quantify the future environmental impact associated with a regional development plan, and can potentially be used as a tool for urban administrators to make decisions on regulatory planning revision and provide references for environmental management.  相似文献

Urban green spaces play a significant role in management of physical activity, psychological well-being, and public health of urban residents. With the expansion of urban areas in Turkey during the past decades, urban green spaces have been fragmented and dispersed causing impairment and environmental degradation. The purpose of this study is to model urban green space distribution by focusing on the landscape fragmentation in city of Osmaniye using remote sensing and geographic information system technology. Normalized difference vegetation index (NDVI) and urban landscape ratio (ULR) were used to assess the proximity and spatial arrangement of urban green spaces within the neighbor landscapes to quantify the urban land use effect. The geospatial analysis results showed that increase in total built-up area and population has significantly decreased the urban green space cover because of high levels of landscape fragmentation in urban city center. Also, due to high levels of landscape fragmentation, approximately 45% of the Osmaniye city is estimated to become urbanized by 2030. This study demonstrated the benefits of directional vegetation index application with geospatial analyses in characterizing the environmental quality for planning and management of urban green spaces. This approach could be used for determining the future urban land development scenarios correlating with regional planning procedures.  相似文献

The unequal growth of population and buildings in metropolitan regions reflects dispersed urban expansion. This study illustrates an operational framework grounded on a diachronic analysis of urbanization processes in advanced economies that provides a comprehensive evaluation of the mismatch between resident population and building stock. Studying the urban cycle of a European city (Athens, Greece), a mismatch indicator was derived at the municipal level as the elasticity rate of resident population and total building stock changes over 7 time intervals between 1920 and 2010. Results indicate that divergences in population and building stock growth rates increased since the early 1980s. The population-buildings mismatch displays an increasingly asymmetric spatial distribution, evidencing more or less accelerated paths toward dispersed settlements that may outline unsustainable forms of land management. Municipalities with a compact morphology at the beginning of the study period showed a higher rate of self-contained urban expansion than municipalities with more dispersed settlements. A comparative analysis of the impact of town planning on enlarging population-settlement mismatches was finally proposed as a basic knowledge to sustainable land management in (rapidly expanding) metropolitan regions.  相似文献

Integrating an ecosystem services (ES) approach into Strategic Environmental Assessment (SEA) of spatial plans potentially enhances the consideration of the value of nature in decision making and policy processes. However, there is increasing concern about the institutional context and a lack of a common understanding of SEA and ecosystem services for adopting them as an integrated framework. This paper addresses this concern by analysing the current understanding and network relations in a multi-actor arrangement as a first step towards a successful integration of ES in SEA and spatial planning. Our analysis focuses on a case study in Chile, where we administered a questionnaire survey to some of the main actors involved in the spatial planning process. The questionnaire focused on issues such as network relations among actors and on conceptual understanding, perceptions and challenges for integrating ES in SEA and spatial planning, knowledge on methodological approaches, and the connections and gaps in the science-policy interface. Our findings suggest that a common understanding of SEA and especially of ES in a context of multiple actors is still at an initial stage in Chile. Additionally, the lack of institutional guidelines and methodological support is considered the main challenge for integration. We conclude that preconditions exist in Chile for integrating ES in SEA for spatial planning, but they strongly depend on appropriate governance schemes that promote a close science-policy interaction, as well as collaborative work and learning.  相似文献

Predicting environmental impacts is essential when performing an environmental assessment on urban transport planning. System dynamics (SD) is usually used to solve complex nonlinear problems. In this study, we utilized system dynamics (SD) to evaluate the environmental impacts associated with urban transport planning in Jilin City, China with respect to the local economy, society, transport, the environment and resources. To accomplish this, we generated simulation models comprising interrelated subsystems designed to utilize changes in the economy, society, road construction, changes in the number of vehicles, the capacity of the road network capacity, nitrogen oxides emission, traffic noise, land used for road construction and fuel consumption associated with traffic to estimate dynamic trends in the environmental impacts associated with Jilin's transport planning. Two simulation scenarios were then analyzed comparatively. The results of this study indicated that implementation of Jilin transport planning would improve the current urban traffic conditions and boost the local economy and development while benefiting the environment in Jilin City. In addition, comparative analysis of the two scenarios provided additional information that can be used to aid in scientific decision-making regarding which aspects of the transport planning to implement in Jilin City. This study demonstrates that our application of the SD method, which is referred to as the Strategic Environmental Assessment (SEA), is feasible for use in urban transport planning.  相似文献

The main purpose of a strategic environmental assessment (SEA) is to facilitate the early consideration of potential environmental impacts in decision-making processes. SEA alternative identification is a core issue within the SEA framework. However, the current methods of SEA alternative formulation and selection are constrained by the limited setting range and lack of scientific evaluation. Thus, the current paper attempts to provide a new methodology based on the extension theory to identify a range of alternatives and screen the best one. Extension planning is applied to formulate a set of alternatives that satisfy the reasonable interests of the stakeholders. Extension priority evaluation is used to assess and optimize the alternatives and present a scientific methodology for the SEA alternative study. Thereafter, the urban traffic plan of Dalian City is used as an example to demonstrate the feasibility of the new method. The traffic planning scheme and the environmental protection scheme are organically combined based on the extension theory, and the reliability and practicality of this approach are examined.  相似文献

Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas.The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria. This paper describes the methodological framework used to develop the DSS and critically examines the results of its practical application in five European cities.  相似文献

Constructive and collaborative planning theory has exposed the perceived limitations of public participation in impact assessment. At strategic levels of assessment the established norm can be misleading and practice is illusive. For example, debates on SEA effectiveness recognize insufficiencies, but are often based on questionable premises. The authors of this paper argue that public participation in strategic assessment requires new forms of information and engagement, consistent with the complexity of the issues at these levels and that strategic assessments can act as knowledge brokerage instruments with the potential to generate more participative environments and attitudes. The paper explores barriers and limitations, as well as the role of knowledge brokerage in stimulating the engagement of the public, through learning-oriented processes and responsibility sharing in more participative models of governance. The paper concludes with a discussion on building and inter-change of knowledge, towards creative solutions to identified problems, stimulating learning processes, largely beyond simple information transfer mechanisms through consultative processes. The paper argues fundamentally for the need to conceive strategic assessments as learning platforms and design knowledge brokerage opportunities explicitly as a means to enhance learning processes and power sharing in IA.  相似文献

The performance of urban transport depends on a variety of factors related to metropolitan structure; in particular, the patterns of commuting, roads and public transport (PT) systems. To evaluate urban transport planning efforts, there is a need for a metric expressing the aggregate performance of the city's transport systems which should relate to residents' preferences. The existing metrics have typically focused on a measure to express the proximity of job locations to residences. A Transport Performance Index (TPI) is proposed in which the total cost of transportation system (operational and environmental costs) is divided by willingness to pay (WTP) for transport plus the willingness to accept (WTA) the environmental effects on residents. Transport operational as well as the environmental costs are derived from a simulation of all transport systems, to particular designs of spatial development. Willingness to pay for transport and willingness to accept the environmental effects are derived from surveys among residents. Simulations were modelled of Surabaya's spatial structure and public transport expansion. The results indicate that the current TPI is high, which will double by 2030. With a hypothetical polycentric city structure and adjusted job housing balance, a lower index occurs because of the improvements in urban transport performance. A low index means that the residents obtain much benefit from the alternative proposed. This illustrates the importance of residents' preferences in urban spatial planning in order to achieve efficient urban transport. Applying the index suggests that city authorities should provide fair and equitable public transport systems for suburban residents in the effort to control the phenomenon of urban sprawl. This index is certainly a good tool and prospective benchmark for measuring sustainability in relation to urban development.  相似文献

对兰州市近三年来交通噪声的特征在城市空间结构的背景上,以公众反映为尺度进行了分析评价,研究表明,(1)公众对不同城市空间结构上道路噪声反映均为起伏大、吵闹和一般不可接受;(2)部分区域噪声污染指标超标与早期规划有关;(3)近期道路规划和建设是噪声下降的主要原因;最后指出,基于规划基础上的环境问题规律性的研究和基于环境保护理念下的规划设计模式的研究将是今后环保专业和规划专业人员共同探讨的课题。  相似文献

Current political discussions and developments indicate the importance and urgency of incorporating climate change considerations into EIA processes. The recent revision of the EU Directive 2014/52/EU on Environmental Impact Assessment (EIA) requires changes in the EIA practice of the EU member states. This paper investigates the extent to which the Environmental Impact Assessment (EIA) can contribute to an early consideration of climate change consequences in planning processes. In particular the roles of different actors in order to incorporate climate change impacts and adaptation into project planning subject to EIA at the appropriate levels are a core topic. Semi-structured expert interviews were carried out with representatives of the main infrastructure companies and institutions responsible in these sectors in Austria, which have to carry out EIA regularly. In a second step expert interviews were conducted with EIA assessors and EIA authorities in Austria and Germany, in order to examine the extent to which climate-based changes are already considered in EIA processes. This paper aims to discuss the different perspectives in the current EIA practice with regard to integrating climate change impacts as well as barriers and solutions identified by the groups of actors involved, namely project developers, environmental competent authorities and consultants (EIA assessors/practitioners). The interviews show that different groups of actors consider the topic to different degrees. Downscaling of climate change scenarios is in this context both, a critical issue with regards to availability of data and costs. Furthermore, assistance for the interpretation of relevant impacts, to be deducted from climate change scenarios, on the specific environmental issues in the area is needed. The main barriers identified by the EIA experts therefore include a lack of data as well as general uncertainty as to how far climate change should be considered in the process without reliable data but in the presence of knowledge about possible consequences at an abstract level. A joint strategy on how to cope with uncertain prognoses about main impacts on environmental issues for areas without reliable data requires a discussion and cooperation between EIA consultants and environmental authorities.  相似文献

This study attempts to develop a non-path-dependent model for environmental risk management and polycentric urban land-use planning in Gorgan Township area, Iran. Applying three suitability layers of environmental risk (soil erosion, flood risk, fire risk, and land susceptibility), urbanization potential, and integrated surface (environmental risk plus urbanization potential layers), a non-path-dependent Cellular Automata-Markov Chain (CA-MC) model was configured to execute three scenarios of polycentric urban growth allocation. Specifically, the modeling approach improved the traditional functionality of the CA-MC model from a prediction algorithm into an innovative land allocation tool. Besides, due to its flexibility, the non-path-dependent model was able to explicitly include different characteristics of the landscape structure ranging from physical land attributes to landscape functions and processes (natural hazards). Accordingly, three polycentric urban growth allocation efforts were undertaken and compared in terms of connectivity and compactness of the resultant patterns and consumption of other land resources. Based on results, the polycentric allocation procedure based on integrated suitability layer produced a more manageable pattern of urban landscape, while the growth option based on environmental risk layer was more successful for protecting farmlands against excessive urbanization. This study suggests that polycentric urban land-use planning under the strategy of rural land development programs is an available option for designing an urban landscape with lower exposure to natural hazards and more economic benefits to rural residents. Finally, the non-path-dependent modeling is a recommended approach, when highly flexible and interactive decision-support systems as well as trend-breaking scenarios are desired.  相似文献

Urban sprawl is a worldwide phenomenon happening particularly in rapidly developing regions. A study on the spatiotemporal characteristics of urban sprawl and urban pattern is useful for the sustainable management of land management and urban land planning. The present research explores the spatiotemporal dynamics of urban sprawl in the context of a rapid urbanization process in a booming economic region of southern China from 1979 to 2005. Three urban sprawl types are distinguished by analyzing overlaid urban area maps of two adjacent study years which originated from the interpretation of remote sensed images and vector land use maps. Landscape metrics are used to analyze the spatiotemporal pattern of urban sprawl for each study period. Study results show that urban areas have expanded dramatically, and the spatiotemporal landscape pattern configured by the three sprawl types changed obviously. The different sprawl type patterns in five study periods have transformed significantly, with their proportions altered both in terms of quantity and of location. The present research proves that urban sprawl quantification and pattern analysis can provide a clear perspective of the urbanization process during a long time period. Particularly, the present study on urban sprawl and sprawl patterns can be used by land use and urban planners.  相似文献

Rapid urbanization and increasing land use changes due to population and economic growth in selected landscapes is being witnessed of late in India and other developing countries. The cities are expanding in all directions resulting in large-scale urban sprawl and changes in urban land use. The spatial pattern of such changes is clearly noticed on the urban fringes or city peripheral rural areas than in the city center. In fact, this is reflected in changing urban land use patterns. There is an urgent need to accurately describe land use changes for planning and sustainable management. In the recent times, remote sensing is gaining importance as vital tool in the analysis and integration of spatial data. This study intends to estimate land use pattern in a planned and unplanned urban setup and also to analyze the impact of change in land use pattern in the Varanasi urban environment. The results indicate that the planned urban setup had a higher tree cover to that of unplanned area in the Varanasi City, although a considerable disparity existed within the planned urban setups. The results emphasize the need to critically review concepts of urban planning and give more consideration to the preservation and management of urban tree cover/greenspace.  相似文献

合流制溢流污染严重威胁着下游受纳水体的水环境质量。为科学评估基于海绵城市理念的合流制排水体制系统化提升方案在解决老城区合流制溢流污染方面的效果,以嘉兴市老城区为研究对象,采用在线监测技术和SWMM数学模型相结合的方式,对嘉兴市老城区合流制排水体制系统化提升方案进行了全面评估。经在线监测评估发现,完成海绵城市改造后,嘉兴市老城区在研究期内的溢流频次减少为26次,小雨不会产生溢流;经SWMM模拟评估发现,完成海绵城市改造后,老城区合流制溢流口年溢流频次减少了132.2次。整体来看,基于海绵城市理念的合流制排水体制系统化提升方案突破了传统末端治理的局限,从雨污水产生、收集的全过程对合流制排水体制进行了系统化整治,对于提升全局水环境质量效果显著。  相似文献
