The aim of this article is to examine the needs of nomadic-pastoral land users with respect to EIA theory, methods and effectiveness based on literature review by applying Retief (2010)’s framework. The article intends to identify these needs and analyse whether EIA addresses them sufficiently and appropriately. Retief (2010)’s framework defines theory, methods (quality) and effectiveness as three main interrelated themes of environmental assessment. Our review was guided by these three themes and moreover, using nomadic pastoralism as a test case, we attempted to expand this broad framework into a four-step approach that can be used to systematically examine EIA literature. The approach first adopts the Retief (2010)’s framework and secondly, identifies issues of nomadic-pastoral land use which matter the most with respect to Retief (2010)’s themes. The next step selected 156 articles for literature review considering the issues identified previously and the fourth step examined the selected articles using a concept-centric review and a content analysis. Nomadic-pastoral land users need EIA theory to incorporate irrational logic and complex and unpredictable socio-ecological features of nomadic-pastoral land use. Decisions made based on the rational decision-making model in EIA cannot sufficiently incorporate the needs of nomadic-pastoral land use due to uncertainties associated with rational decision-making and different power, values and interests of stakeholders in pasture land resources. Furthermore, the needs of nomadic-pastoral land users with respect to EIA methods are related to impact pathways and dynamic character of land use. EIA methods systematically address impact pathways. However, the current EIA methods primarily focus on static land use, and do not address sufficiently and appropriately dynamic nature of land use. For nomadic-pastoral land users, maintaining land quality in nomadic pastoralism and participation in EIA are the most important issues with respect to effectiveness of EIA. However, empirical data are needed to examine whether these needs are addressed in EIA. Nevertheless, the current frameworks for evaluation of effectiveness of EIA are sufficient for assessment of EIA's capacity for addressing the needs of nomadic-pastoral land users. Further studies should aim at incorporating the nature of socio-ecological interaction and dynamics into EIA theories and developing suitable models on herding mobility and strategy for impact prediction in EIA.  相似文献

A group of landscape ecological indicators were applied to biophysical data masked to the Tensas River Basin. The indicators were used to identify and prioritize sources of nutrients in a Mississippi/Atchafalaya River System sub-basin. Remotely sensed data were used for change detection assessment. With these methods, we were able to look at land use practices over the past twenty years in the Tensas River Basin of Louisiana. A simple land use classification was applied to multispectral scanner (MSS) data from 1972 and 1991. The landscape analysis methods described in this paper will show how to use these methods to assess the impact of human land use practices that are being implemented to improve environmental quality. Landscape assessment methods can be used as a simple, timely, cost effective approach for monitoring, targeting, and modeling ecosystem health in watersheds. Although this study was conducted in the southeast, the methods described in this paper may be applicable to western landscapes.  相似文献

Land use affects the global climate through greenhouse gas and aerosol emissions, as well as through changes in biophysical properties of the surface. Anthropogenic land use change over time has caused substantial climate forcing related to albedo, i.e. the share of solar radiation reflected back off the ground. There is growing concern that albedo change may offset climate benefits provided by afforestation, bioenergy or other emission reduction measures that affect land cover. Conversely, land could be managed actively to increase albedo as a strategy to combat global warming.Albedo change can be directly linked to radiative forcing, which allows its climate impact to be compared with that of greenhouse gases in Life Cycle Assessment (LCA). However, the most common LCA methods are static and linear and thus fail to account for the spatial and temporal dependence of albedo change and its strength as a climate forcer. This study sought to develop analytical methods that better estimate radiative forcing from albedo change by accounting for spatial and temporal variations in albedo, solar irradiance and transmission through the atmosphere. Simplifications concerning the temporal resolution and aggregation procedures of input data were evaluated.The results highlight the importance of spatial and temporal variations in determining the climate impact of albedo change in LCA. Irradiance and atmospheric transmittance depend on season, latitude and climate zone, and they co-vary with instantaneous albedo. Ignoring these dependencies led to case-specific errors in radiative forcing. Extreme errors doubled the climate cooling of albedo change or resulted in warming rather than cooling in two Swedish cases considered. Further research is needed to understand how different land use strategies affect the climate due to albedo, and how this compares to the effect of greenhouse gases. Given that albedo change and greenhouse gases act on different time scales, LCAs can provide better information in relation to climate targets if the timing of flows is considered in life cycle inventory analysis and impact assessment.  相似文献

Life Cycle Assessment (LCA) is the main technique for evaluate the environmental impacts of product life cycles. A major challenge in the field of LCA is spatial and temporal differentiation in Life Cycle Impact Assessment (LCIA) methods, especially impacts resulting from land occupation and land transformation. Land use characterization modeling has advanced considerably over the last two decades and many approaches have recently included crucial aspects such as geographic differentiation. Nevertheless, characterization models have so far not been systematically reviewed and evaluated to determine their applicability to South America. Given that Brazil is the largest country in South America, this paper analyzes the main international characterization models currently available in the literature, with a view to recommending regionalized models applicable on a global scale for land use life cycle impact assessments, and discusses their feasibility for regionalized assessment in Brazil. The analytical methodology involves classification based on the following criteria: midpoint/endpoint approach, scope of application, area of data collection, biogeographical differentiation, definition of recovery time and reference situation; followed by an evaluation of thirteen scientific robustness and environmental relevance subcriteria. The results of the scope of application are distributed among 25% of the models developed for the European context, and 50% have a global scope. There is no consensus in the literature about the definition of parameters such biogeographical differentiation and reference situation, and our review indicates that 35% of the models use ecoregion division while 40% use the concept of potential natural vegetation. Four characterization models show high scores in terms of scientific robustness and environmental relevance. These models are recommended for application in land use life cycle impact assessments, and also to serve as references for the development or adaptation of regional methodological procedures for Brazil.  相似文献

Several theoretical, analytical, and institutional difficulties have impeded the development and application of the assessment of cumulative environmental impacts. Watershed development on coastal wetlands offers an ideal context for evaluating the land disturbance target approach to cumulative impact assessment. A model land use planning system involving a time series approach was developed for Elkhorn Slough in California. The approach included four major components: evaluation of erosion susceptibility, measurement of land disturbance, establishment of a land disturbance target, and a comparison of existing and target land disturbance values. Further research is needed to test the transferability of the approach in a wide range of coastal watersheds and to verify the applicability of the methods to other cumulative impact problems.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

Assessment of land use and climate change impacts on the hydrological cycle is important for basin scale water resources management. This study aims to investigate the potential impacts of land use and climate change on the hydrology of the Bago River Basin in Myanmar. Two scenarios from the representative concentration pathways (RCPs): RCP4.5 and RCP8.5 recommended by the Intergovernmental Panel on Climate Change, Fifth Assessment Report (IPCC AR5) were used to project the future climate of 2020s, 2050s, and 2080s. Six general circulation models (GCMs) from the Coupled Model Intercomparison Project Phase 5 (CMIP5) were selected to project the future climate in the basin. An increase of average temperature in the range of 0.7 to 1.5 °C and 0.9 to 2.7 °C was observed under RCP 4.5 and RCP 8.5, respectively, in future periods. Similarly, average annual precipitation shows a distinct increase in all three periods with the highest increase in 2050s. A well calibrated and validated Soil and Water Assessment Tool (SWAT) was used to simulate the land use and climate change impacts on future stream flows in the basin. It is observed that the impact of climate change on stream flow is higher than the land use change in the near future. The combined impacts of land use and climate change can increase the annual stream flow up to 68 % in the near future. The findings of this study would be beneficial to improve land and water management decisions and in formulating adaptation strategies to reduce the negative impacts, and harness the positive impacts of land use and climate change in the Bago River Basin.  相似文献

Data from 25 sites were used to evaluate associations between macroinvertebrate assemblages on large woody debris (snags) and environmental variables in the lower San Joaquin and Sacramento River drainages in California as part of the U.S. Geological Survey's National Water Quality Assessment Program. Samples were collected from 1993 to 1995 in the San Joaquin River drainage and in 1996 and 1997 in the Sacramento River drainage. Macroinvertebrate taxa were aggregated to the family (or higher) level of taxonomic organization, resulting in 39 taxa for analyses. Only the 31 most common taxa were used for two-way indicator species analysis (TWINSPAN) and canonical correspondence analysis (CCA). TWINSPAN analysis defined four groups of snag samples on the basis of macroinvertebrate assemblages. Analysis of variance identified differences in environmental and biotic characteristics among the groups. These results combined with the results of CCA indicated that mean dominant substrate type, gradient, specific conductance, water temperature, percentage of the basin in agricultural land use, percentage of the basin in combined agricultural and urban land uses, and elevation were important factors in explaining assemblage structure. Macroinvertebrate assemblages on snags may be useful in family level bioassessments of environmental conditions in valley floor habitats.  相似文献

RecentAbstract. Recent approaches to wetland assessment have advocated a multilevel approach which incorporates assessments based on landscape (remote sensing) data, on-site but “rapid” methods, and intensive methods where quantitative data is collected. Brown and Vivas (2004) recently pro- posed an assessment method that uses remote sensing information (Landscape Development Index or LDI) and propose that it may also be usable as a quantified human disturbance gradient. The LDI was evaluated using a large reference wetland data set from Ohio using land use percentages within a 1 km radius circle of the wetlands. The LDI had interpretable and significant relationships with another human disturbance gradient (the Ohio Rapid Assessment Method for Wetlands or ORAM) and with most metrics and scores from the Vegetation Index of Biotic Integrity (VIBI) developed for use in the State of Ohio. Metrics from emergent wetlands had the most significant correlations with the LDI (10 of 10 metrics), followed by forested wetlands (8 of 10 metrics) and shrub wetlands (4 of 10). Poor correlation for VIBI scores and metrics of shrub wetlands was due to differences in attainable LDI scores based on ecoregion and natural buffers shielding the wetland from otherwise intensive land uses. The ORAM and VIBI were developed for use in wetlands in Ohio completely independent of the LDI. It is an important test of the LDI concept that so many interpretable and significant relationships occurred between the VIBI scores, VIBI metric values, and the ORAM scores. For the purposes of VIBI development, the LDI is an independent, quantified disturbance gradient that has provided an additional test of the VIBI. Given its theoretical underpinnings and the fact that it uses quantified land use percentages, the LDI has many advantages over more qualita- tive human disturbance gradients. Using land use percentages from increasingly smaller distances from the wetland edge (100-200 m) may improve the resolution of the LDI to detect on-site dis-turbances to a wetland which degrade its ecological condition. The LDI should be evaluated with other large reference data sets in other regions to evaluate its validity and usefulness as an assessment tool.  相似文献

In this paper, we explore the impact of several sources of uncertainties on the assessment of energy and climate policies when one uses in a harmonized way stochastic programming in a large-scale bottom-up (BU) model and Monte Carlo simulation in a large-scale top-down (TD) model. The BU model we use is the TIMES Integrated Assessment Model, which is run in a stochastic programming version to provide a hedging emission policy to cope with the uncertainty characterizing climate sensitivity. The TD model we use is the computable general equilibrium model GEMINI-E3. Through Monte Carlo simulations of randomly generated uncertain parameter values, one provides a stochastic micro- and macro-economic analysis. Through statistical analysis of the simulation results, we analyse the impact of the uncertainties on the policy assessment.  相似文献

This paper presents a new methodology for impact assessment—SIAM (Spatial Impact Assessment Methodology)—which is based on the assumption that the importance of environmental impacts is dependent, among other things, on the spatial distribution of the effects and of the affected environment. The information generated by the use of Geographical Information Systems (GIS) in impact identification and prediction stages of Environmental Impact Assessment (EIA) is used in the assessment of impact significance by the computation of a set of impact indices. For each environmental component (e.g., air pollution, water resources, biological resources), impact indices are calculated based on the spatial distribution of impacts. A case study of impact evaluation of a proposed highway in Central Portugal illustrates the application of the methodology and shows its capabilities to be adapted to the particular characteristics of a given EIA problem.  相似文献

A framework to include a Life Cycle Assessment in the significance evaluation of the environmental aspects of an Environmental Management System has been studied for some industrial sectors, but there is a literature gap at the territorial level, where the indirect impact assessment is crucial. To overcome this criticality, our research proposes the Life Cycle Assessment as a framework to assess environmental aspects of public administration within an Environmental Management System applied at the territorial level. This research is structured in two parts: the design of a new methodological framework and the pilot application for an Italian municipality. The methodological framework designed supports Initial Environmental Analysis at the territorial level thanks to the results derived from the impact assessment phase. The pilot application in an Italian municipality EMAS registered demonstrates the applicability of the framework and its effectiveness in evaluating the environmental impact assessment for direct and indirect aspects. Through the discussion of the results, we underline the growing knowledge derived by this research in terms of the reproducibility and consistency of the criteria to define the significance of the direct and indirect environmental aspects for a local public administration.  相似文献

A distributed hydrologic modeling and GIS approach is applied for the assessment of land use impact in the Steinsel sub-basin, Alzette, Grand-Duchy of Luxembourg. The assessment focuses on the runoff contributions from different land use classes and the potential impact of land use changes on runoff generation. The results show that the direct runoff from urban areas is dominant for a flood event compared with runoff from other land use areas in this catchment, and tends to increase for small floods and for the dry season floods, whereas the interflow from forested, pasture and agricultural field areas contributes to the recession flow. Significant variations in flood volume, peak discharge, time to the peak, etc., are found from the model simulation based on the three hypothetical land use change scenarios.  相似文献

The U.S. Environmental Protections Agency's (U.S. EPA) Regional Vulnerability Assessment(ReVA) program has focused much of its research over the last five years on developing and evaluating integration methods for spatial data. An initial strategic priority was to use existing data from monitoring programs, model results, and other spatial data. Because most of these data were not collected with an intention of integrating into a regional assessment of conditions and vulnerabilities, issues exist that may preclude the use of some methods or require some sort of data preparation. Additionally, to support multi-criteria decision-making, methods need to be able to address a series of assessment questions that provide insights into where environmental risks are a priority. This paper provides an overview of twelve spatial integration methods that can be applied towards regional assessment, along with preliminary results as to how sensitive each method is to data issues that will likely be encountered with the use of existing data.  相似文献

Waste disposal is an important part of the life cycle of a product and is associated with environmental burdens like any other life-cycle stages. In this study, an integrated assessment for solid waste treatment practices, especially household solid waste, was undertaken to evaluate the impact contribution of household solid waste treatment alternatives towards the sustainable development by using Life Cycle Inventory Assessment method. A case study has been investigated under various possible scenarios, such as (1) landfill without landfill gas recovery, (2) landfill with landfill gas recovery and flaring, (3) landfill with landfill gas recovery and electric generation, (4) composting, and (5) incineration. The evaluation utilized the Life Cycle Inventory Assessment method for multiple assessments based on various aspects, such as greenhouse gas emission/reduction, energy generation/consumption, economic benefit, investment and operating cost, and land use burden. The results showed that incineration was the most efficient alternative for greenhouse gas emission reduction, economic benefit, energy recovery, and land use reduction, although it was identified as the most expensive for investment and operating cost, while composting scenario was also an efficient alternative with quite economic benefit, low investment and operating cost, and high reduction of land use, although it was identified as existing greenhouse gas emission and no energy generation. Furthermore, the aim of this study was also to establish localized assessment methods that waste management agencies, environmental engineers, and environmental policy decision makers can use to quantify and compare the contribution to the impacts from different waste treatment options.  相似文献

Today, food security is central to global social policy and sustainable development agendas; yet food security considerations have not yet widely penetrated environmental impact assessment (IA) practice. This paper investigates criteria and approaches to food security assessment that align with Regional Strategic Environment Assessment (RSEA); a form of IA commonly used to influence natural resource development programmes. The research is based on interviews with seven international food security experts about how food security assessment can be performed at a regional scale, responsive to the impacts of natural resource developments. Analysis of data reveals essential components, key considerations, and procedural requirements for food security assessment within RSEA processes. Based on the evidence, we conclude that food security assessment in RSEA cannot be approached in a piecemeal fashion. To be successful: it must include holistic and comprehensive consideration of all four food security dimensions; communities should be profiled in early stages of the assessment to characterize the regional food system and define its importance to food security; vulnerable populations should be prioritized in the assessment; and it is critical to incorporate meaningful and influential opportunities for public participation. Finally, the recommended approach to analyze food security in RSEA is ‘system analysis’ which includes examination of food system pathways. A conceptual and methodological framework to assess food security in RSEA is presented, intended as a guide for practitioners wishing to incorporate food security into RSEA and RSEA-like initiatives.  相似文献

An essential step in the development of products based on biotechnology is an assessment of their potential economic impacts and safety, including an evaluation of the potential impact of transgenic crops and practices related to their cultivation on the environment and human or animal health. The purpose of this paper is to provide an assessment method to evaluate the impact of biotechnologies that uses quantifiable parameters and allows a comparative analysis between conventional technology and technologies using GMOs. This paper introduces a method to perform an impact analysis associated with the commercial release and use of genetically modified plants, the Assessment System GMP Method. The assessment is performed through indicators that are arranged according to their dimension criterion likewise: environmental, economic, social, capability and institutional approach. To perform an accurate evaluation of the GMP specific indicators related to genetic modification are grouped in common fields: genetic insert features, GM plant features, gene flow, food/feed field, introduction of the GMP, unexpected occurrences and specific indicators. The novelty is the possibility to include specific parameters to the biotechnology under assessment. In this case by case analysis the factors of moderation and the indexes are parameterized to perform an available assessment.  相似文献

In 1980, the World Health Organization (Regional Office for Europe) invited The Centre for Environmental Management and Planning (CEMP) to organize a two-week training course on Environmental Impact Assessment (EIA) to provide a comprehensive introduction to EIA with emphasis on methods and techniques for impact identification, prediction and assessment. Not suprisingly the topic of environmental health impact assessment was to be a major focus. Since 1980, the course has been held each year at the University of Aberdeen. An analysis of participation in the course during its first five years yields several impressions about the success of this training effort and the ways in which it might be improved.  相似文献

An assessment of the impact of sea level rise on the city of Port Said, Egypt has been carried out using remote sensing and GIS techniques. Bruun's is used to estimate horizontal retreat, due to three scenarios of sea level rise, taking into account local subsidence rates. Overlaying horizontal retreat on land use obtained by remote sensing enabled us to estimate possible losses and socio-economic impacts. Results indicate serious physical and socio-economic impacts. It is suggested that protection measures must be carried out with emphasis on building breakwaters along the most vulnerable shoreline area.  相似文献
