The Conservation Reserve Program (CRP), created in 1985, provides conservation benefits and agricultural supply control through voluntary, long-term retirement of crop land. While the effects of the CRP on the agricultural sector are well understood, the implications of its conservation benefits for rural economies remain largely undocumented. To quantify the effects on rural economies, this study addressed the net economic effects of decreased agricultural activity and increased recreational activity associated with the CRP in six rural areas of North Dakota from 1996 to 2000. Based on the level of economic activity that would have occurred in the absence of the program, net revenues from CRP land if returned to agricultural production in the six study areas were estimated at $50.2 million annually or $37 per acre of land currently enrolled in the CRP. Recreational (hunting) revenues as a result of the CRP in the study areas were estimated at $12.8 million annually or $9.45 per CRP-acre. The net economic effect of the CRP (lost agricultural revenues and gains in recreational expenditures) indicated that several areas of the state are not as economically burdened by the CRP as previous research has suggested. In addition, the net economic effects of the program would appear more favourable if revenues from all CRP-based recreation were included. The degree that recreational revenues offset agricultural losses might be further enhanced by enterprises that capitalize on the economic opportunities associated with expanded recreational activities on CRP lands.  相似文献

This study assesses the factors affecting the adoption of laser land leveling (LLL) and its impact on crop yields and net returns. It uses household survey data collected from 621 randomly selected farmers in Karnal District of Haryana, India, and applies endogenous switching regression models. Unbiased model results show that the adoption of LLL has significant positive impacts on yields (rice +549 kg ha−1; wheat +471 kg ha−1) and net returns (an aggregate increase of US$230/ha) in the rice-wheat production system, thereby raising farmers' income substantially. Our results show that LLL adoption at the farm level is influenced by land size and quality, tenure system, availability of farm machinery (tractor), access to finance and farm cooperatives, gender of household head, level of education and training and access to extension services. Therefore, LLL scaling strategies need to consider these bio-physical and socio-economic parameters to reach adoption at scale and generate large social, economic, and environmental benefits.  相似文献

Protected Landscapes (PLs) are increasingly used in Norway to conserve cultural (human modified) landscapes. In many cases the maintenance of agricultural activities in PLs is required to preserve landscape character. Whilst research exists on land conservation policies in general, the particular effects of PL on management and adjustment of the farms involved have not received attention in the literature. We present results from a questionnaire sent to owners of agricultural land within PLs in Norway. Whilst landowners were divided upon the effects of PLs on farm management, the economic situation of the farm was little affected. Furthermore, changes in farm management after the establishment of a PL did not seem to have been driven by the establishment of the PLs per se. Most importantly, farm management changes were related to potential options to develop the farm and its land. A statistical model showed that PL-farms did not differ significantly from farms outside PL in the development of their land use or animal husbandry. Our findings thus indicate that the establishment of PL played a minor role as a driving force of changes in farm management and farm income.  相似文献

This paper considers the external costs of public access on privately‐owned farm and estate land in Scotland. The increased costs and reductions in income associated with public access are found to be highly variable and site‐specific, with the main effects on land in areas of high population density or high scenic quality, or with recreational attributes. Although costs were on average higher for estates, reflecting their larger area and recreational potential, on a per‐hectare basis the costs of access were greater for the farm sector. Whilst much of the public access exists through de facto rights on open‐access land, there was evidence for an increasing commercialization of open‐air recreation, particularly with respect to more specialized activities. The discussion considers the extent to which the costs of access for land managers are reflected in policies determining the public provision of countryside access.  相似文献

To reduce nonpoint source pollution from nutrient, chemical, and sediment runoff, a number of environmental policy standards have been proposed. Such standards could be used to reduce nonpoint source pollution from nutrient, chemical, and sediment runoff to impaired water bodies. State governments can use voluntary approaches to meet nonpoint source pollution reduction goals. However, the practices that lower net returns will not be voluntarily adopted by farmers. Crop rotations and tillage practices may help producers to comply with the environmental standards while minimizing losses in farm profits. This study compares runoff from crop rotation practices and conventional continuous row cropping systems in Mississippi. The results are compared for different tillage systems in order to examine robustness of results. Nutrient runoff and sediment runoff are simulated using the Erosion Productivity Impact Calculator (EPIC). Sensitivity analysis of the sediment and nitrate reductions at 15 percent, 25 percent, and 35 percent are conducted. Under these scenarios, net returns are optimized under environmental constraints, and the marginal cost of sediment reduction ranges from US$1.61 to US$9.63 per ton depending on soil conditions, while the corresponding nitrate and phosphorus reductions costs range from US$1.21 to US$7.08 per kg and from US$0.09 to US$31.91, respectively. The empirical results from this study indicate that a nitrate reduction policy is relatively less costly than a sediment reduction policy. The results also demonstrate the importance of geophysical conditions and policy costs, which vary across regions.  相似文献

Changes in global patterns of grain production have affected the profitability of commercial, cash-crop agriculture in North America. The current financial crisis has highlighted a perceived conflict between the priorities of (1) strengthening net farm profit, (2) maintaining the productive potential of the land base, (3) enhancing the health and cohesiveness of the agricultural community, and (4) addressing societal demands for safe foodstuffs. Reducing input costs by reducing the need for privately owned machinery can minimize the scale-dependence of agricultural practices, as illustrated with examples involving silage and intensively managed pasture in Ontario. This approach could improve farming opportunities for nontraditional, part-time farmers, and at the same time, create a niche for professional custom operators and managers. Enhancing the viability of nontraditional farm operations, a historically neglected component of the farming community, as well as commercial farms is viewed as one approach to sustaining and improving both the agricultural land base and the agricultural community. Applying resource-extensive rather than resource-intensive approaches to forage management reveals that these apparently divergent priorities are, in fact, interlocking pieces of the same puzzle.  相似文献

ABSTRACT: Economics is concerned with the allocation of resources between alternative uses. Traditionally, in the western United States, water resources have been committed to agriculture and irrigation. Other competitive uses such as power, industry, and recreation are challenging this allocation. What are the impacts of shifting water out of agriculture into other uses, is a question that needs to be given consideration. Ilia paper attempts to evaluate the tradeoff between using farm land for either irrigated or dryland production and the resulting impacts on gross farm income and the average price of land. Baaed on historical data, reducing irrigated acreage and increasing dryland acreage could greatly reduce both farm income and the equity in farming. The model presented in this paper should be useful for evaluating the tradeoffs between dryland and irrigated land use, especially when there are gat differences in productivity such as those that exist in the inter-mountain region of the Western United States.  相似文献

Phosphorus (P) runoff from manure can lead to eutrophication of surface water and algae growth. This study evaluates the impacts of alternative P reduction practices on dairy farm net returns and on potential P runoff. The P control practices include dairy herd nutrient management, crop nutrient management, and runoff and erosion control. Four farms representative of dairies in the Virginia Shenandoah Valley are simulated including dairies with and without supplementary broiler enterprises and with average and below average land area. A mathematical programming model was developed to predict farm production and net returns and the GLEAMS model was used to predict potential P runoff. The farms are evaluated under four scenarios: Scenario 1, no constraint on P runoff with access to crop nutrient, runoff and erosion control strategies but no access to dairy herd nutrient control strategies; Scenario 2, no constraint on P runoff with access to all crop and dairy herd nutrient control strategies; Scenario 3, constraint on P runoff with access to crop nutrient, runoff and erosion control strategies but no access to dairy herd nutrient control strategies; and Scenario 4, constraint on P runoff with access to all crop and dairy herd nutrient control strategies. Under Scenario 2, the herd nutrient control strategies increase milk output per cow and net returns on both farms and reduce P content of manure and P runoff. Under Scenario 3, limiting P runoff reduces farm returns by 1 and 3% on the average and small farms, respectively. Under Scenario 4, the P runoff constraint is less costly, reducing returns by less than 1% on both farms. Animal nutrient control strategies should be an important part of pollution control policies and programs for livestock intensive watersheds.  相似文献

A series of computer programs designed to predict gross annual soil loss on a watershed basis by application of the Universal Soil Loss Equation (USLE) have been developed. The programs provide an easy-to-use, flexible, and standardized means of organizing base data and applying the USLE to large land areas. The programs can be used to assess and to evaluate the effects of changing land-use patterns and conservation practices on soil losses. Critical or problem areas can be readily identified. The USLE Computer Programs are a useful research tool for investigators involved in water quality management, 208 planning, or conservation research.The package of computer programs consists of three main components: data input, the Main Program, and the Totals Program. Input data include both field base data describing the watershed and corresponding values for the factors in the USLE. The Main Program calculates the average rate of soil loss (tons/ acre/yr) and the total soil loss (tons/yr) for the smallest subunit of the watershed identified as the soil unit. Also calculated is an RKLS factor, which is an indication of the erosive potential of a given soil type, slope, and slope length, under a particular rainfall regime. The Totals Program aggregates soil unit losses into progressively larger units, that is, field, farm, subwatershed, and watershed units. A cash-flow viability model is used to evaluate the impacts of land-use zoning on farm households in New Jersey. Findings suggest that zoning results in increased production expenses, lower efficiency and profitability, and the devaluation of land assets. Cash flow and economic viability are, thus, reduced. Impacts of zoning on farm incomes, off-farm incomes, revenues from land sales, indebtedness, and farm sizes were not statistically significant. The results suggest that the use of land-use zoning statutes to guarantee the existence of agriculture may not be equitable unless transferable development rights or other methods of compensating farmers for their losses are simultaneously implemented.  相似文献

The East Usambara Mountains, recognized as one of the 25 most important biodiversity hot spots in the world, have a high degree of species diversity and endemism that is threatened by increasing human pressure on resources. Traditional slash and burn cultivation in the area is no longer sustainable. However, it is possible to maintain land productivity, decrease land degradation, and improve rural people’s livelihood by ameliorating cultivation methods. Improved agroforestry seems to be a very convincing and suitable method for buffer zones of conservation areas. Farmers could receive a reasonable net income from their farm with little investment in terms of time, capital, and labor. By increasing the diversity and production of already existing cultivations, the pressure on natural forests can be diminished. The present study shows a significant gap between traditional cultivation methods and improved agroforestry systems in socio-economic terms. Improved agroforestry systems provide approximately double income per capita in comparison to traditional methods. More intensified cash crop cultivation in the highlands of the East Usambara also results in double income compared to that in the lowlands. However, people are sensitive to risks of changing farming practices. Encouraging farmers to apply better land management and practice sustainable cultivation of cash crops in combination with multipurpose trees would be relevant in improving their economic situation in the relatively short term. The markets of most cash crops are already available. Improved agroforestry methods could ameliorate the living conditions of the local population and protect the natural reserves from human disturbance.  相似文献

ABSTRACT Irrigated land outproduces dryland agriculture, especially in the western United States. Many valuable crops could not be grown without irrigation. A paucity of yield data does not allow direct measurement of the contribution from irrigated crop agriculture, nor does it allow evaluation of the contributions from livestock which are dependent upon irrigated feed. Regression results indicate that 80 percent of Idaho farm income is associated with irrigation, and that 75 percent of the farm income in the 17 western states is associated with irrigation. For the United States as a whole, results indicate that 13.7 percent of the total cropland (irrigated land) produced 41.3 percent of all cash receipts from farming in 1978. If 14 percent of the land can produce 40 percent of the value of production, can 35 percent of our land produce all our food and fiber needs? Such an allegation has several implications in terms of the adequacy of our land and water resources. It also emphasizes the role of technology in future resource use and production.  相似文献

ABSTRACT: Irrigation in arid and semiarid regions has led to accumulation of salts, destruction of soil texture, decline in fertility and yield, and eventual abandoning of the land. The problems of irrigated agriculture may be attributed to the fact that managers seldom consider irrigated land as a system consisting of a number of components and that the individual health of each component is vital to the overall health of the entire system. A management model is described here which considers all the important components of an irrigated system and may help maintain a permanent irrigated agriculture. The model optimizes net farm income, maintains favorable hydrologic and salt balance in the irrigated system, meets the concentration requirements of the drainage water for the individual crops, and simulates the impact of the irrigation on the unsaturated and the saturated zone.  相似文献

The New South Wales Government recently introduced the Native Vegetation Conservation Act to protect the native grassland and woodland of the state. The Act protects biodiversity by preventing farmers from clearing such vegetation on their properties but, as a consequence, reduces farm incomes and land values. An economic model of the relationship between land value and percentage of farm in native vegetation is integrated with an ecological model of the relationship between species lost and percentage of the farms in native vegetation. The integrated framework is applied to estimate the opportunity costs of the Act for one important agricultural area of the state, the northern part of the Brigalow Belt South Bio-Region. If all the vegetation were protected, the reduction in land value would be at least 14.3%, which is an opportunity cost of at least 148.5 dollars m for the area. Both the benefits and costs of biodiversity protection must be accounted for, so risk simulations are then combined with benefit-cost analysis to compare the benefits of biodiversity protection to these costs.  相似文献

ABSTRACT: In early 1997, the Texas Edwards Aquifer Authority implemented a pilot Irrigation Suspension Program with the objectives of increasing springflow and providing relief to municipalities during drought. Irrigators were paid an average of $234 per acre to suspend water use, a price higher than regional land rental rates. Auction theory and program implementation details suggest that the program implementation partially caused inflated bids. The Irrigation Suspension Program is also compared to two alternative programs: (1) subsidizing more efficient irrigation technology and (2) buying land. The irrigation suspension is found to be more cost‐effective relative to subsidizing improved irrigation efficiency because it can be put in place only when aquifer levels are low. Land purchase is a cheaper alternative if the bid levels remain at the levels observed.  相似文献

Manures and fertilizers are applied to agricultural lands in excess of recommended amounts, resulting in widespread pollution of surface and ground water and contributing a substantial source of greenhouse gases associated with global warming. By developing policies that exploit the value of farm produced nutrients, input costs can be minimized. Better accounting for or crediting of farm produced nutrients is leading to economically beneficial conservation of fertilizer. In addition, hog producers who own enough land may benefit from properly managing manure nutrients. Poultry litter is valuable as fertilizer and can be marketed by independent dealers to farmers in nutrient deficit areas, with very modest assistance from the government. Dairy producers may modify their past income support programs to finance central compost facilities. Although nutrient problems were neglected in the past, recent Federal initiatives and joint initiatives with states exploit many of these and other opportunities to avoid excessive application of nutrients to the land.  相似文献

County-level agricultural statistics were aggregated at the watershed level to provide estimates of trends in land use and agricultural management in the Maumee and Sandusky River watersheds during the period 1975-1995. Average farm size increased by 40% or more, but the number of farms decreased by nearly 40%; the total land area in agriculture also decreased, but only by about 7%. Conservation tillage increased from virtually nothing to nearly 50% of cropland in corn (Zea mays L.) and soybean [Glycine max (L.) Merr.]; most of the change is due to adoption of no-till soybean. The Conservation Reserve Program has enrolled more than 75,000 hectares, but this represents less than 5% of total farmland. The great majority of land classified as highly erodible has been placed under treatment during the study period. Cropland in soybean has increased; land in wheat (Triticum aestivum L.) and hay has decreased. Cropland in corn has decreased in the Maumee watershed and increased slightly in the Sandusky watershed. Average per-hectare yields of corn, soybean, wheat, and hay have increased by 10 to 40%. Fertilizer phosphorus sales increased until about 1980 and have declined significantly since then; fertilizer nitrogen follows a similar but less pronounced pattern. The decreases are more substantial in the Maumee watershed than in the Sandusky. Manure use for fertilizer has also declined significantly.  相似文献

Soil erosion is one of the most serious environmental and public health problems, and such land degradation can be effectively mitigated through performing land use transitions across a watershed. Optimal land use management can thus provide a way to reduce soil erosion while achieving the maximum net benefit. However, optimized land use allocation schemes are not always successful since uncertainties pertaining to soil erosion control are not well presented. This study applied an interval-parameter fuzzy two-stage stochastic programming approach to generate optimal land use planning strategies for soil erosion control based on an inexact optimization framework, in which various uncertainties were reflected. The modeling approach can incorporate predefined soil erosion control policies, and address inherent system uncertainties expressed as discrete intervals, fuzzy sets, and probability distributions. The developed model was demonstrated through a case study in the Xiangxi River watershed, China’s Three Gorges Reservoir region. Land use transformations were employed as decision variables, and based on these, the land use change dynamics were yielded for a 15-year planning horizon. Finally, the maximum net economic benefit with an interval value of [1.197, 6.311] × 109 $ was obtained as well as corresponding land use allocations in the three planning periods. Also, the resulting soil erosion amount was found to be decreased and controlled at a tolerable level over the watershed. Thus, results confirm that the developed model is a useful tool for implementing land use management as not only does it allow local decision makers to optimize land use allocation, but can also help to answer how to accomplish land use changes.  相似文献

The Sloping Land Conversion Program (also known as "Grain for Green" or the Upland Conversion Program) for converting cropland to forest is one of China's most ambitious environmental initiatives, and is one of the world's largest land-conservation programs with a budget of RMB 337 billion (over US$ 40 billion). Although environmental impacts have played a vital role in the general reasoning and argumentation for forest plantations, environmental impact analyses have often received less attention than economic analyses in the planning of plantation forestry projects. The overall goal of this paper is to evaluate the program's environmental impact considering the farmer's interests and the potential social benefits due to carbon sequestration in different scenarios based on household and field survey data in Dunhua County. Our findings are that: (1) in many cases, the program did not give adequate consideration to land productivity and environmental heterogeneity when selecting plots; (2) more than half of the reforestation plots were on flat cropland (slopes of less than 5 degrees ); (3) in five of the eight townships, net incomes on reforested land were substantially above or below previous crop incomes, raising questions about the efficiency of the allocation of compensation to farmers participating in the program; (4) the potential carbon co-benefit increased the NPV of the program by 5954-7009 RMB/ha. In conclusion, we recommend that more attention should be paid to the quality of reforestation programs rather than just their scale and note that consideration of potential carbon sequestration co-benefits enhances the benefits of cropland conversion programs.  相似文献
