Large nuclear waste management, laboratory and electric power generating complexes are a daunting challenge for state, regional and local planners. A survey of 2101 residents who lived near 11 nuclear power plants and US Department of Energy (DOE) nuclear waste management sites and laboratories was conducted to determine how much nearby residents worried about accidents and chronic emissions at the nuclear sites, how much they trusted the sites’ responsible parties, and actions that they wanted responsible parties to take to reduce public concern. Six hundred other people who lived elsewhere in the US were a comparison group. Nuclear site-related issues were a greater concern among the 2101 who lived near the sites than the comparison group. Yet many were more concerned about global warming, traffic congestion, and loss of open space than nuclear technologies. Monitoring the environment and people were the actions deemed most likely to reduce public concern. The results pose a challenge to owner-operators of nuclear facilities, government entities and especially to locally based environmental planners and managers to establish partnerships with each other and diverse communities that will allow them to manage some of these risks for decades and in some cases into perpetuity.  相似文献

In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Environmental auditing: Theory and applications   总被引:3,自引:0,他引:3  
The environmental audit has become a regular part of corporate environmental management in Canada and is also gaining recognition in the public sector. A 1991 survey of 75 private sector companies across Canada revealed that 76% (57/75) had established environmental auditing programs. A similar survey of 19 federal, provincial, and municipal government departments revealed that 11% (2/19) had established such programs. The information gained from environmental audits can be used to facilitate and enhance environmental management from the single facility level to the national and international levels. This paper is divided into two sections: section one examines environmental audits at the facility/company level and discusses environmental audit characteristics, trends, and driving forces not commonly found in the available literature. Important conclusions are: that wherever possible, an action plan to correct the identified problems should be an integral part of an audit, and therefore there should be a close working relationship between auditors, managers, and employees, and that the first audits will generally be more difficult, time consuming, and expensive than subsequent audits. Section two looks at environmental audits in the broader context and discusses the relationship between environmental audits and three other environmental information gathering/analysis tools: environmental impact assessments, state of the environment reports, and new systems of national accounts. The argument is made that the information collected by environmental audits and environmental impact assessments at the facility/company level can be used as the bases for regional and national state of the environment reports and new systems of national accounts.  相似文献

There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment.  相似文献

Sustainability has become a major focus area within forest products industry. The European operational environment and national environmental steering in EU member states highlight the importance of sustainable development and the development of associated new management approaches to promote sustainability. This article reviews some key elements of sustainability management, covering examples of both Finnish forest products industry initiatives and public environmental steering at the European level. An assessment is made of the current situation and an outline of a future outlook for sustainability management, with special emphasis on bridging the gap between industry initiatives and environmental steering in the form of legislation, policies and strategies at the EU level.This study applied a hybrid approach comprising a review of EU sustainability initiatives, a policy and legal review and a questionnaire survey of forest industry actors. The results of the future outlook indicate that energy efficiency is perceived to be the most important focus area in addition to e.g. environmental and waste management and recycling. Less than half of the companies aim at applying sustainability management. Life-cycle management is also considered to be important whereas product-based approaches, climate change and local industrial symbiosis receive very little attention. All responding companies aim to integrate the principles of sustainability into their operations and most companies consider that life-cycle thinking, management and assessment are useful for them. Energy efficiency is identified as the most important focus area with energy and materials efficiency seen as the most crucial factors for the achievement of responsible competitive advantage and building of sustainable value-added. The findings indicate that sustainability and life-cycle management are not receiving enough management focus at the moment and neither is the industry receiving enough guidance at either the EU level or via national steering and regulatory frameworks.  相似文献

ABSTRACT

Information communication technologies (ICTs) generate new forums for transparency via governance-by-disclosure initiatives designed to improve environmental management and policy. Data generated by these programs are a means to empower citizens, narrowing the accountability gap between governments and people and enhancing public service. There is little empirical evidence, however, that supports the theory that citizen-generated data can be used to improve the accountability of local government officials. Citizen-led transparency efforts are emerging in China, as the country undergoes an information revolution that has brought ICTs to near ubiquity. We evaluate the transformative potential of a new ICT initiative, the ‘Black and Smelly Waters’ program, which China’s government launched to help enforce local government water remediation efforts. Many examples of citizen-generated transparency are grassroots initiatives, yet the Black and Smelly Waters program is distinct in its top-down structure. An empirical evaluation of preliminary data illuminates Black and Smelly Waters’s early successes and challenges as a means to generate transparency and accountability. We discuss these findings and propose a broad application of this new type of disclosure to reshape environmental management in China.  相似文献

Livestock production in both industrial systems, where livestock are packed tightly together, and in highly traditional systems, where a shepherd follows her herd in dispersed rangelands, are cited as key contributors in some of the most acute environmental problems around the globe. Israel is one of the few countries where both of these systems exist, with surprisingly little contact between them. The environmental impact of the sectors were examined along with Israel’s public policies in the field. While historically, much attention has been placed on the contribution of the Bedouin pastoralists to desertification and erosion, this may be linked to historic misapprehension about actual impacts of goats on local rangelands as well as political motivations and concerns about losing national sovereignty over large areas of rangelands. The true environmental effects appear to be minor. A far more critical concern is water pollution caused by the industrial sector of livestock production—an issue that recently has attracted considerable government attention and investment in a successful dairy infrastructure initiative. The divisions between governmental supports for the Jewish and Arab sectors of livestock management are inconsistent with efficient environmental management. Policies should be designed to encourage Bedouin to find ways to sustainably continue their traditional livestock husbandry practises, which today are largely associated with ecological benefits and constitute a unique cultural asset for Israel and the world.  相似文献

ABSTRACT

Quests for devolving more power to local actors for nature protection stem from both international and national policies. Also, there is a growing recognition of the need for local governments to promote green infrastructure for citizens to recreate and learn about their environment. Starting in 2004, the Swedish government has allocated special funding towards these goals through the Local Nature Conservation Programme (LONA). Virtually all Swedish municipalities have received such funding in pursuit of facilitating wide access to nature and promoting recreational activities, including the protection of nature areas, creating pathways, information devices, and promoting these areas among new societal groups to enjoy. This study presents the results of ten years of experience with LONA. A survey with respondents from 191 municipalities and 20 county administrations, together with 20 key informant interviews, show that the programme has been a success in several respects. Not only have most municipalities created a wealth of new ways to engage local organisations and citizens in nature conservation and recreation, but they have also broadened the ways they think about how nature is important to their constituencies. Due to innovative ways to count voluntary work as local matching of funding, smaller and less resourceful municipalities have also become engaged. Still, the local needs for further initiatives are deemed considerable. State support coupled with knowledge sharing is important to show policy priority to such bottom-up initiatives.  相似文献

The focus of this paper is to present a discussion of the role of the private sector in response to the need for climate change adaptations. The study, which was conducted through a literature review, investigates the concept of the green economy and climate change, as well as businesses’ commitment to advance climate actions in ways that build resilience in vulnerable communities in developing countries. The paper calls on companies with national, regional, and/or global reach to adopt or develop strategies that improve resource efficiency, reduce greenhouse gas emissions, and reduce the loss of biodiversity. Businesses can accelerate this transition by aligning their investments with climate change adaptation opportunities, and thus, “green” the economy. In addition, green growth could be achieved through tactical public and private investments in mitigating climate change. The paper concludes that the private sector is a key sector in addressing the challenges of vulnerable communities, and it has much to contribute to the planning, development, and implementation of climate adaptation strategies, including sector‐specific expertise, technology, efficiency, financing, and entrepreneurship. Finally, some social conditions and environmental boundaries have been highlighted in this paper to attract the attention of business leaders who are trying to build initiatives and advance climate actions that will reduce socio‐community risks from climate change. Also, comprehensive initiatives and strategies have been recommended to private companies seeking to address climate vulnerabilities.  相似文献

Public participation in decision making is a central component of the planning process; however, implementing effective engagement initiatives to resolve complex planning and policy problems, such as climate change, is challenging for planners. These challenges are particularly acute in coastal communities throughout Australia, where many settlements are at risk of future climate perturbations. Using the International Association for Public Participation framework for public participation, we analyse three local government led public participation initiatives in New South Wales, Victoria and Tasmania, Australia. Our analysis suggests there are three critical factors that can influence the level of public participation in the context of climate change adaptation: the technocratic approach to decision making; absent high order government support; and the lack of evaluation mechanisms for public participation.  相似文献

This research investigates how trust plays a role in environmental management in North Lebanon, which has suffered repeated episodes of armed conflict in recent times. Previous studies have shown that environmental problems have increased and that the government has been unable to address these, even during periods of relative peace. We examined trust as a factor that contributes to, or hampers, environmental management. Our analysis drew on a survey in 2011 involving 499 citizens. The results demonstrated that, according to citizens, the lack of trust between citizens, and between citizens and the public sector, is a key factor obstructing effective environmental management. The results indicate the level of correlation between how trusting people are; how citizens participate; and how people perceive government legitimacy.  相似文献

This paper focuses on the issues arising from Local Agenda 21 where the role of local authorities is seen as vital in promoting and achieving sustainable development. The implications of the current forms of public sector restructuring for local authorities, and in particular the consequences of the requirement to contract out the delivery and management of traditional environmental services such as grounds maintenance are considered. The paper concludes that the ongoing processes of local government restructuring, together with the removal of many functions from local democratic control, are reducing the capacity of local communities to respond positively to the demands of Local Agenda 21.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献

African governments, like most countries in the developing world, face daunting tasks in their attempts to provide effective and equitable water and sanitation services for their ever increasing urban populations. Consequently, the past few years have witnessed increased private sector participation in urban water and sanitation provision, as many African governments strive to improve access to water and sanitation services for their citizens in line with Millennium Development Goal 7 (MDG7). Since the early 1990s, the government of Ghana and many local authorities have entered into various forms of public-private partnerships in urban water and sanitation provision. This article examines the outcome of such partnerships using the Tamale Metropolitan Area (TMA) as a case study with the aim of providing policy guidelines for the way forward. The article argues that the public-private arrangement for water supply and sanitation infrastructure management in the Tamale Metropolis has done nothing that an invigorated public sector could not have possibly achieved. It concludes that there can be no sustainable improvement in water and sanitation provision without political commitment, stakeholder ownership, and strong support for community driven initiatives.  相似文献

ABSTRACT: As the many recreational uses of waterways have intensified, management agencies have increasingly turned to water surface zoning techniques to provide safe, equitable opportunities while also protecting aquatic habitats. Other publications have described the concept of water surface zoning; the study reported on was conducted to determine its current use nationwide. Depending on jurisdiction of the water surface in question and state legislation to zone water surfaces, nonfederal zoning regulations sometimes emanate directly from state government, and sometimes involve direct state and local government cooperation. Results of a national survey show that water surface zoning techniques employed by state and local governments in 1976–77 fall into five broad categories: restrictions on boat speed and horsepower, special use zoning, time zoining, protective space zoning, and limited density zoning. Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献

Traditionally, in most countries of Latin America, the management of water and water based services has been highly centralized in the public sector. Recently, as the role of government has been reconsidered, many services have been transferred to lower levels of government or to the private sector. At the same time, the emphasis given to water projects as basic development tools has given way to the environmental significance of good water management. Consequently, the approach to water resources management has been modified and space created for the adoption of some of the basic precepts enunciated in the Mar del Plata Action Plan and Agenda 21. Despite several recent UK initiatives to promote renewable energy development at the local level, little research has been carried out to investigate public beliefs about aspects of local renewable energy development. This research attempted to address this gap. Empirical data were collected at the Awel Aman Tawe development in South Wales immediately before and after a public participation process. The results indicate that support for specific aspects of local energy development (partnership with local communities, local use of generated energy and profits put back into the local community) was consistently high across time, with support for local ownership at a slightly lower level, yet still high. Secondly, socio-demographical analyses indicated that personal factors such as respondents' age, gender and employment status were important in shaping several of these beliefs. Since UK renewable energy development has often been controversial and subject to delay, results suggest that the adoption of a locally embedded development approach by public and private sector stakeholders will be strongly supported by local people. The implications of the results are discussed in relation to existing industry best practice guidelines and recent policy initiatives.  相似文献
