Summary Environmentally Sensitive Areas were introduced in Britain by the Ministry of Agriculture, Fisheries and Food during 1987. By 1994, the fourth round of designations had brought the total of such areas to 22. The environmental implications for the North Peak, which was designated as such an area in 1988, are discussed in the context of sheep farming and heather management, for these have shaped the patchwork of moorland ecosystems that give the North Peak its unique character.Paul Perkins is a research worker at the University of Huddersfield. He is currently undertaking research into how derelict mining land in West and South Yorkshire can be reclaimed for productive use. 相似文献

The educational and research roles of universities in environmentally conscious technologies are discussed from a historical perspective. The American university system, and in particular its interactions with government and industry, is compared with that of the United States' main trading partners including Japan, the NAFTA countries, and Western Europe. Examples of federally funded U.S. programs related to green design are also tabulated. The role of universities within the framework of society, politics, and economics is discussed in regard to emerging concepts such as sustainable development, life-cycle analysis, and design for environment, as well as the functioning of local recycling infrastructures. The means by which universities can contribute to environmentally conscious technology are summarized, as are the demands placed on the next generation of engineers. 相似文献

Using information on a basic or “lifeline” level of domestic water use obtained from a water demand function based on a Stone–Geary utility function, a minimum water threshold of 128 m3 per household per year was estimated in a sample of municipalities in Southern Spain. As a second objective, water affordability indexes were then calculated that relate the cost of such lifeline to average municipal income levels. The analysis of the factors behind the differences in that ratio across Andalusian municipalities shows that the relative cost of purchasing the lifeline appears inversely related to average income levels, revealing an element of regressivity in the component of water tariffs affecting the least superfluous part of the household’s consumption. The main policy recommendation would involve redesigning water tariffs in order to improve access for lower income households to an amount of water sufficient to cover their basic needs. The proposed methodology could be applied to other geographical areas, both from developed and from developing countries, in order to analyze the degree of progressivity of the water tariffs currently in effect and in order to guide the design of more equitable regulatory policies. 相似文献

The article describes the historical development of water tariff policy in Tanzania from the colonial times to present. After
gaining independence, the country introduced “free” water policy in its rural areas. Criticism against this policy was expressed
already in the 1970s, but it was not until the late 1980s that change became unavoidable. All the while urban water tariffs
continued to decline in real terms. In rural and periurban areas of Tanzania consumers often have to pay substantial amounts
of money for water to resellers and vendors since the public utilities are unable to provide operative service. Besides, only
a part of the water bills are actually collected. Now that the free water supply policy has been officially abandoned, the

Summary A comparison is made of major issues relating to drinking water and river water quality in the UK and the CIS (USSR). Historical and legislative aspects are briefly reviewed. In both countries there is an imbalance between the location of fresh water sources and the distribution of the population. In each country standards are used to define water quality. These standards tend to be more exacting in the CIS. In the UK derogations are used to produce a more relaxed standard. Failure to comply with drinking water standards is common in the CIS (on average 20 percent of samples). In the UK, data are recorded on a different basis, but it appears that deviations from nitrate and pesticide standards are common. In both countries' water supplies, pollution appears to be extensive with few overall signs of significant improvement. This is attributable partly to lack of effective enforcement and weak penalties for transgressors. There is a high level of public concern regarding water quality and health in both the CIS and the UK. As a consequence there are increasing signs in each country of a national determination to implement the legislation more effectively. Needs for further actions are identified.Dr Olga Bridges was born and educated in Russia. Since coming to the UK she has held posts on Soviet Studies in various universities. Dr Bridges' early research was in attitudes to languages and nationality, but more recently it has centred on attitudes to environmental issues. For industries in which where market prices of certain inputs are not available, measuring the degree of market power by using the markup over the marginal market cost may be inappropriate. With regard to the Korean iron and steel manufacturing industry, which is subject to environmental regulations, the calculation of the price of abatement capital is hindered by a lack of relevant data. To increase the reliability of market power markups, this paper estimates the restricted cost function in which abatement capital is assumed to be quasi-fixed at an optimal level and the supply relation. The degree of market power for the industry, measured as the ratio of the estimated market power markup to the supply price, was estimated to be 0.54 on average between 1982 and 2001. The results indicate that ignoring environmental regulations can overstate the degree of market power by approximately 12%. 相似文献

As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England. 相似文献

Increasing political effort to improve water quality across the UK and Europe has led to water and sewerage companies investing heavily in high-tech wastewater treatment plants capable of producing high quality effluents. Consequently, amounts of bought-in electricity used for wastewater treatment has and will continue to increase significantly over coming years, while greater provision of enhanced sewage treatment also produces greater volumes of sewage sludge requiring treatment and disposal. Over the same period, tougher controls on the quality of biosolids applied to agricultural land have also been introduced, while there has been an international attempt to reduce the use of fossil-fuel derived power sources because of concerns over global warming. The latter has brought about the introduction of financial instruments, such as the Climate Change Levy, to curb energy use, promote energy efficiency and encourage the development of renewable energy technologies. These factors are set to drive-up the costs of providing adequate sewage treatment services, while at the same time, a tough regulatory line taken to control profits on regional monopolies held by the UK water companies will significantly reduce their revenues over the period 2000-05. The result is that, financially, UK water and sewerage companies face their most challenging period since privatisation in 1989. Carbon capture and storage (CCS) technology has been endorsed by the IPCC and the UK government as a key mitigation option but remains on the cusp of wide-scale commercial deployment. Here we present a technology roadmap for CCS, depicted in terms of external factors and short- and long-term pathways for its development, moving from a demonstration to commercialisation era. The roadmap was been developed through a two-phase process of stakeholder engagement; the second phase of this, a high level stakeholder workshop, is documented here. This approach has provided a unique overview of the current status, potential and barriers to CCS deployment in the UK. In addition to the roadmap graphics and more detailed review, five consensus conclusions emerging from the workshop are presented. These describe the need for a monetary CO2 value and the financing of carbon capture and storage schemes; the lack of technical barriers to the deployment of demonstration scale CCS plant; the role of demonstration projects in developing a robust regulatory framework; key storage issues; the need for a long-term vision in furthering both the technical and non-technical development of CCS. 相似文献

Conflict is an important factor in ongoing climate change debates and its role in management is under increasing scrutiny. In this paper, I present the results of an advanced discourse analysis that analyses trends in the relationship between conflict and climate change. I present two primary discourses dominate discussion: (i) climate as a security risk and (ii) climate as one of many factors affecting power relations that may lead to conflict. Both narratives implicitly or explicitly discuss climate conflict as a cause–outcome relationship, and further primarily construct conflict and climate change within normative frames. Yet, conflict has transformative potential and can be incorporated into management in ways that harness its capacity to drive innovation and lead to more robust and just adaptive governance. I argue for a shift in the discursive frame from a cause– outcome-oriented approach to a process-driven approach, one that treats conflict as an integral part of adaptive governance processes, thus being more just and equitable. Such a shift in focus can lead to positive on ground climate adaptation outcomes, in ways that respect rather than are counter-intuitive to dominant political and societal imbalances and institutional structures. 相似文献

A novel index for the preliminary evaluation of the distribution of pollutants in the harbor environment (Small Marinas Pollution Risk) is proposed. An associated Environmental Decision Support System (JMarinas) has been developed which implements the Multiple Attribute Decision Making theory (MADM) and uses the harbor’s map as geographical support for computations. This note discusses environmental aspects of the planning and consultation process undertaken for the UK aviation White Paper. The process as a whole has involved some three years of forecasting and assessment of the operational, economic and environmental implications of some 28 options for airport expansion at 14 UK locations. Unconstrained passenger demand forecasts have been used as a basis for the planning and consultation, and a mitigation approach to environment has predominated. This is inadequate, given the climate impacts of the forecast aviation expansion. Greenhouse gas emissions reduction should be a high priority in transport infrastructure planning, not the subject of post-hoc analysis. 相似文献

The oil industry is one of the main productive activities in Mexico and has a huge infrastructure, including a wide pipeline network that crosses urban, industrial, agricultural and natural areas. The threat of crude oil spills is greatest in those regions with a high concentration of oil extraction and refining activities, as in the case of the Coatzacoalcos and Tonalá Rivers Low Basin. This study ranked the geosystems of the basin in terms of vulnerability to pipeline crude oil spills. Very high vulnerability (level I) was assigned to the water bodies (lakes and rivers) and their margins of influence, including surfaces that flood during normal hydraulic load. High vulnerability areas (level II) comprised surfaces that can flood during extraordinary hydraulic load related with extreme hydrometeorological events. The remaining three vulnerability levels were defined for areas with low or negligible flooding potential, these were ranked according to physical (slope, relief and permeability), biological (richness, singularity and integrity) and socio-economic (social marginalization index and economic activities index) conditions. These results are presented on a map for better visualization and interpretation. This study will be useful to establish preventive and effective emergency management actions in order to reduce remediation costs and adverse effects on wild species. It also can help local and national authorities, oil industry and civil protection corps to better protect ecosystems, natural resources and human activities and goods. 相似文献

The purpose of this paper is to review, and draw attention to, issues raised by the recycling of wrought aluminium from motor cars, even though the time horizon for significant arisings of such aluminium scrap is in the order of 20 years from now. Recycling of specific grades of wrought aluminium will be viable only when a means of positively identifying different types of scrap is available. A solution must be reliable, rapid, and low-cost; probably used in conjunction with a vehicle shredder. Such a system of identification will eliminate the need for costly hand-dismantling and segregation. Simple segregation of cast and wrought alloy will, however, be essential when wrought aluminium from car bodies dominates the scrap arisings. Such segregation will produce two high-value scrap products. The first of which will be similar to the A380 casting alloy specification, maintaining the current supply of this scrap, and the second will be a composite of wrought alloys. These issues are relevant to the aluminium scrap industry, which will have to accommodate future changes in the composition of the scrap it receives, and the motor industry, which may adopt in-house recycling of wrought alloy in order to offset the high purchase cost of aluminium. 相似文献

The UK government has recognised the vital contribution that the construction industry has to play in contributing towards sustainable development. While the issue of hardened concrete waste has received considerable attention, process waste arising from the manufacture of ready-mixed concrete is relatively unexplored. It is apparent that initiatives such as the landfill tax have encouraged UK ready-mixed concrete manufacturers to reduce substantially the amount of waste they produce. A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation. 相似文献
