Climate change presents a complex environmental health and justice challenge for the field of urban planning. To date, the majority of research focuses on measuring local climate efforts and evaluating the general efficacy of adopted climate action plans (CAPs). Cumulatively, these studies argue that socio-economic and demographic variables (such as the fiscal health of cities, city size, and median household income) are important factors in implementing climate policies. Less studied are issues of environmental justice and the impacts of climate change on population health. Through interviews with urban planners and a document analysis of CAPs, this study assesses how California cities with high levels of pollution and social vulnerability address climate change and public health. The findings of this study show that CAPs in these cities rarely analyse whether greenhouse gas reduction strategies will also yield health co-benefits, such as a reduction in the co-pollutants of climate change (i.e. ozone, particulate matter, and nitrogen oxides). In many instances, the net co-benefits of health are not monetised, quantified, or even identified by local governments. In California's most impacted cities, climate planning activities and work on public health are happening in a parallel manner rather than through an integrated approach. The results suggest a need for increased opportunities for interagency coordination and staff training to conduct health analyses, free and easily accessible tools, methods for prioritising funding streams, and the development of partnerships with community-based organisations for linking climate planning with public health.  相似文献

ABSTRACT: Public investments in water resource development projects are continually under scrutiny in terms of economic, environmental, and social impacts. Results of an analysis of a water development project that supplies irrigation water in Idaho are discussed in terms of the impact on income distribution and income growth 44 to 64 years after the project was initiated. Gini ratios for the rural farm population of these counties were consistently lower than they were for the United States as a whole and for the state of Idaho. In addition, income distributions tended to become more equitable over time in the water project counties. Rural farm population income growth rates were found to be similar to those for the nation as a whole. Some of the reasons for these results may be related to the tendency for income distribution to become more equitable as income increases, and the fact that average farm size is relatively small.  相似文献

Environmental justice studies that focus on the management of municipal solid waste (MSW) typically examine the unequal distribution of associated health and environmental risks in minority social groups and the political processes that generate these inequalities. With the aim to complement current views on the field, in this work, we explore whether there is an issue of environmental justice in municipal systems' grade of self-sufficiency in treating the MSW that they generate and in their effort to close their material cycles. The methodology used is based on the concept of urban metabolism and is applied to 12 coastal municipalities of Barcelona's Metropolitan Region in Spain. The metabolism of the MSW flows of each system is analysed to examine (i) the system's efficiency to close its MSW cycles, corresponding to an indicator of environmental sustainability, and (ii) the MSW export and import flows, as an indicator of social sustainability. The results demonstrate a positive correlation between socioeconomic status and the externalisation of MSW treatment-related hazards. The proposed indicator proves to be an excellent tool for the evaluation of both the environmental and social performance of a system considering MSW management.  相似文献

Gleditsia triacanthos and the native dominant Lithraea ternifolia in montane forests of central Argentina, considering life history and demographic traits of both the alien and the native species and different site conditions for population growth (good and bad sites). Matrix models are applied to project the consequences of differences in vital rates for population growth. Analyzing these models helps identify which life cycle transitions contributed most to population growth. Obtained population growth rates are considered to assess predicted rates of spread using the reaction-diffusion (R-D) model. G. triacanthos presents many of the life history traits that confer plants high potential for invasiveness: fast growth, clonal and sexual reproduction, short juvenile period, high seed production, and high seed germinability. These traits would ensure G. triacanthos invasive success and the displacement of the slow-growing, relatively less fecund native L. ternifolia. However, since disturbance and environmental heterogeneity complicate the invasibility pattern of G. triacanthos in these montane forests, the outcome of the invasion process is not straightforward as could be if only life history traits were considered. Great variation in demographic parameters was observed between populations of each species at good and bad sites. Though both good and bad sites signified increasing or at least stable populations for G. triacanthos, for L. ternifolia bad sites represented local extinction. Analyzing the results of matrices models helps design the optimal management for the conservation of L. ternifolia populations while preventing the invasion by G. triacanthos. The predicted asymptotic rate of spread for G. triacanthos at the good site was fourfold greater than the predicted one for L. ternifolia, although the difference was much smaller considering the bad site. The usefulness of the R-D model to study this invasion system is discussed.  相似文献

A combination of the urban heat island effect and a rising temperature baseline resulting from global climate change inequitably impacts socially vulnerable populations residing in urban areas. This article examines racial/ethnic and socioeconomic inequities in the spatial distribution of exposure to urban heat in the context of climate justice and residential segregation in the U.S. An urban heat risk index (UHRI) is calculated from measures of land surface temperature, structural density, and vegetation abundance, acquired from summer 2010 remote sensing imagery. Twenty of the largest metropolitan statistical areas (MSAs) in the U.S. are selected and analysed using census tract-level socio-demographic data from the U.S. Census. Multilevel modelling is utilised to examine the statistical associations between urban heat, minority status, socioeconomic disadvantage, and MSA-level segregation of racial/ethnic minority groups. Variables representing socioeconomic status (i.e. household income, home ownership, and education level) are consistently and significantly associated with greater urban heat exposure. Minority status and measures of segregation have a significant but varied relationship with urban heat exposure, indicating that there are inconsistent associations with urban heat due to differing social geographies. Urban heat and social vulnerability present a varying landscape of thermal inequity in different metropolitan areas, associated in many cases with residential segregation.  相似文献

This article presents a case study of Toxics Release Inventory (TRI) air pollution exposure risks across metropolitan St. Louis. The first section critically reviews environmental justice research and related barriers to environmental risk management. Second, the paper offers a conventional analysis of the spatial patterns of TRI facilities and their surrounding census block group demographics for metropolitan St. Louis. Third, the article describes the use of an exposure risk characterization for 319 manufacturers and their air releases of more than 126 toxic pollutants. This information could lead to more practical resolutions of urban environmental injustices. The analysis of TRIs across metropolitan St. Louis shows that minority and low-income residents were disproportionately closer to industrial pollution sources at nonrandom significance levels. Spatial concentrations of minority residents averaged nearly 40% within one kilometer of St. Louis TRI sites compared to 25% elsewhere. However, one-fifth of the region's air pollution exposure risk over a decade was spatially concentrated among only six facilities on the southwestern border of East St. Louis. This disproportionate concentration of some of the greatest pollution risk would never be considered in most conventional environmental justice analyses. Not all pollution exposure risk is average, and the worst risks deserve more attention from environmental managers assessing and mitigating environmental injustices.  相似文献

A new method has been developed to perform environmental assessment at regional scale. This involves a combination of a self-organizing map (SOM) neural network and principal component analysis (PCA). The method is capable of clustering ecosystems in terms of environmental conditions and suggesting relative cumulative environmental impacts of multiple factors across a large region. Using data on land-cover, population, roads, streams, air pollution, and topography of the Mid-Atlantic region, the method was able to indicate areas that are in relatively poor environmental condition or vulnerable to future deterioration. Combining the strengths of SOM with those of PCA, the method offers an easy and useful way to perform a regional environmental assessment. Compared with traditional clustering and ranking approaches, the described method has considerable advantages, such as providing a valuable means for visualizing complex multidimensional environmental data at multiple scales and offering a single assessment or ranking needed for a regional environmental assessment while still facilitating the opportunity for more detailed analyses.  相似文献

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order.  相似文献

ABSTRACT: In recent years, several approaches to hydrologic frequency analysis have been proposed that enable one to direct attention to that portion of an overall probability distribution that is of greatest interest. The majority of the studies have focused on the upper tail of a distribution for flood analyses, though the same ideas can be applied to low flows. This paper presents an evaluation of the performances of five different estimation methods that place an emphasis on fitting the lower tail of the lognormal distribution for estimation of the ten‐year low‐flow quantile. The methods compared include distributional truncation, MLE treatment of censored data, partial probability weighted moments, LL‐moments, and expected moments. It is concluded that while there are some differences among the alternative methods in terms of their biases and root mean square errors, no one method consistently performs better than the others, particularly with recognition that the underlying population distribution is unknown. Therefore, it seems perfectly legitimate to make a selection of a method on the basis other criteria, such as ease of use. It is also shown in this paper that the five alternative methods can perform about as well as, if not better than, an estimation strategy involving fitting the complete lognormal distribution using L‐moments.  相似文献

A hydrodynamic–oyster population model was developed to assess the effect of changes in freshwater inflow on oyster populations in Galveston Bay, Texas, USA. The population model includes the effects of environmental conditions, predators, and the oyster parasite, Perkinsus marinus, on oyster populations. The hydrodynamic model includes the effects of wind stress, river runoff, tides, and oceanic exchange on the circulation of the bay. Simulations were run for low, mean, and high freshwater inflow conditions under the present (1993) hydrology and predicted hydrologies for 2024 and 2049 that include both changes in total freshwater inflow and diversions of freshwater from one primary drainage basin to another. Freshwater diversion to supply the Houston metropolitan area is predicted to negatively impact oyster production in Galveston Bay. Fecundity and larval survivorship both decline. Mortality from Perkinsus marinus increases, but to a lesser extent. A larger negative impact in 2049 relative to 2024 originates from the larger drop in fecundity under that hydrology. Changes in recruitment and mortality, resulting in lowered oyster abundance, occur because the bay volume available for mixing freshwater input from the San Jacinto and Buffalo Bayou drainage basins that drain metropolitan Houston is small in comparison to the volume of Trinity Bay that presently receives the bulk of the bay's freshwater inflow. A smaller volume for mixing results in salinities that decline more rapidly and to a greater extent under conditions of high freshwater discharge. Thus, the decline in oyster abundance results from a disequilibrium between geography and salinity brought about by freshwater diversion. Although the bay hydrology shifts, available hard substrate does not. The simulations stress the fact that it is not just the well-appreciated reduction in freshwater inflow that can result in decreased oyster production. Changing the location of freshwater inflow can also significantly impact the bay environment, even if the total amount of freshwater inflow does not change.  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

The aim of this paper is to demonstrate the importance of accounting for environmental impacts in project feasibility. Cost–benefit analysis, a germane tool for measuring a project’s feasibility, can be utilized for projects with environmental consequences. This paper first provides a background on cost–benefit analysis as well as a background on environmental cost–benefit analysis. It then provides the steps taken in order to perform this type of analysis. With this cost–benefit analysis and environmental cost–benefit analysis framework in mind, six international case studies are reviewed to demonstrate how cost–benefit analysis is applied to various environmental projects around the world using different methods and from both a public and private sector viewpoint. Recommendations are then put forward to address the need for continued consideration and implementation of environmental impacts on cost–benefit analyses.  相似文献

Golden alga (Prymnesium parvum) is a harmful alga that has caused ecological and economic harm in freshwater and marine systems worldwide. In inland systems of North America, toxic blooms have nearly eliminated fish populations in some systems. Modifying nutrient profiles through alterations to land or water use may be a viable alternative for golden alga control in reservoirs. The main objective of this study was to improve our understanding of the nutrient dynamics that influence golden alga bloom formation and toxicity in west Texas reservoirs. We examined eight sites in the Upper Colorado River basin, Texas: three impacted reservoirs that have experienced repeated golden alga blooms; two reference reservoirs where golden alga is present but nontoxic; and three confluence sites downstream of the impacted and reference sites. Total, inorganic, and organic nitrogen and phosphorus and their ratios were quantified monthly along with golden alga abundance and ichthyotoxicity between December 2010 and July 2011. Blooms persisted for several months at the impacted sites, which were characterized by high organic nitrogen and low inorganic nitrogen. At impacted sites, abundance was positively associated with inorganic phosphorus and bloom termination coincided with increases in inorganic nitrogen and decreases in inorganic phosphorus in late spring. Management of both inorganic and organic forms of nutrients may create conditions in reservoirs unfavorable to golden alga.  相似文献

Infrastructure intended to serve the public good frequently has implications for environmental justice and social sustainability. Drinking water supplies for sub/urban areas in North Carolina, USA, have regularly been secured by constructing dams to impound reservoirs. We used high-resolution, publicly available US Census data to explore whether 66 such reservoirs in North Carolina have induced demographic shifts in the communities that find themselves adjacent to the newly created lakeshores. Our principal findings include: (1) The ratio of white people to non-white people was significantly higher in communities within 0.5 miles of reservoir shorelines than in more distant communities; (2) even as North Carolina overall became less white from 1990 to 2010, the ratio of white people to non-white people within the 0.5 miles of the shoreline increased relative to the overall ratio in the State; and (3) similar, but less distinct, shifts in per capita income occurred during the period. Our results are consistent with the proposition that reservoirs have induced demographic shifts in communities adjacent to newly created lakeshores similar to the shifts associated with environmental gentrification and amenity migration, and may now be associated with perpetuating those shifts. These findings raise concerns about environmental justice and social sustainability that should be considered when planning and building infrastructure that creates environmental amenities. Where reservoirs are being planned, social costs, including the costs of demographic shifts associated with environmental gentrification or amenity migration, and disproportionate regulatory burdens, should be mitigated through innovative policy if possible.  相似文献

This paper considers the concept of environmental justice in Scotland. It reviews the research and developments in law and policy in this area, starting with the Dynamic Earth speech in Edinburgh in 2002. It analyses the findings by grouping causes and solutions to environmental justice and identifies a particularly wide definition of the concept in Scotland. It concludes that the inclusion of social justice is a defining feature of environmental justice in Scotland; however, measures to mitigate environmental injustice are being implemented in an incremental way, with the most significant achievements being through the implementation of international obligations.  相似文献

Satellite imagery is a useful tool for large-scale habitat analysis; however, its limitations need to be tested. We tested these limitations by varying the methods of a habitat evaluation for white-tailed deer (Odocoileus virginianus) in the Adirondack Park, New York, USA, utilizing harvest data to create and validate the assessment models. We used two classified images, one with a large minimum mapping unit but high accuracy and one with no minimum mapping unit but slightly lower accuracy, to test the sensitivity of the evaluation to these differences. We tested the utility of two methods of assessment, habitat suitability index modeling, and pattern recognition modeling. We varied the scale at which the models were applied by using five separate sizes of analysis windows. Results showed that the presence of a large minimum mapping unit eliminates important details of the habitat. Window size is relatively unimportant if the data are averaged to a large resolution (i.e., township), but if the data are used at the smaller resolution, then the window size is an important consideration. In the Adirondacks, the proportion of hardwood and softwood in an area is most important to the spatial dynamics of deer populations. The low occurrence of open area in all parts of the park either limits the effect of this cover type on the population or limits our ability to detect the effect. The arrangement and interspersion of cover types were not significant to deer populations.  相似文献

With energy crises looming, conflicts over resource extraction and production are on the rise. For communities lacking voice to participate in these conflicts, community-based organisations and local non-governmental organisations help to unite, communicate, and negotiate with other stakeholders. In this paper we compare two cases that demonstrate the roles of organisations in providing voice to citizenry impacted by environmental justice issues. We use Senecah's concept of Trinity of Voice for the purposes of evaluation. These cases provide contrasting examples of how local/regional organisations chose to either expand their organisation's mission to intervene or stick to a strict reading of their mission thus excluding involvement. In both examples we found that organisational involvement, or lack thereof, influenced how citizens were involved in decision-making with one case leading to legislation protecting property owners from industrial activities, and the other leading to a lack of effective involvement and negatively impacted citizens.  相似文献

While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project, piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better address environmental justice concerns in decision-making.  相似文献

A growing body of literature examines how human bonds with place influence engagement with climate change and other environmental issues. Yet, studies in this vein derive from a number of disconnected literatures with a variety of place concepts employed. We set out to assess the current state of knowledge in this field and provide a framework for analysing dimensions of relations to place and their links with environmental engagement. We systematically analysed the characteristics of 66 studies identified for: focus of research, location, methods, and findings, particularly whether relationships to place aided in environmental engagement. We also categorised the studies according to our dimensions of place relations framework, cultural and environmental contexts, and intensity of climate impacts experienced. The answer to our guiding research question – whether place attachment was an effective way to communicate with people about climate change and get them actively engaged with it – was yes (74.2%), but with considerable variation according to these characteristics and dimensions. Based on this analysis, we identify gaps in current research and suggest critical paths for future research, especially in terms of geography and demography because of their implications for justice and equity in the processes of climate change mitigation and adaptation. Needed future research includes studies of place relations in regards to climate change specifically, studies in the Global South, of minority populations, beyond rural areas, and qualitative or mixed-method studies able to draw out the complexities of relations to place.  相似文献
