Agricultural conservation easements (ACEs) involve the significant expenditure of public funds through either tax benefits and/or direct public expenditures. The selection of agricultural parcels for conservation should, therefore, maximise net public benefits to the extent possible within financial constraints and the need for agricultural viability to maintain working landscapes. Some programmes select agricultural parcels for conservation easements based only on agricultural viability and/or land cost, however, without explicit consideration of the many other public benefits often associated with ACEs. This paper illustrates application of a method for increasing the public benefits of agricultural conservation easements through a case study in the northern San Joaquin Valley of California. The method is a strategic planning process that incorporates both a GIS-based quantitative assessment and a more qualitative assessment. Such an approach is a supplement to – rather than a substitute for – the more science-based Landscape Evaluation and Site Evaluation (LESA) approach developed by the US Soil Conservation Service (SCS) and cost-minimisation approaches that emphasise economic considerations. However, we show that public land use planning and regulatory policies are essential for agricultural conservation. Acquisition strategies in isolation will not be successful without complementary public regulatory policies.  相似文献

Worldwide there is a declining trend in natural fish catch (FAO, The state of world fisheries and aquaculture. , 2002) and Bangladesh is no exception. The vast inland fisheries of Bangladesh have been declining over the years, largely a result of human alteration of the aquatic habitats arising from human interventions in the floodplain systems such as the establishment of water control structures which favor agricultural production but reduce fish habitats. It can be assumed that conventional management measures are not adequate to conserve natural fisheries and exploring alternative knowledge systems to complement existing management is warranted. This paper focuses on local ecological knowledge and several other local practices held by fishers engaging directly with floodplain ecosystems. These knowledge systems and practices may be valuable tools for understanding ecosystems processes and related changes and developing local level responses to avert negative consequences of such changes. This may help in devising alternatives to ecosystem management and the conservation of floodplain fish habitats of Bangladesh and elsewhere in the world. This study was conducted in a natural depression (locally called beel) and its surrounding floodplain system located in north central Bangladesh which has become highly degraded. The results of the study indicate that the fishers and local users of the floodplain ecosystems are rich in local ecological knowledge concerning the hydrology of the floodplains and small lakes, the habitat preferences of fish, the role of agricultural crops on fish habitats, and the impact of habitat human interventions in aquatic ecosystems. Given the apparent inadequacy of the present management regime, this article argues for an inclusion of local knowledge and practices into habitat management as a more holistic approach to floodplain habitat restoration and conservation that encourages multi-level cooperation and which builds on diversified knowledge systems.  相似文献

This study reports how Traditional Ecological Knowledge (TEK) and informal cultural institutions have conserved key varieties of the wildgrowing rice, ‘tinni’ (red rice, or brownbeard rice, Oriza rufipogon Griff.), within the Bhar community of eastern Uttar Pradesh, India. The study was conducted, using conventional and participatory methods, in 10 purposively selected Bhar villages. Two distinct varieties of tinni (‘tinni patali’ and ‘tinni moti’) with differing habitats and phenotypic characters were identified. Seven microecosystems (Kari, Badaila, Chammo, Karmol, Bhainsiki, Bhainsala and Khodailia) were found to support these varieties in differing proportions. Tinni rice can withstand more extreme weather conditions (the highest as well as lowest temperatures and rainfall regimes) than the ‘genetically improved’ varieties of rice (Oriza sativa L.) grown in the region. Both tinni varieties are important bioresources for the Bhar’s subsistence livelihoods, and they use distinctive conservation approaches in their maintenance. Bhar women are the main custodians of tinni rice agrobiodiversity, conserving tinni through an institution called Sajha. Democratic decision-making at meetings organized by village elders determines the market price of the tinni varieties. Overall, the indigenous institutions and women’s participation seem to have provided safeguards from excessive exploitation of tinni rice varieties. The maintenance of tinni through cultural knowledge and institutions serves as an example of the importance of locally maintained crop varieties in contributing to people’s resilience and food security in times of rapid social and environmental change.  相似文献

This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. It is suggested that the conclusion of this investigation be used in the preparation and realization of the regional floristic diversity preservation strategy.Published online  相似文献

Data were collected from 1011 farmers in three Midwestern watersheds (Ohio, Iowa, and Minnesota) to assess factors that influence the use of conservation production systems at the farm level. The “vested interests” perspective used to guide the investigation was derived from elements of social learning and social exchange theories. Respondents were asked to indicate their frequency of use for 18 agricultural production practices that could be adopted on Midwestern farms at the time of the study. Responses to the 18 items were summed to form a composite variable, termed “conservation production index,” for use as the dependent variable in multivariate analysis. Eleven independent variables were identified from the theory as likely predictors of conservation adoption, including respondents' perceptions about production costs, output and risks, and perceived importance of access to subsidies, technical assistance, and informational/educational programs. Regression analysis was used to assess the performance of the independent variables in explaining variance in the conservation production index. Explained variance in the three regression models ranged from 2% in the Minnesota watershed to 19% in the Ohio watershed. The researchers concluded that the model had limited utility in predicting adoption of conservation production systems within the three study watersheds. Findings are discussed in the context of conservation programs within the three areas.  相似文献

Conservation planning is the process of locating and designing conservation areas to promote the persistence of biodiversity in situ. To do this, conservation areas must be able to mitigate at least some of the proximate threats to biodiversity. Information on threatening processes and the relative vulnerability of areas and natural features to these processes is therefore crucial for effective conservation planning. However, measuring and incorporating vulnerability into conservation planning have been problematic. We develop a conceptual framework of the role of vulnerability assessments in conservation planning and propose a definition of vulnerability that incorporates three dimensions: exposure, intensity, and impact. We review and categorize methods for assessing the vulnerability of areas and the features they contain and identify the relative strengths and weaknesses of each broad approach. Our review highlights the need for further development and evaluation of approaches to assess vulnerability and for comparisons of their relative effectiveness.  相似文献

This paper uses data from the Central Highlands of Ethiopia to assess the productivity and production risk impacts of crop diversification. Using count index as a measure of crop biodiversity, results show that increasing crop biodiversity contributes positively to farm level productivity. In addition, the findings suggest that the level of production risk significantly responds to the level of diversity, with the effect highly conditional on the skewness. The major contribution of the paper is that, unlike previous similar studies that tended to focus on intra‐crop diversity, it incorporates the mutual interdependencies across crops within a farm by focusing on inter‐crop diversity. Hence the study adds to the growing empirical literature, particularly in Africa, that tests empirical relationships between productivity, risk and crop diversity. An important policy implication for a diversity rich country such as Ethiopia is that agro‐biodiversity can be used to improve agricultural productivity while promoting in situ conservation.  相似文献

ABSTRACT: A review of literature pertaining to the relative rates of evaporation from vegetation covered and open water bodies is presented. The review indicates that the only reliable experiments capable of correctly addressing this question are those conducted in situ. Experiments of this nature show the ratio of vegetation covered (swamp) evaporation to open water evaporation to generally be less than unity over extensive surfaces and to only approach unity for vegetation that is young and vigorous. Recent experimental evidence presented within a theoretical context, however, indicates that even in the latter situation the ratio may never reach unity. Consequently, over large lakes and reservoirs, the presence of vegetation may actually be a water conservation mechanism, with the eradication of the vegetation leading to significantly increased evaporative water losses.  相似文献

Hawksbill turtles (Eretmochelys imbricata) are highly endangered in the eastern Pacific Ocean, yet their eggs continue to be an important subsistence resource for impoverished coastal residents in El Salvador. In this study, we use naturalistic inquiry to explain the realities experienced by coastal residents who share habitat with hawksbills in El Salvador, and then suggest implications of the disparities between these realities and international priorities for hawksbill conservation and community development in El Salvador and other low-income regions. To provide a context for understanding hawksbill conservation and its implications for similar challenges related to conservation and wellbeing, we first summarise the conservation context, including the emergence of sea turtle conservation in El Salvador. We then describe our naturalistic approach, including the ethnographic methodology for this study. Finally, we detail the analysis of interviews conducted with tortugueros (i.e. local sea turtle egg collectors), to help explain how hawksbills fit into local realities. Our results demonstrate that, from the perspective of tortugueros, (1) the primary importance of hawksbills is the economic value attached to egg sales, but there exists a deeper connection to local culture; (2) egg purchase by hatcheries is a socially just conservation strategy that benefits both hawksbill and human wellbeing; and (3) opportunities for local residents to participate in decision-making regarding sea turtle conservation are limited, and should be increased. We argue that harmonising international conservation priorities with local community development realities is one path towards simultaneously contributing to long-term sea turtle recovery and human wellbeing in low-income regions.  相似文献

ABSTRACT: Data were collected in the fall of 1998 and the winter of 1999 from 1,011 land owner‐operators within three watersheds in the North Central Region of the United States to assess adoption of soil and water protection practices. Farm owner‐operators were asked to indicate how frequently they used 18 different agricultural production practices. Many farmers within the three watersheds had adopted conservation protection practices. However, they also employed production practices that could negate many of the environmental benefits associated with conservation practices in use. Comparison of adoption behaviors used in the three watersheds revealed significant differences among the study groups. Respondents in the Iowa and Ohio watersheds reported greater use of conservation production systems than did farmers in Minnesota. However, there were no significant differences between Ohio and Iowa farmers in terms of use of conservation production practices. This was surprising, since farmers in the Ohio watershed had received massive amounts of public and private investments to motivate them to adopt and to continue using conservation production systems. These findings bring into serious question the use of traditional voluntary conservation programs such as those employed in the Ohio watershed. Study findings suggest that new policy approaches should be considered. It is argued that “whole farm planning” should be a significant component of new agricultural conservation policy.  相似文献

Conservation discourses in the last decade have witnessed a radical shift in the conceptualisation of nature. The imagery of a pristine nature has been replaced by a growing recognition of culture and place-based attachments as emerging frontiers of conservation. Yet, the complexities of place and culture call for a greater reflection on cultural approaches to natural resource management. In this paper, I argue that the cultural discourses in conservation policies are largely global in nature and conflict with a community's understanding of a local cultural tradition. The notion of the global closely relates to a global framing of an environmental problem that glosses over cultural specificities. On the other hand, local is defined here in materially specific terms that highlight the role of history in shaping environmental traditions. I examine these contradictory framings through a narrative of conservation, displacement, and cultural loss in a US rural community known as Land Between the Rivers.  相似文献

Human-induced global climate change presents a unique and difficult challenge to the conservation of biodiversity. Despite increasing attention on global climate change, few studies have assessed the projected impacts of sea-level rise to threatened and endangered species. Therefore, we estimated the impacts of rising sea levels on the endangered Lower Keys marsh rabbit (Sylvilagus palustris hefneri) across its geographic distribution under scenarios of current conditions, low (0.3-m), medium (0.6-m), and high (0.9-m) sea-level rise. We also investigated the impacts of allowing vegetation to migrate upslope and not allowing migration and of two land-use planning decisions (protection and abandonment of human-dominated areas). Not surprisingly, under all simulations we found a general trend of decreasing total potential LKMR habitat with increasing sea-level rise. Not allowing migration and protecting human-dominated areas both tended to decrease potential LKMR habitat compared with allowing migration and abandoning human-dominated areas. In conclusion, conservation strategies at multiple scales need to be implemented in order to reduce the impact of global climate change on biodiversity and endangered species. At the regional level, managers must consider land-use planning needs that take into account the needs of both humans and biodiversity. Finally, at the local scale those agencies that are in charge of endangered species conservation and ecosystem management need to rethink static approaches to conservation or else stand by and watch ecosystems degrade and species go extinct. This can be accomplished by bioclimatic reserve systems where climatically underrepresented areas are included in conservation planning along with the standard concerns of threat, opportunity, connectivity, and viability.  相似文献

This paper seeks to identify some promising policy options which could be part of a strategic and holistic effort to address India's future water challenges. Significant increases in agricultural water productivity would be a major factor in reducing the need for developing new water sources. Crop diversification, appropriately targeted to account for the present agricultural systems and available water resources, will increase productivity. Furthermore, much more emphasis needs to be placed on effective management of the groundwater resources through renewed efforts to enhance artificial recharge and conservation. Also, efforts should be revived to improve the existing surface irrigation systems. In particular, systems could be reconfigured to provide a more reliable water supply and allow effective community level management, where appropriate. Finally, while some of the increasing demands from domestic and industrial users will be met by the development of groundwater and reallocation of water from the agricultural sector, this will not be sufficient. Given that such conditions are emerging in states with high economic growth and relatively water scarce basins, this will require the further development of water resources. In some cases, these conditions along with the demand for reliable water for high value crops, will be part of the justification for inter‐basin transfers.  相似文献

Abstract

In Norway, traditional nature conservation by government declaration is still the dominant way of protecting nature areas of national and international interest. This article presents some results from a case study of one exceptional case of private–public partnership in nature conservation. Strong opposition among local actors resulted in conservation by legal contracts between public and private actors. Discussing some possible explanations, the authors argue that a rather special network among the local community and central government and a rather creative combination of environmental and agricultural policy instruments were essential for this particular outcome.  相似文献

We examined the prevalence of residential development that occurs with consideration of the natural features of the site, known as conservation design, within county-level planning jurisdictions across Northern Indiana. Using data from telephone interviews with representatives of planning departments, jurisdictions were ranked based on reported use of conservation design. Three categories of use emerged from the data: no use, use of individual practices associated with conservation design, and integration of multiple conservation design practices. Qualitative data analysis revealed that conservation design practices were not being used widely and, when used, were often used to fulfill stormwater requirements. Statistical analysis, using data from interviews, spatial data sets, and the U.S. Census Bureau, identified several significant positive predictors of the levels of conservation design use including conversion of forest or agricultural land cover to urban uses and education levels in the jurisdiction. Many of the interviewees noted that agricultural land is perceived to meet open space needs within their counties. Given that agricultural land does not fully meet all ecosystem needs, education about the benefits of other types of open space is suggested.

DOI: 10.1111/j.1752-1688.2010.00466.x Abstract: Although conservation buffers are multifunctional, the current conservation buffer planning strategies tend to use a single criterion, most frequently a hydrological or soil condition indicator, to guide conservation buffer placement. This study presents a watershed planning approach that prioritizes agricultural lands for conservation buffers based on multiple selection criteria and applies the approach to Raritan Basin in central New Jersey. The multiple selection criteria include soil erodibility, hydrological sensitivity, wildlife habitat, and impervious surface rate. These criteria capture the conservation buffers’ benefits in reducing soil erosion, controlling runoff generation, enhancing wildlife habitat, and mitigating stormwater impacts, respectively. An expert panel was used to identify and define the section criteria, review the measured values of those criteria, and develop the classification scales that assign the class score to each criterion. The prioritization is based on the summation of the criteria class scores. About one-third of agricultural lands are prioritized for conservation buffers in Raritan Basin. The total program cost of converting those prioritized agricultural lands to conservation buffers in Raritan Basin is estimated to be between $54.8 and 102.9 million depending on the composition of installed conservation buffer practices.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献

DOI: 10.1111/j.1752-1688.2009.00398.x Abstract: Prymnesium parvum is common in brackish and marine coastal waters within temperate zones, world-wide. P. parvum forms recurrent blooms causing fish kills in many parts of the world. Harmful blooms are formed in nutrient rich, low salinity lakes, ponds, river systems, or estuaries. Probes made to this species and to the genus Prymnesium have been tested in dot blot and fluorescent in situ hybridization (FISH) and used with a solid-phase cytometer using a tyramide signal amplification (TSA) enhanced FISH hybridization to provide a means to identify the cells before blooms develop with automated counting. Field counts from light microscopy have been compared with solid-phase cytometer counts. Additional detection systems, such as biosensors and microarrays, have also been developed to identify rapidly this species without resorting to electron microscopy. Advantages and disadvantages of each detection system are discussed. A study of the genes expressed by P. parvum under environmental conditions that can induce blooms or stress was undertaken to try to understand the ecology behind toxic blooms.  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献

The right to eat and to an adequate standard of living for everyone motivates agricultural research assistance to developing countries with the primary objective of assuring sufficient food supply. This article focuses on aspects of food production and related agricultural research with specific examples from animal production. It discusses ethics of agricultural research in light of the utilitarian theory and compares livestock production in developing and developed countries. Major reasons for low outputs of animal production in developing countries are identified, and the potential for increasing the productivity of original, extensive production systems is evaluated. The article reviews the current status of biotechnology in developing countries and discusses several advanced animal technologies. The conclusions emphasize the need to involve local professionals in all phases of research and technology transfer in developing countries, avoidance of research that may worsen the situation of the recipients, sustainability of production systems, and the need for detailed assessment of potential impacts of technology on recipients.  相似文献
