Some believe that provision of private property rights in wildlife on private land provides a powerful economic incentive for nature conservation because it enables property owners to market such wildlife or its attributes. If such marketing is profitable, private landholders will conserve the wildlife concerned and its required habitat. But land is not always most profitably used for exploitation of wildlife, and many economic values of wildlife (such as non-use economic values) cannot be marketed. The mobility of some wildlife adds to the limitations of the private-property approach. While some species may be conserved by this approach, it is suboptimal as a single policy approach to nature conservation. Nevertheless, it is being experimented with, in the Northern Territory of Australia where landholders had a possibility of harvesting on their properties a quota of eggs and chicks of red-tailed black cockatoos for commercial sale. This scheme was expected to provide an incentive to private landholders to retain hollow trees essential for the nesting of these birds but failed. This case and others are analysed. Despite private-property failures, the long-term survival of some wildlife species depends on their ability to use private lands without severe harassment, either for their migration or to supplement their available resources, for example, the Asian elephant. Nature conservation on private land is often a useful, if not essential, supplement to conservation on public lands. Community and public incentives for such conservation are outlined.  相似文献

Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process.  相似文献

Environmental monitoring activities are examined from a perspective which focuses on the political, economic and social factors which shape what we know and do not know about local environments. A UK urban case study is used to examine the range of influences that can operate on local level monitoring and comparisons are then made with the situation in three other European cities. Conclusions are drawn which debate the appropriate balance between local discretion and national and international direction in the collection of environmental information. It is argued that scrutiny of and revisions to the quality of current environmental monitoring in the UK and wider debate over questions of purpose, scope and resource commitment are needed.  相似文献

/ The National Environmental Policy Act of 1969 (NEPA) was intended to promote a systematic, comprehensive, interdisciplinary approach to planning and decisionmaking, including the integration of the natural and social sciences and the design arts. NEPA critics have cited three key shortcomings in its implementation: (1) a lack of engagement with the NEPA process early in the planning process through interdisciplinary collaboration; (2) a lack of rigorous science and the incorporation of ecological principles and techniques; and (3) a lack of emphasis on the Act's substantive goals and objectives. In recent years and independent of NEPA, a policy of ecosystem management has been developed, which represents a fundamental change from a fragmented, incremental planning and management approach to a holistic, comprehensive, interdisciplinary land and resource management effort. We postulate that by incorporating ecosystem management principles in their planning and decisionmaking, federal agencies can address the shortcomings in NEPA implementation and move closer to NEPA's intent. A case analysis of EISs prepared by the USDA Forest Service before and after adopting an ecosystem management approach supports our hypothesis.  相似文献

We develop indicators showing the relative environmental burdens that human activities place on locales for a given level of economic benefits. The main purpose is to develop tools that allow us to examine the potential vulnerabilities within economies to changes in resource conditions. The indicators of pollution emission or resource consumption per job can be used to identify potential challenges to resource and industry managers and to compare areas in terms of their ability to adapt to change. For example, if a large number of area jobs are dependent on abundant water, this indicates a vulnerability to a reduction in water availability for industrial use. We develop a case study for 23 counties and 1 city in Maryland to examine the usefulness and limitations of the indicators. Our case study demonstrates that the indicators provide an informative view into patterns of local economic activity and use of an area’s environmental goods and services. In contrast to patterns for total environmental burdens (e.g., total SO2 emissions) that are typically reported, the rates of environmental burden per job are not simply correlated with high or low economic output. Thus, the indicators represent distinct patterns of environmental burdens per job that reflect reliance on environmental services. The indicators have some limitations when used at this fine scale because they can misrepresent conditions in counties in which economic sectors are dominated by one or a few businesses. For this reason, the indicators are best used as a regional screening tool.  相似文献

Sustainability indicator sets are increasingly being discussed on the policy level as fruitful contributions to the improvement of political decision- making and to the implementation of programs oriented towards the achievement of strategic goals of sustainable development. The vast number of different indicator type tools, their varying contexts of use and their differing objectives indicate that there is no simple answer to what sustainable indicator type tools should look like or could be used for. Instead, more than the final products (e.g. a specific indicators set), the analyses of the discourse on this topic reveal a lot of information. Thus, an innovative research approach is recommended focusing on understanding the production of social meaning and processes of social interaction within political-administrative systems. Firstly, there is a need to identify the development, purpose and use of sustainability indicator sets, which depend on the different interests of policy actors, their relationships and existing governance structures. Secondly, one should identify any reasons for the ineffective use of indicator sets where the goals of sustainability are concerned. The approach of 'interactive research' understood as a research process, in which 'researchers' and 'practitioners' develop knowledge for solving problems in a communicative, reflexive and collaborative way, facilitates this challenging research task. This paper critically examines the approach of interactive research and sheds some light on benefits as well as challenges of it via extracting the lessons learnt in an EU-funded project called 'Promoting Action for Sustainability through Indicators at the Local Level in Europe' (PASTILLE), which applied an interactive research approach.  相似文献

/ Despite the suspension and closing down of many pollutingindustrial facilities and corresponding expectations of positive change inthat field, it is argued that the environmental situation in Russia in thefirst half of the 1990s has not improved. To corroborate this point, thelatest available data are presented and the deep roots and complexities ofthe current socioeconomic and political situation in the country areanalyzed. / The rural West of the United States is considered strongly antienvironment. The traditional economic reliance of the area on natural resources has long explained this antienvironment stance. The region consistently elects federal officials who as a group consistently vote against environmental bills and seek to undo existing federal environmental regulation. These politicians defend their antienvironment actions based on their perception of the economic composition and interests of the region. Recent studies, however, have suggested that rural residents are increasingly concerned about environmental issues. These studies, however, lack a consistent theoretical basis. This article uses an alternative economic typing system to examine the economic composition of rural Idaho and suggests that the results found using the alternative typing system might provide a theoretical basis to explain why some studies are finding increased rural environmental support. The results show that rural Idaho is much more economically diverse using this alternative typing methodology compared to the outcomes of traditional USDA economic methodologies. Many public land management agencies are committed to understanding and protecting recreation visitor experiences. Parks Canada is deeply committed to that objective for visitors to Canada’s National Parks. This 2004 study, informed by a 2003 qualitative study of visitor experiences and influences on those experiences at Auyuittuq National Park in Nunavut, worked to bring 50 potential elements of visitor experiences down to five articulated dimensions of the experience that is currently being received at this remote eastern arctic park. A hypothesized set of 17 influences on experiences, also reduced to just two factors with similar response patterns, and with some items that did not flow into the two factors, were used in a regression analysis to understand the relationship between experiences and factors of influence. A sample of 61.8% (84) of the total recreation visitor population 16 years of age or older was surveyed during deregistration after the trip. Knowledge about the dimensions of the experiences currently received and factors of influence on those experiences can be used to guide selection of indicators for describing objectives and prescribing monitoring protocol.  相似文献

This article discusses the various phases in petroleum product consumption in India from 1960 to 1996, and analyses the changes in consumption patterns. Consumption is growing rapidly although the intensity of petroleum use and the proportion of petroleum in the overall secondary energy consumption is actually on the decline, especially since the mid-1980s. The proportion of middle distillates in total consumption, especially HSD (High Speed Diesel) which accounts for 45%, is very high mainly because of distortions caused by Government subsidies. The article also analyses expected demand for petroleum products up till the year 2010, emphasizing the need to address the particularly fast growing demand for middle distillates. Further, the article discusses various policy issues pertaining to upstream and downstream activities of oil and gas supply, and emphasizes the need for increased investment in exploration and development, better management of existing reserves, rationalization of pricing policies and the creation of modern infrastructure to meet growing needs.  相似文献

The objective of this paper is to outline challenges associated with the inclusion of welfare issues in breeding goals for farm animals and to review the currently available methodologies and discuss their potential advantages and limitations to address these challenges. The methodology for weighing production traits with respect to cost efficiency and market prices are well developed and implemented in animal breeding goals. However, these methods are inadequate in terms of assessing proper values of traits with social and ethical values such as animal welfare, because such values are unlikely to be readily available from the product prices and costs in the market. Defining breeding goals that take animal welfare and ethical concerns into account, therefore, requires new approaches. In this paper we suggest a framework and an approach for defining breeding goals, including animal welfare. The definition of breeding goals including values related to animal welfare requires a multidisciplinary approach with a combination of different methods such as profit equations, stated preference techniques, and selection index theory. In addition, a participatory approach involving different stakeholders such as breeding organizations, food authorities, farmers, and animal welfare organizations should be applied. We conclude that even though these methods provide the necessary tools for considering welfare issues in the breeding goal, the practical application of these methods is yet to be achieved.  相似文献

This article describes the evolution since the late 1960s of economic incentives and regulatory measures used in water quality management in market and planned economies. Economic measures and instruments for water quality protection are classified and discussed, and examples are given. The problems of pricing natural resources and providing incentives to conserve resources are discussed. Differences in policies between market and planned economies are analysed.  相似文献
