A land suitability model was developed to provide the planner with a quantitative tool for assessing the environmental limitations on proposed land-use changes in the area surrounding Lake Monroe in southern Indiana. The model incorporates a weighting procedure that allows the environmental evaluation of a decision to convert the present land use to another category. The data base for the model was assembled by a multidisciplinary team. A case study is included, which illustrates the advantages and limitations of the land suitability model as it is applied to the evaluation of a site for the Alumni Family Camp.  相似文献

The primary role of remote sensing in land management and planning has been to provide information concerning the physical characteristics of the land which influence the management of individual land parcels or the allocation of lands to various uses These physical characteristics have typically been assessed through aerial photography, which is used to develop resource maps and to monitor changing environmental conditions These uses are well developed and currently well integrated into the planning infrastructure at local, state, and federal levels in the United States.Many newly emerging uses of remote sensing involve digital images which are collected, stored, and processed automatically by electromechanical scanning devices and electronic computers Some scanning devices operate from aircraft or spacecraft to scan ground scenes directly; others scan conventional aerial transparencies to yield digital images. Digital imagery offers the potential for computer-based automated map production, a process that can significantly increase the amount and timeliness of information available to land managers and planners.Future uses of remote sensing in land planning and management will involve geographic information systems, which store resource information in a geocoded format. Geographic information systems allow the automated integration of disparate types of resource data through various types of spatial models so that with accompanying sample ground data, information in the form of thematic maps and/ or aerially aggregated statistics can be produced Key issues confronting the development and integration of geographic information systems into planning pathways are restoration and rectification of digital images, automated techniques for combining both quantitative and qualitative types of data in information-extracting procedures, and the compatibility of alternative data storage modes  相似文献

Since the end of the 1970s, the southern European countries have shown an exceptional reduction in fertility rate. From the highest levels among the developed nations, these countries dropped beneath the substitution rate level: in Greece there is an average of about 1.5 children per woman, and Italy (starting three to four years ago), with 1.3 children per woman, is now the country with the lowest fecundity rate in the world. Land-use planning in southern European small islands therefore requires substantial revision. In the areas where western civilization began, which are highly populated and have a long history, cultural and ethnic aspects of tradition are fundamental to environmental management and to the defense of historical heritage. They also place a strong value on sustaining tourism, the most relevant economic activity, that allows them to survive and maintain a high welfare level. For some decades they have had populations with a marked presence of young people and high emigration rates, but now they are fast becoming dominated by the elderly and must prepare for a period of fast reduction in youth of the workforce, while the peripheral areas of Asia and Africa are entering a sudden demographic growth phase. The demographic structure has also been deeply altered both by previous migrations and by random variations, as usually happens in all small communities. Social services for younger and older people have had to be adapted rapidly, reorganizing high-school management, hospital and health-care structures, in-house assistance, and so on. There is a need to rethink the job market and favor the immigration of highly specialized workers, which is a necessity for technical evolution. Sustainable development is constrained nowadays not only by the scarcity of natural resources, but also by the quality and quantity of human resources. Proper policies for population and land-use planning are highly correlated factors; they have to be considered with respect of these new, rapid demographic changes.  相似文献

Habitat loss and modification is one of the major threats to biodiversity and the preservation of conservation values. We use the term conservation value to mean the benefit of nature or habitats for species. The importance of identifying and preserving conservation values has increased with the decline in biodiversity and the adoption of more stringent environmental legislation. In this study, conservation values were considered in the context of land-use planning and the rapidly increasing demand for more accurate methods of predicting and identifying these values. We used a k-nearest neighbor interpreted satellite (Landsat TM) image classified in 61 classes to assess sites with potential conservation values at the regional and landscape planning scale. Classification was made at the National Land Survey of Finland for main tree species, timber volume, land-use type, and soil on the basis of spectral reflectance in satellite image together with broad numerical reference data. We used the number and rarity of vascular plant species observed in the field as indicators for potential conservation values. We assumed that significant differences in the species richness, rarity, or composition of flora among the classes interpreted in the satellite image would also mean a difference in conservation values among these classes. We found significant differences in species richness among the original satellite image classes. Many of the classes examined could be distinguished by the number of plant species. Species composition also differed correspondingly. Rare species were most abundant in old spruce forests (>200 m3/ha), raising the position of such forests in the ranking of categories according to conservation values. The original satellite image classification was correct for 70% of the sites studied. We concluded that interpreted satellite data can serve as a useful source for evaluating habitat categories on the basis of plant species richness and rarity. Recategorization of original satellite image classification into such new conservation value categories is challenging because of the variation in species composition among the new categories. However, it does not represent a major problem for the purposes of early-stage land-use planning. Benefits of interpreted satellite image recategorization as a rapid conservation value assessment tool for land-use planners would be great.  相似文献

There is tenure insecurity around land ownerships and land rights in most developing countries. There are also many land-use planning projects being implemented in these countries. Often, land-use planning exists in these countries but is not formally linked with tenure security. This study argues that combining them by conducting land-use planning in a way that promotes tenure security presents a new approach. A central premise for the rationale of this intervention is that processes of land-use planning may inadvertently increase tenure security. By way of methodology, it evaluates land-use planning case studies from Africa, Asia and South America. It uses the three case study examples to build a case for making tenure security one of the major planned outcomes of a land-use planning process and provides a detailed framework for operationalising the concept. Its main contribution to the literature is that it introduces the concept of tenure responsive land-use planning.  相似文献

Land use planning is an important element of the integrated watershed management approach. It not only influences the environmental processes such as soil and stream bed erosion, sediment and nutrient concentrations in streams, quality of surface and ground waters in a watershed, but also affects social and economic development in that region. Although its importance in achieving sustainable development has long been recognized, a land use planning methodology based on a systems approach involving realistic computational modeling and meta-heuristic optimization is still lacking in the current practice of integrated watershed management. The present study proposes a new approach which attempts to combine computational modeling of upland watershed processes, fluvial processes and modern heuristic optimization techniques to address the water-land use interrelationship in its full complexity. The best land use allocation is decided by a multi-objective function that minimizes sediment yields and nutrient concentrations as well as the total operation/implementation cost, while the water quality and the production benefits from agricultural exploitation are maximized. The proposed optimization strategy considers also the preferences of land owners. The runoff model AnnAGNPS (developed by USDA), and the channel network model CCHE1D (developed by NCCHE), are linked together to simulate sediment/pollutant transport process at watershed scale based on any assigned land use combination. The greedy randomized adaptive Tabu search heuristic is used to flip the land use options for finding an optimum combination of land use allocations. The approach is demonstrated by applying it to a demonstrative case study involving USDA Goodwin Creek experimental watershed located in northern Mississippi. The results show the improvement of the tradeoff between benefits and costs for the watershed, after implementing the proposed optimal land use planning.  相似文献

This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use.
The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management.  相似文献

Whitman County, Washington, USA, one of the largest wheat producing counties in the country, developed a land evaluation and site assessment system for evaluating proposed conversions of agricultural land to heavy commercial uses. The US Soil Conservation Service has developed an agricultural land evaluation and site assessment (LESA) system. The LESA system is being used by the US Department of Agriculture and other federal agencies to implement the Farmland Protection Policy Act of 1981. As part of the planning process, maps of natural factors are often superimposed in order to identify areas which are suitable or unsuitable for a particular type of resource management. Overlay maps may also be used to identify analysis areas for predictive modeling of resource productivity and ecological response to management. Current interest in applying computer-assisted mapping technology to making overlay maps is drawing attention to geographic information systems for this purpose. The resultant maps, however, may be so inaccurate or unable to capture significant units of productivity and ecological response that they could lead to imperfect or false conclusions. Recommendations are made on how to proceed in light of these problems.  相似文献

Our research focuses on the linkage between land use planning policy and the spatial pattern of exposure to air toxics emissions. Our objective is to develop a modeling framework for assessment of the community health risk implications of land use policy. The modeling framework is not intended to be a regulatory tool for small-scale land use decisions, but a long-range planning tool to assess the community health risk implications of alternative land use scenarios at a regional or subregional scale. This paper describes the development and application of an air toxic source model for generating aggregate emission factors for industrial and commercial zoning districts as a function of permitted uses. To address the uncertainty of estimating air toxics emission rates for planned general land use or zoning districts, the source model uses an emissions probability mass function that weights each incremental permitted land use activity by the likelihood of occurrence. We thus reduce the uncertainty involved in planning for development with no prior knowledge of the specific industries that may locate within the land use district. These air toxics emission factors can then be used to estimate pollutant atmospheric mass flux from land use zoning districts, which can then be input to air dispersion and human health risk assessment models to simulate the spatial pattern of air toxics exposure risk. The model database was constructed using the California Air Toxics Inventory, 1997 US Economic Census, and land assessment records from several California counties. The database contains information on more than 200 air toxics at the 2-digit Standard Industrial Classification (SIC) level. We present a case study to illustrate application of the model. Land-use planning using geographic information systems (GIS) commonly emphasizes biophysical spatial data; however planning can be improved by integrating spatial sets of socioeconomic data into the GIS. As an example, we compared a traditional GIS-aided forestry planning protocol that considered only biophysical suitability, with an integrated GIS-aided approach that incorporated both biophysical and socioeconomic suitability. The analyses were conducted for the planning of plantation investments in the Kyaukpadaung Township in the dry zone of central Myanmar. The traditional approach used three biophysical layers for suitability: land use, slope, and accessibility. In contrast, the integrated GIS approach included biophysical suitability data, perceptions and preferences of local villagers towards forestry (social suitability), and quantitative socioeconomic data. The results indicated that the integrated approach provided two principal benefits over the traditional method. First, the integrated method resulted in a more precise idea of suitable sites for plantation investment that could benefit more rural people and also lead to greater investment efficiency. Second, incorporating social preference into the GIS takes into account the crucial element of social capital (viz., social preference), which should lead to higher levels of community acceptance of plantation projects because those plantations would be established on socially suitable land. A second GIS exercise showed how conservation investment decisions could be informed using the integrated method. The results of this study support the idea that GIS-aided planning activities can be enhanced through the incorporation of social data into the analysis. When applicable, spatial data collection efforts for GIS-based planning exercises should incorporate spatial socioeconomic data.  相似文献

Appropriate land management decisions are important for current and future use of the land to ensure its sustainability. This requires that land management units (LMUs) be specified to enable the identification of specific parameters employed in decision making processes. This paper presents the development of a conceptual model, within geographic information systems (GIS), for defining and assessing LMUs from available biophysical information. The model consists of two main components (sub-models): land quality-based suitability analysis and soil erosion estimation. Using a fuzzy set methodology, the first sub-model was constructed to derive a land suitability index (LSI) for a cropping land utilization type. The LSI thus highlights the suitability grades of every pixel in the study area on a continuous basis. A sub-model of soil erosion was established based on the Revised Universal Soil Loss Equation (RUSLE) utilising the same spatial data bases employed for structuring the LSI. Using a soil loss tolerance principle, a fuzzy membership function of average annual soil loss (called soil loss index, SLI) was established, leading to compatibility between LSI and SLI for data integration. LMUs were then derived from various combinations of LSI and SLI. The methodology developed shows the significance of the model for refining available land suitability evaluation systems, which take no account of expected land degradation (from erosion) due to a nominated land use. It also provides a valuable guideline for cost-effective GIS applications in the identification and assessment of homogeneous land units, using available spatial information sets, at a finer scale.  相似文献

Conservation planning aims to protect biodiversity by sustainng the natural physical, chemical, and biological processes within representative ecosystems. Often data to measure these components are inadequate or unavailable. The impact of human activities on ecosystem processes complicates integrity assessments and might alter ecosystem organization at multiple spatial scales. Freshwater conservation targets, such as populations and communities, are influenced by both intrinsic aquatic properties and the surrounding landscape, and locally collected data might not accurately reflect potential impacts. We suggest that changes in five major biotic drivers—energy sources, physical habitat, flow regime, water quality, and biotic interactions—might be used as surrogates to inform conservation planners of the ecological integrity of freshwater ecosystems. Threats to freshwater systems might be evaluated based on their impact to these drivers to provide an overview of potential risk to conservation targets. We developed a risk-based protocol, the Ecological Risk Index (ERI), to identify watersheds with least/most risk to conservation targets. Our protocol combines risk-based components, specifically the frequency and severity of human-induced stressors, with biotic drivers and mappable land- and water-use data to provide a summary of relative risk to watersheds. We illustrate application of our protocol with a case study of the upper Tennessee River basin, USA. Differences in risk patterns among the major drainages in the basin reflect dominant land uses, such as mining and agriculture. A principal components analysis showed that localized, moderately severe threats accounted for most of the threat composition differences among our watersheds. We also found that the relative importance of threats is sensitive to the spatial grain of the analysis. Our case study demonstrates that the ERI is useful for evaluating the frequency and severity of ecosystemwide risk, which can inform local and regional conservation planning.  相似文献

ABSTRACT

City strategic plans and enabling policies provide a framework for and inform future development across multiple scales. An exemplar city strategic plan will be one based on evidence, enabled by complementary policy outcomes, and built on the knowledge of the existing landscape. This study evaluated the plan quality of eighteen metropolitan strategic plans for city members in the 100 Resilient Cities initiative. A protocol was developed containing thirty-two indicators to assess plans capacity to act as a strategic planning tool to develop, analyse and implement strategies for the Urban Heat Island (UHI) and climate change mitigation and adaptation. The evaluation indicated that strategies addressing the UHI are rarely included in metropolitan plans. Strategic plans showed a lack of evidence-base to inform the potential actions. Urban warming is often linked to extreme weather events anticipated under climate change, not the UHI as a systemic and increasing phenomenon. We recommend that the pathway to addressing UHI mitigation and adaptation may lie in its nexus to aspects of climate change that concurrently can serve to support liveable and resilient cities.  相似文献

The Countryside Commission's report A Better Future for the Uplands puts forward a new strategy for public intervention in the uplands of England and Wales. The aim of the report is to integrate rural policies and to promote higher environmental priorities in rural areas. This paper considers the degree to which the report is successful in planning to achieve these ends. The paper is specifically concerned with the planning methodology on which the report is based. The paper argues for an approach to rural planning which permits the consideration of more radical solutions to rural problems, along with the application of a more systematic planning methodology, in order to assist in the choice of an appropriate direction for planned change.  相似文献

In 1996, nine federal agencies with mandates to inventory and manage the nation's land, water, and biological resources signed a memorandum of understanding entitled “Developing a Spatial Framework of Ecological Units of The United States.” This spatial framework is the basis for interagency coordination and collaboration in the development of ecosystem management strategies. One of the objectives in this memorandum is the development of a map of common ecological regions for the conterminous United States. The regions defined in the spatial framework will be areas within which biotic, abiotic, terrestrial, and aquatic capacities and potentials are similar. The agencies agreed to begin by exploring areas of agreement and disagreement in three federal natural-resource spatial frameworks—Major Land Resource Areas of the US Department of Agriculture (USDA) Natural Resources Conservation Service, National Hierarchy of Ecological Units of the USDA Forest Service, and Level III Ecoregions of the US Environmental Protection Agency. The explicit intention is that the framework will foster an ecological understanding of the landscape, rather than an understanding based on a single resource, single discipline, or single agency perspective. This paper describes the origin, capabilities, and limitations of three major federal agency frameworks and suggests why a common ecological framework is desirable. The scientific and programmatic benefits of common ecological regions are described, and a proposed process for development of the common framework is presented.  相似文献

Maryland’s Green Infrastructure (GI) is a network of large, intact natural areas (hubs), interconnected by linear swaths of riparian or upland vegetation (corridors). The GI serves significant ecological functions and provides the bulk of the state’s natural support system. This study examined whether the GI as mapped does, in fact, identify Maryland’s most ecologically valuable forested lands, using forest interior dwelling birds (hereafter called “forest birds”) as bio-indicators. We conducted bird point counts within forest both inside and outside of hubs on Maryland’s Eastern Shore. We also collected a wide variety of habitat data. We found that both the condition of a forest and its surrounding landscape influenced the bird communities. On average, forest bird richness was significantly higher within hubs; furthermore, almost all sites with at least five forest bird species present were in hubs. Forest bird richness and abundance were highest in undisturbed, mature broadleaf forest with wetlands and streams nearby. We detected a significant relationship between forest bird richness and the ecological score of a finer-scale landscape assessment, focused on “cells” of about 0.1 ha in size. This field study also validated the Rapid Field Assessment (RFA) protocol developed in 2001 to assess, on the ground, the relative condition of individual sites or properties within the GI. Forest bird richness and abundance were positively correlated with the RFA community scores. Our results underscore the importance of maintaining regional biological diversity by retaining large blocks of forest, especially mature forest containing streams and wetlands.  相似文献

This paper presents the first principles of the MameLuke framework, an agent-based modelling framework for studying environmental issues and land use and cover change (LUCC). The MameLuke framework enhances the understanding of the relationship between societal processes and LUCC by modelling individual and group decisions and human-environment interactions. The framework allows for the transformation of real-life stories into computerised models following a predetermined sequence. By doing so, the framework allows for a truly integrative approach, because it is not bound to any particular scientific discourse. Even better, the framework enables its users to combine scientific discourses regarding human decisions and behaviour on multiple scales and levels. The agents (actors and locations) in the framework are heterogeneous. This heterogeneity of agent behaviour is established by dividing the agents into categories. If an agent is a member of an agent category or combination of categories, it has access to a defined set of implementable actions. The actions are constructed out of potential option paths (POPs) and potential option nodes (PONs). The whole of POPs represent a theoretical construct of agent behaviour and decisions that the framework user wishes to explore. The POP defines a sequence of PONs. The PON is a transaction interface between an initialising agent and a recipient agent where they exchange material and immaterial capital. This paper explains the basic architecture of the MameLuke framework and shows its applicability with a model of a Philippine case study. This case study concerns the dynamics of migration and deforestation. It is part of a larger study on land use change in the San Mariano watershed area at the forest fringe of the Sierra Madre mountains in the Philippines.  相似文献
