区域环评中产业定位调整建议的探讨

本文以山东省两个经济开发区区域环评为例,分析了各开发区在资源和环境方面的优劣势条件,论证了各开发区规划产业定位的合理性,探讨了开发区产业定位合理性评价的指标体系、调整原则、思路、方法,提出了各开发区产业定位的调整建议,并论证了调整后产业定位的合理性,促进了开发区的可持续发展。     

可持续发展与区域环境规划

可持续发展理论对区域环境规划提出了新的要求。本文介绍了可持续发展与传统发展模式的不同之处，并对如何将可持续发展理念融入到区域环境规划的各个阶段中，提出了相关建议。     

土地利用总体规划的环境影响评价指标体系研究

科学合理的土地利用总体规划环境影响评价指标体系既可提高规划的科学性,又可为新一轮规划的修编提供科学依据。运用系统分析法、归纳演绎法、专家咨询法等方法研究建立土地利用总体规划的环境影响评价指标体系,初步将其构建为目标层、准则层和指标层3个层次,包括社会指标、环境指标及资源指标。     

环境风险评价构架的探讨

本文归纳并概括了国际上和我国环境风险评价的一般构架,从环境风险评价、安全评价、健康评价、生态评价、最大可信灾害事故及最大可接受水平等几个方面对我国环境风险评价一般构架进行了探讨,分析了我国环境风险评价构架中存在的问题,提出了进一步完善我国环境风险评价一般构架的方法,并辅以了案例分析。     

PROFILE: Integrating Sustainability and Environmental Impact Assessment

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Finally, means of incorporating sustainability into each activity in the EIA planning process are identified.KEY WORDS: Sustainability; Environmental impact assessment     

关于开发区环境规划的探讨

开展开发区环境规划工作，是实现开发区经济持续、和谐发展的一项十分重要的前提性工作。本文结合开发区建设的特点，探讨了开发区环境规划的性质、指导思想、原则、思路和重点，并指出开发区环境规划应注意的问题，以期为开发区环境保护和环境管理工作提供参考。     

城市规划环境影响评价指标体系综述

城市规划是实施城市可持续发展战略的重要载体。城市规划环境影响评价的内容应集中体现在评价指标体系上。本文首先将城市规划环评指标分为总体规划和下位规划(专业规划、详细规划)两个层面,再分别系统论述城市总体规划和专业规划环评指标体系主要内容和结构,指出当前城市规划环评指标体系建立、内容、实施、总体与下位规划协调等方面的问题,奠定城市规划环评指标体系研究基础并为未来研究指明方向。     

MATLAB在环境评价和规划中的应用

本文简述了MATLAB软件的由来和发展，介绍了其主要功能及优点。主要通过在环境评价与规划中的应用实例，展示其在环境科学研究中的应用潜力。文中的第一个实例是MATLAB在多项水质参数的综合评价中的应用，文中对不同的多项水质参数评价方法进行了比较；另一个实例是MATLAB应用于城市固体废物管理规划，极大地提高了规划的水平和准确性，提高了工作效率。最后文中对于该软件在环境学科研究中的应用潜力和优势展开了讨论。     

Environmental Impact Assessment and Management: An Underexplored Relationship

In this paper the existing body of theory is reviewed to highlight the need for further attention to be paid to the EIA/management relationship. In particular it is shown that the majority of the literature to date has concentrated on the influence of EIA leading up to and including the decision to proceed or not with the proposed action. Less attention has been paid to the extension of the influence of EIA beyond this point to inform the process of ongoing environmental management. This relationship is then explored by reference to the Western Australian EIA system. One of the strengths of this system is its focus upon the implementation and management of proposed developments. The outcome of EIA is generally an approval to proceed with the development subject to meeting a suite of environmental design and management objectives.     

Using Multicriteria Methods in Environmental Planning and Management

In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria, and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications, we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit, thus supporting the allocation of resources for the process.

本文在介绍国内外规划环境影响评价发展概况的基础上，提出了土地利用规划环境影响评价的重要意义。初步探讨了土地利用规划战略环境影响评价的范畴、体系、指标体系与评价方法，并建议应深入开展土地利用规划战略环境影响评价理论研究，健全相关制度，尽快出台相关技术规程。     

开发区区域环评中规划布局的调整建议——以山东省某经济开发区环评为例

以山东省某经济开发区环评为例,分析开发区内各功能区布局的优劣势条件及其合理性,提出对开发区内各功能区布局的调整建议,探讨开发区功能区布局的评价指标体系、调整原则、思路、方法,提出该开发区功能区布局的调整方案,并对提出的调整方案进行综合对比,最终给出较为合理的功能区布局调整方案,促进开发区的可持续发展。     

区域环评在城市发展中的作用

在我国城市化进程快速发展的浪潮下,城市发展呈现新的发展趋势,由强调个体竞争转向区域整合,因而环境影响评价的对象也由单个建设项目扩展到区域或更大范围。本文从城市开发选址布局、调整产业结构、促进经济社会与环境协调发展三方面论述了区域环评在城市发展中的作用。     

Integrating Strategic Environmental Assessment with Industry Planning: A Case Study of the Pasquai-Porcupine Forest Management Plan,Saskatchewan, Canada

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans.     

规划环评中的生态空间识别与生态影响评价探索——以长春新区发展规划为例

强化空间管理是规划环境影响评价优化空间开发、促进"多规合一"的新要求。同时,探索生态空间管控体系是国土空间规划的重点任务之一。本文以长春新区发展规划为例,提出前端空间引导、后端影响调控的生态空间管理体系。前端通过生态系统评价和生态空间识别,提出生态保护红线划定建议方案,确定开发"底线"。后端通过InVEST生境质量评价技术,对生境退化度及生境质量进行空间评价,识别生境威胁源影响区域,提出优化空间布局的规划调控建议。研究表明:耕地是新区发生变化幅度最为显著的用地类型,纳入生态空间管控的用地约占16.2%。其中,15.8%的用地建议纳入生态保护红线进行管理。未来城市开发对生境有一定影响,整体生境质量平均值由0.401下降至0.328。     

PROFILE: Indigenous Institutions and Environmental Assessment: The Case of Ghana

/ The search for sustainable development provides the impetus forexamining the role of indigenous institutions and their ecological knowledgein environmental assessment and local sustainability. This paper attempts totrace the evolution of environmental assessment in Ghana. Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. There is a need to establish environmental assessment andcooperative management boards that would include representatives ofindigenous institutions. In addition, the introduction of technicaldictionaries and training manuals based on indigenous ecological knowledgeand their humane environmental practices will further improve theenvironmental assessment process in Ghana.KEY WORDS: Environmental assessment; Indigenous institutions; Indigenousecological knowledge; Sustainable development; Environmental assessmentboards     

Evaluation of environmental impacts of large scale physical development in central Galilee: Role of experts and policy makers

This article reports on the content and process used to evaluate environmental impacts caused by the development of 50 new settlements in the central Galilee region in northern Israel between 1978 and 1988. Some 60 different environmental and developmental factors and their interrelationships were identified. Selected physical changes that were defined as impacts were later evaluated. The evaluation method was based on intensive use of interviews with resource scientists and decision makers as experts. The data from interviews were used as the basis for factors identification, impact screening, and their rating. Experts used three types of criteria in the latter process: intensity of impact, the potential for its mitigation and compatibility with existing natural resource conservation, and environmental quality protection policy. Researchers concluded that reliance on experts with broad local experience eliminated the need for a more structured and detailed assessment method. The case study shows that experts provided creditable and reliable findings. They substituted the need for long periods of observation and largescale and costly data gathering, analysis, and evaluation.

环境影响评价作为协调经济发展与环境保护关系的重要手段,将在西部大开发中发挥重要作用。本文从可持续发展的高度,提出进一步完善环境影响评价的具体对策,以确保实现西部大开发的可持续发展。     

环境规划在我国规划体系中的定位及转型

结合对我国的规划体系及其发展方向的分析,指出了目前环境规划忽视对国土空间进行谋划的问题,并对其转型方向提出了建议。主要结论：环境规划应当在继续履行好争取财政资金等社会资源功能的同时,增强对资源环境承载能力这一重要自然资源的配置功能,转变为横跨国民经济和社会发展、国土空间开发管制两大领域的综合性规划;要加强环境保护空间管制的基础性研究,建立一套约束性环境规划指标体系,增强其权威性和可操作性,充分发挥规划的作用。
