Past experience shows that inappropriate agricultural development in wetlands can undermine sustainability and may have profound social and economic repercussions for people dependent on the range of ecosystem services provided by those wetlands. Nonetheless, there is escalating pressure to expand agriculture within wetlands due to increasing population, in conjunction with efforts to increase food security. This paper describes the development of a semi-analytical framework for identifying, organizing and analyzing the complex factors that link people, agriculture and wetland ecosystems — an index of Working Wetland Potential (WWP). The method is based on a form of multi-criteria analysis that integrates biophysical and socio-economic aspects of wetland utilization. The WWP index emerges from the aggregation of two values: the first arising from an appraisal of both the biophysical and socio-economic suitability of using the wetland for agriculture; and the second resulting from an assessment of the possible hazards, in relation to both social welfare and the ecological character of the wetland. Hence, the approach provides a way to explicitly integrate biophysical and social aspects of wetland utilization in a single index to enable an initial assessment of the suitability of using a wetland for agriculture. Results from three contrasting wetlands in sub-Saharan Africa are presented.  相似文献

Irrigated agriculture throughout western North America faces increasing pressure to transfer water to nonagricultural uses, including instream flows for fish and wildlife management. In an important case, increased instream flows are needed in Nebraskas Platte River for recovery of threatened and endangered fish and wildlife species. Irrigated agriculture in the Laramie Basin of southeast Wyoming is a potential water source for the effort to enhance instream flow. However, flood irrigation of hayfields in the Laramie Basin has created many wetlands, both ephemeral and permanent, over the last century. Attempting to increase Platte River instream flows by purchasing water rights or improving irrigation efficiency in the Laramie Basin would transform irrigated agriculture, causing a substantial fraction of the Laramie Basins wetlands to be lost. A creative solution is needed to prevent the sacrifice of one ecosystem on behalf of another. A rotating short-term water-leasing program is proposed. The program allows Laramie Basin producers to contribute to instream flows while continuing to support local wetlands. Permanent wetland desiccation is prevented and regional environmental water needs are met without impairing local ecological resources. Budget analysis is used to provide an initial cost estimate for acquiring water from agriculture through the short-term leasing program. The proposed approach is more expensive than traditional programs but allows contribution to instream flows without major wetland loss. Short-term leasing is a more efficient approach if benefits from wetlands exceed the difference in cost between the short-term lease program and programs that do not conserve wetlands.  相似文献

The main goal of the present study was to develop an ecological integrity index for littoral wetland management and conservation in semiarid Mediterranean areas that have been highly impacted by agriculture, including the selection of pressure and state indicators at landscape and wetlands scales that reflect the status, condition, and trends of wetlands ecosystems. We used a causality framework based on the relationship between pressure of anthropogenic activities and the ecological state of wetlands and their catchments, integrating environmental, biologic, economic, and social issues. From the application of 51 indicators in 7 littoral wetlands in the southeastern Iberian Peninsula, we selected 12 indicators (5 at catchment scale and 7 at wetland scale) to constitute the ecological integrity index proposed. The potential nitrogen export per area at catchment scale and the potential relative nitrogen export from the area surrounding the wetlands were the best pressure single predictors of state indicators with a causal relationship with environmental meaning. Wetlands in catchments with more agriculture had less ecological integrity than those in less impacted areas. A wide riparian zone in some wetlands acts as a buffer area, diminishing the effects of intensive agriculture. The index of ecological integrity developed here has a number of essential characteristics that make it a useful tool for ecosystem managers and decision-makers. The index can be used to (1) assess and control ecological integrity, (2) diagnose probable causes of ecological impairment, (3) establish criteria for protecting and restoring wetland ecosystems, and (4) integrate catchment management. The Kabartal wetland situated in the upper Indo-Gangetic flood plains in northern India is significant because of its hydrological and ecological services, and the socio-economic and cultural values that it represents. Despite being designated as a wildlife sanctuary, this wetland is under threat from anthropogenic pressures. As in the case of most wetlands, the reason is incomplete information on its ecological services and functions, breakdown of traditional management structures and the lack of appropriate and recognized property rights. Our study assesses the economic linkages between the Kabartal wetland and the local people living around it, through socio-economic surveys and Contingent Valuation Method (CVM). The major objective of the study was to determine the importance of this wetland to the local people and to give an indication of the distribution of the benefits among various stakeholders. The people in the region are poor, have low literacy levels and high dependence on Kabartal and more than 50% want that the wetland should be drained and the land used for agriculture. However, they are willing to participate in collaborative management initiatives with the state. The willingness of people to accept compensation, as an alternative to access to Kabartal wetland, regressed on various socio-economic and attitudinal parameters, gave an estimated mean value of US $27,500 per household over a period of 60 years. This value is a pointer of the total value of access to Kabartal wetland to the surrounding villagers and would be useful when decisions to compensate people for lost access to Kabartal are made.  相似文献

Food and nutrition security is a persisting global issue and, in addition, food systems are now facing a new set of intersecting economic, social and environmental challenges. Recurrent socio-economic and biophysical changes put the sustainability of food systems at risk. There is an urgent need to develop knowledge-based tools to assess and monitor food sustainability and to identify pathways for food security and resource conservation. The systemic nature of these interactions calls for multidimensional approaches and integrated assessments for decision-making to guide change. This paper reviews social–ecological system frameworks with the view to conceptualize the sustainability issues that affect the food systems. It is argued that the understanding of the food systems as social–ecological systems, and inputs from the theories of vulnerability and resilience in particular, can provide the concepts necessary to understand and model the complex system dynamics involved in the multiple interactions between human and natural components.  相似文献

ABSTRACT: This study assesses economic and environmental impacts of uses of woody draws, small natural drainage areas covered by trees and shrubs in agricultural landscapes. Three agricultural uses and four alternative uses are evaluated. A net present value approach is used to compare economic impacts of uses of draws and APEX is used to evaluate the interaction between a woody draw and the contributing upland area and simulate the environmental impacts of uses of draws in the field. The study shows that relative to agricultural uses, alternative uses of draws have significant environmental benefits in terms of reducing surface runoff and sediment and associated pollutants, such as nitrogen, phosphorus and pesticides. Agricultural uses of draws are not always the most profitable option. Certain alternatives, such as curly willow and the mixed buffer, are highly profitable. Agricultural landscapes could be differentially managed to achieve both economic variability and environmental benefits. Government support is necessary to promote alternative uses of woody draws. The support can be in the form of CRP payments or market development of buffer products. Farmers and resource managers can use study results to manage woody draws and evaluate the merits of alternative policies for managing woody draws.  相似文献

Wetland protection and utilization sometimes appear to be in conflict, but promoting the wise use of wetlands can solve this problem. All countries face the challenge of sustainable development of wetlands to a greater or lesser extent, but the problem is especially urgent in developing countries, such as China, that want to accelerate their economic development without excessive environmental cost. Chinese wetlands contribute greatly to economic development, but improper use of these natural resources has endangered their existence. It is thus necessary to provide scientific guidance to managers and users of wetlands. In this paper, we analyze the present status of Chinese wetland protection and utilization, and discuss problems in six categories: a lack of public awareness of the need for wetland protection; insufficient funding for wetland protection and management; an imperfect legal system to protect wetlands; insufficient wetland research; lack of coordination among agencies and unclear responsibilities; and undeveloped technologies related to wetland use and protection. The wise use of Chinese wetlands will require improvements in four main areas: increased wetland utilization research, scientific management of wetland utilization, improved laws and regulations to protect wetlands, and wider dissemination of wetland knowledge. Based on these categories, we propose a framework for the optimization of wetland use by industry to provide guidance for China and other countries that cannot sacrifice economic benefits to protect their wetlands.  相似文献

Wetlands provide a variety of ecological services, but are attractive sites for many development activities. Between the mid-1950's and mid-1970's about 550,000 acres, or about 0.5 percent, of the vegetated wetlands remaining in the conterminous states were converted to other uses each year. About 80 percent of these losses involved draining and clearing of inland wetlands for agricultural purposes. Recent reductions in national wetland conversion rates are due primarily to declining rates of agricultural drainage and secondarily to government programs that regulate wetlands use. Several governmental policies and programs exist that either encourage or discourage wetland conversions. Section 404 of the Clean Water Act is the major tool for Federal involvement in controlling the conversion of wetlands to other uses. The 404 program, in combination with State regulatory programs, is responsible for reducing annual conversions nationwide by about 50 percent of what is applied for, or 50,000 acres of wetlands per year, primarily through project modifications. Coastal wetlands are reasonably well protected. Inland, freshwater wetlands are generally poorly protected. Efforts to protect wetlands, given a set level of resources, could be improved by categorizing wetlands according to their relative importance and focusing existing wetland programs on high value wetlands.  相似文献

Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously. Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues relating to the biophysical, social, and economic environments. This study investigated human-induced long-term wetland degradation that occurred in the Sanjiang Plain. Results from analyzing land-use/land-cover data sets derived from remotely sensed Landsat Multispectral Scanner/Thematic Mapper imagery for four time points showed that wetlands in the Sanjiang Plain have been severely transformed, and the area of wetlands decreased by 38 % from 1976 to 1986, by 16 % from 1986 to 1995, and by 31 % from 1995 to 2005. This study showed that transition to agricultural cultivation accounted for 91 % of wetland losses, whereas transition to grassland and forest accounted for 7 % of the wetlands losses. Institutional strategies and market policies probably exerted great impacts on agricultural practice that directly or indirectly influenced the decrease in wetlands. This study also indicated that an increased population likely led to wetland conversion to cropland by showing a high correlation between population and cropland (R 2 = 0.92, P < 0.001). Wetland loss occurred during later time intervals at a low rate. This study suggests that the existing wetland-protection measures in the Sanjiang Plain should be reinforced further because of possible environmental consequences of wetland loss, such as enhanced soil carbon emission, changed hydrological cycling, and regional temperature increase.  相似文献

The United States Soil Conservation Service (SCS) conducts a survey for the purpose of establishing an agricultural land use database. This survey is called the National Resources Inventory (NRI) database. The complex NRI land classification system, in conjunction with the quantitative information gathered by the survey, has numerous applications. The current paper uses the wetland area data gathered by the NRI in 1982 and 1987 to examine empirically the factors that generate wetland loss in the United States. The cross-section regression models listed here use the quantity of wetlands, the stock of drainage capital, the realty value of farmland and drainage costs to explain most of the cross-state variation in wetland loss rates. Wetlands preservation efforts by federal agencies assume that pecuniary economic factors play a decisive role in wetland drainage. The empirical models tested in the present paper validate this assumption.  相似文献

Wetlands are a vital resource, particularly in Africa where livelihoods are closely linked to natural capital. In recent years, extensive drainage has occurred to make way for agriculture. To gain insight into whether drainage is justified, we review the value of African wetlands dominated by Cyperus papyrus in relation to use, conservation and conversion. Evidence suggests that the value derived from low-intensity, multifunctional wetland use far exceeds the value derived from swamp reclamation and generally exceeds that of conservation. At a local level, the main driver of wetland misuse appear to be a breakdown in collaborative management regimes and the main constraint on wetland use, the value of labor and selling-times. Local drivers are linked to regional factors such as the lack of coordinated wetland policies and difficulties in ensuring that legislation is absorbed by all sectors of society. We highlight opportunities for ensuring more effective collaborative management and legislation communication, which capitalize on existing governance structures. In contrast to predictions by Hardin’s Tragedy of the Commons model, we argue that effective wetland management is best achieved by preventing privatization and promoting common property management regimes. We also argue that poverty and income inequity are more important drivers of unsustainable resource use than environmental managers commonly acknowledge.  相似文献

The early 2000s saw large increases in agricultural tile drainage in the eastern Dakotas of North America. Agricultural practices that drain wetlands directly are sometimes limited by wetland protection programs. Little is known about the impacts of tile drainage beyond the delineated boundaries of wetlands in upland catchments that may be in agricultural production. A series of experiments were conducted using the well‐published model WETLANDSCAPE that revealed the potential for wetlands to have significantly shortened surface water inundation periods and lower mean depths when tile is placed in certain locations beyond the wetland boundary. Under the soil conditions found in agricultural areas of South Dakota in North America, wetland hydroperiod was found to be more sensitive to the depth that drain tile is installed relative to the bottom of the wetland basin than to distance‐based setbacks. Because tile drainage can change the hydrologic conditions of wetlands, even when deployed in upland catchments, tile drainage plans should be evaluated more closely for the potential impacts they might have on the ecological services that these wetlands currently provide. Future research should investigate further how drainage impacts are affected by climate variability and change.  相似文献

A review of wetland impacts authorized under the New Jersey Freshwater Wetlands Protection Act (FWPA) was conducted based on permitting data compiled for the period 1 July 1988 to 31 December 1993. Data regarding the acreage of wetlands impacted, location of impacts by drainage basin and watershed, and mitigation were analyzed. Wetland impacts authorized and mitigation under New Jersey's program were evaluated and compared with Section 404 information available for New Jersey and other regions of the United States.Under the FWPA, 3003 permits were issued authorizing impacts to 234.76 ha (602.27 acres) of wetlands and waters. Compensatory mitigation requirements for impacts associated with individual permits required the creation of 69.20 ha. (171.00 acres), and restoration of 16.49 ha (40.75 acres) of wetlands. Cumulative impacts by watershed were directly related to levels of development and population growth.The FWPA has resulted in an estimated 67% reduction [44.32 ha (109.47 acres) vs 136.26 ha (336.56 acres)] in annual wetland and water impacts when compared with Section 404 data for New Jersey. For mitigation, the slight increase in wetland acreage over acreage impacted is largely consistent with Section 404 data.Based on this evaluation, the FWPA has succeeded in reducing the level of wetland impacts in New Jersey. However, despite stringent regulation of activities in and around wetlands, New Jersey continues to experience approximately 32 ha (79 acres) of unmitigated wetland impacts annually. Our results suggest that additional efforts focusing on minimizing wetland impacts and increasing wetlands creation are needed to attain a goal of no net loss of freshwater wetlands.  相似文献

Over one hundred wetland specialists and Earth Observation experts from around the world gathered at the European Space Agency's 'GlobWetland Symposium: Looking at wetlands from space' in Frascati, Italy, from 19 to 20 October, 2006. The aim of the Symposium was to stimulate discussion between the two communities by reviewing the latest developments in Earth Observation (EO) for the inventory, assessment and monitoring of wetlands and identify key scientific, technical and policy-relevant challenges for the future. The results provide an overview of the key areas of current research in the use of EO for mapping and managing wetlands, while also pointing out gaps that could hinder global inventory, assessment and monitoring of wetlands. This paper provides a summary of the main outputs with a focus on the role of EO technologies in supporting the implementation of the Ramsar Convention on Wetlands. The summary contains a qualitative analysis of the state of the art and considers possible directions and priorities for future research, development and application of EO-based technologies in wetland management. In this context we: 1) highlight those applications where EO technologies are ready for wider uptake by wetland managers, and provide suggestions for supporting such uptake; 2) indicate where EO technologies and applications currently in the research and development stages could potentially be useful in wetland management; and 3) provide recommendations for new research and development of EO technologies, that can be utilized to address aspects of wetland management not covered by the range of current EO applications.  相似文献

Land drainage is recognized as an integral part of agricultural activity throughout the world. However, the increase in agricultural production has resulted in the loss of wetland functions and values. Therefore, wetland management and agricultural drainage illustrate the conflict between economic development and natural values. This research assesses the approval process for agricultural land drainage in Ontario, Canada, to determine how the benefits of increased agricultural production are balanced against the loss of wetland values. A permit review of drainage applications was conducted from 1978 to 1997 in Zorra Township, Ontario, Canada. Data collection also included the document reviews, interviews with government agencies and wetland evaluation files. The selected criteria include efficiency, equity, consistency and adequacy. The results indicate that while the process is efficient, fundamental problems remain with the bargaining process.  相似文献

Land use in Korean tidal wetlands: impacts and management strategies   总被引:3,自引:0,他引:3  
The coastal landscapes in southwestern Korea include a diverse array of tidal wetlands and salt marshes. These coastal zones link the ecological functions of marine tidal wetlands and freshwater ecosystems with terrestrial ecosystems. They are rich in biological diversity and play important roles in sustaining ecological health and processing environmental pollutants. Korean tidal wetlands are particularly important as nurseries for economically important fishes and habitats for migratory birds. Diking, draining, tourism, and conversion to agricultural and urban uses have adversely affected Korean tidal wetlands. Recent large development projects have contributed to further losses. Environmental impact assessments conducted for projects affecting tidal wetlands and their surrounding landscapes should be customized for application to these special settings. Adequate environmental impact assessments will include classification of hydrogeomorphic units and consideration of their responses to biological and environmental stressors. As is true worldwide, Korean laws and regulations are changing to be more favorable to the conservation and protection of tidal wetlands. More public education needs to be done at the local level to build support for tidal wetland conservation. Some key public education points include the role of tidal wetlands in maintaining healthy fish populations and reducing impacts of nonpoint source pollution. There is also a need to develop procedures for integrating economic and environmental objectives within the overall context of sustainable management and land uses.  相似文献

Irrigated Agriculture and Wildlife Conservation: Conflict on a Global Scale   总被引:10,自引:0,他引:10  
/ The demand for water to support irrigated agriculture has led to the demise of wetlands and their associated wildlife for decades. This thirst for water is so pervasive that many wetlands considered to be hemispheric reserves for waterbirds have been heavily affected; for example, the California and Nevada wetlands in North America, the Macquarie Marshes in Australia, and the Aral Sea in central Asia. These and other major wetlands have lost most of their historic supplies of water and some have also experienced serious impacts from contaminated subsurface irrigation drainage. Now mere shadows of what they once were in terms of biodiversity and wildlife production, many of the so-called "wetlands of international importance" are no longer the key conservation strongholds they were in the past. The conflict between irrigated agriculture and wildlife conservation has reached a critical point on a global scale. Not only has local wildlife suffered, including the extinction of highly insular species, but a ripple effect has impacted migratory birds worldwide. Human societies reliant on wetlands for their livelihoods are also bearing the cost. Ironically, most of the degradation of these key wetlands occurred during a period of time when public environmental awareness and scientific assertion of the need for wildlife conservation was at an all-time high. However, designation of certain wetlands as "reserves for wildlife" by international review boards has not slowed their continued degradation. To reverse this trend, land and water managers and policy makers must assess the true economic costs of wetland loss and, depending on the outcome of the assessment, use the information as a basis for establishing legally enforceable water rights that protect wetlands from agricultural development.  相似文献
