There is growing concern that recreational shoreline angling activity may negatively impact littoral and riparian habitats independent of any direct or indirect influences of fish harvest or fishing mortality through mechanisms such as disturbance (e.g., trampling, erosion) and pollution (e.g., littering). We sampled a suite of aquatic and terrestrial variables (i.e., water quality, aquatic and terrestrial macrophytes, soil compaction, anthropogenic refuse) at 14 high shoreline angling-activity sites (identified by way of interviews with conservation officers and angling clubs) within an urban area (Ottawa, Canada). For each high angling-activity site, a nearby corresponding low angling-activity site was sampled for comparison. We found that the percentage of barren area and soil compaction were greater in areas of high angling activity compared with areas that experienced relatively low angling activity. In addition, terrestrial and aquatic macrophyte density, height, and diversity were lower at high angling-activity sites. Angling- and non-angling-related litter was present in large quantities at each of the high angling-activity sites, and comparatively little litter was found at low angling-activity sites. Collectively, these findings indicate that shoreline angling does alter the riparian environment, contributing to pollution and environmental degradation in areas of high angling intensity. With growing interest in providing urban angling opportunities and in response to increasing interest in developing protected areas and parks, a better understanding of the ecologic impacts of shoreline angling is necessary to address multiuser conflicts, to develop angler outreach and educational materials, and to optimize management of angling effort to maintain ecologic integrity of riparian and aquatic ecosystems.  相似文献

There has been increasing recognition within systematic conservation planning of the need to include social data alongside biophysical assessments. However, in the approaches to identify potential conservation sites, there remains much room for improvement in the treatment of social data. In particular, few rigorous methods to account for the diversity of less-easily quantifiable social attributes that influence the implementation success of conservation sites (such as willingness to conserve) have been developed. We use a case-study analysis of private conservation areas within the Little Karoo, South Africa, as a practical example of the importance of incorporating social data into the process of selecting potential conservation sites to improve their implementation likelihood. We draw on extensive data on the social attributes of our case study obtained from a combination of survey questionnaires and semi-structured interviews. We discuss the need to determine the social attributes that are important for achieving the chosen implementation strategy by offering four tested examples of important social attributes in the Little Karoo: the willingness of landowners to take part in a stewardship arrangement, their willingness to conserve, their capacity to conserve, and the social capital among private conservation area owners. We then discuss the process of using an implementation likelihood ratio (derived from a combined measure of the social attributes) to assist the choice of potential conservation sites. We conclude by summarizing our discussion into a simple conceptual framework for identifying biophysically-valuable sites which possess a high likelihood that the desired implementation strategy will be realized on them.  相似文献

Between 2001 and 2009, 26 marine-protected areas (MPA) were established on the east Australian seaboard, at least in part, to manage human interactions with a critically endangered population of grey nurse shark, Carcharias taurus. This network is spread across six MPA systems and includes all 19 sites outlined in the National Recovery Plan for C. taurus, though five sites remain open to some forms of fishing. The reserve network has complex cross-jurisdictional management, as the sharks occur in waters controlled by the Australian states of New South Wales (NSW) and Queensland, as well as by the Commonwealth (Federal) government. Jurisdiction is further complicated by fisheries and conservation departments both engaging in management activities within each state. This has resulted in protected area types that include IUCN category II equivalent zones in NSW, Queensland, and Commonwealth marine parks that either overlay or complement another large scaled network of protected sites called critical habitats. Across the network, seven and eight rule permutations for diving and fishing, respectively, are applied to this population of sharks. Besides sites identified by the recovery plan, additional sites have been protected as part of the general development of MPA networks. A case study at one of these sites, which historically was known to be occupied by C. taurus but had been abandoned, appears to shows re-establishment of an aggregation of juvenile and sub-adult sharks. Concurrent with the re-establishment of the aggregation, a local dive operator increased seasonal dive visitation rates at the site fourfold. As a precautionary measure, protection of abandoned sites, which includes nursery and gestating female habitats are options that may assist recovery of the east coast population of C. taurus.  相似文献

/ Marginal aquatic systems (wetlands) of the Po River (Italy) have become the target of a renewed interest because of their value for recreation, natural reserves, and deposits of sand. To preserve these sites, wise management must be the objective of local administrations. In this paper a strategy for the sustainable use of 11 wetlands is presented. It uses simple economic analysis and multiple criteria techniques and provides suggestions to promote sustainability in terms of conservation of natural resources, economic self-sufficiency, and minimization of potential conflicts about the use of the wetlands. In the understanding that sustainability is framed in a long-term perspective, stability analysis is also considered and performed by means of loop analysis, a qualitative technique. Conditions for stability are then discussed about management opportunities.  相似文献

Abstract: A present and future challenge for water resources engineers is to extend the useful life of our dams and reservoirs. Ongoing reservoir sedimentation in impoundments must be addressed; sedimentation in many reservoirs already limits project benefits and effective project life. Sustainability requires that incoming sediment be moved downstream past the impounding dam. We use Lewis and Clark Lake, the most downstream of the six Missouri River main stem reservoirs, to demonstrate how a reservoir in advanced stages of its project life could be converted to a sustainable system with local benefits exceeding costs by a factor of 1.5. Full consideration of benefits would further enhance project justification. The proposed strategy involves four phases that will take about 50 years to complete. Cost estimates for this potential project range from the quantitative to the plausible, but it is clear that the results justify a full engineering, environmental, and economic study of this model project. If implemented, the project will create scientific knowledge and develop technologies useful for achieving sustainability at many other reservoirs in the Mississippi River basin and beyond.  相似文献

Nitrogen (N) is a major control on primary productivity and hence on the productivity and diversity of secondary producers and consumers. As such, ecosystem structure and function cannot be understood without a comprehensive understanding of N cycling and dynamics. This overview describes the factors that govern N distribution and dynamics and the consequences that variable N dynamics have for structure, function and thresholds of potential concern (TPCs) for management of a semiarid southern African savanna. We focus on the Kruger National Park (KNP), a relatively intact savanna, noted for its wide array of animal and plant species and a prized tourist destination. KNP’s large size ensures integrity of most ecosystem processes and much can be learned about drivers of ecosystem structure and function using this park as a baseline. Our overview shows that large scale variability in substrates exists, but do not necessarily have predictable consequences for N cycling. The impact of major drivers such as fire is complex; at a landscape scale little differences in stocks and cycling were found, though at a smaller scale changes in woody cover can lead to concomitant changes in total N. Contrasting impacts of browsers and grazers on N turnover has been recorded. Due to the complexity of this ecosystem, we conclude that it will be complicated to draw up TPCs for most transformations and pools involved with the N cycle. However, we highlight in which cases the development of TPCs will be possible.  相似文献

We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders.  相似文献

The ability of an organisation to recognise the value of new external information, acquire it, assimilate it, transform, and exploit it, namely its absorptive capacity (AC), has been much researched in the context of commercial organisations and even applied to national innovation. This paper considers four key AC-related concepts and their relevance to public sector organisations with mandates to manage and conserve freshwater ecosystems for the common good. The concepts are the importance of in-house prior related knowledge, the importance of informal knowledge transfer, the need for motivation and intensity of effort, and the importance of gatekeepers. These concepts are used to synthesise guidance for a way forward in respect of such freshwater management and conservation, using the imminent release of a specific scientific conservation planning and management tool in South Africa as a case study. The tool comprises a comprehensive series of maps that depict national freshwater ecosystem priority areas for South Africa. Insights for implementing agencies relate to maintaining an internal science, rather than research capacity; making unpublished and especially tacit knowledge available through informal knowledge transfer; not underestimating the importance of intensity of effort required to create AC, driven by focussed motivation; and the potential use of a gatekeeper at national level (external to the implementing organisations), possibly playing a more general ‘bridging’ role, and multiple internal (organisational) gatekeepers playing the more limited role of ‘knowledge translators’. The role of AC as a unifying framework is also proposed.  相似文献

This paper describes an application of multiple criteria analysis (MCA) in assessing criteria and indicators adapted for a particular forest management unit. The methods include: ranking, rating, and pairwise comparisons. These methods were used in a participatory decision-making environment where a team representing various stakeholders and professionals used their expert opinions and judgements in assessing different criteria and indicators (C&I) on the one hand, and how suitable and applicable they are to a forest management unit on the other. A forest concession located in Kalimantan, Indonesia, was used as the site for the case study. Results from the study show that the multicriteria methods are effective tools that can be used as structured decision aids to evaluate, prioritize, and select sets of C&I for a particular forest management unit. Ranking and rating approaches can be used as a screening tool to develop an initial list of C&I. Pairwise comparison, on the other hand, can be used as a finer filter to further reduce the list. In addition to using these three MCA methods, the study also examines two commonly used group decision-making techniques, the Delphi method and the nominal group technique. Feedback received from the participants indicates that the methods are transparent, easy to implement, and provide a convenient environment for participatory decision-making.  相似文献

Coastal waters have been significantly influenced by increased inputs of nutrients that have accompanied population growth in adjacent drainage basins. In Tampa Bay, Florida, USA, the population has quadrupled since 1950. By the late 1970s, eutrophic conditions including phytoplankton and macroalgal blooms and seagrass losses were evident. The focus of improving Tampa Bay is centered on obtaining sufficient water quality necessary for restoring seagrass habitat, estimated to have been 16,400 ha in 1950 but reduced to 8800 ha by 1982. To address these problems, targets for nutrient load reductions along with seagrass restoration goals were developed and actions were implemented to reach adopted targets. Empirical regression models were developed to determine relationships between chlorophyll a concentrations and light attenuation adequate for sustainable seagrass growth. Additional empirical relationships between nitrogen loading and chlorophyll a concentrations were developed to determine how Tampa Bay responds to changes in loads. Data show that when nitrogen load reduction and chlorophyll a targets are met, seagrass cover increases. After nitrogen load reductions and maintenance of chlorophyll a at target levels, seagrass acreage has increased 25% since 1982, although more than 5000 ha of seagrass still require recovery. The cooperation of scientists, managers, and decision makers participating in the Tampa Bay Estuary Program’s Nitrogen Management Strategy allows the Tampa Bay estuary to continue to show progress towards reversing many of the problems that once plagued its waters. These results also highlight the importance of a multi-entity watershed management process in maintaining progress towards science-based natural resource goals.  相似文献

This article gives an account of the implementation of a stakeholder analysis framework at La Brava Wetland Basin, Argentina, in a common-pool resource (CPR) management context. Firstly, the context in which the stakeholder framework was implemented is described. Secondly, a four-step methodology is applied: (1) stakeholder identification, (2) stakeholder differentiation-categorization, (3) investigation of stakeholders' relationships, and (4) analysis of social-biophysical interdependencies. This methodology classifies stakeholders according to their level of influence on the system and their potential in the conservation of natural resources. The main influential stakeholders are La Brava Village residents and tourism-related entrepreneurs who are empowered to make the more important decisions within the planning process of the ecosystem. While these key players are seen as facilitators of change, there are other groups (residents of the inner basin and fishermen) which are seen mainly as key blockers. The applied methodology for the Stakeholder Analysis and the evaluation of social-biophysical interdependencies carried out in this article can be seen as an encouraging example for other experts in natural sciences to learn and use these methods developed in social sciences. Major difficulties and some recommendations of applying this method in the practice by non-experts are discussed.  相似文献

Coastal environments in Australia are under development pressures. Human settlement encroaches on disease vector salt marsh mosquito breeding areas that are underlain by potential acid sulfate soils (PASS). Altering the hydrology by runneling solves the mosquito problem but may lead to acid sulfate problems. Appropriate analytical tools can assess the risk to the environment. The objective of the research was to compare three methods of assessing PASS. The study area was a low-lying intertidal subtropical salt marsh that was being considered for runneling. The results indicated that using field pH and field peroxide pH (and the relationship between these), and also the peroxide oxidation-combined acidity and sulfate (POCAS) test, appeared to overestimate the potential acidity. This was because the source of acidity in the intertidal salt marsh includes a large organic content, which is not a major environmental concern. The chromium-reducible sulfur test, which is not affected by organic content, was found to provide the most appropriate assessment, and is recommended for use in highly organic salt marshes.  相似文献

Located on the northeast Brazilian coast, Olinda is one of UNESCO’s World Heritage Sites, which is economically dependent on tourism, commerce, industry, and the informal economy. Despite its environmental and socioeconomic importance, the city of Olinda (understanding the coast as part of it) has suffered several environmental and human disturbances over the last decades. This work describes the environmental and social status of Olinda’s beaches and makes recommendations concerning the development of an Integrated Coastal Management Plan for this coastal zone of the Brazilian littoral. The methodology adopted in this study is based on field campaigns (social, physical, chemical, and biological data collection), local observations, and the collection of sea contention building project data from city hall. The results showed that along the seven studied beaches, the main problems were related to the: (i) building of coastal protections, (ii) inefficient sewage disposal systems, (iii) inefficient urban management, and (iv) natural events (equinoctial spring tides and precipitation/evaporation rates). Casa Caiada beach showed the best hydrologic conditions as a consequence of its morphology and it presents facilities that attract housing and recreation investments (by private and public sectors) valuing and improving local use conditions. The obtained data showed that the studied beaches need an urgent action plan to minimize the environmental degradation of Olinda’s littoral and to promote sustainable development of the local coastal environments.  相似文献

Understanding temperatures used by hibernating bats will aid conservation and management efforts for many species. A limestone mine with 71 km of passages, used as a hibernaculum by approximately 30,000 bats, was visited four times during a 6-year period. The mine had been surveyed and mapped; therefore, bats could be precisely located and temperatures (T s) of the entire hibernaculum ceiling accurately mapped. It was predicted that bats should hibernate between 5 and 10°C to (1) use temperatures that allow a near minimal metabolic rate, (2) maximize the duration of hibernation bouts, (3) avoid more frequent and prolonged arousal at higher temperatures, (4) avoid cold and freezing temperatures that require an increase in metabolism and a decrease in duration of hibernation bouts or that could cause death, and (5) balance benefits of a reduced metabolic rate and costs of metabolic depression. The distribution of each species was not random for location (P < 0.000) or T s (P < 0.000). Myotis sodalis (Indiana bat) was most restricted in areas occupied, hibernating in thermally stable yet cold areas ( = 8.4 ± 1.7°C); 99% associated with cement block walls and sheltered alcoves, which perhaps dampened air movement and temperature fluctuations. Myotis lucifugus (little brown myotis) hibernated in colder, more variable areas ( = 7.2 ± 2.6°C). Myotis septentrionalis (northern myotis), Pipistrellus subflavus (eastern pipistrelle), and Eptesicus fuscus (big brown bat) typically hibernated in warm, thermally stable areas ( = 9.1 ± 0.2°C, = 9.6 ± 1.9°C, and = 9.5 ± 1.5°C, respectively). These data do not indicate that hibernacula for M. sodalis, an endangered species, should be manipulated to cool below 5°C.  相似文献

The literature guides environmental planning and, specifically, how to use ecological rehabilitation projects to achieve long-term planning goals and landscape-scale environmental sustainability. There is, however, a perceived gap between principles in the literature and the use of them by practitioners involved in smaller-scale ecological rehabilitation projects. Using interviews with practitioners involved in 11 projects within the Regional Municipality of Waterloo, Ontario, Canada, we tested whether practitioners used five principles for effective planning and implementation of ecological rehabilitation that we derived from the literature. These five principles were: establishing political and ecological context, using ecologically appropriate objectives and practices, using comparative multidisciplinary and cross-scale approaches, using adaptive planning and implementation, and establishing good communication within and external to projects. Few projects followed all five principles, and practitioners indicated that they used three more project-specific principles: obtaining political/social support, promoting projects and changing attitudes about projects, and securing sufficient and persistent funding to maintain a project's life. While the literature emphasizes that ecological rehabilitation is only effective if projects are coordinated on a watershed basis, most practitioners focused solely on the goals of their specific project. The gap between literature and practice may arise because most practitioners are new to the field of ecological rehabilitation and still are focused on the methods involved. Time pressures force practitioners to obviate the literature and get projects started quickly, lest support evaporate. Complicating these difficulties is decreased support from federal and provincial governments for large-scale environmental planning. It is unclear whether ecological rehabilitation projects in Waterloo Region (at least) will ever become effective at promoting landscape-scale ecological goals or remain smaller-scale stop-gaps.  相似文献

The electric power grid is a critical societal resource connecting multiple infrastructural domains such as agriculture, transportation, and manufacturing. The electrical grid as an infrastructure is shaped by human activity and public policy in terms of demand and supply requirements. Further, the grid is subject to changes and stresses due to diverse factors including solar weather, climate, hydrology, and ecology. The emerging interconnected and complex network dependencies make such interactions increasingly dynamic, posing novel risks, and presenting new challenges to manage the coupled human–natural system. This paper provides a survey of models and methods that seek to explore the significant interconnected impact of the electric power grid and interdependent domains. We also provide relevant critical risk indicators (CRIs) across diverse domains that may be used to assess risks to electric grid reliability, including climate, ecology, hydrology, finance, space weather, and agriculture. We discuss the convergence of indicators from individual domains to explore possible systemic risk, i.e., holistic risk arising from cross-domain interconnections. Further, we propose a compositional approach to risk assessment that incorporates diverse domain expertise and information, data science, and computer science to identify domain-specific CRIs and their union in systemic risk indicators. Our study provides an important first step towards data-driven analysis and predictive modeling of risks in interconnected human–natural systems.

Under the Canadian Species at Risk Act (SARA), Garry oak (Quercus garryana) ecosystems are listed as “at-risk” and act as an umbrella for over one hundred species that are endangered to some degree. Understanding Garry oak responses to future climate scenarios at scales relevant to protected area managers is essential to effectively manage existing protected area networks and to guide the selection of temporally connected migration corridors, additional protected areas, and to maintain Garry oak populations over the next century. We present Garry oak distribution scenarios using two random forest models calibrated with down-scaled bioclimatic data for British Columbia, Washington, and Oregon based on 1961–1990 climate normals. The suitability models are calibrated using either both precipitation and temperature variables or using only temperature variables. We compare suitability predictions from four General Circulation Models (GCMs) and present CGCM2 model results under two emissions scenarios. For each GCM and emissions scenario we apply the two Garry oak suitability models and use the suitability models to determine the extent and temporal connectivity of climatically suitable Garry oak habitat within protected areas from 2010 to 2099. The suitability models indicate that while 164 km2 of the total protected area network in the region (47,990 km2) contains recorded Garry oak presence, 1635 and 1680 km2 of climatically suitable Garry oak habitat is currently under some form of protection. Of this suitable protected area, only between 6.6 and 7.3% will be “temporally connected” between 2010 and 2099 based on the CGCM2 model. These results highlight the need for public and private protected area organizations to work cooperatively in the development of corridors to maintain temporal connectivity in climatically suitable areas for the future of Garry oak ecosystems.  相似文献
