Watercraft collisions account for 25–30% of manatee deaths annually in Florida. Education and outreach interventions for boaters are strategies for reducing manatee mortality. We evaluated the effectiveness of the Manatee Watch program by surveying primary boat users whose boats were approached by Manatee Watch. We compared the attitudes, knowledge, and behavioral intentions of boaters who received Manatee Watch materials with a control group of boaters observed by the Florida Marine Research Institute in Tampa Bay during 1999–2001. Results of the 51-item telephone survey with 499 boaters indicated that the Manatee Watch intervention had little effect on boater’s attitudes, knowledge, and behaviors regarding manatees. However, individual attitude scores were positively correlated with safe boating behaviors in shallow waters including maintaining a slower speed and watching out for manatees. Overall knowledge about manatees was correlated with one manatee-safe boating behavior. To improve efficacy, educators should (a) incorporate evaluation into the planning stages of program development; (b) target messages to influence boaters’ attitudes toward manatees and ecosystem health, and their feelings of ownership and empowerment; (c) facilitate active participation of the boaters; and (d) increase the duration and variety of intervention.  相似文献

A significant challenge to wildlife managers in tourism settings is to provide visitors with opportunities to observe rare and endangered wildlife while simultaneously protecting the target species from deleterious impacts. Nearly 100,000 people annually visit Crystal River, Florida, USA to observe and swim with the Florida manatee, an endangered species. This research aimed to investigate and describe human-manatee interactions in a tourism context, to understand the salient issues related to such interactions as identified by stakeholders, and to recommend a course of action to address multiple interests in the planning and management of human-manatee interactions. Five issues were identified by all stakeholder groups: water quality, harassment, density and crowding, education, and enforcement. Currently, the U.S. Fish and Wildlife Service, which is responsible for manatee management, does not have mechanisms in place to manage the tourism component of the manatee encounter. Although a regulatory approach can be taken, a better approach would be to create an organization of tour operators to establish "best practices" that reflect the goal of the managing agency to enhance manatee protection (and thus ensure their livelihood) and to enhance the visitor experience.  相似文献

/ Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. The system may be integrated with a geographic information system for effective presentation and dissemination of spatial data.  相似文献

ABSTRACT: In the environmental and agricultural conservation planning process, more efficient and effective tools are needed for planners to assist private landowners with making wiser land use decisions. Current methods are slow, inefficient, and costly. Scientific techniques have not been fully implemented within the planning process, yet such plans are increasingly needed to meet water quality and Total Maximum Daily Load (TMDL) requirements. The objectives of this study are to (a) utilize the web for accessing an integrated science‐based land use decision support system; (b) link decision tools, models, and databases to the user via the web; (c) link distributed models and databases for enhanced planning efficiency; and (d) integrate the above into an easily usable and readily accessible system. The procedures resulting in the initial design involved planning expertise and focus groups' input. The system was developed in partnership with the Natural Resources Conservation Service of the U.S. Department of Agriculture and several state agencies. A survey of 150 certified conservation planners, the end users, was conducted to identify the data sets and planning tools needed. Data, tools, and models then were selected and integrated into a web accessible system. Specifically, the first generation used a web interactive Geographic Information System (GIS) that overlaid onto digital orthoquads and/or soils polygons field boundaries, transportation, hydrologic features (such as drains, rivers, lakes, etc.), and high pesticide risk runoff or infiltration areas. Conservation planners found they could save time with the system. Clients could access the system quickly to help them prepare for meeting with their planner. Previously acquiring GIS maps in some cases had been a lengthy process that limited use of the information in land use decisions.  相似文献

The location problem of treatment and service facilities in municipal solid waste (MSW) management system is of significant importance due to the socioeconomic and environmental concerns. The consideration of waste treatment costs, environmental impact, greenhouse gas (GHG) emissions, social fairness as well as other relevant aspects should be simultaneously taken into account when a MSW management system is planned. Development of sophisticated decision support tools for planning MSW management system in an economic-efficient and environmental friendly manner is therefore important. In this paper, a general multi-objective location-allocation model for optimally managing the interactions among those conflicting factors in MSW management system is proposed. The model is comprised of a three-stage conceptual framework and a mixed integer mathematical programming. The inclusion of environmental impact and GHG emission objectives push the output of the model tightening toward more environmentally friendly and sustainable solutions in MSW management. The application of this model is demonstrated through an illustrative example, and the computational efficiency of the programming is also tested through a set of incremental parameters. Latter in this paper, a comparison with previous case studies of MSW system design is presented in order to show the applicability and adaptability of the generic model in practical decision-making process, and the perspectives of future study are also discussed.  相似文献

Life-cycle cost management (LCCM) provides electric utility staff with a structured process for making decisions based on the true cost of the products and processes they use, rather than on purchase price alone or on other partial life-cycle costs. Several utilities have used LCCM to evaluate a range of product substitution and process improvement decisions and to implement cost-saving actions. This article summarizes some of these applications. Each utility applied the LCCM tools and techniques in a way that met their individual needs, such as selecting cost-effective specific pollution prevention options, making product purchase decisions, making process improvement decisions, managing commodities, and setting priorities for further evaluation. LCCM has helped utilities save millions of dollars by considering the true costs of the materials, products, and processes they use. This article examines the LCCM techniques and tools that help organizations evaluate their options and make decisions with minimum effort. Local governments are under pressure to tackle an increasing spectrum of complex contemporary problems, such as climate change, while ensuring multiple stakeholder interests are incorporated into decision processes. Multi-criteria decision tools can assist, but challenges remain in creating an enabling environment for incorporating and balancing different stakeholder perspectives. Here, we draw on interview data and a sensitivity analysis to investigate the use of an evaluation matrix to guide local coastal adaptation decision-making in South Africa. We adopt a participatory action research framework and find that decision-making is influenced by individual, departmental and institutional values that are not adequately captured in the matrix approach. Our study reveals the compromise between achieving broad stakeholder representation and utilising technical expertise, and that altering matrix assumptions can imply different decision outcomes. Suggestions are made to improve multi-criteria decision approaches to better facilitate integrated coastal management in responding to local coastal adaptation challenges.  相似文献

This study uses Danxiashan, a world heritage site in Guangdong province, China, as a case study for planning a hypothetical geotourism network of heritage sites. This landscape has a multiplicity of values—its geoheritage cannot be separated from its ecological or cultural heritage. When designing a network of heritage sites for such a diversely valued landscape trade-offs must be made between differing and potentially conflicting objectives such as geotourism and geoconservation. To solve this multi-criteria decision problem, sites with potential value for people were designated as heritage sites, adapting the concept of geomorphosites—i.e., geomorphological heritage sites—to represent the intersection of anthropic values. In a GIS-based spatial decision support system heritage values for each site were weighted and ranked using the analytic hierarchy process and scenarios for alternative trail systems, and networks of tourism sites were generated by multi-criteria map overlay analysis and networking algorithms. The scenarios generated show how trade-offs can be made between oft-conflicting tourism and conservation objectives, how the design of parks can be optimized for multiple objectives, and how alternative design strategies can be explored. Such an approach could be used in scenario planning workshops to engage stakeholders in participatory design and consensus-based decision-making driven by geospatial science.  相似文献

Partnerships and co-operative environmental management are increasing worldwide as is the call for scientific input in the public process of ecosystem management. In Hawaii, private landowners, non-governmental organizations, and state and federal agencies have formed watershed partnerships to conserve and better manage upland forested watersheds. In this paper, findings of an international workshop convened in Hawaii to explore the strengths of approaches used to assess stakeholder values of environmental resources and foster consensus in the public process of ecosystem management are presented. Authors draw upon field experience in projects throughout Hawaii, Southeast Asia, Africa and the US mainland to derive a set of lessons learned that can be applied to Hawaiian and other watershed partnerships in an effort to promote consensus and sustainable ecosystem management. Interdisciplinary science-based models can serve as effective tools to identify areas of potential consensus in the process of ecosystem management. Effective integration of scientific input in co-operative ecosystem management depends on the role of science, the stakeholders and decision-makers involved, and the common language utilized to compare tradeoffs. Trust is essential to consensus building and the integration of scientific input must be transparent and inclusive of public feedback. Consideration of all relevant stakeholders and the actual benefits and costs of management activities to each stakeholder is essential. Perceptions and intuitive responses of people can be as influential as analytical processes in decision-making and must be addressed. Deliberative, dynamic and iterative decision-making processes all influence the level of stakeholder achievement of consensus. In Hawaii, application of lessons learned can promote more informed and democratic decision processes, quality scientific analysis that is relevant, and legitimacy and public acceptance of ecosystem management.  相似文献

In this paper the Analytic Network Process (ANP) is applied to select the best location for the construction of a municipal solid waste (MSW) plant in the Metropolitan area of Valencia (Spain). Selection of the appropriate MSW facility location can be viewed as a complex multicriteria decision-making problem that requires an extensive evaluation process of the potential MSW plant locations and other factors as diverse as economic, technical, legal, social or environmental issues. The decision-making process includes the identification of six candidate MSW plant sites and 21 criteria grouped into clusters for the construction of a network. Two technicians of the Metropolitan Waste Disposal Agency acted as decision makers (DMs).The influences between the elements of the network were identified and analyzed using the ANP multicriteria decision method. Two different ANP models were used: one hierarchy model (that considers AHP as a particular case of ANP) and another network-based model. The results obtained in each model were compared and analyzed. The strengths and weaknesses of ANP as a multicriteria decision analysis tool are also described in the paper. The main findings of this research have proved that ANP is a useful tool to help technicians to make their decision process traceable and reliable. Moreover, this approach helps DMs undertake a sound reflection of the siting problem.  相似文献

Water and related resources planning and decision-making have developed to the state of multiple objective and/or multiple criteria analysis using complicated systems analysis. The objective of this paper is to indicate the major components of information needed to facilitate the planning process for resource utilization, and to provide desirable outputs from management schemes. The process could best be described as the proper development of Management Information Systems (MIS) or Decision Support Systems (DDS). Data and information systems are never completed and must be continually updated and modified. The exact composition of any system depends also upon the general type of decision techniques being used. A brief outline of the decision process is given with the remainder of the paper dealing with the types of information needed to support the decision system.  相似文献

Evans et al. (Journal of Agricultural and Environmental Ethics, 2008) have attempted to enmesh me in their dispute with the Florida Bureau of Invasive Plant Management about a specific system, Kings Bay/Crystal River. In so doing, they repeatedly mischaracterize my positions in order to depict, incorrectly, invasion biology as monolithic and me as a representative of one extreme of a false dichotomy about management of introduced species. In addition, they introduce an issue irrelevant in this case (extinctions) and cite incorrect data. Proposing to manage people, manatees, introduced plants, and cyanobacteria in Kings Bay by participative adaptive management, they ignore the fact that living organisms can both disperse autonomously and hitchhike. Finally, they present few details on any aspect of their management proposal and do not address the myriad problems that have beset previous attempts at scientific adaptive management, especially at large scales. Until such a management approach is fleshed out and implemented, it is impossible to assess its validity for Kings Bay, and it is very premature to suggest it as a general model for dealing with invasive species disputes.  相似文献

The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized.  相似文献

Decision making in natural resource management is becoming increasingly information-intensive because of the rising public concerns about resource conservation and environmental quality. The volume of information that must be analyzed and the complexity of the decision-making process demands that computerized systems be developed to provide decision support services. An integrated systems approach that couples data-base management, geographic information systems, and expert systems is needed. We refer to such an approach as integrated resource management automation (IRMA) and describe a prototype system that is currently being tested in the Nicolet National Forest. This type of information system is likely to play an increasingly important role in the management of natural resources in the future.  相似文献

This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement, research findings and standards of good practice and includes a combination of analytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, such as local knowledge and values through citizen dialogue and comprehensive EAs. However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision-making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice.  相似文献

Decisions focused on managing natural resources in developing areas present some of the most imposing challenges to policy makers, scientists, and stakeholders alike. The response of policy makers and the technical community in the face of these challenges has been significant. However, our experiences as researchers and facilitators of group planning and decision-making processes have left us concerned about the lack of attention devoted to supporting the underlying processes used to make these complex decisions. Emerging challenges of risk management, environmental protection, and land-use planning requires integration of stakeholder values and expert judgment. The process of decision making in situation of high uncertainty can be assisted through the use of decision support systems (DSSs). Such DSSs are often based on tools for spatial data representation (GIS) and environmental models that are integrated using multi-criteria decision analysis (MCDA). This paper presents DecernsMCDA implementing all major types of multi-criteria methods and tools (AHP, MAUT, Outranking) under the same user interface. In addition to providing ability for testing model uncertainty associated with selection of specific MCDA algorithms, DecernsMCDA implements new algorithms for parameter uncertainty analysis based on probabilistic approaches and fuzzy sets. The paper illustrates application of DecernsMCDA for selecting remedial alternative at radiologically contaminated sites.  相似文献

Practitioners and stakeholders involved in environmental and risk assessment and decision-making efforts have access to a growing list of policies and guidance for implementing good process. The advice is often general. There is little understanding of how situation specific features are relevant in new circumstances. In a series of ten case studies we investigated how people’s (a) perceptions of the context, (b) preferences for outcomes, and (c) affiliations, experiences and motivations are related to their preferences for process features in a particular situation. The cases are in three policy areas: watershed management, forestry management, and clean-up and public health management of radioactively contaminated sites. We conclude this paper with a discussion of how the results can inform process design. Process design should be based on a diagnostic approach that specifically assesses relevant situational characteristics.  相似文献

Survey techniques such as contingent valuation and opinion polls are used to develop an understanding of consumer preferences for the environment in the context of environmental decision-making. However, the exposure of weaknesses in such methods has led researchers to look to other information-gathering approaches which might enhance, complement or replace survey-based approaches. One such approach is that of the citizens' jury. A citizens' jury consists of a small group of people, selected to represent the general public rather than any interest-group or sector, which meets to deliberate upon a policy question. The paper critically evaluates the role that the citizens' jury might play in aiding environmental decision-making. Two case studies are reported where the citizens' jury process is used: first, to make recommendations on rural environmental projects in the Borders Region of Scotland; and, secondly, on meeting air quality targets in Edinburgh, Scotland. The paper concludes with recommendations on how the citizens' jury might complement other methods of environmental decision support and indicates the role that citizens' juries may play in future environmental and rural decision-making.  相似文献
