ABSTRACT: An important question posed by potential future shifts in climate relates to possible shifts in heavy rainfall events (intensity and/or frequency) used to design hydraulic structures. Heavy rain events were defined as those producing amounts having average recurrence intervals of two years or longer for a specific storm period at a given location. Estimates of such heavy rainfall shifts in the humid continental climate of the midwest were derived by using spatial and temporal analogs. Comparisons in areas of relatively warm, wet conditions were made with those having measurably cooler, drier average conditions. The spatial-temporal analogs provided comparative differences in precipitation and temperature similar to the magnitude of changes obtained from GCM estimates. Spatial analogs/analyses indicated 10 to 15 percent increases in the frequency distribution of rain events having recurrence intervals of 5 to 50 years. Two periods of notably drier and warmer conditions during the past 90 years revealed 5 to 15 percent decreases in the number of 2- to 10-year heavy rain events. The suppression percentages showed a strong tendency to increase with increasing recurrence interval from 2 to 10 years.  相似文献

ABSTRACT: The climate of Southern Arizona is dominated by summer precipitation, which accounts for over 60 percent of the annual total. Summer and non‐summer precipitation data from the USDA‐ARS Walnut Gulch Experimental Watershed are analyzed to identify trends in precipitation characteristics from 1956 to 1996. During this period, annual precipitation increased. The annual precipitation increase can be attributed to an increase in precipitation during non‐summer months, and is paralleled by an increase in the proportion of annual precipitation contributed during non‐summer months. This finding is consistent with previously reported increases in non‐summer precipitation in the southwestern United States. Detailed event data were analyzed to provide insight into the characteristics of precipitation events during this time period. Precipitation event data were characterized based on the number of events, event precipitation amount, 30‐minute event intensity, and event duration. The trend in non‐summer precipitation appears to be a result of increased event frequency since the number of events increased during nonsummer months, although the average amount per event, average event intensity, and average event duration did not. During the summer “monsoon” season, the frequency of recorded precipitation events increased but the average precipitation amount per event decreased. Knowledge of precipitation trends and the characteristics of events that make up a precipitation time series is a critical first step in understanding and managing water resources in semiarid ecosystems.  相似文献

Using nonparametric Mann‐Kendall tests, we assessed long‐term (1953‐2012) trends in streamflow and precipitation in Northern California and Southern Oregon at 26 sites regulated by dams and 41 “unregulated” sites. Few (9%) sites had significant decreasing trends in annual precipitation, but September precipitation declined at 70% of sites. Site characteristics such as runoff type (groundwater, snow, or rain) and dam regulation influenced streamflow trends. Decreasing streamflow trends outnumbered increasing trends for most months except at regulated sites for May‐September. Summer (July‐September) streamflow declined at many sites, including 73% of unregulated sites in September. Applying a LOESS regression model of antecedent precipitation vs. average monthly streamflow, we evaluated the underlying streamflow trend caused by factors other than precipitation. Decreasing trends in precipitation‐adjusted streamflow substantially outnumbered increasing trends for most months. As with streamflow, groundwater‐dominated sites had a greater percent of declining trends in precipitation‐adjusted streamflow than other runoff types. The most pristine surface‐runoff‐dominated watersheds within the study area showed no decreases in precipitation‐adjusted streamflow during the summer months. These results suggest that streamflow decreases at other sites were likely due to more increased human withdrawals and vegetation changes than to climate factors other than precipitation quantity.  相似文献

Storm frequency estimates and their temporal distributions are important in determining estimates of runoff or peak flow rates in many engineering and hydrological problems. Illinois State Water Survey Bulletin 70 has been serving as the design rainfall standard in Illinois since its publication in 1989. Although Bulletin 70 represented the best available data at the time of its publication, the standards needed to be reevaluated and updated after more than three decades and with the growing evidence of the nonstationary nature of heavy precipitation. The trends in heavy precipitation in Illinois prompted the creation of a new frequency study named Bulletin 75, providing precipitation frequencies for event durations ranging from 5 min to 10 days and for recurrence intervals ranging from 2 months to 500 years. The results are presented for the same 10 geographic sections in Illinois as in Bulletin 70 to maintain the continuity of hydrologic studies and compatibility with regulations. The primary goal of this paper is to outline some of the key methodological issues and challenges, to compare the results with the previous sources, and to highlight the effects of the changing precipitation standards on the development of amendments to existing ordinances. Lake County in Illinois, as one of the most affected urban areas with the highest change in heavy precipitation, was selected to illustrate issues related to the application of modified precipitation standards.  相似文献

Abstract: Long‐term flow records for watersheds with minimal human influence have shown trends in recent decades toward increasing streamflow at regional and national scales, especially for low flow quantiles like the annual minimum and annual median flows. Trends for high flow quantiles are less clear, despite recent research showing increased precipitation in the conterminous United States over the last century that has been brought about primarily by an increased frequency and intensity of events in the upper 10th percentile of the daily precipitation distribution – particularly in the Northeast. This study investigates trends in 28 long‐term annual flood series for New England watersheds with dominantly natural streamflow. The flood series are an average of 75 years in length and are continuous through 2006. Twenty‐five series show upward trends via the nonparametric Mann‐Kendall test, 40% (10) of which are statistically significant (p < 0.1). Moreover, an average standardized departures series for 23 of the study gages indicates that increasing flood magnitudes in New England occurred as a step change around 1970. The timing of this is broadly synchronous with a phase change in the low frequency variability of the North Atlantic Oscillation, a prominent upper atmospheric circulation pattern that is known to effect climate variability along the United States east coast. Identifiable hydroclimatic shifts should be considered when the affected flow records are used for flood frequency analyses. Special treatment of the flood series can improve the analyses and provide better estimates of flood magnitudes and frequencies under the prevailing hydroclimatic condition.  相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness.  相似文献

ABSTRACT: Gage-induced biases in monthly precipitation are estimated and removed at 1818 stations across the continental United States from 1950 through 1987. Deleterious effects of the wind and wetting losses on the interior walls of the gage were considered. These “corrected” estimates were obtained using site-specific information including wind speed, shelter-height air temperature, gage height, and sheltering. Wind speed and air temperature were interpolated at stations for which these data were not available using a spherically-based, nearest neighbor interpolation procedure. Results indicate that, as expected, biases are greater in the winter than the summer owing to the increased problems (particularly wind-induced) of measuring snowfall. In summer, percent errors range between 4 and 6 percent over nearly three-quarters of the United States with slightly larger errors over the Rocky Mountains. By contrast, winter biases are highly correlated with snowfall totals and percentage errors increase poleward, mimicking patterns of snowfall frequency. Since these biases are not trivial, they must be accounted for in order to obtain accurate and reliable time-series. If these biases are not properly addressed, serious errors can be introduced into climate change, hydrologic modeling, and environmental impact research.  相似文献

Abstract: Repeated severe droughts over the last decade in the South Atlantic have raised concern that streamflow may be systematically decreasing, possibly due to climate variability. We examined the monthly and annual trends of streamflow, precipitation, and temperature in the South Atlantic for the time periods: 1934‐2005, 1934‐1969, and 1970‐2005. Streamflow and climate (temperature and precipitation) trends transitioned ca. 1970. From 1934 to 1969, streamflow and precipitation increased in southern regions and decreased in northern regions; temperature decreased throughout the South Atlantic. From 1970 to 2005, streamflow decreased, precipitation decreased, and temperature increased throughout the South Atlantic. It is unclear whether these will be continuing trends or simply part of a long‐term climatic oscillation. Whether these streamflow trends have been driven by climatic or anthropogenic changes, water resources management faces challenging prospects to adapt to decadal‐scale persistently wet and dry hydrologic conditions.  相似文献

Abstract: The authors develop a model framework that includes a set of hydrologic modules as a water resources management and planning tool for the upper Santa Cruz River near the Mexican border, Southern Arizona. The modules consist of: (1) stochastic generation of hourly precipitation scenarios that maintain the characteristics and variability of a 45‐year hourly precipitation record from a nearby rain gauge; (2) conceptual transformation of generated precipitation into daily streamflow using varied infiltration rates and estimates of the basin antecedent moisture conditions; and (3) surface‐water to ground‐water interaction for four downstream microbasins that accounts for alluvial ground‐water recharge, and ET and pumping losses. To maintain the large inter‐annual variability of streamflow as prevails in Southern Arizona, the model framework is constructed to produce three types of seasonal winter and summer categories of streamflow (i.e., wet, medium, or dry). Long‐term (i.e., 100 years) realizations (ensembles) are generated by the above described model framework that reflects two different regimes of inter annual variability. The first regime is that of the historic streamflow gauge record. The second regime is that of the tree ring reconstructed precipitation, which was derived for the study location. Generated flow ensembles for these two regimes are used to evaluate the risk that the regional four ground‐water microbasins decline below a preset storage threshold under different operational water utilization scenarios.  相似文献

Abstract: Official seasonal water supply outlooks for the western United States are typically produced once per month from January through June. The Natural Resources Conservation Service has developed a new outlook product that allows the automated production and delivery of this type of forecast year‐round and with a daily update frequency. Daily snow water equivalent and water year‐to‐date precipitation data from multiple SNOTEL stations are combined using a statistical forecasting technique (“Z‐Score Regression”) to predict seasonal streamflow volume. The skill of these forecasts vs. lead‐time is comparable to the official published outlooks. The new product matches the intra‐monthly trends in the official forecasts until the target period is partly in the past, when the official forecasts begin to use information about observed streamflows to date. Geographically, the patterns of skill also match the official outlooks, with highest skill in Idaho and southern Colorado and lowest skill in the Colorado Front Range, eastern New Mexico, and eastern Montana. The direct and frequent delivery of objective guidance to users is a significant new development in the operational hydrologic seasonal forecasting community.  相似文献

Extreme climate events, floods, and drought, cause huge impact on daily lives. In order to produce society resilient to extreme events, it is necessary to assess the impact of frequent and high intensity storm events on design parameters. This article describes a methodology to develop future peak “design discharges” throughout the United States that can be used as a guidance to map future floodplains. In order to develop a lower and upper limit for anticipated peak flow discharges, two future growth scenarios — Representative Concentration Pathways (RCPs)‐RCP 2.6 and 8.5 were identified as the weak and strong climate scenario respectively based on the output from the global climate models. The Generalized Least Square technique in United States Geological Survey's Weighted Multiple Regression (WREG) program was used to develop regression equations that relate peak discharges to basin and climate parameters of the contributing watershed. The design discharges reflect the most recent climate model results. Number of frost days, heavy rainfall days, high temperature days, and snow depth were found to be the common extreme climate parameters influencing the regression equations. This methodology can be extended to other flood frequency events if rainfall data is available. The future discharges can be utilized in hydraulics models to estimate floodplains that can assist in resilient infrastructure planning and outline climate change adaptation strategies.  相似文献

A method is developed for choosing 21st Century streamflow projections among widely varying results from a large ensemble of climate model-driven simulations. We quantify observed trends in climate–streamflow relationships in the Rio Grande headwaters, which has experienced warming temperature and declining snowpack since the mid-20th Century. Prominent trends in the snowmelt runoff season are used to assess corresponding statistics in downscaled global climate model projections. We define “Observationally Consistent (OC)” simulations as those that reproduce historical changes to linear statistics of diminished snowpack–streamflow coupling in the headwaters and an associated increase in the contribution of spring season (post-peak snowpack) precipitation to streamflow. Only a modest fraction of the ensemble of simulations meets these consistency metrics. The subset of OC simulations projects significant decreases in headwaters flow, whereas the simulations that poorly replicate historical trends exhibit a much wider range of projected changes. These results bolster confidence in model-based projections of declining runoff in the Rio Grande headwaters in the snowmelt runoff season and offer an example of a methodology for evaluating model-based projections in basins with similar hydroclimates that have experienced pronounced climate changes in the recent historical record.  相似文献

This article examines the “climate gap” in the Southwest US (Arizona and New Mexico), referring to the “disproportionate and unequal implications of climate change and climate change mitigation” for “people of color and the poor” [Shonkoff, S.B., et al., 2011. The climate gap: environmental health and equity implications of climate change mitigation policies in California. Climatic Change, 109 (Suppl. 1), S485–S503]. The climate and poverty relationship is examined using multi-scaled analysis across three indicators of climate vulnerability, focusing on connections to health, food, and energy during the period 2010–2012. We provide an overview of climate-related social vulnerability in the Southwest based on available federal, state, and county-level census data. We then summarise the results from a stakeholder workshop and in-depth interviews about climate vulnerabilities with social service providers in southern Arizona. We identify a significant Southwest climate gap based on census data and interview findings about climate vulnerability especially relating to high levels of poverty, health disparities, and increasing costs for energy, water, and food. We find that grassroots and community organisations have mobilised to respond to climate and social vulnerability, yet resources for mitigation and adaptation are insufficient given the high level of need. Confronting a changing climate that is projected to be hotter, drier, and with the potential to reach new thresholds, we suggest that more research needs to be done to understand the social and spatial characteristics of climate risk and how low-income populations embody and experience climate risk, and adapt to a changing climate.  相似文献

For water‐resource planning, sensitivity of freshwater availability to anthropogenic climate change (ACC) often is analyzed with “offline” hydrologic models that use precipitation and potential evapotranspiration (Ep) as inputs. Because Ep is not a climate‐model output, an intermediary model of Ep must be introduced to connect the climate model to the hydrologic model. Several Ep methods are used. The suitability of each can be assessed by noting a credible Ep method for offline analyses should be able to reproduce climate models’ ACC‐driven changes in actual evapotranspiration in regions and seasons of negligible water stress (Ew). We quantified this ability for seven commonly used Ep methods and for a simple proportionality with available energy (“energy‐only” method). With the exception of the energy‐only method, all methods tend to overestimate substantially the increase in Ep associated with ACC. In an offline hydrologic model, the Ep‐change biases produce excessive increases in actual evapotranspiration (E), whether the system experiences water stress or not, and thence strong negative biases in runoff change, as compared to hydrologic fluxes in the driving climate models. The runoff biases are comparable in magnitude to the ACC‐induced runoff changes themselves. These results suggest future hydrologic drying (wetting) trends likely are being systematically and substantially overestimated (underestimated) in many water‐resource impact analyses.  相似文献

Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long‐term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green‐blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social‐ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape‐wide ecosystem management.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00568.x Abstract: The impact of climate change (CC) on irrigation reliability in a river‐based irrigation scheme in New Zealand was investigated. Reliability was defined as the river’s ability to meet the demand. Two future periods were considered, 2030‐49 (“2040”) and 2080‐99 (“2090”), and reliability at these periods were compared against those in 1980‐99 (“current”). A hydrology model, calibrated and validated for current condition, was applied to simulate flows for CC scenarios. Annual precipitation and mean temperatures were predicted to increase under CC scenarios over current condition. Occurrence of high intensity rainfall events indicated large flows under CC scenarios, though these increases could be occurring outside the irrigation season (September‐April). Compared to current condition, under CC scenarios, the number of days per season supply falling below demand could increase by 5 (2040) to 17% (2090). Snow storage plays a major role in sustaining flows in early spring under current condition. However, with increasing temperatures under CC scenarios, the average annual snow water storage could decrease from 155 mm (current) to 97‐134 mm (2040) and 40‐90 mm (2090). Under CC scenarios, to sustain the current levels of land and water uses in this scheme, storage options need to be explored.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00548.x Abstract: Public water supplies in England and Wales are provided by around 25 private‐sector companies, regulated by an economic regulator (Ofwat) and environmental regulator (Environment Agency). As part of the regulatory process, companies are required periodically to review their investment needs to maintain safe and secure supplies, and this involves an assessment of the future balance between water supply and demand. The water industry and regulators have developed an agreed set of procedures for this assessment. Climate change has been incorporated into these procedures since the late 1990s, although has been included increasingly seriously over time and it has been an effective legal requirement to consider climate change since the 2003 Water Act. In the most recent assessment in 2009, companies were required explicitly to plan for a defined amount of climate change, taking into account climate change uncertainty. A “medium” climate change scenario was defined, together with “wet” and “dry” extremes, based on scenarios developed from a number of climate models. The water industry and its regulators are now gearing up to exploit the new UKCP09 probabilistic climate change projections – but these pose significant practical and conceptual challenges. This paper outlines how the procedures for incorporating climate change information into water resources planning have evolved, and explores the issues currently facing the industry in adapting to climate change.  相似文献

ABSTRACT: Major hydrometeorological factors pertinent to defining and understanding the hydrologic characteristics of urban and other small-basin storms were investigated using data from a continuous 44-year operation of a recording raingage network in Chicago. Factors included: the frequency distribution of basin mean rainfall and its relation to storm maximum precipitation; the spatial distribution characteristics of each storm, including storm rainfall reduction factors which are widely used in hydrologic design problems; and weather-related causes related to the frequency and intensity of severe rainstorms in the Chicago area in recent years. Results have indicated that urban mean rainfall frequencies were overestimated in earlier studies in which they were derived from point/areal mean rainfall ratios obtained from much shorter records on rural networks. Reduction factors were found to vary between urban and rural storm systems due to urban-related effects. Two factors were found to be potential contributors to the characteristics of severe rainstorm occurrences at Chicago. These include urban-induced rain enhancement and an upward climatic trend in the occurrence of heavy rainfall events during the sampling period. Study results should be generally applicable to other large urban areas in the Midwest and other regions of similar precipitation climate.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00613.x Abstract: Recent studies document increasing precipitation and streamflow in the northeastern United States throughout the 20th and early 21st Centuries. Annual peak discharges have increased over this period on many New England rivers with dominantly natural streamflow – especially for smaller, more frequent floods. To better investigate high‐frequency floods (<5‐year recurrence interval), we analyze the partial duration flood series for 23 New England rivers selected for minimal human impact. The study rivers have continuous records through 2006 and an average period of record of 71 years. Twenty‐two of the 23 rivers show increasing trends in peaks over threshold per water year (POT/WY) – a direct measure of flood frequency – using the Mann‐Kendall trend test. Ten of these trends had p < 0.1. Seventeen rivers show positive trends in flood magnitude, six of which had p < 0.1. We also investigate a potential hydroclimatic shift in the region around 1970. Twenty‐two of the 23 rivers show increased POT/WY in the post‐1970 period when comparing pre‐ and post‐1970 records using the Wilcoxon rank‐sum test. More than half of these increases have p < 0.1, indicating a shift in flow regime toward more frequent flooding. Region wide, we found a median increase of one flood per year for the post‐1970 period. Because frequent floods are important channel‐forming flows, these results have implications for channel and floodplain morphology, aquatic habitat, and restoration.  相似文献

Many US municipalities are engaged in climate change mitigation planning or efforts to reduce their communities' greenhouse gas emissions. However, most have adopted very few policies to implement their climate change mitigation goals, and many others are not pursuing climate change mitigation at all. This study examines municipalities' approaches to energy and climate issues and identifies the “keys to success” that influence the extent to which they adopt climate change mitigation policies.

Prior researchers have characterised climate change mitigation efforts as an example of multi-level governance, in which policies are formulated through a variety of networks and interactions between government actors and civil society. I find that municipalities that engage community interests and coordinate with neighbouring jurisdictions in their energy and climate planning processes are far more likely to adopt meaningful policies and conclude that such multi-level governance approaches are actually critical to the success of climate change mitigation planning.  相似文献
