DOI: 10.1111/j.1752‐1688.2011.00591.x Abstract: Water quality modeling is a major source of scientific uncertainty in the Total Maximum Daily Load (TMDL) process. The effects of these uncertainties extend to water quality trading programs designed to implement TMDLs. This study examines the effects of water quality model uncertainty on a nutrient trading program. The study builds on previous work to design a phosphorus trading program for the Nontidal Passaic River Basin in New Jersey that would implement the watershed TMDL for total phosphorus (TP). The study identified how water quality model uncertainty affects outcomes of potential trades of TP between wastewater treatment plants. The uncertainty analysis found no evidence to suggest that the outcome of trades between wastewater treatment plants, as compared with command and control regulation, will significantly increase uncertainty in the attainment of dissolved oxygen surface water quality standards, site‐specific chlorophyll a criteria, and reduction targets for diverted TP load at potential hot spots in the watershed. Each simulated trading scenario demonstrated parity with or improvement from the command and control approach at the TMDL critical locations, and low risk of hot spots elsewhere.  相似文献

Abstract: Total Maximum Daily Load (TMDL) implementation generates benefits and costs from water quality improvements, which are rarely quantified. This analysis examines a TMDL written to address bacteria and aquatic‐life‐use impairments on Abrams and Opequon Creeks in Virginia. Benefits were estimated using a contingent valuation survey of local residents. Costs were based on the number and type of best management practices (BMPs) necessary to achieve TMDL pollution reduction goals. BMPs were quantified using watershed‐scale water quality simulation models (Generalized Watershed Loading Function and Hydrological Simulation Program‐FORTRAN). Based on our projections, the costs to achieve TMDL induced pollution reduction goals outweigh the estimated benefits. Benefit‐cost ratios ranged between 0.1 and 0.3.  相似文献

Lin, Zhulu, 2011. Estimating Water Budgets and Vertical Leakages for Karst Lakes in North‐Central Florida (United States) Via Hydrological Modeling. DOI: 10.1111/j.1752‐1688.2010.00513.x Abstract: Newnans, Lochloosa, and Orange Lakes are closely hydrologically connected karst lakes located in north‐central Florida, United States. The complex karst hydrology in this region poses a great challenge to the hydrological modeling that is essential to the development of Total Maximum Daily Loads for these lakes. We used a Hydrological Simulation Program – Fortran model coupled with the parallel Parameter ESTimation model calibration and uncertainty analysis software to estimate effectively the hydrological interactions between the lakes and the underlying upper Floridan aquifer and the water budgets for these three lakes. The net results of the lake‐groundwater interactions in Newnans and Orange Lakes are that both lakes recharge the underlying upper Floridan aquifer, with the recharge rate of the latter one magnitude greater than that of the former. However, for Lochloosa Lake, the net lake‐groundwater interaction is that the lake gains water from groundwater in a significant amount, approximately 40% of its total terrestrial water input. The annual average vertical leakages estimated for Newnans, Lochloosa, and Orange Lakes are 6.0 × 106, ?8.9 × 106, and 44.4 × 106 m3, respectively. The average vertical hydraulic conductance (Kv/b) of the units between a lake bottom and the underlying upper Floridan aquifer in this region are also estimated to be from 1.26 × 10?4 to 1.01 × 10?3 day?1.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00574.x Abstract: Nutrient input to the Laurentian Great Lakes continues to cause problems with eutrophication. To reduce the extent and severity of these problems, target nutrient loads were established and Total Maximum Daily Loads are being developed for many tributaries. Without detailed loading information it is difficult to determine if the targets are being met and how to prioritize rehabilitation efforts. To help address these issues, SPAtially Referenced Regressions On Watershed attributes (SPARROW) models were developed for estimating loads and sources of phosphorus (P) and nitrogen (N) from the United States (U.S.) portion of the Great Lakes, Upper Mississippi, Ohio, and Red River Basins. Results indicated that recent U.S. loadings to Lakes Michigan and Ontario are similar to those in the 1980s, whereas loadings to Lakes Superior, Huron, and Erie decreased. Highest loads were from tributaries with the largest watersheds, whereas highest yields were from areas with intense agriculture and large point sources of nutrients. Tributaries were ranked based on their relative loads and yields to each lake. Input from agricultural areas was a significant source of nutrients, contributing ~33‐44% of the P and ~33‐58% of the N, except for areas around Superior with little agriculture. Point sources were also significant, contributing ~14‐44% of the P and 13‐34% of the N. Watersheds around Lake Erie contributed nutrients at the highest rate (similar to intensively farmed areas in the Midwest) because they have the largest nutrient inputs and highest delivery ratio.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00662.x Abstract: Spatially detailed mass‐loading studies and solute‐transport modeling using OTIS (One‐dimensional Transport with Inflow and Storage) demonstrate how natural attenuation and loading from distinct and diffuse sources control stream water quality and affect load reductions predicted in total maximum daily loads (TMDLs). Mass‐loading data collected during low‐flow from Cement Creek (a low‐pH, metal‐rich stream because of natural and mining sources, and subject to TMDL requirements) were used to calibrate OTIS and showed spatially variable effects of natural attenuation (instream reactions) and loading from diffuse (groundwater) and distinct sources. OTIS simulations of the possible effects of TMDL‐recommended remediation of mine sites showed less improvement to dissolved zinc load and concentration (14% decrease) than did the TMDL (53‐63% decrease). The TMDL (1) assumed conservative transport, (2) accounted for loads removed by remediation by subtracting them from total load at the stream mouth, and (3) did not include diffuse‐source loads. In OTIS, loads were reduced near their source; the resulting concentration was decreased by natural attenuation and increased by diffuse‐source loads during downstream transport. Thus, by not including natural attenuation and loading from diffuse sources, the TMDL overestimated remediation effects at low flow. Use of the techniques presented herein could improve TMDLs by incorporating these processes during TMDL development.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00566.x Abstract: Animals, such as birds, are a source of fecal indicator bacteria and pathogens in the environment. Our objective was to determine whether a colony of cliff swallows nesting underneath a bridge would yield a measurable increase in fecal indicator bacteria (specifically Escherichia coli) in the underlying creek. When the swallows were absent, dry‐weather concentrations of E. coli upstream and downstream of the bridge (in Austin, Texas) were below the Texas contact recreation criteria. When the swallows were present, dry‐weather geometric‐mean E. coli concentrations increased significantly from upstream (43 most probable number [MPN]/100 ml) to downstream (106 MPN/100 ml) of the bridge. One exceedance and one near‐exceedance of the Texas single‐sample contact recreation criterion were observed during the swallows’ nesting phase. When the swallows were present, the downstream E. coli geometric‐mean concentration in storm events (875 MPN/100 ml) was significantly higher than the upstream concentration (356 MPN/100 ml), suggesting that runoff flushes swallow feces from the ground into the creek. Although the loading of E. coli from cliff swallows nesting under bridges can be significant (e.g., dry‐weather loading of 3.1 × 108 MPN/day/nest), the zoonotic potential of the cliff swallow must be examined to determine the risk to human health from contact recreation in waters contaminated with cliff swallow feces.  相似文献

ABSTRACT: Better Assessment Science Integrating Point and Non‐point Sources (BASINS) is a geographic‐based watershed assessment tool developed by EPA's Office of Water to help states more efficiently target and evaluate water‐bodies that are not meeting water quality standards. BASINS (EPA, 1996a, 1998) brings together data on water quality and quantity, land uses, point source loadings, and other related spatial data with supporting nonpoint and water quality models at a quicker and more effective pace. EPA developed BASINS, to better integrate point and nonpoint source water quality assessments for the Nation's 2100+ watersheds. In its zeal to achieve this endpoint, EPA has initiated a simplistic approach that was expected to grow through scientific enhancements as TMDL developers become more familiar with modeling requirements. BASINS builds upon federal databases of water quality conditions and point source loadings for numerous parameters where quality assurance is suspect in some cases. Its design allows comprehensive assessments and modeling in typical Total Maximum Daily Load (TMDL) computations. While the TMDL utility is the primary reason BASINS was developed, other longer‐range water quality assessments will become possible as the Agency expands the suite of assessment models and databases in future releases. The simplistic approach to modeling and user‐friendly tools gives rise, however, to technical and philosophical concerns related to default data usage. Seamless generation of model input files and the failure of some utilities to work properly suggest to NCASI that serious problems may still exist and prompts the need for a more rigorous peer‐review. Furthermore, sustainable training becomes paramount, as some older modelers will be unfamiliar with Geographic Information System (GIS) technology and associated computer skills. Overall, however, BASINS was judged to be an excellent beginning tool to meet the complex environmental modeling needs in the 21st Century.  相似文献

Applications of Total Maximum Daily Load (TMDL) criteria for complex estuarine systems like Chesapeake Bay have been limited by difficulties in estimating precisely how changes in input loads will impact ambient water quality. A method to deal with this limitation combines the strengths of the Chesapeake Bay's Water Quality Sediment Transport Model (WQSTM), which simulates load response, and the Chesapeake Bay Program's robust historical monitoring dataset. The method uses linear regression to apply simulated relative load responses to historical observations of water quality at a given location and time. Steps to optimize the application of regression analysis were to: (1) determine the best temporal and spatial scale for applying the WQSTM scenarios, (2) determine whether the WQSTM method remained valid with significant perturbation from calibration conditions, and (3) evaluate the need for log transformation of both dissolved oxygen (DO) and chlorophyll a (CHL) datasets. The final method used simple linear regression at the single month, single WQSTM grid cell scale to quantify changes in DO and CHL resulting from simulated load reduction scenarios. The resulting linear equations were applied to historical monitoring data to produce a set of “scenario‐modified” DO or CHL concentration estimates. The utility of the regression method was validated by its ability to estimate progressively increasing attainment in support of the 2010 Chesapeake Bay TMDL.  相似文献

Abstract: A simple spreadsheet model was used to evaluate potential water quality benefits of high‐density development. The question was whether the reduced land consumed by higher density development (vs. standard suburban developments) would offset the worse water quality generated by a greater amount of impervious surface in the smaller area. Total runoff volume and per acre loadings of total phosphorous, total nitrogen, and total suspended solids increased with density as expected, but per capita loadings and runoff decreased markedly with density. For a constant or given population, then, higher density can result in dramatically lower total loadings than more diffuse suburban densities. The model showed that a simple doubling of standard suburban densities [to 8 dwelling units per acre (DUA) from about 3 to 5 DUA] in most cases could do more to reduce contaminant loadings associated with urban growth than many traditional stormwater best management practices (BMPs), and that higher densities such as those associated with transit‐oriented development could outperform almost all traditional BMPs, in terms of reduced loadings per a constant population. Because higher density is associated with vibrant urban life, building a better city may be the best BMP to mitigate the water quality damage that will accompany the massive urban growth expected for the next several decades.  相似文献

Achieving and maintaining the water quality conditions necessary to protect the aquatic living resources of the Chesapeake Bay and its tidal tributaries has required a foundation of quantifiable water quality criteria. Quantitative criteria serve as a critical basis for assessing the attainment of designated uses and measuring progress toward meeting water quality goals of the Chesapeake Bay Program partnership. In 1987, the Chesapeake Bay Program partnership committed to defining the water quality conditions necessary to protect aquatic living resources. Under section 303(c) of the Clean Water Act, States and authorized tribes have the primary responsibility for adopting water quality standards into law or regulation. The Chesapeake Bay Program partnership worked with U.S. Environmental Protection Agency to develop and publish a guidance framework of ambient water quality criteria with designated uses and assessment procedures for dissolved oxygen, water clarity, and chlorophyll a for Chesapeake Bay and its tidal tributaries in 2003. This article reviews the derivation of the water quality criteria, criteria assessment protocols, designated use boundaries, and their refinements published in six addendum documents since 2003 and successfully adopted into each jurisdiction's water quality standards used in developing the Chesapeake Bay Total Maximum Daily Load.  相似文献

Modeling the Spatially Varying Water Balance Processes in a Semiarid Mountainous Watershed of Idaho. Journal of the American Water Resources Association (JAWRA) 45(6):1390‐1408. Abstract: The distributed Soil Water Assessment Tool (SWAT) hydrologic model was applied to a research watershed, the Dry Creek Experimental Watershed, near Boise Idaho to investigate its water balance components both temporally and spatially. Calibrating and validating SWAT is necessary to enable our understanding of the water balance components in this semiarid watershed. Daily streamflow data from four streamflow gages were used for calibration and validation of the model. Monthly estimates of streamflow during the calibration phase by SWAT produced satisfactory results with a Nash Sutcliffe coefficient of model efficiency 0.79. Since it is a continuous simulation model, as opposed to an event‐based model, it demonstrated the limited ability in capturing both streamflow and soil moisture for selected rain‐on‐snow (ROS) events during the validation period between 2005 and 2007. Especially, soil moisture was generally underestimated compared with observations from two monitoring pits. However, our implementation of SWAT showed that seasonal and annual water balance partitioning of precipitation into evapotranspiration, streamflow, soil moisture, and drainage was not only possible but closely followed the trends of a typical semiarid watershed in the intermountain west. This study highlights the necessity for better techniques to precisely identify and drive the model with commonly observed climatic inversion‐related snowmelt or ROS weather events. Estimation of key parameters pertaining to soil (e.g., available water content and saturated hydraulic conductivity), snow (e.g., lapse rates, melting), and vegetation (e.g., leaf area index and maximum canopy index) using additional field observations in the watershed is critical for better prediction.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00505.x Abstract: Surrogate measures like turbidity, which can be observed with high frequency in situ, have potential for generating high frequency estimates of total suspended solids (TSS) and total phosphorus (TP) concentrations. In the semiarid, snowmelt‐driven, and irrigation‐regulated Little Bear River watershed of northern Utah, high frequency in situ water quality measurements were recorded in conjunction with periodic chemistry sampling. Site‐specific relationships were developed using turbidity as a surrogate for TP and TSS at two monitoring locations. Methods are presented for employing censored data and for investigating categorical explanatory variables (e.g., hydrologic conditions). Turbidity was a significant explanatory variable for TP and TSS at both sites, which differ in hydrologic and water quality characteristics. The relationship between turbidity and TP was stronger at the upper watershed site where TP is predominantly particulate. At both sites, the relationships between turbidity and TP varied between spring snowmelt and base flow conditions while the relationships between TSS and turbidity were consistent across hydrological conditions. This approach enables the calculation of high frequency time series of TP and TSS concentrations previously unavailable using traditional monitoring approaches. These methods have broad application for situations that require accurate characterization of fluxes of these constituents over a range of hydrologic conditions.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00528.x Abstract: Present models of the fate of enteric bacteria in surface water usually assume simple first‐order decay. However, observed decay kinetics are typically biphasic and there is increasing evidence for growth in the ambient environment. These features are similar to the stationary phase of long‐term batch cultures, where the dynamics are the result of repeated cycles of population takeovers by Growth Advantage in Stationary Phase (GASP) mutants able to scavenge nutrients released from dead cells. We investigated the possible role of this mechanism (i.e., growth of an adapted subpopulation) in surface water using laboratory experiments with various strains of Escherichia coli in different types of water. Addition of ampicillin (which only kills dividing cells) to these cultures caused a decrease in the total cell density, demonstrating the presence of a growing subpopulation. Furthermore, long‐term survivors from surface water cultures outcompete naïve cells and take over the population in surface water. This growth advantage is heritable (i.e., aged strains were isolated from a single cell) and consistent with the GASP mechanism, although the responsible loci were not identified. Our results show that E. coli populations in surface water are dynamic and consist of dying naïve cells and growing surface water adapted cells. These results can explain the apparent biphasic decay pattern observed in laboratory experiments. This mechanism may also be important in the ambient environment.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00554.x Abstract: This paper reviews New Zealand’s National Rivers Water Quality Network (NRWQN), which is now in its third decade of monitoring. The NRWQN is noteworthy for being operationally stable throughout its history, and the resulting consistency is increasingly valuable for detecting water quality trends and for “anchoring” temporary special purpose monitoring campaigns. The NRWQN was carefully designed following considerable effort to learn from monitoring experiences elsewhere. Monthly visits are made to 77 sites (all near hydrometric stations) on 35 river systems that cumulatively drain about one half of the national landscape. “Core” (routinely measured) variables are: conductivity, pH, temperature, dissolved oxygen, visual clarity, turbidity, colored dissolved organic matter, fecal indicator bacteria, and different forms of nitrogen and phosphorus (italics indicate field measurements). Associated benthic biological monitoring comprises monthly visual assessment of periphyton and annual sampling for macro‐invertebrates. We overview the conception, design, initiation, and operational history of the NRWQN, and highlight the diverse applications of its datasets including numerous scientific applications, national‐scale modeling of material fluxes, and state‐of‐environment reporting and practical water management at both regional and national scale. The qualified success of the NRWQN can probably be attributed to careful (and parsimonious) design and consistent operation.  相似文献

Abstract: The National Research Council recommended Adaptive Total Maximum Daily Load implementation with the recognition that the predictive uncertainty of water quality models can be high. Quantifying predictive uncertainty provides important information for model selection and decision‐making. We review five methods that have been used with water quality models to evaluate model parameter and predictive uncertainty. These methods (1) Regionalized Sensitivity Analysis, (2) Generalized Likelihood Uncertainty Estimation, (3) Bayesian Monte Carlo, (4) Importance Sampling, and (5) Markov Chain Monte Carlo (MCMC) are based on similar concepts; their development over time was facilitated by the increasing availability of fast, cheap computers. Using a Streeter‐Phelps model as an example we show that, applied consistently, these methods give compatible results. Thus, all of these methods can, in principle, provide useful sets of parameter values that can be used to evaluate model predictive uncertainty, though, in practice, some are quickly limited by the “curse of dimensionality” or may have difficulty evaluating irregularly shaped parameter spaces. Adaptive implementation invites model updating, as new data become available reflecting water‐body responses to pollutant load reductions, and a Bayesian approach using MCMC is particularly handy for that task.  相似文献

E. coli O157:H7 is a pathogen that can be present in sewage contaminated waters. This organism poses a health risk for humans who come in contact with these waters via drinking, swimming, or shellfish consumption. A risk assessment model is needed to evaluate or quantify this risk. One possibility is the use of a computer model to simulate the fate and transport of E. coli O157:H7 downstream from a discharge point [e.g., a separate sanitary sewer overflow (SSO)]. However, this computer model would require input data regarding characteristics of this organism, which have not been previously available. One necessary input parameter is the rate at which die off of this organism occurs in a stream or river environment. Several studies were conducted to evaluate the die‐off rate of E. coli O157:H7 in an SSO impacted stream. Indicator bacteria (total coliforms, E. coli, and enterococci) were evaluated simultaneously. The results suggest that E. coli O157:H7 is not persistent — decay rates are high relative to the indicator bacteria. However, the decay plots suggest a biphasic response: initial decay is rapid, followed by an attenuated, slower decay. Hence traditional simulation methods using a single, first‐order decay rate may be inaccurate.  相似文献

ABSTRACT: In 1996, the State of Oregon adopted a water quality standard based on Escherichia coli (E. coli), recognizing E. coli as an indicator of pathogenic potential. The Oregon Department of Environmental Quality (DEQ) began analysis for E. coli that same year. The Oregon DEQ continued collection and analysis of fecal coliform (a prior indicator organism) for data input to bacterial loading models and the Oregon Water Quality Index (OWQI). The OWQI is a primary indicator of general water quality for the Oregon DEQ and the Oregon Progress Board. The objective of this study was to develop a regression relationship between fecal coliform and E. coli. This relationship would fill data gaps and extend water quality models and indicators. Water quality policy is better informed by the ability of these extended water quality models to determine whether water quality meets present or would have met past bacterial standards. Monitoring resources spent on dual bacterial analyses could be conserved. This study also showed that changes to OWQI values (as a result of changing bacterial indicators) were minimal, and corresponded to improved characterization of water quality with respect to pathogenic potential.  相似文献

ABSTRACT: The Tualatin is the first watershed in Oregon to implement the Total Maximum Daily Load provisions of the Clean Water Act to deal with nonpoint source pollution. Local officials cite residential yard care practices as potential contributors to nonpoint source pollution in the basin. Qualitative and quantitative methods, including observation of yard maintenance styles, suggest behaviors potentially harmful to water quality and conservation. Yard maintenance is influenced by the importance of neighborhood appearance and concern for aesthetics. These concerns stimulate residents to water, fertilize, and apply weed control at more frequent intervals than yard care experts recommend. Better understanding of the effects that relations with neighbors and yard maintenance knowledge have on residential yard care practices can help improve water quality.  相似文献

Abstract: Water resources are under increasing pressure to meet potable supply needs while sustaining aquatic ecosystems and fisheries. Growing populations and enforcement of the Total Maximum Daily Load provisions of the Clean Water Act present public water and wastewater utilities with costly options to meet potable water demands and reduce pollutant discharges into receiving waters. This paper documents that New York City’s comprehensive water conservation program – designed to extend the city’s safe yield of potable water—has also resulted in reduced nitrogen discharges from the city’s water pollution control plants during a period of population increases. This paper demonstrates and quantifies the effects that wastewater inflow volume reductions have on increased nitrogen removal, controlling for plant process changes. Conservation programs have saved the city billions of dollars in delayed or avoided capital improvements to both water and wastewater treatment plants, and have enabled the city to meet interim effluent discharge standards.  相似文献

Abstract: Water‐quality standards have been placed on fecal indicator organisms such as Escherichia coli in an attempt to limit the concentrations in water bodies. Cattle can be a significant source of bacteria to water systems, particularly when they are allowed direct access to streams. A flume study was conducted to quantify the effect and understand the transport of E. coli from directly deposited cattle manure. Five steady‐state flows, ranging from 0.00683 to 0.0176 m3/s, were studied and loads from a single cowpie exceeded the U.S. Environmental Protection Agency’s recommended water‐quality standards (235 CFU/100 ml) at each flow over the hour study period. Average E. coli concentrations ranged from 102 to 105 CFU/100 ml over the hour sampling period for all flows. High spatial variations in E. coli concentrations were often seen at each sampling time, with higher concentrations typically at the bottom of the flume. E. coli resuspension was initially greater at 0.5 min after deposition, for the lowest flow (105 CFU/m2/s); however, resuspension rates became similar over time, on the order of 103 CFU/m2/s. This study demonstrates that the concentrations of E. coli can vary over the water column, and therefore grab samples may inaccurately measure bacteria concentrations and loads in streams. In addition, resuspension rates were often high, so the incorporation of this process into water‐quality models is important for bacteria prediction.  相似文献
