Strategies for remediation of drilling mud wastes at a typical deep sour gas well site in the foothills of Alberta were assessed in terms of financial and social costs and benefits, in alignment with established sustainable remediation and decision analysis principles. Managers of contaminated sites containing historical drilling wastes are challenged with managing liability through several regulatory changes over time. Excavation and disposal of the contaminated soil from the site was the only means of securing regulatory release, with the nearest landfill located 150 km away. A perception exists that in many cases excavation and disposal inflicts unnecessary levels of site intrusiveness and public disturbance when other options achieving a similar risk end point may do so for lower social cost. The study tested this hypothesis to ascertain whether the currently accepted solution is the best option when the wider costs and benefits to society and the environment are included. Eight remedial strategies were assessed using cost–benefit analysis, including using environmental economics techniques to quantify social and environmental impacts. The economic model showed that methods such as capping in‐place or engineered encapsulation were superior to full excavation and disposal from financial and sustainability perspectives. Quantified external costs and benefits such as road damage, greenhouse gas emissions, public nuisance and safety, and community amenity value were influential in identifying superior options. It was demonstrated that $0.2 million of societal costs could be avoided by choosing capping over landfill disposal. This represents substantial implications when viewed in the context of this and other operators’ portfolios of hundreds of abandoned wells in the area. ©2016 Wiley Periodicals, Inc.  相似文献

Waste from traditional markets in Indonesia is the second largest stream of municipal solid waste after household waste. It has a higher organic fraction and may have greater potential to be managed on a business scale compared to household wastes. The attributed reason is that in general the wastes generated from traditional markets are more uniform, more concentrated and less hazardous than waste from other sources. This paper presents the results of environmental and economic assessments to compare the options available for traditional market waste disposal in Indonesia. The options compared were composting in labour intensive plants, composting in a centralised plant that utilised a simple wheel loader, centralised biogas production and landfill for electricity production. The current open dumping practice was included as the baseline case. A life cycle assessment (LCA) was used for environmental analysis. All options compared have lower environmental impacts than the current practice of open dumping. The biogas production option has the lowest environmental impacts. A cost-benefit analysis, which considered greenhouse gas savings, was used for the economic assessment. It was found that composting at a centralised plant is the most economically feasible option under the present Indonesian conditions. The approach reported in this study could be applied for 'a pre-feasibility first cut comparison' that includes environmental aspects in a decision-making framework for developing countries even though European emission factors were used.  相似文献

The Air Force Center for Engineering and the Environment (AFCEE) is performing Environmental Restoration Program Optimization (E‐RPO) at various United States Air Force (USAF) installations to evaluate existing remediation strategies and recommend actions to advance issues impacting the remediation program. As sustainability practices (including green and sustainable remediation [GSR]) increase at Air Force facilities and throughout the environmental industry, the use of alternative energy‐collection sources (i.e., solar photovoltaics [PV] and wind turbines) is likely to increase dramatically. Although PV and wind power systems exhibit a low environmental footprint during their use, there are potential human health and environmental impacts from the manufacturing and recycling processes. This article presents a summary of available information regarding the environmental impacts associated with life‐cycle assessments that include raw material extraction and refinement, product manufacturing, use, and postuse disposal for PV and wind turbines (i.e., cradle‐to‐grave impacts). © 2010 Wiley Periodicals, Inc.  相似文献

This study evaluated the environmental impacts of sprayed-on asbestos, which had been used as insulation material in buildings, from multiple perspectives, mainly at the disposal stage. The health risks from asbestos emission and energy consumption were estimated. Two disposal scenarios were assumed for the asbestos: melting for reduced-risk disposal and ordinary packaging/landfilling. We estimated the asbestos emission and health risk in the case of packaging/landfilling, assuming uncontrolled management of the landfill site. A difficulty with introducing health-risk concepts into life cycle assessment (LCA) is the pulse–flux problem, which is discussed in the light of these estimations. In order to solve this problem, we proposed a method using a conversion factor representing exposure-dose/emission, and showed that emission could be converted into health risk. We also estimated the energy consumption for melting asbestos in the disposal stage, which can decrease the health risk. If we consider the energy consumption for the life cycle of asbestos, only a little energy is required for melting, compared with the large amount of energy saved in the use stage owing to the insulating effect of the asbestos. The trade-off relationship between health risk and energy consumption for the disposal scenarios indicated the need for weighting methods to handle trade-offs such as this. The US Environmental Protection Agency (US EPA) launched the Resource Conservation Challenge (RCC) in 2002 to help reduce waste and move towards more sustainable resource consumption. The objective of the RCC is to help communities, industries, and the public think in terms of materials management rather than waste disposal. Reducing cost, finding more efficient and effective strategies to manage municipal waste, and thinking in terms of materials management requires a holistic approach that considers life-cycle environmental tradeoffs. The US EPA's National Risk Management Research Laboratory has led the development of a municipal solid waste decision support tool (MSW-DST). The computer software can be used to calculate life-cycle environmental tradeoffs and full costs of different waste management or materials recovery programs. The environmental methodology is based on the use of life-cycle assessment and the cost methodology is based on the use of full-cost accounting. Life-cycle inventory (LCI) environmental impacts and costs are calculated from the point of collection, handling, transport, treatment, and disposal. For any materials that are recovered for recycling, offsets are calculated to reflect potential emissions savings from use of virgin materials. The use of the MSW-DST provides a standardized format and consistent basis to compare alternatives. This paper provides an illustration of how the MSW-DST can be used by evaluating ten management strategies for a hypothetical medium-sized community to compare the life-cycle environmental and cost tradeoffs. The LCI results from the MSW-DST are then used as inputs into another US EPA tool, the Tool for the reduction and assessment of chemical and other environmental impacts, to convert the LCI results into impact indicators. The goal of this paper is to demonstrate how the MSW-DST can be used to identify and balance multiple criteria (costs and environmental impacts) when evaluating options for materials and waste management. This type of approach is needed in identifying strategies that lead to reduced waste and more sustainable resource consumption. Livestock mortalities represent a major waste stream within agriculture. Many different methods are used throughout the world to dispose of these mortalities; however within the European Union (EU) disposal options are limited by stringent legislation. The legal disposal options currently available to EU farmers (primarily rendering and incineration) are frequently negatively perceived on both practical and economic grounds. In this review, we assess the potential environment impacts and biosecurity risks associated with each of the main options used for disposal of livestock mortalities in the world and critically evaluate the justification for current EU regulations. Overall, we conclude that while current legislation intends to minimise the potential for on-farm pollution and the spread of infectious diseases (e.g. transmissible spongiform encephalopathies, bacterial pathogens), alternative technologies (e.g. bioreduction, anaerobic digestion) may provide a more cost-effective, practical and biosecure mechanism for carcass disposal as well as having a lower environmental footprint. Further social, environmental and economic research is therefore warranted to assess the holistic benefits of alternative approaches for carcass disposal in Europe, with an aim to provide policy-makers with robust knowledge to make informed decisions on future legislation.  相似文献

The U.S. Department of Energy (DOE) is beginning major environmental restoration projects of both active and inactive sites throughout the United States. The problems at the sites include contaminated soils, groundwater and surface waters, structures, and old waste disposal areas. IT Corporation, under the direction of the Office of Independent Cost Estimating (OICE) for DOE, developed a list of environmental problems at the sites and probable cleanup technologies and techniques that could be used. Estimated unit costs were then developed for these cleanup technologies, using available data and references. Some procedures developed were common to many or all cleanup projects. These included site characterization, remedial investigation (RI), feasibility studies (FS), and the closure/post-closure phase. The article will focus on cost estimating of the closure/post-closure phase of a cleanup project. The cost data provided are for budget level or check estimates. Site-specific conditions as well as items peculiar to the environmental industry, such as governmental regulations and community relations, can influence both the cost and duration of a cleanup project.  相似文献

Inadequate management of biomedical waste can be associated with risks to healthcare workers, patients, communities and their environment. This study was conducted to assess the handling and treatment of biomedical waste in different healthcare settings in Egypt. Five hospitals and ten primary healthcare settings were surveyed using a modified survey questionnaire for waste management. This questionnaire was obtained from the World Health Organization (WHO), with the aim of assessing the processing systems for biomedical waste disposal. Researchers found that biomedical waste is inadequately processed in hospitals and primary healthcare settings due to the absence of written policies and protocols. Accordingly, healthcare staff, patients, the community and the environment may be negatively affected by exposure to the hazards of biomedical waste. The development of waste management policies, plans, and protocols are strongly recommended, in addition to establishing training programs on proper waste management for all healthcare workers.  相似文献

Laboratory investigations were carried out to establish the potential utilisation of brick dust (BD) in construction. The dust is a waste material from the cutting of fired clay bricks. Currently, the disposal of the dust is a problem to the brick fabrication company, and hence an environmental pollution concern. The dust was stabilised either used on its own or in combination with Pulverised Fuel Ash (PFA), a by-product material from coal combustion. The traditional stabilisers of lime and/or Portland Cement (PC) were used as controls. The main aim was to use a sustainable stabiliser material, where these stabilisers were partially replaced with Ground Granulated Blastfurnace Slag (GGBS), a by-product material from steel manufacture. Compacted cylinder test specimens were made at typical stabiliser contents and moist cured for up to 56 days prior to testing for compressive and California Bearing Ratio (CBR) strength tests, and to linear expansion during moist curing and subsequent soaking in water. The results obtained showed that partial substitution of the dust with PFA resulted in stronger material compared to using it on its own. The blended stabilisers achieved better performance. These results suggest technological, economic as well as environmental advantages of using the brick dust and similar industrial by-products to achieve sustainable infrastructure development with near zero industrial waste.  相似文献

Biodegradable polymers are considered a feasible option to minimize the environment impacts of high disposal of solid waste. Nevertheless, environmental safety of these materials is a few explored issue. In this context, this study evaluated ecotoxicological effects in soil of the biodegradable materials poly(lactic acid)-PLA, poly(butylene adipate co-terephthalate)-PBAT and their blends compatibilized with a chain extender. The tool used for this analysis was the bioassay with Allium cepa as test organism. The studied materials were not phytotoxic, cytotoxic, genotoxic nor mutagenic for meristematic cells of A. cepa.  相似文献

Leachate emissions from landfill sites are of concern, primarily due to their toxic impact when released unchecked into the environment, and the potential for landfill sites to generate leachate for many hundreds of years following closure. Consequently, economically and environmentally sustainable disposal options are a priority in waste management. One potential option is the use of soil-plant based remediation schemes. In many cases, using either trees (including short rotation coppice) or grassland, phytoremediation of leachate has been successful. However, there are a significant number of examples where phytoremediation has failed. Typically, this failure can be ascribed to excessive leachate application and poor management due to a fundamental lack of understanding of the plant-soil system. On balance, with careful management, phytoremediation can be viewed as a sustainable, cost effective and environmentally sound option which is capable of treating 250m(3)ha(-1)yr(-1). However, these schemes have a requirement for large land areas and must be capable of responding to changes in leachate quality and quantity, problems of scheme establishment and maintenance, continual environmental monitoring and seasonal patterns of plant growth. Although the fundamental underpinning science is well understood, further work is required to create long-term predictive remediation models, full environmental impact assessments, a complete life-cycle analysis and economic analyses for a wide range of landfill scenarios.  相似文献

If residents’ perceptions, concerns and attitudes towards waste management facilities are either not well understood or underestimated, people can produce strong opposition that may include protest demonstrations and violent conflicts such as those experienced in the Campania Region of Italy. The aim of this study was to verify the effects of the closure of solid waste treatment and disposal facilities (two landfills and one RDF production plant) on public perception of odour and environmental pollution. The study took place in four villages in Southern Italy. Identical questionnaires were administered to residents during 2003 and after the closure of the facilities occurred in 2008. The residents’ perception of odour nuisance considerably diminished between 2003 and 2009 for the nearest villages, with odour perception showing an association with distance from the facilities. Post closure, residents had difficulty in identifying the type of smell due to the decrease in odour level. During both surveys, older residents reported most concern about the potentially adverse health impacts of long-term exposure to odours from MSW facilities. However, although awareness of MSW facilities and concern about potentially adverse health impacts varied according to the characteristics of residents in 2003, substantial media coverage produced an equalisation effect and increased knowledge about the type of facilities and how they operated. It is possible that residents of the village nearest to the facilities reported lower awareness of and concern about odour and environmental pollution because the municipality received economic compensation for their presence.  相似文献

The environmental impacts of waste incineration with auxiliary coal were investigated using the life-cycle-based software, EASEWASTE, based on the municipal solid waste (MSW) management system in Shuozhou City. In the current system, MSW is collected, transported, and incinerated with 250kg of coal per ton of waste. Based on observed environmental impacts of incineration, fossil CO(2) and heavy metals were primary contributors to global warming and ecotoxicity in soil, respectively. Compared with incinerators using excess coal, incineration with adequate coal presents significant benefits in mitigating global warming, whereas incineration with a mass of coal can avoid more impacts to acidification, photochemical ozone and nutrient enrichment because of increased electricity substitution and reduced emission from coal power plants. The "Emission standard of air pollutants for thermal power plants (GB13223-2011)" implemented in 2012 introduced stricter policies on controlling SO(2) and NO(x) emissions from coal power plants. Thus, increased use of auxiliary coal during incineration yields fewer avoided impacts on acidification and nutrient enrichment. When two-thirds of ash is source-separated and landfilled, the incineration of rest-waste presents better results on global warming, acidification, nutrient enrichment, and even ecotoxicity in soil. This process is considered a promising solution for MSW management in Shuozhou City. Weighted normalized environmental impacts were assessed based on Chinese political reduction targets. Results indicate that heavy metal and acidic gas emissions should be given more attention in waste incineration. This study provides scientific support for the management of MSW systems dominated by incineration with auxiliary coal in China.  相似文献

Wastewater treatment facility (WWTF) closures are rare environmental remediation events; offering unique insight into contaminant persistence, long‐term wastewater impacts, and ecosystem recovery processes. The U.S. Geological Survey assessed the fate of select endocrine disrupting chemicals (EDC) in surface water and streambed sediment one year before and one year after closure of a long‐term WWTF located within the Spirit Creek watershed at Fort Gordon, Georgia. Sample sites included a WWTF‐effluent control located upstream from the outfall, three downstream effluent‐impacted sites located between the outfall and Spirit Lake, and one downstream from the lake's outfall. Prior to closure, the 2.2‐km stream segment downstream from the WWTF outfall was characterized by EDC concentrations significantly higher (α = 0.05) than at the control site; indicating substantial downstream transport and limited in‐stream attenuation of EDC, including pharmaceuticals, estrogens, alkylphenol ethoxylate (APE) metabolites, and organophosphate flame retardants (OPFR). Wastewater‐derived pharmaceutical, APE metabolites, and OPFR compounds were also detected in the outflow of Spirit Lake, indicating the potential for EDC transport to aquatic ecosystems downstream of Fort Gordon under effluent discharge conditions. After the WWTF closure, no significant differences in concentrations or numbers of detected EDC compounds were observed between control and downstream locations. The results indicated EDC pseudo‐persistence under preclosure, continuous supply conditions, with rapid attenuation following WWTF closure. Low concentrations of EDC at the control site throughout the study and comparable concentrations in downstream locations after WWTF closure indicated additional, continuing, upstream contaminant sources within the Spirit Creek watershed. ©2016 Wiley Periodicals, Inc.  相似文献

The use of Multi-criteria Decision Analysis (MCDA) was investigated in an exercise using a panel of local residents and stakeholders to assess the options for managing waste paper on the Isle of Wight. Seven recycling, recovery and disposal options were considered by the panel who evaluated each option against seven environmental, financial and social criteria. The panel preferred options where the waste was managed on the island with gasification and recycling achieving the highest scores. Exporting the waste to the English mainland for incineration or landfill proved to be the least preferred options. This research has demonstrated that MCDA is an effective way of involving community groups in waste management decision making.  相似文献

In the early 1990s, a soil removal action was completed at a former disposal pit site located in southern Michigan. This action removed waste oil, cutting oil, and chlorinated solvents from the unsaturated zone. To contain groundwater contaminant migration at the site, a groundwater pump‐and‐treat system comprised of two extraction wells operating at a combined flow of 50 gallons per minute, carbon treatment, and a permitted effluent discharge was designed, installed, and operated for over 10 years. Groundwater monitoring for natural attenuation parameters and contaminant attenuation modeling demonstrated natural attenuation of the contaminant plume was adequate to attain site closure. As a result of incomplete contaminant source removal, a rebound of contaminants above the levels established in the remedial action plan (RAP) has occurred in the years following system shutdown and site closure. Groundwater concentrations have raised concerns regarding potential indoor air quality at adjacent residential properties constructed in the past 9 to 10 years. The only remedial option available in the original RAP is to resume groundwater pump‐and‐treat. To remediate the source area, an alternate remediation strategy using an ozone sparge system was developed. The ozone sparge remediation strategy addresses the residual saturated zone contaminants beneath the former disposal pit and reestablishes site closure requirements without resumption of the pump‐and‐treat system. A pilot study was completed successfully; and the final system design was subsequently approved by the Michigan Department of Environmental Quality. The system was installed and began operations in July 2010. As of the January 2011 monitoring event, the system has shown dramatic improvement in site contaminant concentrations. The system will continue to operate until monitoring results indicate that complete treatment has been obtained. The site will have achieved the RAP objectives when the system has been shut down and meets groundwater residential criteria for four consecutive quarters. © 2011 Wiley Periodicals, Inc.  相似文献

This paper discusses actions aimed at sustainable management of healthcare wastes (HCW) in China, taking into account the current national situation in this field, as well as the requirements deriving from the Stockholm Convention on Persistent Organic Pollutants and the WHO recommendations. By the end of 2005, there were 149 low-standard HCW disposal facilities in operation in China, distributed throughout different areas. According to the National Hazardous Waste and Healthcare Waste Disposal Facility Construction Plan, 331 modern, high-standard, centralized facilities will be built up in China in municipal level cities. Although incineration is still the main technical option for HCW disposal in China, it is expected that, especially for medium and small size facilities, non-incineration technologies will develop quickly and will soon become the main technical option. The basic management needs – both from the point of view of pollution control and final disposal – have been defined, and a system of technical and environmental standards has been formulated and implemented; however, there are still some shortages. This is particularly true when considering the best available techniques and best environmental practices developed under the Stockholm Convention, with which the present technological and managing situations are not completely compliant. In this framework, the lifecycle (from generation to final disposal of wastes) of HCW and holistic approaches (technology verification, facilities operation, environmental supervision, environmental monitoring, training system, financial mechanism, etc.) towards HCW management are the most important criteria for the sustainable and reliable management of HCW in China.  相似文献

Incineration of municipal solid waste is a debated waste management technology. In some countries it is the main waste management option whereas in other countries it has been disregarded. The main discussion point on waste incineration is the release of air emissions from the combustion of the waste, but also the energy recovery efficiency has a large importance.The historical development of air pollution control in waste incineration was studied through life-cycle-assessment modelling of eight different air pollution control technologies. The results showed a drastic reduction in the release of air emissions and consequently a significant reduction in the potential environmental impacts of waste incineration. Improvements of a factor 0.85–174 were obtained in the different impact potentials as technology developed from no emission control at all, to the best available emission control technologies of today (2010).The importance of efficient energy recovery was studied through seven different combinations of heat and electricity recovery, which were modelled to substitute energy produced from either coal or natural gas. The best air pollution control technology was used at the incinerator. It was found that when substituting coal based energy production total net savings were obtained in both the standard and toxic impact categories. However, if the substituted energy production was based on natural gas, only the most efficient recovery options yielded net savings with respect to the standard impacts. With regards to the toxic impact categories, emissions from the waste incineration process were always larger than those from the avoided energy production based on natural gas. The results shows that the potential environmental impacts from air emissions have decreased drastically during the last 35 years and that these impacts can be partly or fully offset by recovering energy which otherwise should have been produced from fossil fuels like coal or natural gas.  相似文献

Solid waste disposal in Sri Lanka has been assessed using environmental, economic, and social indicators, based on a life cycle approach. The existing situation of open dumping in Sri Lanka was compared with that of a sanitary landfill with gas recovery, since the latter is anticipated to constitute an initial step towards sustainable development. The results revealed the extent to which sanitary landfills with gas recovery systems could contribute to reducing environmental impacts such as global warming potential, acidification potential, and eutrophication potential. Assessment of life cycle cost and damage to human health also showed results in favour of sanitary landfills with gas recovery system. The results obtained quantify the sustainability benefits of the proposed option for solid waste management, and can be useful for justifying policy measures that encourage the replacement of open dumping with sanitary landfills.  相似文献

Landfilling is a popular waste disposal method, but, as it is practised currently, it is fundamentally unsustainable. The low short-term financial costs belie the potential long-term environmental costs, and traditional landfill sites require long-term management in order to mitigate any possible environmental damage. Old landfill sites might require aftercare for decades or even centuries, and in some cases remediation may be necessary. Biological stabilisation of a landfill is the key issue; completion criteria provide a yardstick by which the success of any new technology may be measured. In order for a site to achieve completion it must pose no risk to human health or the environment, meaning that attenuation of any emissions from the site must occur within the local environment without causing harm. Remediation of old landfill sites by aerating the waste has been undertaken in Germany, the United States, Italy and The Netherlands, with considerable success. At a pilot scale, aeration has also been used in newly emplaced waste to accelerate stabilisation. This paper reviews the use of aerobic landfill worldwide, and assesses the ways in which the use of aerobic landfill techniques can decrease the risks associated with current landfill practices, making landfill a more sustainable waste disposal option. It focuses on assessing ways to utilise aeration to enhance stabilisation. The results demonstrated that aeration of old landfill sites may be an efficient and cost-effective method of remediation and allow the date of completion to be brought forward by decades. Similarly, aeration of newly emplaced waste can be effective in enhancing degradation, assisting with completion and reducing environmental risks. However, further research is required to establish what procedure for adding air to a landfill would be most suitable for the UK and to investigate new risks that may arise, such as the possible emission of non-methane organic compounds.  相似文献
