Tax-free Financing of Pollution Control Facilities

Recent proposed Internal Revenue Service regulations, published on June 5, 1971 and implementing Section 103 (c) of the Internal Revenue Service Code, provide additional methods for financing pollution control equipment in unlimited amounts through the use of tax-exempt industrial development revenue bonds. Interest income on the bonds is exempt to the recipient from federal income tax under existing statutes and court decisions, except that such exemption is not generally available with respect to any bonds for any period during which the bond is held by a person who is a substantial user of a project financed with the proceeds of the bonds or a related person within the meaning of Section 103 (c) (7) of the Code. These proposed regulations implement the 1968 amendments to the Internal Revenue Code which authorize the issuance of tax-exempt bonds by local governmental agencies for pollution control improvements. The Legislature of Florida has recently enacted the Florida Industrial Development Financing Act, which creates the local governmental agencies contemplated by the federal legislation and significantly enlarges the power of local governmental agencies to issue industrial development bonds for pollution control.

Surface Transportation Noise and Its Control

Surface transportation creates most of the noise pollution imposed on our communities today. Reduction of this noise impact requires effective preparation and enforcement of regulations to control noise sources, and methods and locations of operation. At the Federal level, such action has begun, within the limited authority available. Concurrently, research and development programs are demonstrating that means to satisfy noise control regulations are technically practical and economically reasonable. This paper provides a brief review of Federal regulatory areas and corresponding R&D activities pertinent to surface transportation noise abatement.

通过对目前水污染治理设施运行状况的分析，结合工作实践，提出一系列对水污染治理设施加强监管的新措施，为各地加强工业废水污染治理达标排放工作提供借鉴。     

Evaluation of Watering to Control Dust in High Winds

ABSTRACT

A field study was conducted to determine the effectiveness of watering in controlling PM₁₀ emissions under high wind conditions. The focus of the study was the pickup of soil by a belly scraper at a landfill. Four low-volume PM₁₀ samplers were positioned downwind of the storage pile (at two distances, 80 and 110 m, and two elevations, 1 and 3 m) and one was located upwind at 3 m elevation. Integrating nephelometers, which measure the particu-late light scattering coefficient, b_sp, were also set up at locations 80 and 110 m downwind of the storage pile. Wind speed and direction were measured on-site. Samples were collected for two periods, one with and one without water being applied. Watering was effective at reducing PM₁₀ emissions at wind speeds up to the maximum 18 m sec^-1 observed at the landfill soil pickup operation. Measurement of b_sp provided an indication of PM₁₀ concentrations with better time resolution than samplers, but not with sufficient resolution, under the instrumental conditions used, to correlate with wind gusts.     

Design and Application of High Voltage Power Supplies in Electrostatic Precipitation

Proper electrical energization methods and equipment are the keys to successful electrostatic precipitation. The design, operation, and application of conventional high voltage power supplies in this process are reviewed. Emphasis is on requirements and methods of achieving the high performance and reliability necessary in modern air pollution control systems. Typical field data on operations and effects in various precipitator applications, including high resistivity ash, high temperature, and/or high pressure gas treatment, are discussed.
