This study presents the results of a laboratory investigation conducted to evaluate the efficiency of coal fly ash to control the formation of acid mine drainage (AMD) from mine waste. Site-specific materials, coal fly ash from Atikokan Thermal Generating Station and mine tailings from Musselwhite mine, were mixed at different proportions for the investigation of the drainage chemistry and the optimal mix using static testing (acid–base accounting) and kinetic (column) testing. The acid–base accounting (ABA) results indicated that the fly ash possessed strong alkaline (neutralization) potential (NP) and could be used in the management of reactive mine tailings, thus ensuring prevention of AMD in the long-term. Column tests conducted in the laboratory to further investigate long-term performance of fly ash in the neutralization and prevention of acid mine drainage from tailings similarly showed that mixing fly ash with mine tailings reduces dissolution of many heavy metals from tailings by providing alkalinity to the system. It was found that a fly ash to tailings mass ratio equal to or greater than 15% can effectively prevent AMD generation from Musselwhite mine tailings in the co-placement approach.  相似文献

ABSTRACT: Watersheds above the Miyun reservoir, a principal source of surface water for Beijing, are designated to be managed for water production, but under the principle of multiple use. Because of the scarcity of arable land, these watersheds cannot be managed only for drinking water. Efforts are under way to reduce sediment delivery, improve the quality of water entering Miyun reservoir, and improve the welfare of watershed inhabitants. An economic appraisal of a watershed management project for the 3,298‐ha Shixia watershed above the Miyun reservoir, indicates a 24 percent economic rate of return on the investment made in the project. The net present value (NPV) of the project, calculated at a discount rate of 10 percent, is approximately US$3.49 million. Sensitivity analyses indicate that a doubling of labor costs lowers the NPV to US$2.07 million and a 10 percent decrease in benefits lowered the NPV to US$2.87. It is concluded that the implementation of conservation practices on the Shixia Demonstration Watershed represent an economically efficient use of resources.  相似文献

Summary The Yellow River is renowned for its life-endangering floods, a problem augmented by the continuous heavy siltation of its lower flood plain. Major dam and reservoir projects have both positive and negative environmental impacts, and their construction requires careful environmental consideration. This paper outlines the key findings of environmental impact assessment reports related to the Xiaolangdi Yellow River dam/reservoir project. ABSTRACT: This paper describes a concerted effort by the Taiwan Water Resources Bureau, the City of Taipei, and the Bureau of Fei‐tsui Reservoir Management to protect the water quality in the Fei‐tsui Reservoir.The reservoir is the major source of water supply for over two million people in the metropolitan area of Taipei. Over the years the reservoir has suffered from siltation and more recently eutrophication. The sources of the pollution are traced to the hundreds of tea gardens, rice fields and other agricultural areas in the watershed and to urban sources such as construction sites. Large amounts of nutrients enter the reservoir by way of storm water runoff during storm or typhoon events. Since 1999, various agencies have worked to initiate an effort to reduce nonpoint pollution in the Fei‐Tsui Reservoir watershed. Practices being considered include nonstructural measures such as nutrient management, and structural measures such as swales, detention basins, and wetlands, in addition to erosion and sediment control methods. A number of field tests have been completed on the performance of selected best management practices (BMPs). A strategy for implementing the BMPs at the watershed scale has been developed based on a total maximum daily load (TMDL) analysis that is reported in this paper.  相似文献

ABSTRACT: Current water quality policies in California require disposal of saline blowdown waters from power plants in sealed evaporation ponds to avoid degradation of ground waters. This policy highlights the conflict between increased energy demands, increasing scarcity of water, and environmental priorities. Saline blowdown waters can be used for the irrigation of salt tolerant crops, albeit with some reduction in yields. The results of experiments intended to specify these yield reductions are reported. If such irrigation is carefully managed, the soil profile can be used to store residual salts and ground water degradation will be avoided, provided that irrigation ceases before the salts are leached to the ground water. An analysis of discharge below a carefully managed irrigation project shows that the downward movement of salts below the root zone is no worse than with conventional methods of disposal. Thus, irrigation reuse with blowdown water is shown to be a viable means of saline water disposal while maintaining existing standards of ground water quality protection. Further analysis demonstrates the economic feasibility of such irrigation reuse by showing that it is significantly less costly than the evaporation pond alternative.  相似文献

Today, mine reclamation is a key component to a successful mine plan. Most of the industrialized nations have recognized the need to make mining activities relatively environmentally friendly, if they want to continue to benefit from the economic gains from mineral resource development. Countries such as the United States, Canada, Australia and South Africa are leaders in the field and have implemented relatively sophisticated legislation to ensure environmentally correct mine closure. These countries rely on a combination of strict control strategies and economic penalties to ensure compliance. Yet, from the firm's perspective, reclamation activities are counterproductive as they cut into profits. In order to attract economic development and earn much needed economic capital, most of the rest of the world, particularly the developing countries, lack effective mine closure legislation. The traditional command and control type of legislation that is sometimes used is either vague and therefore avoided, or not enforced appropriately, resulting in an undesirable level of environmental degradation. With the use of case studies from Brazil, this article shows that direct controls are effective in some instances and not in others. It proposes that economic and financial tools may be more effective than the traditional direct controls in getting firms to comply with environmental standards, particularly in developing countries where environmental compliance is more difficult to achieve. It explains the use of performance bonding as one type of economic incentive that has proven to be an effective environmental policy in mine planning and closure. The authors additionally push beyond the typical style of performance bonds to introduce a flexible bonding and insurance system that allows governments to maintain strict environmental standards but limits firms financial exposure during the mining process. Such a system learns from the successes of the industrialized countries that use performance bonding and is sensitive to the needs of developing nations to attract investment yet maintain environmental integrity.  相似文献

A tool for decisionmakers is presented which provides a four-step overview economic analysis by the integration of physical and biological considerations. Soil pollution by lead, zinc, cadmium and copper was characterized in the mine tailings and surrounding soils (arable and pasture lands) of an old Spanish Pb-Zn mine. Sixty soil samples were analyzed, determining the total metal concentration by acid digestion and the chemical fractionation of Pb and Zn by the modified BCR sequential extraction method. Samples belonging to mine waste areas showed the highest values, with mean concentrations of 28,453.50 mg kg(-1) for Pb, 7000.44 mg kg(-1) for Zn, 20.57 mg kg(-1) for Cd and 308.48 mg kg(-1) for Cu. High concentrations of Pb, Zn and Cd were found in many of the samples taken from surrounding arable and pasture lands, indicating a certain extent of spreading of heavy metal pollution. Acidic drainage and wind transport of dust were proposed as the main effects causing the dispersion of pollution. Sequential extraction showed that most of the Pb was associated with non-residual fractions, mainly in reducible form, in all the collected samples. Zn appeared mainly associated with the acid-extractable form in mine tailing samples, while the residual form was the predominant one in samples belonging to surrounding areas. Comparison of our results with several criteria reported in the literature for risk assessment in soils polluted by heavy metals showed the need to treat the mine tailings dumped in the mine area.  相似文献

Calculations regarding the long-term hazards to health from the radioactive gas radon which emanates from the tailings of milled uranium ores are presented here. The absolute and relative risks to the population from mill tailings, as well as technical solutions to the problem of disposal methods which would eliminate or minimize lung cancer risk, are discussed. Lake Karla, Greece, was almost completely drained in 1962 both to protect surrounding farmlands from flooding and to increase agricultural area. Loss of wetland functions and values resulted in environmental, social, and economic problems. A number of restoration plans were proposed to address these problems. The plan approved by the government in the early 1990s proposed construction of a 4200-ha reservoir solely to improve water storage and flood attenuation functions. However, the Ramsar Scientific and Technical Review Panel states that the primary goal of any restoration project is to create resilient and sustainable ecosystems, as measured on a human timescale, in order to improve the ecological character and enhance the socioeconomic role that the wetland plays in the watershed. This study utilizes Ramsar guidelines for sustainable restoration of Lake Karla. Eight additional restoration measures are proposed based on functional analysis of the wetland to enhance additional wetland functions and support multiple values for humans and nature.  相似文献

Australia has been a leading mining nation and its mines continue to attract substantial investment due to its strong mineral endowment, mining tradition and high skills base. In recent years Australian mining companies have been facing higher labour costs, which need to be offset by other savings. Automating mine-site machinery offers one potential source of such savings.Underground mines pioneered automated technology largely for safety and mine accessibility reasons and to reduce operating costs. Yet these operations now represent a much smaller portion of the total ore tonnes mined due to the changing mining techniques meaning larger lower grade deposits are becoming economic. It appears the future of mine automation will be directed by surface mining as this maturing technology finds further applications above ground and in the next decade large scale open pit automation trials gain more momentum.This paper assesses the implications of introducing driverless haul trucks in a typical large remote Australian open-pit mine. Such automation will save employee and associated costs, increase operational productive hours and ultimately will reduce mine site workforce numbers. While there will be fewer jobs per mine, with reduced costs and higher productivity some previously uneconomic mines may again be profitable.The social implications of greater mine site automation are the reduction in population of remote mining towns and a decrease in the lower skilled labour requirements for the mining sector. There will be an increase in fly-in fly-out mining operations and companies will establish remote control centres for automated mines in larger cities. This may decrease overall labour requirements and so reduce employment in the sector; therefore, the government should be mindful of implementing policies that ensure a fair return on the economic rent of mineral leases.  相似文献

Landscape characteristics of a watershed are important variables that influence surface water quality. Understanding the relationship between these variables and surface water quality is critical in predicting pollution potential and developing watershed management practices to eliminate or reduce pollution risk. To understand the impacts of landscape characteristics on water quality in mine waste-located watersheds, we conducted a case study in the Tri-State Mining District which is located in the conjunction of three states (Missouri, Kansas and Oklahoma). Severe heavy metal pollution exists in that area resulting from historical mining activities. We characterized land use/land cover over the last three decades by classifying historical multi-temporal Landsat imagery. Landscape metrics such as proportion, edge density and contagion were calculated based on the classified imagery. In-stream water quality data over three decades were collected, including lead, zinc, iron, cadmium, aluminum and conductivity which were used as key water quality indicators. Statistical analyses were performed to quantify the relationship between landscape metrics and surface water quality. Results showed that landscape characteristics in mine waste-located watersheds could account for as much as 77% of the variation of water quality indicators. A single landscape metric alone, such as proportion of mine waste area, could be used to predict surface water quality; but its predicting power is limited, usually accounting for less than 60% of the variance of water quality indicators.  相似文献

Management of Sedimentation in Tropical Watersheds   总被引:2,自引:0,他引:2  
/ The sedimentation of reservoirs is a serious problem throughout the tropics, yet most attempts to control sedimentation in large river basins have not been very successful. Reliable information on erosion rates and sources of sediments has been lacking. In regions where geologically unstable terrain combines with high rainfall, natural erosion rates might be so high that the effects of human activity are limited. Estimates of natural erosion in these situations often have been poor because of the episodic nature of most erosion during large storms and because mass-wasting may supply much of the sediment. The predominance of mass-wasting in some watersheds can result in an unexpectedly high ratio of bedload to suspended load, shifting sedimentation to "live" rather than "dead" storage within reservoirs. Furthermore, the inappropriate use of the Universal Soil Loss Equation to assess the effectiveness of erosion control measures has led to inaccurate estimates of the sediment reduction benefits that could accrue to watershed treatment efforts. Although reducing erosion from cultivated areas is desirable for other reasons, efforts aimed at reducing reservoir sedimentation by controlling agricultural sources of erosion may have limited benefits if the principal sources are of natural origin or are associated with construction of the dams and reservoirs and with rural roads and trails. Finally, the most appropriate locations for watershed rehabilitation depend on the magnitude of temporary storage of colluvium and alluvium within the river basin: Where storage volume is large and residence time of sediment very long, reducing agricultural erosion may have limited impacts on sedimentation within the expected life of a reservoir. Systematic development and analysis of sediment budgets for representative watersheds is needed to address these limitations and thereby improve both the planning of river basin development schemes and the allocation of resources towards reducing sedimentation. When sedimentation of reservoirs is the key issue, sediment budgets must focus especially on channel transport rates and sediment delivery from hillsides. Sediment budgets are especially critical for tropical areas where project funds and technical help are limited. Once sediment budgets are available, watershed managers will be able to direct erosion control programs towards locations where they will be most effective. Sustainability has become an increasingly used term, but what does it mean in terms of practice. This research will look at the harvesting of captured stormwater for the irrigation of urban playing fields and what the implications are for catchment hydrology, local community, and local council. This research aims to identify, understand and determine the catchment conditions that may hinder the stormwater quality and quantity for capture and reuse, as well as determining whether the stormwater harvesting will be sustainable. Research methods for this project will include systemic analysis in order to further investigate the assumptions being made in the study. Manly Golf Club has relied on groundwater extraction supplemented by potable supplies for irrigation, however potable supplies are no longer available. It has been proposed to provide irrigation supplies from stormwater via onsite storage and groundwater recharge. Monitored stormwater entering the Golf Course from the adjacent Cemetery Creek sub-catchment for pollutants, have indicated that it may be suitable for irrigation with treatment and may reduce problems generated by overuse of groundwater. The proposal will provide environmental benefit through reduced pollution loads being discharged directly to receiving waters and cessation of use of potable supplies by the Club. Social and economic benefits are expected to be gained and will be monitored as part of an ongoing research program.  相似文献

Benji Dam in the Gonarezhou National Park, Zimbabwe, which was built in 1974 with the potential to hold in excess of 200000 m3 of water, is at risk from siltation. The cause of the siltation is catchment degradation due to overgrazing and declining woodland cover. A cost–benefit analysis highlighted the importance of Benji Dam to tourism. The possible disposal of the dredged silt creates a dilemma, as it constitutes a possible environmental hazard. A strong mitigating factor exists against dredging in a national park unless a suitable site for the silt disposal can be found.  相似文献

It is important to adopt proper water and soil conservation and land-use planning in a watershed for lowering adverse impacts on reservoir water quality. Although reservoir watersheds occupy a large amount of land in Taiwan, high population density has exerted development pressures on such land. Therefore, the priority ranking of land-use restrictions for the subdivisions with different degrees of environmental vulnerability is necessary in watershed management. Since there are several criteria for evaluating the potential environmental impact from the subdivisions, multi-criteria analysis was applied as a technique for solving these problems in this study. The VIKOR method was applied to determine the best feasible solution according to the selected criteria, including geographical and meteorological factors. The objective of this study was to establish the priority ranking of land-use restrictions in the Tseng-Wen reservoir wastershed in southern Taiwan. The results show that subdivisions close to the outlet or reservoir area should have the priority of land-use restrictions.  相似文献
