In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

The management of the plastic fraction is one of the most debated issues in the discussion on integrated municipal solid waste systems. Both material and energy recovery can be performed on such a waste stream, and different separate collection schemes can be implemented. The aim of the paper is to contribute to the debate, based on the analysis of different plastic waste recovery routes. Five scenarios were defined and modelled with a life cycle assessment approach using the EASEWASTE model. In the baseline scenario (P0) the plastic is treated as residual waste and routed partly to incineration with energy recovery and partly to mechanical biological treatment. A range of potential improvements in plastic management is introduced in the other four scenarios (P1–P4). P1 includes a source separation of clean plastic fractions for material recycling, whereas P2 a source separation of mixed plastic fraction for mechanical upgrading and separation into specific polymer types, with the residual plastic fraction being down-cycled and used for “wood items”. In P3 a mixed plastic fraction is source separated together with metals in a “dry bin”. In P4 plastic is mechanically separated from residual waste prior to incineration.A sensitivity analysis on the marginal energy was carried out. Scenarios were modelled as a first step assuming that marginal electricity and heat were based on coal and on a mix of fuels and then, in the sensitivity analysis, the marginal energy was based on natural gas.The study confirmed the difficulty to clearly identify an optimal strategy for plastic waste management. In fact none of the examined scenarios emerged univocally as the best option for all impact categories. When moving from the P0 treatment strategy to the other scenarios, substantial improvements can be obtained for “Global Warming”. For the other impact categories, results are affected by the assumption about the substituted marginal energy. Nevertheless, irrespective of the assumptions on marginal energy, scenario P4, which implies the highest quantities of specific polymer types sent to recycling, resulted the best option in most impact categories.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

Several alternatives exist for handling of individual waste fractions, including recycling, incineration and landfilling. From an environmental point of view, the latter is commonly considered as the least desirable option. Many studies based on life-cycle assessment (LCA) highlight the environmental benefits offered by incineration and especially by recycling. However, the landfilling option is often approached unjustly in these studies, maybe disregarding the remarkable technological improvements that landfills have undergone in the last decades in many parts of the world.This study, by means of LCA-modelling, aims at comparing the environmental performance of three major management options (landfilling, recycling and incineration or composting) for a number of individual waste fractions. The landfilling option is here approached comprehensively, accounting for all technical and environmental factors involved, including energy generation from landfill gas and storage of biogenic carbon. Leachate and gas emissions associated to each individual waste fraction have been estimated by means of a mathematical modelling. This approach towards landfilling emissions allows for a more precise quantification of the landfill impacts when comparing management options for selected waste fractions.Results from the life-cycle impact assessment (LCIA) show that the environmental performance estimated for landfilling with energy recovery of the fractions “organics” and “recyclable paper” is comparable with composting (for “organics”) and incineration (for “recyclable paper”). This however requires high degree of control over gas and leachate emissions, high gas collection efficiency and extensive gas utilization at the landfill. For the other waste fractions, recycling and incineration are favourable, although specific emissions of a variety of toxic compounds (VOCs, PAHs, NOx, heavy metals, etc.) may significantly worsen their environmental performance.  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

Whether to recycle the recyclable fraction in the MSW (municipal solid waste) or to incinerate it for energy recovery is a debating issue. In this paper we present a simple criterion to judge what type of waste components should be recycled or incinerated with energy recovery. According to the R1 formula presented by the waste framework directive (Directive 2008/98/EC of the European Parliament), this paper calculates the energy performances of MSW waste-to-energy plants currently operated in Taiwan firstly. By using the assumed value of energy recovery efficiency and carbon emission costs, we compare the treatment methods between recycling (material recovery) and energy recovery by the cost and benefit analysis, and examine the suitability of recycling for waste fractions of paper, food waste, PET, PVC, and plastic bags/films under a variety of scenarios. The results show that food waste is more appropriate to be treated by recycling while plastic bags/films are suggested to be incinerated with energy recovery.  相似文献

The treatments of municipal solid waste (MSW) and the domestic sewage (DS) are critical issues of the current political and environment discussions. These concerns are due to the lack of dumping areas, the continuous increase of the population, and public health issues. The adequate treatment and management of MSW and DS can produce many benefits such as financial funds, heat and energy production, reduction of emissions and recuperation of water for reuse. Currently in Campinas MSW and DS are deposited in landfills or discharged into rivers and other sites. In the present study two scenarios are evaluated for the treatment of MSW and DS in Campinas: recycling with biological treatment and recycling with thermal treatment. The most suitable treatments for Campinas, based on the data from the present analysis and taking into consideration the local conditions, maximization of energy potential and environmental benefits, are incineration for the MSW and biological treatment for DS, both with energy recuperation. The main gains of this option are substantial environmental benefits, generated energy which can reach 18% of the total electrical energy consumed in Campinas while about 53% recuperation of the total amount of water treated for Campinas in 2010.  相似文献

This article presents a general multi-objective mixed-integer linear programming (MILP) optimization model aimed at providing decision support for waste and resources management in industrial networks. The MILP model combines material flow analysis, process models of waste treatments and other industrial processes, life cycle assessment, and mathematical optimization techniques within a unified framework. The optimization is based on a simplified representation of industrial networks that makes use of linear process models to describe the flows of mass and energy. Waste-specific characteristics, e.g. heating value or heavy metal contamination, are considered explicitly along with potential technologies or process configurations. The systems perspective, including both provision of waste treatment and industrial production, enables constraints imposed upon the systems, e.g. available treatment capacities, to be explicitly considered in the model. The model output is a set of alternative system configurations in terms of distribution of waste and resources that optimize environmental and economic performance. The MILP also enables quantification of the improvement potential compared to a given reference state. Trade-offs between conflicting objectives are identified through the generation of a set of Pareto-efficient solutions. This information supports the decision making process by revealing the quantified performance of the efficient trade-offs without relying on weighting being expressed prior to the analysis. Key features of the modeling approach are illustrated in a hypothetical case. The optimization model described in this article is applied in a subsequent paper (Part II) to assess and optimize the thermal treatment of sewage sludge in a region in Switzerland.  相似文献

Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system.This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation.Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

作为“城市矿产”的典型代表,废弃手机因其废弃数量大、稀贵金属品位高等特性而备受关注,但在推进废弃手机回收过程中存在诸多问题。本文以推动产业发展为立足点,梳理了影响废弃手机回收的两级制衡要素,通过构建GREY-DEMATEL模型,定量评估各要素对废弃手机回收的影响程度并确定优先等级。其中,完善废弃手机回收的管理制度及相应的经济扶持政策成为短期内应着力解决的核心问题,从长期发展来看,废弃手机的前端收集应成为产业关注的重点。基于此,本文立足于废弃手机回收的短期目标及长远发展,分别提出相应的管理策略,为再生资源产业的良性发展提供对策建议。  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

Waste management has at least five types of impacts on climate change, attributable to: (1) landfill methane emissions; (2) reduction in industrial energy use and emissions due to recycling and waste reduction; (3) energy recovery from waste; (4) carbon sequestration in forests due to decreased demand for virgin paper; and (5) energy used in long-distance transport of waste: A recent USEPA study provides estimates of overall per-tonne greenhouse gas reductions due to recycling. Plausible calculations using these estimates suggest that countries such as the US or Australia could realise substantial greenhouse gas reductions through increased recycling, particularly of paper.  相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献
