An assessment of Spain's Programa AGUA and its implications for sustainable water management in the province of Almería, southeast Spain 总被引:1,自引:0,他引:1
Spain's Programa AGUA was proposed in 2004 as a replacement for the Spanish National Hydrological Plan and represented a fundamental policy shift in national water management from large inter-basin water transfers to a commitment to desalination. Twenty-one desalination facilities are planned for six provinces on the Spanish Mediterranean coast to supplement their water needs. These include the province of Almería that for the last 30 years has endured a net water abstraction overdraft leading to serious reservoir depletion and groundwater imbalances. Rising water use is a result of increasing demand to support irrigated agriculture (e.g. greenhouse horticulture) and for domestic needs (e.g. rapid urban growth and tourism development), which has led observers to question Almería's long-term water sustainability. Desalinated water alone is unlikely to be sufficient to make up these water deficits and water-users will have to accept a move to full-price water recovery by 2010 under the European Union (EU) Water Framework Directive of which Spain is a signatory. Anticipated water efficiencies resulting from higher water tariffs, increasing water reuse and water infrastructure improvements (including inter-basin transfers), in conjunction with increasing use of desalinated water, are expected to address the province's current water overdraft. However, Almería will need to balance its planned initiatives against long-term estimates of projected agricultural and domestic development and the environmental consequences of adopting a desalination-supported water future. 相似文献

Forest certification was introduced in the early 1990s to address concerns of deforestation and forest degradation and to promote the maintenance of biological diversity, especially in the tropics. Initially pushed by environmental groups, it quickly evolved as a potential instrument to promote sustainable forest management (SFM). To date about 124 million ha or 3.2% of the world's forests have been certified by the different certification schemes created over the last decade.Forest certification shares the aim of promoting SFM with another tool, namely criteria and indicators (C&I) for SFM. C&I sets are mainly developed for the national level to describe and monitor status and trends in forests and forest management. They also provide an essential reference basis for forest certification standards, which set performance targets to be applied on a defined area. Progress in developing these two different tools has been significant.After 10 years of implementation, it is evident that the original intention to save tropical biodiversity through certification has largely failed to date. Most of certified areas are in the temperate and boreal zone, with Europe as the most important region. Only around ten per cent is located in tropical countries.The standards used for issuing certificates upon compliance are diverse, both between certification schemes and within one and the same scheme when applied in different regions. However, they are at least equal to legal requirements and often include elements that set actually higher standards.While the quality of actual audits of the standards is of varying quality, there are indications that independent audits are an incentive for improving forest management. As a voluntary market-based tool, forest certification is depending on the ability to cover the costs incurred and thus on often-elusive green consumer sentiment.Regardless of many difficulties, forest certification has been very successful in raising awareness and disseminating knowledge on a holistic SFM concept, embracing economic, environmental and social issues, worldwide. It also provides a tool for a range of other applications than assessment of sustainability, such as e.g. verifying carbon sinks. 相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management. 相似文献

In response to the big policy problem of increasing failures of traditional, largely technical, policy approaches to constructively address transformational or radical socio-environmental problems from major facility siting, landscape modification, and/or new environmental management at the local level, this paper introduces “place-change planning”. This concept is applied to recent calls by Australian water scientists and policy-makers “to liberate the knowledge, skills and individual leadership and collaboration of all stakeholders to reflect a more decentralised, disaggregated and localised water world”. Local community stakeholders appear the most neglected stakeholder currently in such water management, despite increasing international recognition of their importance for constructive change in transitional sustainability contexts. As such, place-change policy design focuses on the importance of collaborative participatory approaches for better understanding of the underlying rationalities, and, by association, of better liberating the social knowledges, of place-based local communities for better policy input to realise new visions of sustainable water management, and beyond. 相似文献

Norway has more than 100,000?km of coastline and associated shore zone. The shore zone is an attractive area for development and infrastructure on the one hand, and recreation and protection of biological diversity on the other. The Norwegian Planning and Building Act contains a general ban on any building in the area between the ordinary high water mark and up to 100?m inland from the shoreline. Exemptions can be granted, however, by the competent municipality through land planning and individual decisions. The importance attached to leaving the shore zone untouched varies from region to region. There are large geographical differences in terms of biodiversity, cultural heritage, landscape, development, development pressure, migration and depopulation, and commercial activity, as well as public access to the coastal areas and the ocean. Since 2011, the entire Norwegian shore zone became subject to guidelines that regulate a geographical differentiation of management and a more severe protection of central areas. In this study, an inexact fuzzy chance-constrained two-stage mixed-integer linear programming (IFCTIP) approach is proposed for supporting long-term planning of waste-management systems under multiple uncertainties in the City of Regina, Canada. The method improves upon the existing inexact two-stage programming and mixed-integer linear programming techniques by incorporating uncertainties expressed as multiple uncertainties of intervals and dual probability distributions within a general optimization framework. The developed method can provide an effective linkage between the predefined environmental policies and the associated economic implications. Four special characteristics of the proposed method make it unique compared with other optimization techniques that deal with uncertainties. Firstly, it provides a linkage to predefined policies that have to be respected when a modeling effort is undertaken; secondly, it is useful for tackling uncertainties presented as intervals, probabilities, fuzzy sets and their incorporation; thirdly, it facilitates dynamic analysis for decisions of facility-expansion planning and waste-flow allocation within a multi-facility, multi-period, multi-level, and multi-option context; fourthly, the penalties are exercised with recourse against any infeasibility, which permits in-depth analyses of various policy scenarios that are associated with different levels of economic consequences when the promised solid waste-generation rates are violated. The Norwegian National Committee for Research Ethics inScience and Technology (NENT), collaborating with The NorwegianFisherman's Association and The Research Council of Norway,started in 1999 a project aiming at an ethical assessment of Norwegian fisheries for the year 2020. The project was to preparethe ground for ethical debate in and of the fishery sector inview of pending important decisions on long term strategies. Thispaper has its focus on the method used for achieving these aims,rather than the substantive results concerning the fisheries. Amethod was developed for this purpose, called the ethicalscenario process. This included the construction of scenarios forthe future of Norwegian fisheries, using an ethical matrix for evaluating strategies, and organizing a ``value workshop' whereparticipants from different stakeholder groups came together todo ethical evaluations. The positive achievements and theshortcomings of this method are discussed in this paper. The useof an ethical matrix was meant to combine a participatory approachwith insights from theoretical ethics. The project revealedinherent tensions between these two objectives. Possible ways ofdealing with this tension are indicated, but in general a goodgrasp of the socio-political context might be the best guardianagainst the possible pitfalls involved in such an approach. 相似文献

120 years or more of unsustainable urban development has damaged the natural environment and disrupted essential ways to stabilize water body overflow and even mitigate pluvial flooding. In light of catastrophic flooding that has occurred globally, a renewed commitment to transforming built surfaces and incorporating more green infrastructures (GIs) has emerged. In fact, one could argue that an overcommitment to GI is being touted in the literature, but largely disconnected from more real-world possibilities, considering all things. In this commentary, we make the case that as cities transition from development patterns of the past and even considering climate-induced storm characteristics of the future, a hybridized solution (e.g., Green–Gray) should be considered. Smaller approaches to urban greening have been implemented in areas that need larger-scale restorations, thus proving to be insufficient. Likewise, the uncertainty surrounding rainfall and storm events has forced us to be more strategically balanced in our efforts to achieve resilience in our stormwater infrastructure. Hybridized solutions that include a diverse set of systems, anchored in local conditions, position us best for effective urban stormwater management. In the absence of such solutions, runoff volumes will continue to rise, flooding will prevail, and disenfranchised communities will remain disproportionately impacted by these impacts of urbanization. 相似文献

Prescribed burning is now a widely accepted bushfire hazard management strategy. While evidence points to reduced levels of public health harm compared to severe bushfire, smoke created by planned burns remains a community concern with need for evidence-based public health management. Findings are presented from an Australian study of community experiences of prescribed burns, associated smoke, and public health communications. We find that “place” influences how information is received and used for the management of the effects of planned burns; and that this is significant for human agency and community resilience. Community‐based water supply (CBWS) is an example of how a community manages common pool resources (CPR). This results in an alternative approach to solve water supply problems in developing countries by enhancing community participation in managing water supply. This research evaluates the sustainability of five CBWS projects in Cikarang, Indonesia by using Ostrom's design principles, with additional sustainability factors found in the Sustainable Development Goal (SDG) on drinking water and groundwater sustainability. Quinn et al. (2007) criteria were used in the analysis, and the results show that the management of four CBWS institutions were absent and one CBWS institution was weak. With regards to the SDG's drinking water target, the CBWS institutions were unable to comply with safe water standards, and in terms of groundwater sustainability, efforts to monitor and sustain groundwater tables were absent. Results from this research suggest that more focus must be placed on water quality and groundwater sustainability for CBWS projects. 相似文献

An adequate supply of pure and wholesome water, together with effective main drainage and treatment of wastewater, before returning it to the aquatic environment, are arguably the most beneficial public health measures which can be taken by a community. When properly managed, their success derives from breaking cycles of transmissible disease. History has repeatedly shown that good process engineering – even at the simplest level – must be accompanied by effective management and responsibility at all levels, in order to protect public health. Conversely, even seemingly minor breakdowns in vigilance and the managerial chain, can result in sudden outbreaks of disease. Experiences over two millennia are cited in support. As a new millennium is about to commence, it is natural and prudent to ask what future problems of waterborne diseases might emerge. Candidates might be chosen, and vigilance cannot be relaxed, but experiences of the past enable make it possible to conclude that potential concerns are generically, those which render existing barriers to transmission of infection inoperative and, those which alter or impede existing patterns of communication between and within organisations and individuals responsible for water quality. 相似文献

Australia’s system of tropical rivers constitutes one of the largest and least changed drainage networks in the world. However increasing demand for water in parts of Australia, along with ongoing drought, is driving pressure to develop these rivers. This paper reports the results of a choice experiment (CE) to assess the benefits of different management strategies for three tropical rivers in northern Australia: the Daly, Mitchell and Fitzroy Rivers. The CE was carried out using a survey mailed to Australian urban populations. The results showed that 90% of Australians were willing to pay a once-off payment for the management of tropical rivers. Respondents who had visited or lived near the rivers were willing to pay more for cultural, recreational and environmental services than those who had not. Respondents classed as ‘developers’, who made up only 4% of the 684 respondents, considered a substantial income from irrigated agriculture as important. Unlike ‘environmentalists’ and ‘neutrals’, ‘developers’ were unwilling to pay for high quality recreational fishing or for having floodplains in good environmental condition. In many ways, current treaty arrangements for cooperation over shared water resources among Argentina, Bolivia, Brazil, Paraguay and Uruguay — the five riparian states in South America's La Plata basin — have been relatively successful. These arrangements, mostly bilateral and trilateral partial coalition agreements and institutions that operate under the aegis of the 1969 La Plata River Treaty, have led to significant economic gains from the treaty arrangements for all five riparian states. But these economic gains have also generated significant externalities — particularly, severe environmental degradation — suggesting that alternate cooperative arrangements may be more optimal. Current work suggests that grand coalitions following principles of Integrated Water Resource Management (IWRM) may provide the most efficient means of distributing the benefits and costs of water resource cooperation equitably across riparian states. Using a theoretical framework developed by Just and Netanyahu (1998 ), we find that the arrangement of partial coalitions that exists in the La Plata Basin is preferable to a grand coalition because of its higher degree of stability. Finally, given the ways in which these partial coalitions are beginning to incorporate IWRM techniques, gaining experience and international recognition, we consider whether it is likely that partial coalitions will lead to a grand coalition in the foreseeable future. 相似文献

There is a need for a global shift towards a low-carbon society and this requires action at the local level. The aim of the study into sustainable community development is to clarify the role of a community as a whole rather than the role of individuals within that community. Mixed methods of literature review and empirical study have been used to translate the knowledge and experience with urban sustainable development into empirical knowledge of a rural, market town setting. The exemplary case study is the Scottish market town Huntly. The main findings of the study show the need for three ingredients for a Community Sustainability Plan for a town such as Huntly. Community involvement is crucial in developing such plans in a rural setting. Further research in more remote settings, e.g. coastal and island communities, is needed to allow broader conclusions on rural sustainable development. 相似文献

The aim of this work is (1) to discuss approaches and tools to set management goals using operational indicators for coastal management (i.e., indicators that are easy to measure, understand and predict) and validated predictive models and (2) to discuss remedial strategies for sustainable coastal management regarding water quality and the abundance of fish, waterfowl and large aquatic plants. These approaches are exemplified using data from Ringkøbing Fjord, Denmark, which has undergone two major regime shifts during the last decades. This work discusses the changes taken place during the period from 1980 to 2004 (when there are good empirical data). For Ringkøbing Fjord, which is a very shallow, well-oxygenated lagoon dominated by resuspension processes, we have targeted on the following operational indicators, which are meant to reflect seasonal median values for the entire defined coastal area (the ecosystem scale) and not conditions at individual sites or data from shorter time periods: Secchi depth (as a standard measure of water clarity) and chlorophyll-a concentrations (as a key measure of algal biomass). The operational indicators are regulated by a set of standard abiotic factors, such as salinity, suspended particulate matter (SPM), nutrient concentrations (N and P), coastal morphometry and water exchange. Such relationships are quantified using well-tested, general quantitative models, which illustrate how these indicators are interrelated and how they reflect fundamental aspects of coastal ecosystems. We demonstrate that the regime shift in the lagoon can be modelled and quantitatively explained and is related to changes in salinity and nutrient inflow. A very important threshold is linked to increased salinities in the lagoon. For example, when the mean annual salinity is higher than about 9.5‰, large numbers of saltwater species of clams can survive and influence the structure and function of the ecosystem in profound ways. The model also illustrates the dynamic response to changes in nutrient loading. We have presented several management strategies with the goal of keeping the Secchi depth at 2 m, which would stimulate the growth of higher aquatic plants, which are fundamental for fish production and bird abundance in the lagoon. Given the fact that the Secchi depth depends on many variable factors (temperature, TP-inflow from land, salinity, changes in biomasses of macrophytes and clams, which are accounted for in these simulations), our results indicate that in practice it will likely be very difficult to reach that goal. However, it would be realistic to maintain a Secchi depth of 1.5 m if the variability in salinity is minimized and the mean salinity is kept at about 10.2‰. 相似文献

In Finland the number of potentially contaminated sites totals ca. 20?000. The annual costs of remediation are 60–70 million euros. Excavation combined with disposal or off-site treatment is the most common soil remediation method. To define which factors make contaminated land management (CLM) eco-efficient and to study whether eco-efficiency has been considered in CLM decisions we carried out a literature survey, two stakeholder seminars, thematic interviews and a questionnaire study on economic instruments. Generally speaking, eco-efficiency means gaining environmental benefits with fewer resources. To assess its realization in CLM, it is necessary to have a more specific definition. In our study, we arrived at a list of several qualifications for eco-efficiency. It was also shown that eco-efficiency has hardly been a real issue in the selection of remediation techniques or generally, in the decision-making concerning contaminated sites. The existing policy instruments seem to be insufficient to promote eco-efficiency in CLM. Several concrete barriers to eco-efficiency also came up, urgency and lack of money being the most important. The scarcity of the use of in situ remediation methods and the difficulties involved in recycling slightly contaminated or treated soil were considered to be major problems. Insufficient site studies, inadequate or unsuitable methods for risk assessment and cost evaluation, and deficient and mistimed risk communication can also hinder the realization of eco-efficiency. Hence, there is a need to promote the use of more eco-efficient remediation techniques and to develop CLM policy instruments, guidelines, and participatory processes and methods to assess the eco-efficiency of CLM options. 相似文献
