Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated
and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing
strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management
decision-making. However, research into this field is limited. This paper investigates environmental accounting practices
in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia,
it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external
environmental cost accounting, though local governments tend to identify and use more physical information associated with
waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often
overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken
more environmental information into account than rural local governments, but such difference is not significant between local
governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive
and significant effect on the level of environmental accounting for waste management across local governments surveyed. 相似文献

Currently the construction and demolition (C&D) waste collection system in Spain is managed in a decentralized manner by each sub-contracted company. This lack of comprehensive strategy for C&D waste management causes a confusing and sometimes individual attitude regarding the different measures for C&D waste. Therefore effective waste management should be enforced. Construction stakeholders have wide range of best practices in C&D waste management that can be implemented, so they need to be assessed for their effectiveness.The aim of this research study is to assist construction stakeholders in making a decision on C&D waste management. This paper carries out a survey conducted among the construction agents in order to evaluate the effectiveness of 20 best practice measures regarding C&D waste management, identifying the most suitable types of building constructions to implement these practices and also the advantages and drawbacks of their performance in a building construction project.Results of this study show that among the highly effective best practices are: the use of industrialized systems and the contract of suppliers managing the waste. In addition, distributing small containers in the work areas is also another high valued practice, although only 36% of respondents usually implement this measure in their works. 相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. In this sense, reliable information can help governments and professional associations to set future C&D waste management regulations, training programmes and dissemination tools, inspections, etc. 相似文献

Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration. 相似文献

This paper discusses the environmental waste management of the Heap-Leach Uranium Production Facility of Caetité located in a semi-arid region in Brazil. A comparison is made with the first uranium production site of the country located in Poços de Caldas. It is demonstrated that differences in the operational process along with different environmental conditions can lead to different impacts. In the present case groundwater is the potential most sensitive environmental medium despite the well-established consensus in the literature that radon and aerosol emissions may turn-out to be the most relevant environmental aspects of an installation located at this type of region. Most of the 226Ra content in the ore remains in the leached ore that is deposited with the waste rock. A lack in appropriate prediction of the hydrological balance has been causing unanticipated emissions of liquid effluents into the environment. Chemical treatment of this effluent may be needed. Contamination of groundwater in the short term by the waste ponds is not to be expected but it can be a relevant issue in the long term. As a consequence, careful closure schemes will need to be put in place. Finally, the overall costs with remediation in the Caetité production center are lower than those observed at the Poços de Caldas mining site. 相似文献

The production of phosphoric acid from natural phosphate rock by the wet process gives rise to an industrial by-product called phosphogypsum (PG). About 5 tons of PG are generated per ton of phosphoric acid production, and worldwide PG generation is estimated to be around 100–280 Mt per year. This by-product is mostly disposed of without any treatment, usually by dumping in large stockpiles. These are generally located in coastal areas close to phosphoric acid plants, where they occupy large land areas and cause serious environmental damage. PG is mainly composed of gypsum but also contains a high level of impurities such as phosphates, fluorides and sulphates, naturally occurring radionuclides, heavy metals, and other trace elements. All of this adds up to a negative environmental impact and many restrictions on PG applications. Up to 15% of world PG production is used to make building materials, as a soil amendment and as a set controller in the manufacture of Portland cement; uses that have been banned in most countries. The USEPA has classified PG as a “Technologically Enhanced Naturally Occurring Radioactive Material” (TENORM). 相似文献

The UK Government in October 1996 introduced a Landfill Tax to ensure that landfill waste disposal is properly priced so as to reflect its environmental cost and to help promote a more sustainable approach to waste management in which less waste is produced, reused or recycled. The UK Customs and Excise have recently reviewed the tax and the report indicates that there has been a modest reduction in waste going to landfill by industry but not households. It is submitted that for there to be a significant move towards a more sustainable approach to waste management to meet the targets set in the National Strategy the tax should be higher and the money raised by the tax should be invested to make alternatives to landfill cheaper and more readily available. It is also submitted that the Tax Credit Scheme, introduced as a means of enabling some of the tax to be invested to promote better waste management, is inadequately funded and the money is inappropriately focused. Following an examination of the projects and contributions made under the Scheme it is found that most of the contributions are not made towards projects which will fulfil the UK Government's perceived purposes. The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste. 相似文献

In this study, an interval-based regret-analysis (IBRA) model is developed for supporting long-term planning of municipal solid waste (MSW) management activities in the City of Changchun, the capital of Jilin Province, China. The developed IBRA model incorporates approaches of interval–parameter programming (IPP) and minimax–regret (MMR) analysis within an integer programming framework, such that uncertainties expressed as both interval values and random variables can be reflected. The IBRA can account for economic consequences under all possible scenarios associated with different system costs and risk levels without making assumptions on probabilistic distributions for random variables. A regret matrix with interval elements is generated based on a matrix of interval system costs, such that desired decision alternatives can be identified according to the interval minimax regret (IMMR) criterion. The results indicate that reasonable solutions have been generated. They can help decision makers identify the desired alternatives regarding long-term MSW management with a compromise between minimized system cost and minimized system-failure risk. 相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. We employed the contingent valuation method to estimate the willingness to pay of the respondents to improve the waste collection system in Dhaka city, Bangladesh. Our objective was to estimate how WTP differs between respondents who received or did not receive door to door waste collection. The methodology consisted of asking people directly about their willingness to pay an additional waste collection service charge to cover the costs of a new waste management project. The mean value of WTP for areas that received waste collection service areas was higher than for residents of areas that did not but the difference was not statistically significant. The aggregate value of WTP of the respondents in Dhaka city was 7.6 million Taka (USD0.1 million). 相似文献

The present study sought to extend recent conceptual frameworks of waste management behaviours by examining personality, individual differences, and socio-demographic antecedents of self-reported waste recycling, reuse, and reduction behaviours. A total of 203 participants from a British community sample completed a questionnaire consisting of measures of their self-reported waste management behaviour, Machiavellianism, political cynicism, the Big Five personality traits, and socio-demographics. The results of structural equation modelling showed that individuals who were less Machiavellian, less politically cynical, older, and more conscientious were more likely to report positive waste management behaviours. In combination, these predictors explained 22.0% of the variance in waste management behaviours. Thus, these variables may improve the predictive validity of existing conceptual models of waste management behaviours. The results are discussed in relation to those models. 相似文献

Accessible and transparent data on the social costs of externalities is crucial to waste management researchers, decision-makers, and managers, if waste management strategies are to be successfully analyzed and implemented. The primary objective of this study, which is based on a thorough review of existing literature and research, was to assist the abovementioned in their decision-making with reliable recent data, by mapping, gathering, analyzing, and comparing different valuation results of external costs associated with various types of pollution and disamenities related to landfilling and incineration of solid waste.The second objective was to assess the suitability and reliability of various valuation methods and techniques that were implemented in the reviewed valuation studies, as well as the transferability of valuations across sites.The paper focuses on studies conducted since 1990, because in dynamic fields such as the waste sector, externalities, and valuation, it is essential to stay current with the most recent information and valuations.We discuss the issues and the limits of the valuation techniques and analyze the estimates of all the studies, presenting the results in the form of intervals and averages of damage costs. In spite of the inconsistencies evident in the variability in the results we reviewed, the outcome of this first comprehensive critical analysis is significant and the valuations obtained in this study provide estimates of orders of magnitude of external costs that can be used by decision makers in the waste sector to address important policy questions associated with social welfare. 相似文献

The management of construction and demolition waste (CDW) is essential in the formation, growth and renovation of urban areas. This paper presents part of a study on CDW generation and management in the Lisbon Metropolitan Area (LMA). CDW generation was estimated for 2006 and 2007 based on construction activity and waste load movements. The results revealed that in the municipality of Lisbon, remodeling construction activity prevailed, with CDW generation indicators of 954 t/day and a per capita rate of 0.60 t/year. Both values are above the average for the LMA and its two sub-regions (Greater Lisbon and the Setúbal Peninsula). The installed infrastructure for CDW management identified in the LMA is situated within a maximum distance of about 23 km from the geometric center of the city of Lisbon. Despite the fact these locations favor the municipality of Lisbon, the occurrence of illegal dumps is still a reality. A notable effort towards environmental education addressing CDW management is under way so as to make involved citizens aware of the recent CDW legislation, Decree-Law Nr. 46/2008, as well as of the problems arising from scenarios of environmental degradation and uncontrolled use of natural resources in the civil construction sector. Participation by small and medium enterprise (SME) in corporate social responsibility issues has been found to be lacking. This is a critical issue, as individually SMEs may have little impact on the environment but their collective footprint is significant. The management style and ethical stance of the owner-manager affects business decision making and therefore has a direct impact on the environmental actions of the business. Although adoption of environmental practices to create competitive advantage has been advocated, many businesses see implementation as a cost which cannot be transferred to their customers. After a brief review of pertinent literature this paper reports on an exploratory investigation into the issue. Results show that whereas owner-managers of small enterprises express concern regarding the environment, this does not then translate into better waste management practices. 相似文献

Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. Contributing elements toward the development of a sustainable solid waste management system in Tucumán, Argentina, are described. Changes in the working environment for the wastepickers have been instrumental in providing a livable wage and diminished health and environmental risks to the wastepickers and to neighboring residents. Income levels to the wastepickers are now approximately 1.75 times minimum wages in Tucumán and are being driven almost entirely by the recycling of plastics. Educational improvements in Tucumán, which are assisting sustainability of the solid waste system, are being significantly improved by the operation of a pilot scale project, by demonstrating opportunities to government officials and school children. Improved financial sustainability to the solid waste management system is also potentially available from carbon credit trading opportunities, presenting the opportunity for 1.2 times the income available from recycling efforts. 相似文献

The UK government has recognised the vital contribution that the construction industry has to play in contributing towards sustainable development. While the issue of hardened concrete waste has received considerable attention, process waste arising from the manufacture of ready-mixed concrete is relatively unexplored. It is apparent that initiatives such as the landfill tax have encouraged UK ready-mixed concrete manufacturers to reduce substantially the amount of waste they produce. How an economically affordable, environmentally effective and socially acceptable municipal solid waste management system can be developed is currently unclear. Considerable research has been carried out on the practical aspects of municipal waste management (i.e. transport, treatment and disposal) and how citizens feel about source separation, recycling, incineration and landfill but the perspective of the waste manager within the context of long term planning is often ignored. In this study, waste managers from 11 different leading-edge European municipal solid waste programs in nine different countries were interviewed. The economic, social, political, environmental, legal and technical factors of their specific programs were explored and analyzed. The transition of municipal solid waste management to urban resources management was observed and key ‘system drivers’ for more sustainable waste management practices were identified.
