In 2007, in England, the Department of Environment, Food and Rural Affairs (Defra) published Waste Strategy 2007 for England. To help drive the required behaviour change for increased sustainable practice the Government in England signalled up in the Strategy the intention to launch a Zero Waste Places (ZWP) initiative to develop innovative and exemplary practice. By inviting places (including cities, towns and rural communities) to bid for ZWP status, the successful applicants were then expected to become exemplars of good environmental practice on all waste issues. The ZWP programme commenced in October 2008 with the selection of 6 distinct places based upon an application by a partnership containing a Local Authority or in one case a Regional Development Agency. The places ranged in size from the very small (one street of 201 properties) to a Region of England (5 million population). These 6 were chosen from an initial list of 12 applicants via a rigorous selection process against fixed criteria that were designed to support Zero Waste practice. The funding was £70,258 and the mean was £11,709. The overall assessment suggests that the Local Authorities and their project partners rose to the challenge of zero waste and in most cases met or even exceeded their objectives (meeting at least 80% of aims and planned actions) and achieved high value for money in terms of Government funded initiatives. Evaluation suggested that there is a requirement to link, in the future, ZWP initiatives with other recent developments such as Transition Towns, Eco-Town and Total Place developments within Local Authorities. A Certificated Standard for ZWP was developed and is perceived as being both useful and valuable and it is hoped that it will spur a large number of new ZWP applications.  相似文献

Local authorities in the United Kingdom are currently changing their approach towards recycling as they attempt to meet legislative targets. An important part of this drive is the provision of an effective curbside recycling service and it is vital to understand the parameters that influence the performance of the system offered. In this article, three primary datasets, collected from over 1400 households each, are examined for parameters correlated to participation rates. Two measured parameters were found that are not commonly identified in previous studies of curbside recycling schemes, and they are shown to merit further investigation as useful tools for planning purposes. One is the number of types of material collected; participation rates are greater for schemes collecting more materials. The second is the number of households situated on the same road; the lower the number, the higher the participation rate. In both cases, evidence of the measured correlation is presented, justifying their usefulness for planning. The multiple underlying factors causing the correlations are not identified here, but suggestions are made for further studies.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group.  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

Mismanagement of Agrochemicals Plastic Packaging Waste (APPW) constitutes a major environmental problem, resulting in the pollution of soil, air and water resources and compromising the agricultural products safety, the protection of the environment and the public health. Systems for the management of APPW have been established in some European countries and they are operational for several years now. However, these schemes are incompatible while their operational conditions and technical criteria could be improved. In many countries no schemes exist yet for the management of APPW with serious negative consequences for the environment and public health. In response to these problems the European project AgroChePack has developed an environmental friendly, economically viable European APPW management scheme by transferring know-how from existing schemes, designing a new integrated APPW management scheme and testing it through pilot trials in five countries. This work presents the basic design principles established by AgroChePack by identifying problems and bottlenecks faced by existing schemes in Europe, by developing an integrated APPW scheme and by implementing, evaluating and optimising this scheme through pilot trials in Greece.  相似文献

Municipal waste arisings continued to increase during the 1970s in all the industrialized economies. Currently, in the midst of a severe international economic recession, the continuing escalation in the costs of waste disposal poses significant problems for municipal authorities. With the data constraints firmly in mind, this paper estimates the secondary materials supply potential of the municipal waste stream. The calculations suggest that a significant supply potential remains to be utilized despite ‘respectable’ overall recycling rates in most industrial economies. Resource recovery options can be divided into ‘low technology’ source separation schemes and ‘high technology’ mechanical separation schemes. The authors concentrate on the former option and appraise (on the basis of social cost-benefit analysis) a number of schemes that have operated in both Europe and North America.  相似文献

Management of flame retarded plastics from waste electrical and electronic equipment (WEEE) has been posing a major challenge to waste management experts because of the potential environmental contamination issues especially the formation of polybrominated-dioxins and -furans (PBDD/F) during processing. In Nigeria, large quantities of electronic waste (e-waste) are currently being managed—a significant quantity of which is imported illegally as secondhand electronics. As much as 75% of these illegal imports are never reused but are rather discarded. These waste electronic devices are mostly older equipment that contains brominated flame retardants (BFRs) such as penta-brominated diphenyl ethers (PBDEs), and polybrominated biphenyls (PBBs) which are presently banned in Europe under the EU WEEE and RoHS Directives. Risk assessment studies found both to be persistent, bio-accumulative and toxic. The present management practices for waste plastics from WEEE in Nigeria, such as open burning and disposal at open dumps, creates potential for serious environmental pollution. This paper reviews the options in the environmentally sound management of waste plastics from electronic wastes. Options available include mechanical recycling, reprocessing into chemicals (chemical feedstock recycling) and energy recovery. The Creasolv® and Centrevap® processes, which are the outcome of the extensive research at achieving sound management of waste plastics from WEEE in Europe, are also reviewed. These are solvent-based methods of removing BFRs and they presently offer the best commercial and environmental option in the sound management of waste BFR-containing plastics. Because these developments have not been commercialized, WEEE and WEEE plastics are still being exported to developing countries. The industrial application of these processes and the development of eco-friendlier alternative flame retardants will help assure sound management of WEEE plastics.  相似文献

Present methods of disposal of today's hazardous household chemicals in the United States are frequently not acceptable because of pathways to groundwater, surface water, and the atmosphere. This report identifies potentially hazardous liquid waste in the household, notes current disposal practices, and recommends an improved management plan that utilizes consumer education, manufacturer cooperation, and governmental intervention. Laws requiring uniform disposal labeling on packaging are critical. Local, county, and state governments must be encouraged to coordinate the necessary infrastructure. Managing hazardous household wastes now will mitigate potential disposal problems.  相似文献

Household waste prevention in England has been recognised in national strategy as a key component for future sustainable practice. To support the policy agenda, the Department of Environment, Food and Rural Affairs (Defra) in England has funded an extensive programme of fundamental research in the area. The specific research aim reported on here, in this Defra funded project, was to trial and assess methods for monitoring and evaluating approaches detailed in the National Resource and Waste Forum (NRWF)’s Household Waste Prevention Toolkit. The methods that formed the basis for the four research Objectives for the project were: using pilot and control areas (core Objective), tracking waste arisings, measuring specific activities and declared awareness and behaviour surveys. A primary objective of this research was to quantify the direct waste tonnage impacts of implementing a targeted household waste campaign in Dorset County, UK. A key performance indicator chosen for this assessment was the weight of waste collected at the kerbside from households. In an area where a waste prevention campaign is well planned and implemented then reductions in household waste arisings in pilot areas can be in the region of 2% per annum. This method for monitoring can be used, in the hands of an expert project team, to communicate to the public the direct benefits of waste prevention. It was found that there are a wide range of factors that need to be taken into account in the UK, and that these had hitherto been given little prominence, such as careful matching of pilot and control areas – this proved problematical in this research. However, a range of techniques used to support the methods, e.g. doorstepping surveys and focus groups could not show clear attributable waste prevention impacts but their findings could be used to direct new future messages to the public. The most successful and measurable campaign activities that were revealed by evaluation were: mail preference registrations, Home composting and doorstepping. An expert evaluation of all major methods found that no clear preference was revealed as to which were the most useful. None of the methods were judged very poor neither very good, all had major issues about their use. Tracking waste arisings and focus groups were assessed to be the best techniques in terms of input effort to output value. It is likely that waste prevention teams for household waste will need very careful training in the cost-effective use of the NRWF Toolkit before they are competent to apply it to a given place; the issues are more complex than were first thought.  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective.  相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Mechanical and Biological Treatment (MBT) is an important strategy to manage Municipal Solid Waste (MSW) in Europe. The presence of recyclable materials on MSW depends on different factors such as inefficiencies in the Municipal Solid Waste collecting schemes and to the low level of citizenship environmental education. Among other products, MBT plants produce a residual fraction, named here as heavy residual fraction, that contains a significant amount of packaging glass which in Portugal is currently landfilled. This material is not recycled because it is heavily contaminated with other materials, preventing its processing in Material Recovery Facilities (MRF).In this paper the characterization, including particle size and composition, of the residual fraction of six Portuguese MBT plants is presented. The relevant variables that determine the heavy residual fraction characteristics were identified. It was observed that the MBTr particle size distribution is different and depends mainly on the place on the flowsheet where the MBTr exits the process, which is determined by the type of biological process and by the aperture of the last screen where the product passes through. The content in glass varies from 33 to 83%. These values are mainly related with the upstream glass sorting and with the efficiency of the recovery of the organic fraction which is the glass main contaminant. The second main contaminant is “stones”.The quantity of glass contained in this product in all the plants that will be in operation in Portugal in 2014 was estimated. The work shows that if all the 48,000 of glass could be recovered the Portuguese recycling rate would increase by 4.4%.  相似文献

It is widely agreed that public support is vital to the success of most recycling schemes; the actions of householders are paramount to the success of sustainable waste policies. However, the success of recycling schemes is not just dependent on public participation; it is also dependent on careful planning, effective design and tailoring to local needs.This study has evaluated a kerbside recycling scheme in the north-west of England by comparing the recycling performance of those on alternate collections of residual waste and recyclates with those on weekly residual collections and fortnightly recyclate collections. Three data collection methodologies were adopted: postal questionnaires, set-out rate monitoring, and personal interviews with policy writers.The results demonstrated that alternate collections produce higher recycling set-out rates, suggesting that alternate collections will also generate higher recycling rates. The research showed that if designed and complemented by other services, then an alternate collection system is a realistic waste management approach. However, the local authority and the public appear to use different indicators of success for the scheme. The local authority uses governmental performance indicators (such as best value performance indicators—BVPIs) to measure success, whereas the public's indicators of success tend to focus more on issues such as required changes to established behaviours, convenience and personal preferences.A key recommendation from this study is that all local authorities should carry out local opinion surveys on an annual basis to supplement the BVPIs required by statute. This should help them to fill the information gaps in order to provide a comprehensive, up-to-date and user-responsive waste management service to the public.  相似文献

While lithium-ion battery (LIB) technology has improved substantially to achieve better performance in a wide variety of applications, this technological progress has led to a diverse mix of batteries in use that ultimately require waste management. Development of a robust end-of-life battery infrastructure requires a better understanding of how to maximize the economic opportunity of battery recycling while mitigating the uncertainties associated with a highly variable waste stream. This paper develops and applies an optimization model to analyze the profitability of recycling facilities given current estimates of LIB technologies, commodity market prices of materials expected to be recovered, and material composition for three common battery types (differentiated on the basis of cathode chemistry). Sensitivity analysis shows that the profitability is highly dependent on the expected mix of cathode chemistries in the waste stream and the resultant variability in material mass and value. The potential values of waste streams comprised of different cathode chemistry types show a variability ranging from $860 per ton1 for LiMn2O4 cathode batteries to $8900 per ton for LiCoO2 cathode batteries. In addition, these initial results and a policy case study can also help to promote end-of-life management and relative policymaking for spent LIBs.  相似文献

The present study sought to extend recent conceptual frameworks of waste management behaviours by examining personality, individual differences, and socio-demographic antecedents of self-reported waste recycling, reuse, and reduction behaviours. A total of 203 participants from a British community sample completed a questionnaire consisting of measures of their self-reported waste management behaviour, Machiavellianism, political cynicism, the Big Five personality traits, and socio-demographics. The results of structural equation modelling showed that individuals who were less Machiavellian, less politically cynical, older, and more conscientious were more likely to report positive waste management behaviours. In combination, these predictors explained 22.0% of the variance in waste management behaviours. Thus, these variables may improve the predictive validity of existing conceptual models of waste management behaviours. The results are discussed in relation to those models.  相似文献

Recent developments in national and European Union waste management policy have prompted considerable interest in alternative waste management programs, such as recycling, which could divert a portion of the municipal solid waste stream from landfills. This paper examines household preferences for kerbside recycling services and uses a stated preference choice experiment method to estimate households' valuation of such services. Using a sample of 188 households in the London area, the empirical analysis yields estimates of the willingness to pay for the number of 'dry' materials collected, the collection of compost, textile collection and the frequency of collection.  相似文献
