States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste
management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that
motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded
five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage.
The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However,
attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy
codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory.
Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center,
and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community
differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons
for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor
was also perceived to be the most important reason for recycling by respondents from all four communities. The results of
the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience
for motivation are useful approaches to reducing waste. 相似文献

Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system.This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation.Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive. 相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group. 相似文献

Contributing elements toward the development of a sustainable solid waste management system in Tucumán, Argentina, are described. Changes in the working environment for the wastepickers have been instrumental in providing a livable wage and diminished health and environmental risks to the wastepickers and to neighboring residents. Income levels to the wastepickers are now approximately 1.75 times minimum wages in Tucumán and are being driven almost entirely by the recycling of plastics. Educational improvements in Tucumán, which are assisting sustainability of the solid waste system, are being significantly improved by the operation of a pilot scale project, by demonstrating opportunities to government officials and school children. Improved financial sustainability to the solid waste management system is also potentially available from carbon credit trading opportunities, presenting the opportunity for 1.2 times the income available from recycling efforts. 相似文献

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives. 相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system. 相似文献

Local authorities in the United Kingdom are currently changing their approach towards recycling as they attempt to meet legislative
targets. An important part of this drive is the provision of an effective curbside recycling service and it is vital to understand
the parameters that influence the performance of the system offered. In this article, three primary datasets, collected from
over 1400 households each, are examined for parameters correlated to participation rates. Two measured parameters were found
that are not commonly identified in previous studies of curbside recycling schemes, and they are shown to merit further investigation
as useful tools for planning purposes. One is the number of types of material collected; participation rates are greater for
schemes collecting more materials. The second is the number of households situated on the same road; the lower the number,
the higher the participation rate. In both cases, evidence of the measured correlation is presented, justifying their usefulness
for planning. The multiple underlying factors causing the correlations are not identified here, but suggestions are made for

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. Assessing instruments for mixed household solid waste collection services in the Flemish region of Belgium 总被引:2,自引:1,他引:2
Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective. 相似文献

It is widely agreed that public support is vital to the success of most recycling schemes; the actions of householders are paramount to the success of sustainable waste policies. However, the success of recycling schemes is not just dependent on public participation; it is also dependent on careful planning, effective design and tailoring to local needs.This study has evaluated a kerbside recycling scheme in the north-west of England by comparing the recycling performance of those on alternate collections of residual waste and recyclates with those on weekly residual collections and fortnightly recyclate collections. Three data collection methodologies were adopted: postal questionnaires, set-out rate monitoring, and personal interviews with policy writers.The results demonstrated that alternate collections produce higher recycling set-out rates, suggesting that alternate collections will also generate higher recycling rates. The research showed that if designed and complemented by other services, then an alternate collection system is a realistic waste management approach. However, the local authority and the public appear to use different indicators of success for the scheme. The local authority uses governmental performance indicators (such as best value performance indicators—BVPIs) to measure success, whereas the public's indicators of success tend to focus more on issues such as required changes to established behaviours, convenience and personal preferences.A key recommendation from this study is that all local authorities should carry out local opinion surveys on an annual basis to supplement the BVPIs required by statute. This should help them to fill the information gaps in order to provide a comprehensive, up-to-date and user-responsive waste management service to the public. 相似文献

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO). 相似文献

This article describes and tests a systems theory-based policy indicators model. The framework is used to examine propositions
about linkages between states' ecological-spatial characteristics and subsequent selected solid waste management (SWM) -related
environmental policies. It was hypothesized that state characteristics of: (1) population density (used as a garbage-per-land
area index), (2) population convergence within urban areas, and (3) percent population change in the interval 1980–1985, could
jointly explain state variation in both the number and the vigor of SWM policy outputs. Greater levels of spatial pressure
were proposed to be related directly to more numerous, more convincing policies. Proposals are grounded in the literature
of organizational search theory, crisis stimulation, and technological pressure.
Results revealed that the sociospatial model in fact could explain a reasonable proportion of policy variation across states.
However, not all hypotheses are supported. Population change shows an indirect, rather than the anticipated direct, relationship
with policy output levels. In addition, when used in the model as a pollution intensity index, population density failed to
contribute significantly to an explanation of differences in state SWM policy levels. The analysis raises questions about
changes occurring over time in the nature and direction of linkages between sociospatial measures and policy responses. This
study suggests that strengthening policy indicator models may require questioning key assumptions and theoretical bases, conducting
longitudinal studies, and factoring in political, economic, and other policy environment forces. 相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels. 相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union. 相似文献

Mismanagement of Agrochemicals Plastic Packaging Waste (APPW) constitutes a major environmental problem, resulting in the pollution of soil, air and water resources and compromising the agricultural products safety, the protection of the environment and the public health. Systems for the management of APPW have been established in some European countries and they are operational for several years now. However, these schemes are incompatible while their operational conditions and technical criteria could be improved. In many countries no schemes exist yet for the management of APPW with serious negative consequences for the environment and public health. In response to these problems the European project AgroChePack has developed an environmental friendly, economically viable European APPW management scheme by transferring know-how from existing schemes, designing a new integrated APPW management scheme and testing it through pilot trials in five countries. This work presents the basic design principles established by AgroChePack by identifying problems and bottlenecks faced by existing schemes in Europe, by developing an integrated APPW scheme and by implementing, evaluating and optimising this scheme through pilot trials in Greece. 相似文献

The effectiveness of recycling depends upon efficient functioning of secondary material markets. This paper focus on the role that price volatility can play in slowing investment and market development. However, a statistical analysis of the relative volatility of secondary and primary material prices does not confirm the widely-held belief that relative price volatility is higher in secondary than in primary materials, at least at national levels.An econometric estimation of the determinants of plastic recovery volumes in Seattle contributes to the literature in four ways: the use of monthly (as opposed to annual) data; the use of local (as opposed to national) data; the use of an explanatory variable to reflect price volatility; and, the focus on plastics, which have not been examined previously. Some tentative conclusions can be made: the results generally support the principal hypothesis that price volatility has a negative effect on recovery of secondary materials; in addition, and consistent with previous studies, price elasticities are low and insignificant; and finally, policy factors are clearly important. The concluding section treats the economic and policy implications of market inefficiency in secondary material markets. 相似文献

ABSTRACT“Waste-to-energy” (WTE) technologies have been presented as one of the avenues to improve the management of solid waste whilst promoting clean and healthy urban environments through the recovery of waste and generation of energy. Research suggests that with the right investment in technologies and institutional changes, waste can potentially become a resource that can contribute to the socio-economic development of cities. It is in this context that this paper presents a review of the literature on WTE technologies and their implications on sustainable waste management in urban areas. The paper particularly contributes to our understanding of WTE technologies and its potential on Municipal Solid Waste Management (MSWM) in Johannesburg, South Africa. It is estimated that the city of Johannesburg’s landfills airspace will be completely depleted by year 2023. This projection becomes a motivation for the identification of suitable WTE alternative avenues to manage waste in the city.
