Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献

Currently the construction and demolition (C&D) waste collection system in Spain is managed in a decentralized manner by each sub-contracted company. This lack of comprehensive strategy for C&D waste management causes a confusing and sometimes individual attitude regarding the different measures for C&D waste. Therefore effective waste management should be enforced. Construction stakeholders have wide range of best practices in C&D waste management that can be implemented, so they need to be assessed for their effectiveness.The aim of this research study is to assist construction stakeholders in making a decision on C&D waste management. This paper carries out a survey conducted among the construction agents in order to evaluate the effectiveness of 20 best practice measures regarding C&D waste management, identifying the most suitable types of building constructions to implement these practices and also the advantages and drawbacks of their performance in a building construction project.Results of this study show that among the highly effective best practices are: the use of industrialized systems and the contract of suppliers managing the waste. In addition, distributing small containers in the work areas is also another high valued practice, although only 36% of respondents usually implement this measure in their works.  相似文献

The difficulty of dealing with construction and demolition waste (CDW) on construction sites is not new and continues to be an environmental problem. Understanding the waste generated in a construction work is essential to optimize CDW management. Therefore, any tool used for establishing an estimation of the CDW that will be generated should be considered as an alternative to achieve real solutions pursuing sustainability. This paper presents the evolution of CDW flow generation in the construction of new residential buildings, and has identified that the construction activity is increasing the waste generation. In an attempt to find some solutions and provide improved alternatives, several building sites have been analysed in order to quantify the estimation of CDW generated. Results show that when using plasterboard walls the CDW generation, per m2 of built surface can be reduced up to 15.94% compared to the use of traditional brick partitions. In addition, a model describing the accumulation of CDW throughout the project duration is proposed. This model states that CDW mainly accumulates in the middle stages of the project. This study allows an estimation of the amount of CDW to be generated in a building construction site, helping to plan the number and size of containers required at any moment of the construction process, as well as the space required for a proper CDW management.  相似文献

This paper presents a system dynamics computer model to evaluate alternative type of recycling center under different policy and economy environments through comparison on the economic feasibility of recycling centers and ratio of savings to costs in C&D waste management. A case study for the City of Chongqing, China is selected. Simulated results show three key factors can contribute to the economic feasibility of recycling and the ratio of savings to costs in C&D waste management: (a) profit; (b) unit recycling cost; (c) extra revenue from location advantage (It was assumed that the mobile centers can attain extra revenue from the location advantage compared with fixed recycling centers). The sensitive analysis and comparison on ratios between public and private sector indicate that to achieve the optimum ratio of savings to costs, design of recycling centers and selection of governmental instruments are determined by the priority list: (1) low extra revenue from location advantage; (2) low profit; (3) low unit recycling cost. Meanwhile, the fluctuation of the three factors must be prior to achieve economic feasibility of corresponding recycling centers.  相似文献

Office building retrofit is a sector being highlighted in Australia because of the mature office building market characterised by a large proportion of ageing properties. The increasing number of office building retrofit projects strengthens the need for waste management. Retrofit projects possess unique characteristics in comparison to traditional demolition and new builds such as partial operation of buildings, constrained site spaces and limited access to as-build information. Waste management activities in retrofit projects can be influenced by issues that are different from traditional construction and demolition projects. However, previous research on building retrofit projects has not provided an understanding of the critical issues affecting waste management.This research identifies the critical factors which influence the management of waste in office building retrofit projects through a literature study and a questionnaire survey to industry practitioners. Statistical analysis on a range of potential waste issues reveals the critical factors, as agreed upon by survey respondents in consideration of their different professional responsibilities and work natures. The factors are grouped into five dimensions, comprising industry culture, organisational support and incentive, existing building information, design, and project delivery process. The discussions of the dimensions indicate that the waste management factors of office building retrofit projects are further intensified compared to those for general demolition and construction because retrofit projects involve existing buildings which are partially operating with constrained work space and limited building information. Recommendations for improving waste management in office building retrofit projects are generalised such as waste planning, auditing and assessment in the planning and designing stage, collaboration and coordination of various stakeholders and different specialists, optimised building surveying and BIM technologies for waste analysis, and new design strategies for waste prevention.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

Packaging waste collection systems are responsible to collect, within a geographic area, three types of packaging materials (paper, glass and plastic/metal) that are disposed by the final consumer into special bins. Those systems are often characterized by having a network with multiple depots that act as transfer and sorting stations, and where the vehicle fleet is based. However, each depot is often managed independently and not as a part of a unique system. In this work, four current tactical/operational practices that contribute to the independent management of each depot are analysed. The change of such practices is investigated and their impact assessed on the total collection cost. A solution methodology based on mathematical formulations is developed to plan service areas, vehicle routes and vehicle schedules taking into account new alternative solutions in managing the system as a whole. Such methodology is applied to a real case study of a company responsible for the collection of the packaging waste in 7 municipalities in mainland Portugal. New service areas, collection routes and vehicle schedules are defined and significant savings are obtained in terms of the total distance travelled as well as in terms of the number of required vehicles, resulting in a decreasing of the total system cost.  相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group.  相似文献

Construction waste minimization at the design stage is a key strategy in effective waste reduction. However, it seems that few studies focus on exploratory factors that can significantly improve the design of construction waste minimization. This paper addresses this research gap by presenting a set of critical factors that inform and improve the practice of waste minimization design, particularly in the context of Shenzhen, China. Nineteen potential factors which can influence effective waste minimization are presented based on related official guidelines, reports and literature. Top institutions in Shenzhen that have received a Grade A building design certification were surveyed through a questionnaire. From this survey, six critical factors are derived: (1) large-panel metal formworks, (2) prefabricated components, (3) fewer design modifications, (4) modular design, (5) waste reduction investment and (6) economic incentive. The applicability and significance of the identified critical factors for effectively designing waste minimization are also explored. These critical factors not only provide designers and project managers with a useful set of criteria for effective design strategies to reduce construction waste, but also serve as valuable references for the government to formulate related construction waste minimization regulations.  相似文献

The management of construction and demolition waste (CDW) is essential in the formation, growth and renovation of urban areas. This paper presents part of a study on CDW generation and management in the Lisbon Metropolitan Area (LMA). CDW generation was estimated for 2006 and 2007 based on construction activity and waste load movements. The results revealed that in the municipality of Lisbon, remodeling construction activity prevailed, with CDW generation indicators of 954 t/day and a per capita rate of 0.60 t/year. Both values are above the average for the LMA and its two sub-regions (Greater Lisbon and the Setúbal Peninsula). The installed infrastructure for CDW management identified in the LMA is situated within a maximum distance of about 23 km from the geometric center of the city of Lisbon. Despite the fact these locations favor the municipality of Lisbon, the occurrence of illegal dumps is still a reality. A notable effort towards environmental education addressing CDW management is under way so as to make involved citizens aware of the recent CDW legislation, Decree-Law Nr. 46/2008, as well as of the problems arising from scenarios of environmental degradation and uncontrolled use of natural resources in the civil construction sector. Policies are outlined aiming to move towards the more judicious management of CDW.  相似文献

The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste.  相似文献

A model is presented for evaluating waste management systems for their contribution to a sustainable development, including environmental, economic and social aspects. The model was tested in a case-study, where groups of long-term unemployed people were offered both education on environmental issues and practical work with the recovery and recycling of building and demolition waste as a form of vocational development. Application of the suggested model revealed the overall effects on sustainability of different methods of waste management. In addition, negative aspects of the systems analysed were identified, which led to discussions about possible improved practices within the waste management systems. Two of the waste management systems investigated (the recycling of steel and re-use of sanitary porcelain) showed a potential contribution to sustainable development in all of the aspects studied. Preparing bricks for re-use showed the largest potential for eco-efficiency, but had negative effects on sustainability from the social perspective of health and the working environment. The possibility of further use of the model and the remaining obstacles to such analyses are discussed. One observation is that the data collection needed to perform this kind of sustainability analysis is resource-demanding, and that it would therefore be better to identify a smaller number of key indicators.  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

EU's long-term objective is to become a recycling and resource effective society, where waste is utilized as a resource and waste generation is prevented. A system dynamics model was developed to analyze the policy mechanisms that promote packaging material efficiency in products through increased recycling rates. The model includes economic incentives such as packaging and landfill taxes combined with market mechanisms, behavioral aspects and ecological considerations in terms of material efficiency (the packaging material per product unit, recycled fraction in products). The paper presents the results of application of various policy instruments for increasing packaging material efficiency and recovery rate and reducing landfilled fraction. The results show that a packaging tax is an effective policy instrument for increasing the material efficiency. It ensures the decrease of the total consumption of materials and subsequent waste generation. The tax helps to counteract a rebound effect, which, as identified by the analysis, can be caused by reduced material costs due to eco-design. The model is applied to the case of Latvia. Yet, the elements and structure of the model developed are similar to waste management systems in many countries. By changing numeric values of certain parameters, the model can be applied to analyze policy mechanisms in other countries.  相似文献

There are relatively few Federal environmental regulations that influence agricultural production in the US. However, many local and state environmental rules may influence the management practices on US farms as might interactions between urban population centers and agricultural producers. Detailed analysis of corn farms gives insight into these relationships and suggests that stringent environmental regulations could increase the likelihood of adoption of certain conservation practices, all else being constant, but that the interaction between urban populations has less of an effect on the adoption decisions.  相似文献

This paper examines the factors that affect the adoption of best management practices (BMPs) in Southern Ontario watersheds using both qualitative and quantitative techniques. A sample of 164 farmers was analyzed and triangulated with the results from in-depth interviews. The results suggest that farm and personal characteristics affect the adoption rate of BMPs and there should be financial incentives in order to create an enabling environment that will encourage the adoption of BMPs.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

ABSTRACT

Climate change is expected to contribute to global inequality, and exacerbate ecological risk for the world's poor. Despite recent trends within waste management academic discourse, which has begun to engage with inequality, and its underlying socio-economic and socio-political causes, discussions of inequality have so far remained absent from our investigations on climate change's impacts on waste management systems and practices. The purpose of the discussion is to call for a centring of inequality within our waste and climate discourse. I identify two main pathways for scholarly investigation, specifically, developing alternative waste management solutions for contexts in which waste management systems fail, which do not just perpetuate existing inequalities, and addressing the growing inequality in waste management technology and practice between the Global North and the Global South.  相似文献
