In Korea due to rapid economical growth followed by urbanisation, breakage of large traditional families into small nuclear families, continuous changes in equipment features and capabilities causes tremendous increase in sale of new electrical and electronic equipment (EEE) and decrease in sale of used EEE. Subsequently, the ever-increasing quantity of waste electrical and electronic equipment (WEEE) has become a serious social problem and threat to the environment. Therefore, the gradual increase in the generation of WEEE intensifies the interest for recycling to conserve the resources and protect the environment. In view of the above, a review has been made related to the present status of the recycling of waste electrical and electronic equipment in Korea. This paper describes the present status of generation and recycling of waste electrical and electronic equipment, namely TVs, refrigerators, washing machines, air conditioners, personal computers and mobile phones in Korea. The commercial processes and the status of developing new technologies for the recycling of metallic values from waste printed circuit boards (PCBs) is also described briefly. Since 1998, three recycling centers are in full operation to recycle WEEE such as refrigerators, washing machines and air conditioners, having the total capacity of 880,000 units/year. All waste TVs are recently recycled on commission basis by several private recycling plants. The recycling of waste personal computers and mobile phones is insignificant in comparison with the amount of estimated obsolete those. Korea has adopted and enforced the extended producer responsibility (EPR) system. Korea is making consistent efforts to improve the recycling rate to the standards indicated in the EU directives for WEEE. Especially environmentally friendly and energy-saving technologies are being developed to recycle metal values from PCBs of WEEE.  相似文献

This article analyses the current and future end-of-life management of electronic displays (flat screen televisions and monitors), and identifies and discusses possible ecodesign recommendations to improve it. Based on an investigation of the treatment of displays in two typical European recycling plants, key aspects and criticalities of the recycling methods (sorting, dismantling and pre-processing) are identified. Disaggregated data concerning on-site measurements of the time needed to manually dismantle different displays are presented. The article also discusses the potential evolution of end-of-life scenarios for electronic displays and suggests possible recommendations for recyclers, producers and policy-makers to promote resource efficiency in the recycling of such waste products. Data on time for dismantling the displays can be used to build measurers for voluntary and mandatory policies, to stimulate design innovations for products improvement, and to assess possible alternative treatments of the waste during the pre-processing at the recycling plants. Some quantitative product measures (based on the time thresholds for dismantling some key components) are also discussed, including an assessment of their economic viability. These measures can potentially be enforced through mandatory and voluntary European product policies, and could also be extended to other product groups.  相似文献

By use of a survey of recycling, remanufacturing and waste treatment firms in Texas, this paper asks if these firms can operate as a bridge between production and consumption/waste to efficiently increase the flow of used materials and products back to production processes at the local level. The results suggest that while most materials and used products are collected locally, only some can be re(consumed) locally. Moreover, the firms face negative perceptions about their activities from industry and the public at large that likely slow both the rate of entry of new firms into these markets and the expansion possibilities of existing firms. In addition, the types of conventions that characterize the interactions of more successful firms are not well developed in this sector(s). It is unlikely that recycling, remanufacturing and waste treatment firms can become central players in the production, consumption and waste cycle loop until society develops production design, marketing and consumption philosophies that include recycling and remanufacturing at a fundamental level.  相似文献

随着废物进口数量的增长、废物再生利用行业的成长、废物越境转移形势的变化和环境保护事业的不断发展,废物进口环境管理经历了从无到有并且逐步完善的过程,成为我国固体废物环境管理工作的重要内容。当前我国废物进口管理还存在着部分种类废物进口行业利用水平较低、废物非法越境转移压力长期存在和能力建设步伐与管理需求不相适应等问题。针对存在的问题,采取合理有效的应对措施,进一步完善相关法律、法规,推进“圈区管理”,鼓励统一管理和污染集中防治,探索建立企业环保信誉管理机制,加强源头风险控制,完善国际合作机制,使我国进口废物管理向兼顾环境、经济协调发展的综合管理模式转变。  相似文献

The recycling sector in India, which consists of a comprehensive trade and production sector, is rather complex. Nevertheless, it creates important benefits for both the economy and the environment. In order to comprehend the system, a case study has been performed on the recycling sector (paper, plastic, glass and non-ferrous metal) in Bangalore (India), focussing on the market structure, the scale of operation, employment effects, constraints, and recent developments. It was found that this highly competitive and labour-intensive industry is largely dependent on cheap labour and the supply of solid waste from the local trade system. Its mostly informal nature results from the ‘unregisteredness’ of the materials. Consequently, government involvement is avoided as much as possible. With present growth rates, prospects of recycling in Bangalore are advancing. Yet, problems such as lack of supply and loss of quality emerge. Therefore, quality control and market conditions should be improved.  相似文献

作为“城市矿产”的典型代表,废弃手机因其废弃数量大、稀贵金属品位高等特性而备受关注,但在推进废弃手机回收过程中存在诸多问题。本文以推动产业发展为立足点,梳理了影响废弃手机回收的两级制衡要素,通过构建GREY-DEMATEL模型,定量评估各要素对废弃手机回收的影响程度并确定优先等级。其中,完善废弃手机回收的管理制度及相应的经济扶持政策成为短期内应着力解决的核心问题,从长期发展来看,废弃手机的前端收集应成为产业关注的重点。基于此,本文立足于废弃手机回收的短期目标及长远发展,分别提出相应的管理策略,为再生资源产业的良性发展提供对策建议。  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

This study evaluated, both qualitatively and quantitatively, waste materials from several major Quebec grocery stores. Averaged over nine sampling dates, cardboard, paper and wood products represented 43 and 74% of waste material, based on weight and volume, respectively while organic matter including fruits, vegetables, baked goods and meat products represented 40 and 10% of waste material based on weight and volume. Plastics, wrapping and bagging materials, represented over 7 and 13% of waste material based on weight and volume, respectively, and other recyclable waste materials such as glass, metal and various miscellaneous objects, represented 4 and 2% of waste material based on weight and volume. On average, 60.6 kg waste/employee per week was generated by the three stores. Store size was not a determining factor in the composition of grocery store waste material. These results suggest that costs associated with supermarket waste disposal may be substantially reduced by source-separation of recyclable and compostable materials while reducing pressure for incineration or landfill. Therefore, the adoption of recycling and source-separation programs, and studies to determine problems and costs associated with the implementation of such programs are recommended.  相似文献

Phosphate rocks, used for phosphorus (P) fertilizer production, are a non-renewable resource at the human time scale. Their depletion at the global scale may threaten global food and feed security. To prevent this depletion, improved P resource recycling from food chain waste to agricultural soils and to the food and feed industry is often presented as a serious option. However, waste streams are often complex and their recycling efficiency is poorly characterized. The aim of this paper is to estimate the P recovery and recycling potential from waste, considering France as a case study. We assessed the P flows in food processing waste, household wastewater and municipal waste at the country scale using a substance flow analysis for the year 2006. We also quantified the P recycling efficiency as the fraction of P in waste that ultimately reached agricultural soils or was recycled in the food and feed industry. Efforts were made to limit data uncertainty by cross-checking multiple data sources concerning P content in waste materials. Results showed that, in general, P recovery in waste was high but that the overall P recycling efficiency was only 51% at the country scale. In particular, P recycling efficiency was 75% for industrial waste, 43% for household wastewater and 47% for municipal waste. The remaining P was discharged into water bodies or landfilled, causing P-induced environmental problems as well as losses of nutrient resources. Major P losses were through food waste (which amounted to 39% of P in available food) and treated wastewater, and the findings were confirmed through cross-checking with alternative data sources. Options for improving P resource recycling and, thereby, reducing P fertilizer use were quantified but appeared to be less promising than scenarios based on reduced food waste or redesigned agricultural systems.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

The amount of electrical and electronic products is increasing rapidly, and this inevitably leads to the generation of large quantities of waste from these goods. Some of the generated e‐waste ends up in regions with sub‐standard recycling systems and may be processed under poor conditions. During uncontrolled incineration, halogenated dioxins and furans can be generated from brominated and chlorinated compounds in the products. In order to reduce the health and environmental risks involved in the recycling stage of the life cycle of electronics, an effective design‐for‐environment process must be established during the product development phase. Knowledge of the chemical substances in the product is crucial to being able to make informed decisions. Through full knowledge of the material content of procured components, phase‐outs of unwanted substances, such as halogenated substances, can be performed in an effective manner. Therefore, information is the key to success in phasing‐out substances; facilitating compliance of legal provisions for manufacturers of electrical and electronic devices; and improving the environmental footprint of products as they reach the end of the life cycle. After an introduction to the challenges of electronics waste management, this paper describes supply chain information systems and how they are used to facilitate substance phase‐outs in the electronics industry. Sony Ericsson has been working with phase‐outs of unwanted substances since it was founded in 2001. Through the introduction of a material declaration system that keeps track of all substances in the components used in the company's products, Sony Ericsson has been able to replace unwanted substances to improve environmental impacts at the recycling stage of a product.  相似文献

In this paper, we report on our efforts to develop a research framework that can be used to quantify waste flows for different geographical areas in the face of limited waste data availability. We demonstrate this framework in our case study of obsolete computers in the Atlanta metropolitan area. We develop computer obsolescence rates at the national metropolitan level, and couple this data with economic information at the census tract level to generate product inventory estimates (PIE) of the stock of obsolete computers from both business and household sectors in the Atlanta metropolitan area. We seek to improve the accuracy of waste flow estimates for specific geographic areas over those of previous studies, provide an easily replicable and cost effective methodology, highlight the ensuing spatial implications for collection and recycling systems using GIS, and demonstrate the potential economic benefits from diverting electronic wastes within a region. The modeling framework we have developed is intended to be applicable to other regions and to other medium range durable goods discarded by households, businesses, or obtained from buildings.  相似文献

In a street survey conducted in Hong Kong, it was found that Hong Kong people generally support waste recycling and minimization measures. The results showed that statistically there are associations between sex, accommodation type, education levels and age on one hand and people's attitude toward some waste recycling and minimization measures on the other. A significant number of the surveyed subjects would feel uneasy during the generation of waste if they knew that the recyclable materials would not be recycled. However, this feeling of uneasiness will lessen considerably if the materials are being recycled. With the feeling of uneasiness being lessened, a deterring factor on consumption was weakened. Thus it is plausible that when recycling is more widely carried out, the actual volume of consumption will increase if the urgency of waste minimization is not widely understood. It was also discovered that in an economically prosperous Hong Kong, people can be more supportive to slightly more expensive green products than in Western countries in recession.  相似文献

The use of materials is studied broadly, because of the environmental problems related to extraction, production, consumption and waste treatment. The use and substitution of materials in products is therefore a relevant issue for environmental policy making. Studies have been done to describe the material flow or to measure the impact of materials or products on the environment. However, these studies do not often consider economic, substitution and dynamic aspects of material flows. Other studies on material flows analyse the relationship between the use of materials and economic growth, but they do not consider substitution between materials. For environmental policy making economic, technological and environmental aspects of the use of materials need to be considered. Especially, substitution of materials is important. In various countries material and product policies are imposed on a variety of materials and products. For evaluation of these policies their environmental and economic effects need to be examined in detail. This study aims to analyse the economic and technological factors influencing the use of materials and the substitution between different materials dynamically. The goal is to obtain an insight in the effect that material levies may have on the use and substitution of materials. The statistical analysis is performed on a specific product-group because decisions on the use of materials are taken on a product-level. The case study is performed on automobiles. The results show that the material use is largely an autonomous development. The price of aluminium has a positive, significant effect on the use of that material. The price of plastics has a positive, but not significant effect on the use of plastics. Reasons may be that the costs of a raw material are small relative to the processing costs, and that the production process can only be changed slowly. Other factors, like competitiveness and consumers' tastes, may be more important for substitution. This implies that levies or subsidies on certain materials is not a promising policy to change the use of materials. Besides time, there are two other factors that have a positive and significant relationship with the use of aluminium and plastics: the fuel efficiency, which is the distance driven divided by the energy used; and, the road tax, which depends on the weight of a car. However, these effects are caused by their positive relationship with time. The main conclusion of the case study is that imposing a levy on materials may not have the desired or expected effect of reduction in material use.  相似文献

The importance of information technology to the world economy has brought about a surge in demand for electronic equipment. With rapid technological change, a growing fraction of the increasing stock of many types of electronics becomes obsolete each year. We model the costs and benefits of policies to manage 'e-waste' by focusing on a large component of the electronic waste stream-computer monitors-and the environmental concerns associated with disposal of the lead embodied in cathode ray tubes (CRTs) used in most monitors. We find that the benefits of avoiding health effects associated with CRT disposal appear far outweighed by the costs for a wide range of policies. For the stock of monitors disposed of in the United States in 1998, we find that policies restricting or banning some popular disposal options would increase disposal costs from about US dollar 1 per monitor to between US dollars 3 and US dollars 20 per monitor. Policies to promote a modest amount of recycling of monitor parts, including lead, can be less expensive. In all cases, however, the costs of the policies exceed the value of the avoided health effects of CRT disposal.  相似文献

Lead and polybrominated flame retardants are the two hazardous materials that can be found in electronic appliances. Particularly, cathode ray tubes (CRT) contain leaded glasses. In a computer monitor, over 98% of the lead is in the CRT. This material is generally not accepted for reuse as a component; only those from televisions can be reused. However, this currently represents only a very small market. Envirocycle (a US company) has developed a process to recycle all glasses contained in CRTs; this process includes cleaning and sorting glass. The product obtained is used for the manufacture of new CRT glass. Some industries have used pulverized glass from CRTs in smelting processes as slagging material instead of sand or slag. In this paper, some environmental issues related to the recycling of computers and television sets, and CRTs from computers are presented and discussed. Different processes used to recycle CRTs are described along with an economic analysis.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

The useful life of consumer electronic devices is relatively short, and decreasing as a result of rapid changes in equipment features and capabilities. This creates a large waste stream of obsolete electronic equipment, electronic waste (e-waste).Even though there are conventional disposal methods for e-waste, these methods have disadvantages from both the economic and environmental viewpoints. As a result, new e-waste management options need to be considered, for example, recycling. But electronic recycling has a short history, so there is not yet a solid infrastructure in place.In this paper, the first half describes trends in the amount of e-waste, existing recycling programs, and collection methods. The second half describes various methods available to recover materials from e-waste. In particular, various recycling technologies for the glass, plastics, and metals found in e-waste are discussed. For glass, glass-to-glass recycling and glass-to-lead recycling technologies are presented. For plastics, chemical (feedstock) recycling, mechanical recycling, and thermal recycling methods are analyzed. Recovery processes for copper, lead, and precious metals such as silver, gold, platinum, and palladium are reviewed. These processes are described and compared on the basis of available technologies, resources, and material input–output systems.  相似文献
