Seven considerations which bear upon the achievement of better water management are discussed. First, separation of judgments of fact from judgements of value is helpful in deciding upon what actions to take. Second, separation of social values from matters of individual or group interest is crucial to institutional design. Third, achieving economically efficient water management may create a surplus of benefits which can be divided among the parties in order to resolve conflicts. Fourth, surpluses also can be used inappropriately, whether to reward undesirable behavior or to penalize unjustly. Fifth, avoidance of external costs is best achieved through restructuring of rewards and penalties. Sixth, technological solutions are too easily selected in place of less costly institutional change. Seventh, water management technology is too often selected in place of more cost-effective, water-related technology. Selected examples of each of these considerations are offered. However, better water management is not easy to define. The social process criterion adopted in this paper is discussed briefly. 相似文献

ABSTRACT: The cries of pending water crises are usually cast in terms of water availability and/or water quality. Unfortunately, the real factors underlying a perceived crisis are often overlooked and the solutions prescribed are fax from optimal when measured in either economic or social terms. Today's technology outstrips its implementation, yesterday's solutions are imposed on a new breed of problems, and a static game is being played in a dynamic world. There is a need for the application of innovative and revolutionary tactics, for modernizing institutions, and for educating technologists and decision makers alike in the art of communicating their views and skills. This is the challenge. If it is met, some predicted crises will not materialize, and many others will be diminished in scale. An exciting opportunity exists to extend the boundaries of a new era in water management. 相似文献

ABSTRACT The term “institution” and several variants are used frequently in the literature on metropolitan water management. The state-of-the art investigation on which this paper is based revealed that 1) many uses of the term do not include careful definitions; 2) many users of the term seemed unaware of the general, theoretical literature on the subject of institutions; 3) there was little consistency among uses, either in the practical literature dealing with water or in the conceptual literature dealing with theories of institutions or institutionalization; 4) some usages were without significant meaning; 5) in many cases the term was used as a kind of “black box” to account for behavioral, societal, or managerial factors; 6) the term was often used as a synonym for “organization”. This latter use is frequently found in federal reports, including National Water Commission studies, and is most unfortunate because it tends to slight significant social-psychological factors. A suggested definition is: “An institution is the structured result or outcome of a process by which values are articulated, arranged, and communicated, having continuity over time, and influencing behavior of persons who did not necessarily participate in formulating those values (norms).” 相似文献

ABSTRACT: Institutional innovation is central to many water resource problems. (In this context “institutions” refers to the laws and regulations governing water allocation and use.) Yet, typically, economic analyses treat institutions as exogenous and fixed. Unfortunately, this conventional assumption does not allow economists to address many modern problems. This paper develops an economic framework in which institutions are treated as endogenous. The model accounts for (1) factors that stimulate calls for formal institutional change, (2) the role of interest groups in policymaking, and (3) actual institutional change as it impacts choice domains and thus economic performance. The model is compared to a specific case of change in Colorado's water institutions, namely, instream water rights legislation in the 1970's. The empirical evidence is generally consistent with model hypotheses. The model promises to be useful to scholars and policymakers interested in institutional innovation. 相似文献

ABSTRACT: Mathematical modeling techniques are used to develop predictive equations for cost of water and waste water treatment processes in developing countries utilizing socioeconomic, environmental, and technological indicators. Predictive equations are developed for each of the three regions (Africa, Asia, and Latin America) for construction, operation, and maintenance costs of slow sand filter, rapid sand filter, stabilization lagoon, aerated lagoon, activated sludge, and trickling filter. Data analysis indicated that cost of water treatment processes is a function of technological indicator (percentage of imported materials), population, and the design capacity. The variables which gave the best correlation for waste water treatment cost were population, design flow, and the percentage of imported waste water disposal materials. 相似文献

ABSTRACT: In the near future, groundwater storage of imported water may become increasingly important as sites for surface storage are less available. This article explores the potential economic costs and benefits of groundwater storage. The costs include capital outlays, maintenance costs, land costs, legal costs, energy costs, and opportunity costs. ABSTRACT: A matrix was developed of problems with the functional use of water resources (rows) and functions served by water resources research (columns). A classification of water problems and a classification of research fields also were developed to accompany the matrix. The matrix and classification schemes were used when preparing the five-year research and development plan of the Water Resources Center of The Ohio State University. They were used: (1) to classify each research project that had been supported by the Water Resources Center from 1965 through 1980, (2) to guide interviews with personnel of federal and state agencies and university faculty who assisted in defining Ohio's water research needs, (3) to organize responses received during these interviews, and (4) to arrive at a selected list of ten problems with the functional use of Ohio's water resources that were prioritized based upon opinions received from water-related officials throughout the state. Other matrices and classification schemes are reviewed that were revised and expanded upon when formulating the ones used in Ohio. Suggestions are given regarding further development of the functional matrix and accompanying classifications as well as their use in administration of the cooperative federal-state water resources research program and other federal water resources research programs. 相似文献

The proof is rapidly mounting that instream aeration is a technically and economically feasible supplement to secondary treatment of wastes, an alternative to tertiary waste treatment. Some phenomena remain unexplained; and competing technologies, especially those employing molecular oxygen, are being explored vigorously. However, there are convincing arguments in favor of aeration on theoretical grounds, proved technology is available; and the first installations have already been made. While remaining questions are being further investigated, it is time to consider in more detail the broader aspects, as to the institutional, legal, and political hurdles to be overcome before advantage can be taken of the new technology. ABSTRACT: Water management in England and Wales has undergone a major transformation in the past three decades, and especially under the 1963 and 1973 legislation. It has witnessed a shift from local to national responsibility, an integration of functions, and a move towards the incorporation of economic principles into water policies. For some observers the new legislation appeared to be “pioneering” and “farsighted.” There is little doubt it has resulted in many beneficial changes. But not all the goals have been achieved. Western Washington and western Oregon comprise a water-rich region that has a very uneven annual distribution of both precipitation and streamflow. Highest demand for water coincides with lowest streamflow levels between July 1 and September 30 when less than 5 percent of annual water yield occurs. Increases in annual water yield in small, experimental watersheds in the region have ranged up to 600 mm after entire watersheds were logged and up to 300 mm in watersheds that were 25 to 30 percent logged. Most of the increase has occurred during the fall-winter rainy season, and yield increases have been largest during the wettest years. Estimated sustained increases in water yield from most large watersheds subject to sustained yield forest management are at best only 3-6 percent of unaugmented flows. Realistically, watersheds in this region will not be managed to produce more water. Water yield augmentation will continue to be only a small and variable by-product of logging. The utility of water yield augmentation is limited by its size and by its occurrence relative to the time of water demand. In some local areas, reduction of fog interception and drip or establishment of riparian phreatophytic hardwoods may reduce summer flows. 相似文献

ABSTRACT: Rome is noted for its water and waste water systems which were constructed during ancient times. This paper is a discussion of the impact these systems had on living conditions in the imperial city. Rome's water system provided a constant supply to centrally located areas in contrast to modern systems which deliver water on demand to individual connections. For both water and waste water systems, access points were generally outside the household. Because of this lack of individual connections, Romans were forced to spend much of their time outside their tenements in the baths, latrines, arenas, streets, and shops of the imperial city. 相似文献

ABSTRACT The Las Vegas Valley in southern Nevada has provided ample opportunity for mission oriented water resources research, and, to some extent, application of those research results. Past studies of the ground-water systems have resulted in the construction of a direct electrical analog, two digital simulation models, a Hele-Shaw fluid analog, a linear programming model, and two dynamic programming models. The work accomplished has dealt with the problems of groundwater management, waste water reclamation and artificial recharge, and conjunctive use water management. The current study is attempting to integrate previous results and new work into a detailed and realistic conjunctive use water resource management model to achieve system efficiency under more than one criteria. The research team is interdisciplinary in nature and encompasses the physical and social sciences. 相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. With the exception of the Sierra-Cascade mountain ranges, the Rocky Mountain chain is the only portion of the western United States that consistently yields more than 3 cm of flow annually. Ten to 15 percent of the land mass in the region produces the majority of the total flow. This paper addresses the opportunities for increasing flow through forest manipulation, and summarizes the research base that has yielded the current “state of the art” understanding of how snow pack and vegetation management can influence water yield. The optimal harvest design appears to consist of small openings, irregularly shaped, and about 3 to 8 tree heights in width parallel to the wind. 相似文献

ABSTRACT: The problem of allocating scarce water resources among competing uses and users over time in Hawaii is addressed within the context of analytical institutional economics. The nature of this problem has been, in recent years, highly complicated by important institutional changes that control operating decisions for water supply and water pollution. Whereas the imbalance in governmental initiatives regarding changes in the system of water rights (predominantly state) and environmental laws (predominantly federal) are based on U.S. constitutional provisions, the more fundamental roots of the crucial legal doctrines involved have been traced back to the common property concept. This suggests that the more promising opportunities for meeting the water policy challenges of the state are to be found in the historical common property system (ahupua'a) of Hawaii. 相似文献

ABSTRACT: The Ontario Ministry of the Environment has based its water quality management approach on a set of guidelines published in 1970. In light of the changing societal and economic background, advancement in technology and scientific knowledge, and philosophical attitudes towards water management, the water management program was recently revised. Factors influencing the revised approach, including federal-provincial interrelationships and international commitments under the Canada-U.S. Agreement, are summarized. The revised program consists of a goal statement, policies to implement this goal, revised water quality objectives, and detailed implementation procedures for field staff use. Rather than promulgating regulations to impose arbitrary effluent or receiving water standards on a province-wide basis, the revised approach involves the imposition of legally enforceable effluent requirements on a case-by-case basis. Although the paper emphasizes the surface water quality program, it also outlines the Ministry's goals, policies, and procedures for the management of surface-water quantity, as well as ground water quality and quantity. 相似文献

ABSTRACT Whether the goal is minimizing water quality degradation in receiving streams or maximizing agricultural production on existing croplands; the solutions are identical - improved water management practices. Technology has succeeded in developing feasible solutions to improving irrigation water management, but the law has been slow to encourage or direct implementation. The villain of the western United States water problem is the property right concept of the appropriation doctrine. Improving water management also implies organizational improvements. Also, the so-called “human factor” involves questions of inefficiency and ineffectiveness, that when examined under the criteria of efficacy, may dictate a policy of continuing present practices in certain localities or regions with little technological intervention. The present effort for improving water quality management implies, therefore, a manyfold attack aimed at increasing project irrigation efficiency and effectiveness, under the larger rubric of efficacy and the achievement of larger social goals. 相似文献

ABSTRACT: Ground water and surface water constitute a single dynamic system in most parts of the Suwannee River basin due to the presence of karst features that facilitate the interaction between the surface and subsurface. Low radon-222 concentrations (below background levels) and enriched amounts of oxygen-18 and deuterium in ground water indicate mixing with surface water in parts of the basin. Comparison of surface water and regional ground water flow patterns indicate that boundaries for ground water basins typically do not coincide with surface water drainage subbasins. There are several areas in the basin where ground water flow that originates outside of the Suwannee River basin crosses surface water basin boundaries during both low-flow and high-flow conditions. In a study area adjacent to the Suwannee River that consists predominantly of agricultural land use, 18 wells tapping the Upper Floridan aquifer and 7 springs were sampled three times during 1990 through 1994 for major dissolved inorganic constituents, trace elements, and nutrients. During a period of above normal rainfall that resulted in high river stage and high ground water levels in 1991, the combination of increased amounts of dissolved organic carbon and decreased levels of dissolved oxygen in ground water created conditions favorable for the natural reduction of nitrate by denitrification reactions in the aquifer. As a result, less nitrate was discharged by ground water to the Suwannee River. 相似文献
