ABSTRACT

In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.  相似文献

ABSTRACT

Regions of high biodiversity often coincide with regions of poverty and conservation can imply economic and social costs for poor resident populations. Environmental compensation is considered a tool to reduce socio-environmental conflict, improve the equity of conservation and promote sustainable development. The intricacies of specific socio-ecological systems may determine how compensation payments are interpreted locally to produce outcomes. This research examines the social perceptions of an ecological fiscal transfer which intends to compensate the local public administration for the substantial costs of conservation in a hotspot of biological and social diversity in the Brazilian Atlantic forest. In this context we explore whether financial compensation (1) influences local perceptions of the conservation regime, (2) contributes towards the reconciliation of human-conservation conflicts and (3) triggers any meaningful socio-economic improvement that would counter the local costs of conservation. Results show that environmental compensation is not widely recognised as effectively benefiting the community. Local authorities consider compensation insufficient to enact a sustainable development agenda. Environmental compensation could play an important role in a policy mix for socially equitable conservation by being explicitly linked to community benefits, especially to fostering local livelihoods. The collaboration of actors operating across multiple governance levels may improve the institutional capacity of local actors to produce effective outcomes.  相似文献

Throughout the low-income world, agricultural producers have a motivation to slash-and-burn rainforests as they cannot afford inorganic fertilizers. Farmers in the Democratic Republic of the Congo (DRC), who are predominantly women, are often forced to walk long distances to cultivate more productive lands, when fertility near their villages is reduced. On their way and while working away from home, women become targets for rape. Adopting conservation agriculture (CA) could help mitigate deforestation and potentially create a safer environment for women. Limited knowledge about the benefits of CA across countries in Sub-Saharan Africa (SSA) has hindered its adoption. Taking these impediments into account, we estimate if consumers in the DRC are willing to pay (WTP) a premium for CA, using maize flour as the medium. By means of a double-bounded dichotomous choice valuation method, 600 consumers in Bukavu, DRC, were surveyed about their willingness-to-pay for CA-produced maize. Our study finds that only those consumers who identify themselves as farmers are WTP a premium. This study indicates that if CA adoption is to spread in the DRC, it will likely need to happen via increased yields or reduced costs before the farm gate and not premiums after the farm gate.  相似文献

This paper examines the institutional framework of artisanal mining in the forests of the Sangha Tri-National Landscape (TNS) in the Congo Basin. Artisanal miners in Cameroon and the Central African Republic (CAR) commonly make sacrifices to their god of diamonds, to improve fortunes. This study looks into ‘the other forces’; institutions that play a role in shaping the sector and its outcomes. These institutions comprise formal and informal institutions at a local, national, regional and international level. Although artisanal miners in TNS benefit by gaining cash income, this activity also carries risks as income is highly disparate and environmental impacts in this priority forest conservation area are expected to increase due to the growing competition over land use. It was concluded from a literature review, interviews and site visits that informal arrangements dominate the sector, especially in Cameroon, leading to poor relations between officials and miners and meaning that miners have few rights and no voice. The current institutional setup is inadequate to deal with current and anticipated social and environmental issues. Future interventions need to take into account the existing (local) types of organization, vulnerable groups, the interests of multiple actors and the fact that most miners are experienced but combine mining with other activities, such as agriculture, fishing and harvesting forest products. African initiatives concerning ASM offer opportunities to Cameroon and CAR to collaborate with other countries to combat similar issues. A regional integrated approach of both the forest and mining sector would be especially relevant for trans-boundary agreements, such as concerning the TNS, to reinforce positive outcomes for the landscape and the area's population.  相似文献

In the Russian Arctic, nature protection is important to preserve valuable ecosystems and indigenous lifestyles against the rapidly expanding oil and gas activities. In this regard, zoning legitimately balances influential stakeholders versus weak ones, and can leverage stakeholders to exercise their rights. This study explores how various stakeholders employ zoning in the Numto Nature Park in the oil-rich Russian Khanty-Mansi Autonomous Okrug–Yugra to advance their interests and how they use scientific information to achieve this. Through stakeholder interviews, analysis of electronic media and literature review, we conclude that a participatory and science-based zoning exercise stimulates the necessary deliberation. However, legal ambiguity, deficient law implementation and informal practices limit the zoning's potential to balance stakeholders’ interests. All the stakeholders calculatingly used scientific information to legitimize their own ambitions, activities and claims. Hence, zoning and the underlying information claims should be interpreted as both a resource and a battleground in nature-use conflicts.  相似文献

In Finland, the current water conservation policy sets equal incentives for water conservation, regardless of the environmental condition. Before any policy reform, it is vital to investigate the tendency of landowners to adopt water conservation measures. In this study, we were interested in examining adoption if the soil quality implies a high leaching risk and if the water quality is already poor. By combining survey data with GIS data, we analysed the effect of farm and farmer characteristics and attitudes towards adoption. Our probit models indicated that financial variables were the key determinants of adoption for active farmers, whereas for passive owners, adoption was also explained by attitudes. In contrast to our expectations, adoption in areas under risk was weakly supported by our estimates. Environmental awareness, providing it increases with risk, is not strong enough to motivate adoption. Targeted agri-environmental measures, even though costly, cannot be avoided, and spatially tailored measures can attract adopters in hotspot areas.  相似文献

Industrial shrimp farming has been promoted by international development and financial institutions in coastal indebted poor countries as a way to obtain foreign exchange earnings, reimburse external debt, and promote development. The promotion of the shrimp industry is a clear example of a more general trend of support of export-oriented primary products, consisting in monocultures of commodities, as opposed to the promotion of more diverse, traditional production directed to feed the local population. In general, it is assumed that export-oriented aquaculture and agriculture, in a framework of liberalization policies, facilitates economic growth and this is associated with poverty reduction and the improvement of food security. However, it has been shown that the promotion of export-oriented production, mostly in the hands of big corporations, can have detrimental consequences for the livelihoods of local populations and the environment. As a result, international institutions, NGOs, and the industry aim to minimize these impacts by promoting sustainable export-oriented production. But some impacts may remain, since the main issue is the primary focus on international deregulated markets and the search for cheap primary products. To illustrate the relationships between the mainstream concept of development, the environmental and social impact of industrial farming systems, and the promotion of export-oriented production in developing countries, this article analyzes the case of the shrimp aquaculture industry.  相似文献

The concept of resilience is now frequently invoked by natural resource agencies in the US. This reflects growing trends within ecology, conservation biology, and other disciplines acknowledging that social–ecological systems require management approaches recognizing their complexity. In this paper, we examine the concept of resilience and the manner in which some legal and regulatory frameworks governing federal natural resource agencies have difficulty accommodating it. We then use the U.S. Forest Service’s employment of resilience as an illustration of the challenges ahead.  相似文献

Over the past two decades, communication on environmental values, actions and performance has become an essential activity of organisations, because of the increased public concern and legislation related to the environment.

Stakeholders put pressure on companies to take environmental responsibility. In this framework, an effective environmental communication can generate value-added on companies' environmental work, and consequently, their competitiveness and profitability can benefit from communicating their environmental responsibility.

In 2006, the International Organization for Standardization (ISO) launched a standard for environmental communication, ISO 14063. ISO 14063 should not be used for third-party certification purposes. Instead, it is intended to be used as a guideline and support companies to ensure successful environmental communication. The aim of this paper is to prompt a discussion about the applicability of the standard ISO 14063 not only to single organisations but as a tool to plan the environmental communication strategy of a whole territorial area. This is achieved by performing a case study relating to the Interreg IVC-funded project “Progresland”. The project involved three Italian and one Spanish natural areas and demonstrated that ISO 14063 could be a valid support to define and implement an environmental communication plan for a territorial area.  相似文献

Previous studies attempting to explain the factors that determine local participation in conservation initiatives have concluded that socio-political exclusion is the main barrier to being involved in such initiatives. Such studies have not differentiated between different types of conservation initiatives. In this paper, we contribute to the literature analyzing the socio-cultural correlates of participation, by differentiating between participation in three types of conservation schemes: protected areas, payment for environmental services, and community conservation. We use data obtained from six rural communities in Mexico, where different combinations of conservation schemes are found. Through linear regression analysis, we explore the relationship between participation and (1) the community of residence; (2) demographics; and (3) socioeconomic characteristics of individuals. Our results suggest that local participation in conservation strategies depends, to a large extent, on the socio-political context in which they are embedded and that the exclusion of women and young adults is clearly consistent.  相似文献

ABSTRACT

Community-based watershed development (CBWD) has been implemented in Ethiopia since the last three decades. However, the benefits of these watershed development interventions for climate change adaptation are not well documented. This study, therefore, assesses the contributions of CBWD in reducing farmers’ vulnerability to the impacts of climate change and variability in the northwestern highlands of Ethiopia. Data were collected from systematically selected 157 households using questionnaire. The questionnaire consists of questions on climate, ecosystem and households’ livelihood capital. Livelihood Vulnerability Index (LVI) and Inter-governmental Panel on Climate Change Livelihood Vulnerability Index (IPCC-LVI) methods were used to generate vulnerability indices. Vulnerability indices computed for three conserved watersheds were compared with one non-conserved watershed using one-way ANOVA test. LVI score for ecosystem related indicators was significantly low for Adef Wuha compared to the non-conserved watershed. Similarly, LVI scores generated from agriculture, wealth and social indicators were low for Tija Baji and Guansa watersheds. On the other hand, the IPCC-LVI result did not show significant differences in exposure; however, sensitivity scores of conserved watersheds were significantly lower compared to the non-conserved. The adaptive capacities of two conserved watersheds (Guansa and Tija Baji) were also significantly lower as compared to the non-conserved. The overall (composite) vulnerability of watersheds generated from both methods (LVI and IPCC-LVI) showed that the conserved watersheds were less vulnerable to climate change compared to the non-conserved. The findings suggest that CBWD is an important strategy to reduce vulnerability of smallholder farmers to the ongoing and future climate change.  相似文献

Urban policymakers and sustainable food activists have identified urban agriculture as an important strategy for confronting a host of urban problems, including food insecurity, health disparities, access to urban green space and community economic revitalisation. Much recent work on urban agriculture has examined community and school gardens, but little research has been undertaken on home gardens as a solution to urban problems. This article examines a home-gardening programme in San Jose, California, La Mesa Verde, asking whether some of the benefits found in community gardens can be found in home gardens. Specifically, we look at financial, health and community benefits, examining the potential of home gardens to become forces for broader social change. We ask whether gardens can become agents of cultural preservation, self-determination, particularly for recent immigrants who use these spaces to build identities and work towards collective action and self-determination.  相似文献

The purpose of this article is to discuss the concept of the psycho-spiritual values of nature, to call for increased research and concern, and to address these values as important among the third generation of environmental problems. The loss of biodiversity and the quality of nature harms the basic psychological interests of man: nature contains beauty and wonders, offers a variety of experiences and challenges, acts as a mental anchor, generates insight and wisdom, and represents a part of the identity of every country. To preserve the quality of nature for the benefit of the human mind and spirit, challenges psychologists, biologists, land-use planners and politicians. Based on the norm activation theory we developed assumptions about how parents may influence specific pro-environmental behaviours (i.e. re-use of paper and recycling) of their children (age 8–10). A sample of 206 parent-child-dyads were investigated using questionnaires recording norm activation model variables for children (i.e. awareness of need, awareness of consequences, personal norm, subjective norm, pro-environmental behaviour), as well as communication behaviour and actual behaviour of parents. For both behaviours (re-use and recycling) two separate structural equation models were tested (N = 206 and N = 194). Model fit statistics indicate a good fit of empirical data and model structure for both behaviours, supporting our assumption that the norm activation model can be applied to pro-environmental behaviour of young children. Communication behaviour of parents had a different influence on the two respective behaviours. While parents seemed to influence their children's recycling behaviour via sanctions and their own behaviour, re-use of paper was mainly influenced via communication of problem knowledge.  相似文献

Policy-makers are interested in cost-effective and socially acceptable ways of encouraging the public to adopt more environmentally-friendly lifestyles. One area which UK policy-makers are focussing on is ‘catalyst behaviour’, the notion that taking-up a new behaviour (such as recycling) may cause people to adopt other pro-environmental behaviours. Yet, evidence for such ‘spill-over’ effects is so far limited, and it is unclear when and how cross-situational motivations (e.g., pro-environmental identity) may predict behaviour and when contextual factors are more important. We report on a postal survey (N = 551) of pro-environmental behaviours amongst the UK public. We assess the influence of pro-environmental self-identify on consistency across a range of behaviours. Pro-environmental values, perceived behavioural control, subjective norm, attitudes, and demographic factors were also measured. Findings show self-identity to be a significant behavioural determinant over and above theory of planned behaviour variables for carbon offsetting behaviour. However, pro-environmental self-identity was only a significant predictor for certain other pro-environmental behaviours; background variables were also important predictors. Limitations of the study, and implications for theory and policy, are discussed.  相似文献

Wild game management for hunting in Western society has become increasingly complex as stakeholders have multiplied and as ‘sustainability’ influences the contemporary debate. This paper questions whether the current legal framework for game management, which has evolved from early European civilisations to focus on ‘hunting rights’, is relevant to regulate the contemporary environmental, social and economic dimensions of wild game and their management. Employing a narrative analysis to focus on deer, the study identifies key legislative tenets and highlights the pertinence of historical laws to contemporary conflicts. The analysis suggests that current legislation is increasingly divergent from contemporary trends and has created inertia with respect to sustainable deer management. The paper offers four options to redress this: state intervention; voluntary collaboration; financial incentives; and establishing a legal responsibility for management. It is concluded that significant innovation is required in one or more of these four areas to facilitate the contemporary sustainable management of wild deer in Britain.  相似文献

This paper examines how the concept of sustainable development is being put into practice by local policy partnership networks. We suggest that due to the highly contested nature of the concept, these networks are facing problems in trying to unravel what sustainable development actually means. Few organisations are grappling with the more fundamental implications of the concept and, as a result, policies for sustainability are being developed cheek by jowl with those of economic growth and competitiveness. Moreover, established local policy networks play a dominant role in defining a vision of sustainable development to the detriment of groups outside the policy process. Mechanisms and institutions need to be established to widen participation and debate on the issue and to draw upon lessons and ideas from organisations outside established networks, such as environmental and campaign groups, third sector organisations, community associations and socially responsible businesses. Este documento examina como el concepto de desarrollo sostenible esta siendo puesto en práctica por redes de sociedades normativas locales. Nosotros sugerimos que debido a la alta naturaleza competitiva del concepto, estas redes estan enfrentando problemas al tratar de desenredar lo que significa realmente desarrollo sostenible. Pocas organizaciones están intentando resolver las implicaciones mas fundamentals del concepto y como resultado las políticas para la sostenibilidad estan siendo desarrolladas lado a lado con esas de crecimiento económico y competitividad. Además, las redes normativas locales establecidas juegan un papel predominante en definir una visión de desarrollo sostenible para el detrimento de grupos por fuera del proceso regulador. Los mecanismos y las instituciones necesitan ser establecidos para ampliar la participación y debatir sobre el asunto y para deducir sobre lecciones e ideas tomadas de organizaciones por fuera de las redes establecidas tales como grupos ambientales y de campaña, organizaciones del tercer sector, asociaciones comunitarias y negocios socialmente responsables.  相似文献

Since the 1990s there have been a number of government and market led initiatives to improve the welfare of layer hens in the United Kingdom, Australia and the USA. The focus of these regulatory and market initiatives has been a shift away from the dominant battery-cage system to enriched cages, barn/aviary and free-range production systems. Government regulations have played an important role in setting some minimum welfare standards and the banning of battery cages in the UK and in some US states. However the commodification and market segmentation of higher welfare standards has also seen the growth in production and demand of cage-free and free-range eggs in all three countries. This paper maps and compares the developments in government regulation and market segmentation of layer-hen welfare in the UK, Australia and the USA. The role of labelling and certification in facilitating commodification and market segmentation will be examined, including the public controversies and legal conflicts over egg labelling. The key state, market and civil society actors in each country will also be identified, and their role in driving or resisting higher standards examined, including the increasingly influential role of animal welfare organizations and food corporations.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected.
