ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00656.x Abstract: In response to concerns over increased use and potential diversion of Michigan’s freshwater resources, and the resulting state legislative mandate, an advisory council created an integrated assessment model to determine the potential for water withdrawals to cause an adverse resource impact to fish assemblages in Michigan’s streams. As part of this effort, we developed a model to predict how fish assemblages characteristic of different stream types would change in response to decreased stream base flows. We describe model development and use in this case study. The model uses habitat suitability information (i.e., catchment size, base‐flow yield, and July mean water temperature) for over 40 fish species to predict assemblage structure in an individual river segment under a range of base‐flow reductions. By synthesizing model runs for individual fish species at representative segments for each of Michigan’s 11 ecological stream types, we developed curves describing how typical fish assemblages in each type respond to flow reduction. Each stream type‐specific, fish response curve was used to identify streamflow reduction levels resulting in adverse resource impacts to characteristic fish populations, the regulatory standard. Used together with a statewide map of stream types, our model provided a spatially comprehensive framework for evaluating impacts of flow withdrawals on biotic communities across a diverse regional landscape.  相似文献

Remediation methods for contaminated sites cover a wide range of technical solutions with different remedial efficiencies and costs. Additionally, they may vary in their secondary impacts on the environment i.e. the potential impacts generated due to emissions and resource use caused by the remediation activities. More attention is increasingly being given to these secondary environmental impacts when evaluating remediation options. This paper presents a methodology for an integrated economic decision analysis which combines assessments of remediation costs, health risk costs and potential environmental costs. The health risks costs are associated with the residual contamination left at the site and its migration to groundwater used for drinking water. A probabilistic exposure model using first- and second-order reliability methods (FORM/SORM) is used to estimate the contaminant concentrations at a downstream groundwater well. Potential environmental impacts on the local, regional and global scales due to the site remediation activities are evaluated using life cycle assessments (LCA). The potential impacts on health and environment are converted to monetary units using a simplified cost model.A case study based upon the developed methodology is presented in which the following remediation scenarios are analyzed and compared: (a) no action, (b) excavation and off-site treatment of soil, (c) soil vapor extraction and (d) thermally enhanced soil vapor extraction by electrical heating of the soil. Ultimately, the developed methodology facilitates societal cost estimations of remediation scenarios which can be used for internal ranking of the analyzed options. Despite the inherent uncertainties of placing a value on health and environmental impacts, the presented methodology is believed to be valuable in supporting decisions on remedial interventions.  相似文献

/ Regional resource use planning relies on key regional stakeholder groups using and having equitable access to appropriate social, economic, and environmental information and assessment tools. Decision support systems (DSS) can improve stakeholder access to such information and analysis tools. Regional resource use planning, however, is a complex process involving multiple issues, multiple assessment criteria, multiple stakeholders, and multiple values. There is a need for an approach to DSS development that can assist in understanding and modeling complex problem situations in regional resource use so that areas where DSSs could provide effective support can be identified, and the user requirements can be well established. This paper presents an approach based on the soft systems methodology for identifying DSS opportunities for regional resource use planning, taking the Central Highlands Region of Queensland, Australia, as a case study.  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

What is considered garbage embodies a recoverable economic value, and environmental cost if not recycled. Throughout the world, the often marginalised and impoverished population earns a living through informal recycling. This is also true for Victoria, British Columbia, one of the most affluent cities in Canada. This paper discusses results of a participatory socio-economic survey involving informal recyclers in Victoria, BC to determine their livelihood determinants. The findings reveal that “binning” is an important survival strategy to generate income. A new waste-management model that considers the social and environmental context is needed. Inclusive public policies can respond to the livelihood concerns outlined in this paper by facilitating access to recyclable materials, devising occupational safety improvements and educating about alternative strategies for resource recovery. This model can contribute to the overall sustainability of the community by reducing the waste of resources and people, empowering marginalised populations and reducing the environmental impacts of natural resource use and waste disposal.  相似文献

The methodology of operations research is judged in relation to its utility to water resource management in an urbanized arid environment and to the study of worth of data for such management. Conditions for existence of a managerial problem are reviewed as is the multilevel structure of the decision process, including decisions on social goals for Western water use. Worth of data can only be judged in relation to a particular use to meet a social or managerial objective. ABSTRACT The growing social consciousness and concern with human well-being has resulted in numerous water resource use and control programs, the results of which must be measured not in the customary monetary terms, but rather in terms of social and human welfare. Interdisciplinary research offers the greatest promise of yielding fruitful results in establishing planning methodology that would result in a maximum utilization of funds available for water resource programs. Working with the various social science disciplines, accountants have begun research in social measurement thus opening the door to a new field of accountancy known as socio-economic accounting. The development of social accounting systems will improve water resource management by projecting heretofore unmeasureable social values into the management decision making process.  相似文献

Environmental assessment of supercritical water oxidation of sewage sludge   总被引:1,自引:0,他引:1  
Environmental aspects of using supercritical water oxidation (SCWO) to treat sewage sludge were studied using a life cycle assessment (LCA) methodology. The system studied is the first commercial scale SCWO plant for sewage sludge in the world, treating sludge from the municipal wastewater treatment facility in Harlingen, TX, USA. The environmental impacts were evaluated using three specific environmental attributes: global warming potential (GWP), photo-oxidant creation potential (POCP) and resource depletion; as well as two single point indicators: EPS2000 and EcoIndicator99. The LCA results show that for the described process, gas-fired preheating of the sludge is the major contributor to environmental impacts, and emissions from generating electricity for pumping and for oxygen production are also important. Overall, SCWO processing of undigested sewage sludge is an environmentally attractive technology, particularly when heat is recovered from the process. Energy-conserving measures and recovery of excess oxygen from the SCWO process should be considered for improving the sustainability potential.  相似文献

In human dominated landscapes, ecosystems are under increasing pressures caused by urbanization and infrastructure development. In Alpine valleys remnant natural areas are increasingly affected by habitat fragmentation and loss. In these contexts, there is a growing risk of local extinction for wildlife populations; hence assessing the consequences on biodiversity of proposed land use changes is extremely important. The article presents a methodology to assess the impacts of land use changes on target species at a local scale. The approach relies on the application of ecological profiles of target species for habitat potential (HP) assessment, using high resolution GIS-data within a multiple level framework. The HP, in this framework, is based on a species-specific assessment of the suitability of a site, as well of surrounding areas. This assessment is performed through spatial rules, structured as sets of queries on landscape objects. We show that by considering spatial dependencies in habitat assessment it is possible to perform better quantification of impacts of local-level land use changes on habitats.  相似文献

Human well-being is intricately connected to ecosystem services. A keystone contribution to the ecosystem service literature has been the Millennium Ecosystem Assessment, MA, (Ecosystems and human well-being: a framework for assessment, Island Press, Washington, DC; 2003, 2005). Much of the work on ecosystem services to date has focused on the assessment and classification of environmental functions. The need for inclusion of community perspectives in ecosystem assessments has been widely recognized in order to better understand the distribution of impacts and benefits resulting from natural resource use. Communities can offer a direct route to understanding the complex relationships between ecosystems and human well-being and how environmental management affects their livelihoods. Photovoice has been made popular as a tool for participatory needs assessment but it has had limited use in ecosystem assessments to date. The purpose of this paper is twofold: (1) to present the results of a community-level assessment of environmental services in a watershed dominated by pineapple monoculture in Costa Rica; and (2) to evaluate the strengths and the limitations of photovoice as a tool for mapping the relationship between ecosystems and people. I argue that photovoice is an underutilized methodology that has the potential to complement biophysical ecosystem service assessments in the context of impoverished and resource-dependent communities, particularly, since assessing ecosystem services and acting upon that information requires integrating the knowledges of diverse stakeholders, recognizing power imbalances, and grappling with the complexity of social-ecological systems. Processes such as photovoice have the potential to catalyze community self-organization, which is a critical component for empowerment.  相似文献

ABSTRACT: The major objective is to report the way the Delphi methodology was employed in an environmental study aimed at identifying and ranking goals and social impacts of Cooper Dam and Reservoir Project located in the East Texas area. The Delphi procedures were modified to accommodate the nature of social field under study. Data were collected through personal interviews from twenty-seven respondents representing the government agency responsible for planning the Project and three communities geographically contiguous to the project. The respondents were provided an initial list of the Project's goals and social impacts and were asked to rank them in terms of degree of importance and to add to the list other goals and impacts that they would consider necessary. Respondents were interviewed in two successive rounds. Data show that on the whole the Delphi procedures were helpful in action analysis of the Project by identifying and ranking its goals and social impacts in terms of selected criteria.  相似文献

Sand–gravel mining is a significant parameter of economic development and social welfare function in modern societies. As demand for aggregate increases in construction industry, conflicts for the availability of the resource and environmental impacts become more intense. The present paper describes the contested status quo in riverbed sand–gravel mining activities with an example from Greece, as a case study. The impending form and extent of climate change and its direct impacts present disproportionate challenges for the most socially and economically disadvantaged groups within populations. Evaluating the vulnerability of disadvantaged groups in the context of climate change has presented tremendous theoretical, methodological and policy challenges especially where vulnerability assessment research is focused at the local community level. This study addresses the challenges by developing an interdisciplinary methodology, based on expert knowledge, and uses the state of South Australia as a case study. It focuses on key indicators that measure the exposure of local communities to climate change and socio-economic vulnerabilities of local populations. A main contribution in this study is the novel incorporation of physical, environmental and socio-demographic data sets and extensive use of spatial modelling and estimation methods to spatially define climate change and social vulnerability “hot spots”. This paper assesses vulnerability under moderate and high Intergovernmental Panel on Climate Change CO2 emission scenarios in order to generate an assessment model to be used before planning is done. The result is the creation of a practical tool through which decision-makers can better understand how the complexity of one's local spatial context influences the unique exposure, which different vulnerable communities have, to the impacts of climate change. This paper presents a useful tool that can be used in the initial assessment phase by planners and policy-makers to better assist those who are limited in their ability to adapt to climate change.  相似文献

Providing environmental flows is increasingly a management obligation in many water resource systems. Evaluating the impacts of environmental flow alternatives on other water uses in a basin can be a challenge, especially when collaborating with stakeholders. We demonstrate the use of system dynamics (SD) modeling to assess the impacts of four environmental flow alternatives in the Rio Chama, New Mexico. The model was developed to examine impacts of each alternative on reservoir storage and releases, hydropower production and revenue, and whitewater boating access. We simulated each alternative within a stochastic framework in order to explicitly incorporate hydrologic uncertainty into the analyses. The environmental flow alternatives were developed at a collaborative workshop of geomorphology, hydrology, and ecology experts. Results from the model indicate that the proposed flow recommendations on the Rio Chama will generally decrease annual reservoir storage, increase median flows, and have minimal impacts on hydropower production and whitewater rafting on the system. The Rio Chama case study is a promising example of how SD modeling can be used in the early stages of environmental flow studies and why it is compatible with collaborative modeling.  相似文献

Several methods for estimating the potential impacts caused by multiple probabilistic risks have been suggested. These existing methods mostly rely on the weight sum algorithm to address the need for integrated risk assessment. This paper develops a nonlinear model to perform such an assessment. The joint probability algorithm has been applied to the model development. An application of the developed model in South five-island of Changdao National Nature Reserve, China, combining remote sensing data and a GIS technique, provides a reasonable risk assessment. Based on the case study, we discuss the feasibility of the model. We propose that the model has the potential for use in identifying the regional primary stressor, investigating the most vulnerable habitat, and assessing the integrated impact of multiple stressors.  相似文献

Cobalt-rich manganese crusts occurring within the 200 mile Exclusive Economic Zones (EEZs) of Pacific island nations may be of long-term strategic importance to the major industrialized nations and represent an important long-term development option for Pacific island nations.
A resource assessment methodology is described and used to estimate the resource potential of cobalt, copper, nickel and manganese within the EEZs of the Hawaiian Archipelago, Johnston and Palmyra Islands. Results of this study indicate a resource of roughly 10 million tons of cobalt, 6 million tons of nickel, 1 million tons of copper and 300 million tons of manganese within the study area.
Available data on manganese crusts and ocean bottom topography is inadequate for undertaking a full assessment of the resource potential of crusts within the EEZs of most Pacific island nations. Therefore it is recommended that to evaluate the potential of these nations a comprehensive research programme should be developed and implemented.  相似文献

Water resource management traditionally depends on use of highly complex hydrological models designed originally to manage water for abstraction but increasingly relied on to determine ecological impacts and test ecological rehabilitation opportunities. These models are rarely independently tested. We compared a relatively simple statistical model, integrated flow and flood modelling (IFFM), with a complex hydrological model, the integrated quality and quantity model (IQQM), on the highly regulated Macquarie River of the Murray-Darling Basin, southeastern Australia. We compared annual flows (1891–2007) at three gauges to actual data and modelled output: before dams and diversions (unregulated) and after river regulation (regulated), using the goodness of fit (Nash-Sutcliffe coefficient of efficiency) and nonparametric tests. IQQM underestimated impacts of river regulation respectively on median and average flows at the Macquarie Marshes (Oxley gauge) by about 10% and 16%, compared to IFFM. IFFM model output more closely matched actual unregulated and regulated flows than IQQM which tended to underestimate unregulated flows and overestimate regulated flows at the Ramsar-listed wetland. Output was reasonably similar for the two models at the other two flow gauges. Relatively simple statistical models could more reliably estimate ecological impact at floodplains of large river systems, as well as an independent assessment tool compared to complex hydrological models. Finally, such statistical models may be valuable for predicting ecological responses to environmental flows, given their simplicity and relative ease to run.  相似文献
