Generally speaking, there is a greater amount of quantitative data available to measure and model the cumulative environmental or economic impacts of mining than the social impacts. In part, this is because social impacts are often inherently more difficult to quantify, but historically there have also been fewer regulatory drivers for companies or state agencies to invest in collecting such data. Regulators in some jurisdictions are now starting to require resource companies to report on aspects of their social performance, but companies and regulators are still struggling to identify appropriate metrics, particularly in regards to cumulative impacts. This paper describes an innovative quantitative approach to tracking how communities experience and respond to increased mining activity, using data from the complaints registers maintained by mines located in the Upper Hunter Valley in New South Wales, Australia. In this study, complaints lodged with five separate mines adjacent to the township of Muswellbrook over several years were aggregated and trends analysed. The aggregated set showed that complaint frequency increased with the increase in mining activity but then decreased as individual complaints were addressed. However, when complaints from near-neighbours were removed, it emerged that the proportion of complaints that came from the town itself steadily increased over time. Further analysis indicated that this increase was closely associated with the amount of mine-disturbed land that could be seen from the town over time, as measured using a combination of remotely sensed data and a digital elevation model. This is persuasive evidence of a cumulative social impact that is more than just the sum of the local impacts of individual mines. 相似文献

The social and economic ramifications of marine conservation strategies such as marine protected areas (MPAs) are important to consider prior to their implementation to ensure that they do not exceed the resilience of resource-users and that resource protection might be maximised through compliance and low resistance. This paper presents a framework in which the human dimensions can be more easily and usefully integrated into the design and delivery of conservation initiatives. The framework espouses quantifying (1) the level of dependency on the resource; (2) perceptions towards conservation initiatives; and (3) social resilience. We connected a cellular, dynamic, spatial urban growth model and a semi-distributed continuous hydrology model to quantitatively predict streamflow in response to possible future urban growth at a basin scale. The main goal was to demonstrate the utility of the approach for informing public planning policy and investment choices. The Hydrological Simulation Program-Fortran (HSPF) was set up and calibrated for the Kishwaukee River basin in the Midwestern USA and was repeatedly run with various land use scenarios generated either by the urban growth model (LEAMluc) or hypothetically. The results indicate that (1) the land use scenarios generated by LEAMluc result in little changes in total runoff but some noticeable changes in surface flow; (2) the argument that low flows tend to decrease with more urbanized areas in a basin was confirmed in this study but the selection of indicators for low flows can result in misleading conclusions; (3) dynamic simulation modeling by connecting a distributed land use change model and a semi-distributed hydrological model can be a good decision support tool demanding reasonable amount of efforts and capable of long-term scenario-based assessments. 相似文献

Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. This paper describes and applies EDEN-E, an operational method for the environmental evaluation of dairy farms based on the life cycle assessment (LCA) conceptual framework. EDEN-E requires a modest amount of data readily available on-farm, and thus can be used to assess a large number of farms at a reasonable cost. EDEN-E estimates farm resource use and pollutant emissions mostly at the farm scale, based on-farm-gate balances, amongst others. Resource use and emissions are interpreted in terms of potential impacts: eutrophication, acidification, climate change, terrestrial toxicity, non-renewable energy use and land occupation. The method distinguishes for each total impact a direct component (impacts on the farm site) and an indirect component (impacts associated with production and supply of inputs used). A group of 47 dairy farms (41 conventional and six organic) was evaluated. Expressed per 1000 kg of fat-and-protein-corrected milk, total land occupation was significantly larger for organic than for conventional farms, while total impacts for eutrophication, acidification, climate change, terrestrial toxicity, and non-renewable energy use were not significantly different for the two production modes. When expressed per ha of land occupied all total impacts were significantly larger for conventional than organic farms. This study largely confirms previously published findings concerning the effect of production mode on impacts of dairy farms. However, it strikingly reveals that, for the set of farms examined, the contribution of production mode to overall inter-farm variability of impacts was minor relative to inter-farm variability within each of the two production modes examined. The mapping of impact variability through EDEN-E opens promising perspectives to move towards sustainable farming systems by identifying the structural and management characteristics of the farms presenting the lowest impacts. 相似文献

ABSTRACT: The psychosocial impact of a large water impoundment project upon members of a small farming community located within central Ohio was evaluated using a study-restudy research design. Attitudes toward selected community variables were examined during the initial stages of land acquisition and reevaluated four years later at the completion of the project. The findings revealed that fragmentation of the “social fabric” of the community did not occur. Several statistically significant differences were observed between the two data sets but the findings indicated that community residents held more positive attitudes toward their community following the development action than at the beginning of the project. 相似文献

In northern Vietnam uplands the successive policy reforms that accompanied agricultural decollectivisation triggered very rapid changes in land use in the 1990s. From a centralized system of natural resource management, a multitude of individual strategies emerged which contributed to new production interactions among farming households, changes in landscape structures, and conflicting strategies among local stakeholders. Within this context of agrarian transition, learning devices can help local communities to collectively design their own course of action towards sustainable natural resource management. This paper presents a collaborative approach combining a number of participatory methods and geovisualisation tools (e.g., spatially explicit multi-agent models and role-playing games) with the shared goal to analyse and represent the interactions between: (i) decision-making processes by individual farmers based on the resource profiles of their farms; (ii) the institutions which regulate resource access and usage; and (iii) the biophysical and socioeconomic environment. This methodological pathway is illustrated by a case study in Bac Kan Province where it successfully led to a communication platform on natural resource management. In a context of rapid socioeconomic changes, learning devices and geovisualisation tools helped embed the participatory approach within a process of community development. The combination of different tools, each with its own advantages and constraints, proved highly relevant for supporting collective natural resource management. 相似文献

The Swift Creek catchment, the first catchment to be affected should any impact occur as a result of mining of the Jabiluka uranium ore deposit, is located partly within the World Heritage Kakadu National Park (KNP), and partly within the Jabiluka Mineral Lease (JML) that has been excised from KNP. Preliminary linking of a landform evolution model with a Geographic Information System (GIS) has been completed and tested on a catchment-wide basis for long-term total catchment management. This project represents the first attempt to apply the model on a catchment-wide basis in the region. Linking the model with a GIS enhances the modelling process, as the GIS assists in the derivation, storage, manipulation, processing and visualisation of geo-referenced data on a catchment-wide scale. This preliminary assessment of landform evolution in the Swift Creek catchment demonstrates the complex process associated with the parameterisation of the SIBERIA model, and illustrates the benefits of integrating GIS with landform evolution modelling techniques. Additional research is required to develop a more integrated GIS and landform evolution modelling approach to assessing the possible impacts of mining on catchment sedimentary and hydrological processes. 相似文献

Soil erosion associated with non-point source pollution is viewed as a process of land degradation in many terrestrial environments. Careful monitoring and assessment of land use variations with different temporal and spatial scales would reveal a fluctuating interface, punctuated by changes in rainfall and runoff, movement of people, perturbation from environmental disasters, and shifts in agricultural activities and cropping patterns. The use of multi-temporal remote sensing images in support of environmental modeling analysis in a geographic information system (GIS) environment leading to identification of a variety of long-term interactions between land, resources, and the built environment has been a highly promising approach in recent years. This paper started with a series of supervised land use classifications, using SPOT satellite imagery as a means, in the Kao-Ping River Basin, South Taiwan. Then, it was designed to differentiate the variations of eight land use patterns in the past decade, including orchard, farmland, sugarcane field, forest, grassland, barren, community, and water body. Final accuracy was confirmed based on interpretation of available aerial photographs and global positioning system (GPS) measurements. Finally, a numerical simulation model (General Watershed Loading Function, GWLF) was used to relate soil erosion to non-point source pollution impacts in the coupled land and river water systems. Research findings indicate that while the decadal increase in orchards poses a significant threat to water quality, the continual decrease in forested land exhibits a potential impact on water quality management. Non-point source pollution, contributing to part of the downstream water quality deterioration of the Kao-Ping River system in the last decade, has resulted in an irreversible impact on land integrity from a long-term perspective. 相似文献

This study analyzes the adoption of integrated pest management (IPM) strategies and the impact of adoption on yields and farm net returns of vegetable farmers in Southern Ghana. We employ a two-step multinomial logit model to account for selection bias that occurs when unobservable factors influence adoption of IPM and impacts on outcomes. The empirical results show that the number of years of schooling and extension contacts of farmers adopting pesticides application only have positive effects on yields, whereas credit constraints and farm size exert negative effects. Farmers adopting pest monitoring only and employing more hired labor are associated with lower yields, whereas farmer-based organizations and lettuce cultivation are associated with higher yields. Increasing the number of years of schooling of farmers adopting pesticides application only tends to increase farm net returns. Farmers with unobserved characteristics linked to lowering yields or farm net returns tend to shift to an alternative IPM component. 相似文献

The complex and interconnected nature of ecological systems often makes it difficult to understand and prevent multiresource, multistressor problems. This article describes a process to assess ecological condition at regional scales. The article also describes how the approach was applied to the Mid-Atlantic estuaries, where it focused on characterizing the current state of the environment rather than on predicting future effects from humans. The necessity for iteration during the exercise showed how important it was to identify the purpose of the assessment and its users, that appropriate, consistent data are lacking for large-scale assessments, and that it remains a challenge to communicate succinctly the results of such an assessment. 相似文献

Introduced species have created environmental benefits and unanticipated disasters so a priori assessments of species introductions
are needed for environmental management. A checklist for assessing impacts of introduced species was developed from studies
of introduced species and recommendations for planning introductions. Sterile, triploid grass carp (Ctenopharyngodon idella) are just beginning to be used as a biocontrol agent for the management of aquatic vegetation in open waterways. Potential
impacts of grass carp in open systems were identified by reviewing grass carp biology relative to the impact assessment checklist.
The potential consequences of introduced grass carp were reviewed for one case study. The case study demonstrated that conclusions
about potential impacts and monitoring needs can be made despite incomplete information and uncertainty.
Indicators of environmental impact and vulnerability of host systems were grouped into six categories: population control,
hybridization, diseases and parasites, habitat alterations, biological effects, and management issues. Triploid grass carp
can significantly alter habitat and biological resources through the secondary effects of reductions in aquatic vegetation.
Potential impacts and significant uncertainties involve fish dispersions from plant control areas, inability to control vegetation
loss, loss of diverse plant communities and their dependent species, and conflicts with human use of the water resource. Adequate
knowledge existed to assess most potential consequences of releasing large numbers of triploid grass carp in Guntersville
Reservoir, Alabama. However, the assessment of potential impacts indicated that moderate, incremental stockings combined with
monitoring of vegetation and biological resources are necessary to control the effects of grass carp and achieve desirable,
intermediate plant densities.

Urban transportation projects are essential in increasing the efficiency of moving people and goods within a city, and between cities. Environmental impacts from such projects must be evaluated and mitigated, as applicable. Spatial modeling is a valuable tool for quantifying the potential level of environmental consequences within the context of an environmental impact assessment (EIA) study. This paper presents a GIS-based tool for the assessment of airborne-noise and ground-borne vibration from public transit systems, and its application to an actual project. The tool is based on the US Federal Transit Administration's (FTA) approach, and incorporates spatial information, satellite imaging, geostatistical modeling, and software programming. The tool is applied on a case study of initial environmental evaluation of a light rail transit project in an urban city in the Middle East, to evaluate alternative layouts. The tool readily allowed the alternative evaluation and the results were used as input to a multi-criteria analytic framework. 相似文献

The ecosystem services (ES) concept is being increasingly incorporated into environmental policy formulation and management approaches. The Corporate Ecosystem Services Review (ESR) is a framework used to assess the dependence and impact that a business has on ES. The success of the corporate experience of ES assessment provides an opportunity for adaption for local authority decision making. In this paper, the ESR tool was adapted to the South African setting at a local government level, and tested at two sites in the Msunduzi Municipality, KwaZulu-Natal. In testing the tool and gathering feedback from key stakeholders, it was found that there are both opportunities and challenges to this approach. Overall, however, it provides an opportunity for the systematic inclusion of ES assessment into existing regulatory frameworks for land-use planning and Integrated Environmental Management, whether in a strategic application, at a broader spatial (municipal) scale or in a specific locale within the municipality. 相似文献

Scale is a fundamental variable in most community resource management programs. This is true both in terms of scale as a management
concept (i.e., local, regional, and national level management) as well as a mapping concept (i.e., units on the map per unit
on the ground). Julian Steward, the father of human ecology, recognized as early as 1950 that social scientists have failed
to develop methods for incorporating the effect of scale in their work. This article seeks to determine whether methods used
in plant and animal ecology for assessing the effects of scale are applicable to community resource management. The article
reviews hierarchy theory and multiple scales, two methods (one theoretical and the other practical) for dealing with problems
that span many scales. The application of these methods to community resource management programs is examined by way of an

A broad range of tools are available for integrated water resource management (IWRM). In the EU research project NeWater, a hypothesis exists that IWRM cannot be realised unless current management regimes undergo a transition toward adaptive management (AM). This includes a structured process of learning, dealing with complexity, uncertainty etc. We assume that it is no longer enough for managers and tool researchers to understand the complexity and uncertainty of the outer natural system-the environment. It is just as important, to understand what goes on in the complex and uncertain participatory processes between the water managers, different stakeholders, authorities and researchers when a specific tool and process is used for environmental management. The paper revisits a case study carried out 2001-2004 where the tool Bayesian networks (BNs) was tested for groundwater management with full stakeholder involvement. With the participation of two researchers (the authors) and two water managers previously involved in the case study, a qualitative interview was prepared and carried out in June 2006. The aim of this ex-post evaluation was to capture and explore the water managers' experience with Bayesian belief networks when used for integrated and adaptive water management and provide a narrative approach for tool enhancement. 相似文献
