Planning for hazard mitigation is frequently detached from other planning activities that influence development patterns in hazardous areas. Consistent integration of mitigation reduces hazard vulnerability for people and the built environment. We apply a plan integration for resilience scorecard in six US coastal cities to evaluate the integration of local networks of plans and the degree to which they target areas most vulnerable to flooding hazards. We find that plan integration scores vary widely across the six cities, and that some plans actually increase vulnerability in hazard zones. Policies also frequently support mitigation in areas with low vulnerability, rather than in areas with high vulnerability. The plan integration for resilience scorecard can generate information to improve hazard planning by allowing planners to identify conflicts between plans, assess whether plans target areas that are most vulnerable, and better inform decision makers about opportunities to mainstream mitigation into multiple sectors of planning.  相似文献

Urban resilience assessment can help planners understand the status of resilience in an urban system and identify needs for improving resilience capacities. The issues related to urban resilience are complex because of multiple urban system components, threats from different sources, and uncertainty of the future. Urban resilience theories have progressed to consider an urban system as an integrated complex system; however, urban resilience assessments are inconsistent and underdeveloped in assessing an integrated urban system for different threats at various uncertainties. In an effort to address this deficiency, we propose to develop an Integrative Urban Resilience Capacity Index (IURCI) for assessing urban resilience capacity for all threats. To improve the quality of urban resilience assessment, the IURCI considers urban physical form, spatial structure, preparation for future, and performance after plan implementation to measure resilience capacities of absorption, mitigation, and adaptation. It is built in a Scenario-Based Planning Support System (SB-PSS). The SB-PSS is a framework and an open system that integrates IURCI with scenario generation, modeling, and assessment to inform the public, planners, and other stakeholders about the consequences of different planning policies and to assist them make decisions for implementing a preferred scenario.  相似文献

Major coastal flooding events over the last decade have led decision makers in the United States to favor structural engineering solutions as a means to protect vulnerable coastal communities from the adverse impacts of future storms. While a resistance‐based approach to flood mitigation involving large‐scale construction works may be a central component of a regional flood risk reduction strategy, it is equally important to consider the role of land use and land cover (LULC) patterns in protecting communities from floods. To date, little observational research has been conducted to quantify the effects of various LULC configurations on the amount of property damage occurring across coastal regions over time. In response, we statistically examine the impacts of LULC on observed flood damage across 2,692 watersheds bordering the Gulf of Mexico. Specifically, we analyze statistical linear regression models to isolate the influence of multiple LULC categories on over 372,000 insured flood losses claimed under the National Flood Insurance Program per year from 2001 to 2008. Results indicate that percent increase in palustrine wetlands is the equivalent to, on average, a $13,975 reduction in insured flood losses per year, per watershed. These and other results provide important insights to policy makers on how protecting specific types of LULC can help reduce adverse impacts to local communities.  相似文献

In accordance with the Disaster Mitigation Act, most US counties have a hazard mitigation plan (HMP) to reduce future disaster losses. HMPs are important as they can be used to proactively assess risk, direct future development, raise awareness and build consensus. Using a population-based sample, we interviewed residents of Bertie County, NC, about their awareness of and participation in the HMP process to determine if demographics, social vulnerability or hazard vulnerability were associated with increased awareness or participation. We also assessed whether these factors were associated with knowledge of policy changes and investments that were adopted in the HMP. Overall, the unemployed were the only group less likely to report awareness of or participation in HMP development. African-Americans, mobile home residents, the poor, short-term residents and those with less disaster experience were less likely to be aware of policies and investments prioritised in the HMP. Targeted efforts to increase awareness could potentially improve disaster outcomes among vulnerable populations.  相似文献

The Value of Linking Mitigation and Adaptation: A Case Study of Bangladesh   总被引:1,自引:0,他引:1  
There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the sustainable development goals of climate change and are worth exploring.  相似文献

Natural hazard investigators recommend that local governments adopt mitigation plans to help reduce hazard losses. However, such plans are unlikely to be effective unless a wide range of public stakeholders is involved in their creation. Previous research shows that stakeholder participation levels in hazard mitigation planning tend to be low, though there may be particular choices that local government planners can make to foster participation. We examine the importance of planners’ choices and role orientations (i.e., beliefs regarding appropriate behavior in the workplace) for participation levels in site plan review, wherein local governments review site plans for proposed development projects to ensure compliance between project design and applicable plans and policies. Using a national sample of 65 development projects located in areas subject to natural hazards, and bivariate and multivariate analyses, we examine whether participation levels during site plan review depend upon planners’ choices and role orientations, and whether participation levels are correlated with the incorporation of hazard mitigation techniques into development projects. We find significant correlations between participation levels and planners’ choices, between participation levels and planner’s role orientations, and between participation levels and the incorporation of hazard mitigation techniques. We encourage local government planners to revisit their beliefs, choices, and behaviors regarding public participation in site plan review.  相似文献

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review. This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected. This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project, or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format would be useful for other types of regional planning.  相似文献

Geographically‐related information is needed for several elements of an integrated ground water quality management programme, including ground water monitoring planning, prioritization of pollution sources, usage of permits and inspections for source control, and planning and completion of remedial actions. Geographic Information Systems (GISs) can be used to support these elements along with delineating wellhead protection areas (WHPAs), prioritizing existing contaminant sources and evaluating proposed changes in land usage in such areas. Eight case studies of the use of GISs in wellhead protection programmes are summarized, including examples from Rhode Island, Mississippi, New Jersey, New York, Pennsylvania, Kansas, Massachusetts and Texas. Six additional examples are mentioned relative to the use of GISs for evaluating ground water pollution potential, facilitating data analysis for environmental restoration of a large area with numerous waste sites, evaluating trends in ground water nitrate contamination, establishing a national database for ground water vulnerability to agricultural chemicals, simulating water table altitudes from stream and drainage basin locations, and selecting radioactive waste dump sites. The applicability of GISs and their associated advantages in wellhead protection and other ground water management studies are demonstrated via the case studies. The GIS technology provides a unique opportunity for analysing and visualizing spatial data. Contaminant and source prioritization within WHPAs is needed for both extant conditions and in the evaluation of proposed land use changes. The coupling of a GIS with contaminant/source prioritization would provide a strategic tool which could be used to plan targeted ground water monitoring programmes, to identify appropriate management or mitigation measures, minimize introduction of contaminants from existing sources into the subsurface environment, and to evaluate the potential of proposed land use activities for causing ground water contamination. GISs can be useful in providing current information for policy makers, planners and managers engaged in ground water quality decision making.  相似文献

ABSTRACT: The role of environmental mitigation in permitting decisions under Section 404 of the Clean Water Act and the National Environmental Policy Act is examined, addressing the extent to which compensatory mitigation is acceptable. The role of mitigation is examined both generically and specifically: first in the requirements of the Clean Water Act and NEPA, and then in the case study of the proposed Two Forks Dam. In both cases, the paper describes dual purposes of environmental protection legislation and mitigation: to protect the biophysical environment and maintain associated human values. Mitigation is found to be sometimes necessary and acceptable as compensation for unavoidable impacts of project development. However, the Two Forks case exemplifies that compensatory mitigation has also been employed as a mechanism to facilitate project development when practicable alternatives entailing less environmental impact are available. Acceptance of compensatory mitigation in such cases violates both the Guidelines of the Clean Water Act and the intent of that Act and NEPA to protect the biophysical environment and human welfare. A recent memorandum of agreement between the Corps and the EPA clarifies this policy, and suggests that permit applications which rely on compensatory mitigation when impacts are available may be denied.  相似文献

Public lands and waters in the United States traditionally have been managed using frameworks and objectives that were established under an implicit assumption of stable climatic conditions. However, projected climatic changes render this assumption invalid. Here, we summarize general principles for management adaptations that have emerged from a major literature review. These general principles cover many topics including: (1) how to assess climate impacts to ecosystem processes that are key to management goals; (2) using management practices to support ecosystem resilience; (3) converting barriers that may inhibit management responses into opportunities for successful implementation; and (4) promoting flexible decision making that takes into account challenges of scale and thresholds. To date, the literature on management adaptations to climate change has mostly focused on strategies for bolstering the resilience of ecosystems to persist in their current states. Yet in the longer term, it is anticipated that climate change will push certain ecosystems and species beyond their capacity to recover. When managing to support resilience becomes infeasible, adaptation may require more than simply changing management practices—it may require changing management goals and managing transitions to new ecosystem states. After transitions have occurred, management will again support resilience—this time for a new ecosystem state. Thus, successful management of natural resources in the context of climate change will require recognition on the part of managers and decisions makers of the need to cycle between “managing for resilience” and “managing for change.”  相似文献

Decision makers and planners in resource sectors recognize, at least in theory, the multiple uses of land, reflecting possible choices and options for society, and the need to evaluate the economic, social, and environmental implications of these choices. As such, the need for integrated resource management is now widely accepted in resource planning. This article contributes to the understanding of sustainable resource development through a specific case study. An integrated analytical system is developed and applied to the Peace River Region, British Columbia, Canada, to examine the impacts of a wide range of land-use options and policies upon the achievement of multiple resource use goals. The results indicate that an integrated approach in land resource analysis is not only possible but a necessary step in the move to develop procedures for assisting public decision makers in integrating the diverse functions of the land resource base and to revise demands or develop alternative strategies in order to move society closer to sustainable outcomes.  相似文献

The Effect of Wetland Mitigation Banking on the Achievement of No-Net-Loss   总被引:3,自引:2,他引:1  
/ This study determines whether the 68 wetland mitigation banks in existence in the United States through 1 January 1996 are achieving no-net-loss of wetland acreage nationally and regionally. Although 74% of the individual banks achieve no-net-loss by acreage, overall, wetland mitigation banks are projected to result in a net loss of 21,328 acres of wetlands nationally, 52% of the acreage in banks, as already credited wetland acreages are converted to otheruses. While most wetland mitigation banks are using appropriate compensation methods and ratios, several of the largest banks use preservation or enhancement, instead of restoration or creation. Most of these preservation/enhancement banks use minimum mitigation ratios of 1:1, which is much lower than ratios given in current guidelines. Assuming that mitigation occurs in these banks as preservation at the minimum allowable ratio, ten of these banks, concentrated in the western Gulf Coast region, will account for over 99% of projected net wetland acreage loss associated with banks. We conclude that wetland mitigation banking is a conceptually sound environmental policy and planning tool, but only if applied according to recently issued guidelines that ensure no-net-loss of wetland functions and values. Wetland mitigation banking inevitably leads to geographic relocation of wetlands, and therefore changes, either positively or negatively, the functions they perform and ecosystem services they provide. Research suggests that characteristics of local government land-use planners help determine the priority that local communities place on flood hazard mitigation. However, research has not examined the significance of land-use planners' values and role orientations for flood hazard mitigation. Multiple regression analysis is used to examine the influence that land-use planners' values and role orientations have on flood hazard mitigation in a national sample of New Urbanist development projects. Findings indicate that land-use planners' values and role orientations have significant implications for flood hazard mitigation in these projects. The paper recommends that local governments adopt a land-use planning approach to flood hazard mitigation that relies on land-use planners to help direct development away from hazardous portions of development sites.  相似文献

Local environmental assessment (EA), mandated by five US states, has introduced complex management issues for practitioners and policy makers. Based on a review of statutes, case law, and prior EA evaluations,this paper outlines three key issue areas for local EA: linking comprehensive planning and EA; making the threshold determination process more certain; and balancing mitigation with public participation. The paper argues that all the issues reflect a central tension in environmentalassessment between procedural consistency and the need for contingent responses to conditions that differ among the projects to be reviewed.  相似文献

This article reports on the content and process used to evaluate environmental impacts caused by the development of 50 new settlements in the central Galilee region in northern Israel between 1978 and 1988. Some 60 different environmental and developmental factors and their interrelationships were identified. Selected physical changes that were defined as impacts were later evaluated. The evaluation method was based on intensive use of interviews with resource scientists and decision makers as experts. The data from interviews were used as the basis for factors identification, impact screening, and their rating. Experts used three types of criteria in the latter process: intensity of impact, the potential for its mitigation and compatibility with existing natural resource conservation, and environmental quality protection policy. Researchers concluded that reliance on experts with broad local experience eliminated the need for a more structured and detailed assessment method. The case study shows that experts provided creditable and reliable findings. They substituted the need for long periods of observation and largescale and costly data gathering, analysis, and evaluation.  相似文献

This paper examines an issue that is becoming increasingly relevant as the pressures of a warming planet, changing climate and changing ecosystems ramp up. The broad context for the paper is the intragenerational, intergenerational, and interspecies equity implications of changing the climate and the value orientations of adapting to such change. In addition, the need to stabilize the planetary climate by urgent mitigation of change factors is a foundational ethical assumption. In order to avoid further animal and plant extinctions, or at the very least, their increased vulnerability to becoming rare and endangered; the systematic assisted colonization of “at risk” species is being seriously considered by scientists and managers of biodiversity. The more practical aspects of assisted colonization have been covered in the conservation biology literature; however, the ethical implications of such actions have not been extensively examined. Our discussion of the value issues, using a novel case study approach, will rectify the limited ethical analysis of the issue of assisted colonization of species in the face of climate change pressures. Beyond sustainability ethics, both animal and environmental ethical approaches will be used and intrinsic versus instrumental value orientations in the literature shall form the basis of our discussion. After the application of all the ethical approaches to the case studies, we conclude that without mitigation and the prospect of a future stable climate, assisted colonization will be involved in an inherently unethical process and a “move and lose it” outcome. With mitigation, there is wide-ranging ethical support for assisted colonization.  相似文献

Spatial planning typically involves multiple stakeholders. To any specific planning problem, stakeholders often bring different levels of knowledge about the components of the problem and make assumptions, reflecting their individual experiences, that yield conflicting views about desirable planning outcomes. Consequently, stakeholders need to learn about the likely outcomes that result from their stated preferences; this learning can be supported through enhanced access to information, increased public participation in spatial decision-making and support for distributed collaboration amongst planners, stakeholders and the public. This paper presents a conceptual system framework for web-based GIS that supports public participation in collaborative planning. The framework combines an information area, a Multi-Criteria Spatial Decision Support System (MC-SDSS) and an argumentation map to support distributed and asynchronous collaboration in spatial planning. After analysing the novel aspects of this framework, the paper describes its implementation, as a proof of concept, in a system for Web-based Participatory Wind Energy Planning (WePWEP). Details are provided on the specific implementation of each of WePWEP's four tiers, including technical and structural aspects. Throughout the paper, particular emphasis is placed on the need to support user learning throughout the planning process.  相似文献

DOI: 10.1111/j.1752-1688.2011.00631.x Abstract: Current stream restoration science is not adequate to assume high rates of success in recovering ecosystem functional integrity. The physical scale of most stream restoration projects is insufficient because watershed land use controls ambient water quality and hydrology, and land use surrounding many restoration projects at the time of their construction, or in the future, do not provide sufficient conditions for functional integrity recovery. Reach scale channel restoration or modification has limited benefits within the broader landscape context. Physical habitat variables are often the basis for indicating success, but are now increasingly seen as poor surrogates for actual biological function; the assumption “if you build it they will come” lacks support of empirical studies. If stream restoration is to play a continued role in compensatory mitigation under the United States Clean Water Act, then significant policy changes are needed to adapt to the limitations of restoration science and the social environment under which most projects are constructed. When used for compensatory mitigation, stream restoration should be held to effectiveness standards for actual and measurable physical, chemical, or biological functional improvement. To achieve improved mitigation results, greater flexibility may be required for the location and funding of restoration projects, the size of projects, and the restoration process itself.  相似文献

Resilience management stretches across the decoupled domains of community, corporate, and public governance. As a result, fostering resilience needs a governance structure that supports collective actions and integrates fragmented fields with different institutional frameworks. In this study, we carry out a review of three different perspectives on resilience -engineering, social, and organizational- in order to explore resilience management in the context of governance of infrastructure systems. We discuss the common practices to address resilience of engineering systems, the need and current trend for integration of institutions into these practices through formal (e.g., policies and regulations) as well as informal mechanisms (e.g., trust, norms, and shared cognitive structures). To illustrate our theorizing, we provide three illustrative case studies. The cases highlight the barriers and enablers across the three perspectives and highlight the inter-organizational context of management of resilience. We uncovered organizational dynamics such as the necessity of establishing critical functionality through organizational capacity for stakeholder engagement, the need for diverse organizations to address institutional complexity in management of resilience, and the importance of decoupling in aligning the outcomes of resilience management practices with policies. We suggest an agenda for future research on managing practices associated with management of resilience.  相似文献

We present a risk-based contingency fund management methodology to mitigate the impact of external risks on asset value and performance. Many asset intensive industries, such as water and energy utilities, are significantly affected by external risks such as extreme weather events. We put the case for a centrally held risk-based contingency fund that would mitigate against ‘medium’ impact ‘medium’ probability events that fall outside of large losses covered by insurance and smaller ‘normal’ operating losses. Our risk-based contingency approach is appropriate for short-term business planning (1–5 years) and would complement longer term planning, for example climate change adaptation and mitigation strategies. Our approach offers a risk-based methodology to manage contingency that is explicit and defensible. Critically, our methodology allows contingency to be managed dynamically as risk probabilities and impacts change, creating a mechanism for contingency funds to be periodically released if risk exposure reduces. The long-term benefit of dynamic, risk-based contingency is to reduce the impact of external risks and support long-term sustainability.  相似文献
