New perspectives on sea use management: initial findings from European experience with marine spatial planning 总被引:3,自引:0,他引:3
Increased development pressures on the marine environment and the potential for multiple use conflicts, arising as a result of the current expansion of offshore wind energy, fishing and aquaculture, dredging, mineral extraction, shipping, and the need to meet international and national commitments to biodiversity conservation, have led to increased interest in sea use planning with particular emphasis on marine spatial planning. Several European countries, on their own initiative or driven by the European Union's Marine Strategy and Maritime Policy, the Bergen Declaration of the North Sea Conference, and the EU Recommendation on Integrated Coastal Zone Management, have taken global leadership in implementing marine spatial planning. Belgium, The Netherlands, and Germany in the North Sea, and the United Kingdom in the Irish Sea, have already completed preliminary sea use plans and zoning proposals for marine areas within their national jurisdictions. This paper discusses the nature and context of marine spatial planning, the international legal and policy framework, and the increasing need for marine spatial planning in Europe. In addition, the authors review briefly three marine spatial planning initiatives in the North Sea and conclude with some initial lessons learned from these experiences. 相似文献

Schedule 11 of the Environment Act 1995 underpins the requirement for consultation on air quality issues. The ongoing air quality review and assessment process represents one of the largest locally based science policy and communication initiatives ever undertaken in the UK. This paper outlines the practice of consultation and communication for Air Quality Management (AQM) and reviews the interaction between Environmental Health professionals, as the leading actor in the AQM process and other stakeholders involved in air quality consultation, including the public. Results are presented from a widespread questionnaire survey of English local authorities. Data indicate that the majority of air quality consultation has been carried out with statutory consultees (by sending the review and assessment reports) and the public (via websites and leaflets) in the form of information dissemination. 相似文献

The paper starts from an assessment of regional policy inspired by considerations of social justice. An effort is made to sketch the outline of a top‐down and bottom‐up approach and provide a new profile for regional planning, and for professional planners within the context of contemporary politico‐economic transformations. There are relatively few Federal environmental regulations that influence agricultural production in the US. However, many local and state environmental rules may influence the management practices on US farms as might interactions between urban population centers and agricultural producers. Detailed analysis of corn farms gives insight into these relationships and suggests that stringent environmental regulations could increase the likelihood of adoption of certain conservation practices, all else being constant, but that the interaction between urban populations has less of an effect on the adoption decisions. 相似文献

Sea level rise (SLR) is expected, even without greenhouse gas emissions. As SLR is inevitable, adapting to its impacts has received increasing attention, and local governments are the key actors in this emerging agenda. This study indicates that adaptation planning for SLR should be integrated into two local major planning mechanisms in the United States: the local comprehensive plans and hazard mitigation plans. By evaluating 36 plans from 15 US coastal cities that are considered at high risk and vulnerable to rising sea levels, the results demonstrate that SLR is widely identified, but the overall quality of the plans to address it requires significant improvement. A detailed table of selected plans' characteristics is also provided as a lens on how localities tackle this challenging issue. This paper investigates farmers' willingness to participate in Best Management Practices (BMPs) through a proposed Water quality trading (WQT) program in Kentucky. This analysis includes two parts: the first part is to investigate the factors influencing farmers' current usage of BMPs; the second part is to estimate farmers' willingness to implement BMPs given different levels of compensation given in a survey. The results show that farmers who participate in the conservation programs are more likely to use BMPs, but these farmers may not accept the offer to implement additional BMPs. Farmers' experiences about BMPs are more likely to persuade them to adopt additional BMPs than the level of compensation. The results find that using riparian buffers, fencing off animals and building up waste storage facilities are responsive to the levels of compensation offered. 相似文献

using both qualitative and quantitative techniques. A sample of 164 farmers was analyzed and triangulated with the results
from in-depth interviews. The results suggest that farm and personal characteristics affect the adoption rate of BMPs and

This paper describes an applied research project that used a sustainable land-use planning approach to examine flood hazard mitigation alternatives in a 536-acre developed office park complex. A watershed-wide assessment including floodplain remapping and modelling of low-impact and large stormwater improvements throughout the upper watershed revealed limited impact on reducing flooding downstream in the environs of the office park during large storms. Thus emphasis had to be given to recommending retroactive sustainable land-use development actions such as relocating buildings and roadways out of the 100-year floodplain, which involves creating a mixed-use overlay district on high elevations, and restoring the floodplain. 相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. In this sense, reliable information can help governments and professional associations to set future C&D waste management regulations, training programmes and dissemination tools, inspections, etc. 相似文献

This article is the first in a series of three. These articles were prepared to document the growth management process undertaken
in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue,
or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2,
a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses
of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5
involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems
or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves
a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During
step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step
9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs.
It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is
illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado.

Due to fast urbanization and increasing living standards, the environmental sustainability of our global society becomes more and more questionable. In this historical review we investigate the role of resources management (RM) and urban planning (UP) and propose ways for integration in sustainable development (SD). RM follows the principle of circular causation, and we reflect on to what extent RM has been an element for urban planning. Since the existence of the first settlements, a close relationship between RM, urbanization and technological development has been present. RM followed the demand for urban resources like water, energy, and food. In history, RM has been fostered by innovation and technology developments and has driven population growth and urbanization. Recent massive resource demand, especially in relation to energy and material flows, has altered natural ecosystems and has resulted in environmental degradation. UP has developed separately in response to different questions. UP followed the demand for improved living conditions, often associated to safety, good manufacturing and trading conditions and appropriate sanitation and waste management. In history UP has been a developing research area, especially since the industrial era and the related strong urbanization at the end of the 18th century. UP responded to new emerging problems in urban areas and became increasingly complex. Nowadays, UP has to address many objectives that are often conflicting, including, the urban sustainability. Our current urban un-sustainability is rooted in massive resource consumption and waste production beyond natural limits, and the absence of flows from waste to resources. The primary role of remote sensing in land management and planning has been to provide information concerning the physical characteristics of the land which influence the management of individual land parcels or the allocation of lands to various uses These physical characteristics have typically been assessed through aerial photography, which is used to develop resource maps and to monitor changing environmental conditions These uses are well developed and currently well integrated into the planning infrastructure at local, state, and federal levels in the United States.Many newly emerging uses of remote sensing involve digital images which are collected, stored, and processed automatically by electromechanical scanning devices and electronic computers Some scanning devices operate from aircraft or spacecraft to scan ground scenes directly; others scan conventional aerial transparencies to yield digital images. Digital imagery offers the potential for computer-based automated map production, a process that can significantly increase the amount and timeliness of information available to land managers and planners.Future uses of remote sensing in land planning and management will involve geographic information systems, which store resource information in a geocoded format. Geographic information systems allow the automated integration of disparate types of resource data through various types of spatial models so that with accompanying sample ground data, information in the form of thematic maps and/ or aerially aggregated statistics can be produced Key issues confronting the development and integration of geographic information systems into planning pathways are restoration and rectification of digital images, automated techniques for combining both quantitative and qualitative types of data in information-extracting procedures, and the compatibility of alternative data storage modes 相似文献

The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management. Many agencies have developed fire organizations as separate entities that set their own objectives. The many land and resource managers who have recognized the need to incorporate fire considerations into land-use planning have so far lacked the techniques to do so.As a natural process, fire has an important function in forest and range ecosystems. DOI: 10.1111/jawr.12025 Abstract: The aim of this article is to develop a new index measuring the severity of floods in small ungauged catchments for initial local flood information by the regression analysis between the new flooding index and rainfall patterns. Although a rapid local flood caused by heavy storm in a short period of time is now one of common natural disasters worldwide, such a sudden and violent hydrologic event is difficult to forecast. As local flooding rises rapidly with little or no advance warning, the key to local flood forecasting is to quickly identify when and where local flooding above a threshold is likely to occur. The new flooding index to characterize local floods is measured by the three normalized relative severity factors for the flood magnitude ratio, the rising curve gradient, and the flooding duration time, quantifying characteristics of flood runoff hydrographs. The new flooding index implemented for the two selected small ungauged catchments in the Korean Peninsula shows a very high correlation with logarithm of the 2‐h maximum rainfall depth. This study proposes 30 mm of rainfall in a 2‐h period as a basin‐specific guidance of precaution for the incipient local flooding in the two study catchments. It is expected that the best‐fit regression equation between the new flooding index and a certain rainfall rate can provide preliminary observations, the flood threshold, and severity information, for use in a local flood alert system in small ungauged catchments. ABSTRACT: The technology of urban stormwater management has far outpaced its actual application in new urban development. This article documents that implementation gap, but shows that state and local governmental measures, particularly storm drainage regulations, can lead to improved performance in the private sector. Although state stormwater management programs are in their infancy, they are already having a measurable effect in stimulating the adoption of local governmental programs to manage urban storm water. This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking. 相似文献

The Common Agricultural Policy (CAP) was fundamentally reformed in 2003. From 2005, farmers will receive decoupled income support payments instead of production premiums if basic standards for environment, food safety, animal health and welfare are met. Farmers are likely to adjust production and management practices to the new policy framework. We describe how this reform fits into the EU strategy of making agricultural production more environmentally friendly by concentrating on the financial aspects of the reforms. Using an agricultural sector model for Austria, we show that the reform will further decrease agricultural outputs, reduce farm inputs, lessen nitrogen surpluses and make environmentally friendly management practices more attractive for farmers. 相似文献

Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale. 相似文献

Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional
elements. This paper presents an integrative methodological framework for sustainable environmental planning and management.
The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's
conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological
framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method.
This method generates classifications of environmental significance and constraint. Areas of environmental significance and
constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education,
technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed
for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a
variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture,
