Heat waves and heat-related stresses are increasing environmental concerns in urban areas. The impact of heat waves is dependent on the intensity and duration of each event and on underlying environmental and socio-demographic factors which influence population vulnerability. In order to develop effective adaptation strategies, it is important to develop a method to clearly identify the most vulnerable areas based on these factors. The purpose of this study is to develop and map a heat wave vulnerability index combined with heat exposure analysis to identify areas where interventions can be targeted. The vulnerability index was derived from a principle component analysis of eight key variables that influence heat wave vulnerability. Eight proxy measures of vulnerability were obtained from 2010 census and land-use data for the 1904 census districts of Osaka City. Three principle components explained >77 % of the variance (age, employment and education; social isolation; density and lack of green space). The components were combined and weighted to produce a vulnerability score for each census district. The vulnerability scores ranged from 0 to 106, were categorised into eight vulnerability levels and were overlaid with fine-scale air temperature observations. The resulting output identified the distribution of population vulnerability and exposure. This assessment of vulnerability, combining exposure and sensitivity components, can provide precedent for efficient, targeted action to be taken to reduce the impact of heat waves at present and under climate change.  相似文献

Zoning and applying Limits of Acceptable Change (LAC) are two promising strategies for managing tourism in Marine Protected Areas (MPAs). Typically, these management strategies require the collection and integration of ecological and socioeconomic data. This problem is illustrated by a case study of Koh Chang National Marine Park, Thailand. Biophysical surveys assessed coral communities in the MPA to derive indices of reef diversity and vulnerability. Social surveys assessed visitor perceptions and satisfaction with conditions encountered on snorkelling tours. Notably, increased coral mortality caused a significant decrease in visitor satisfaction. The two studies were integrated to prescribe zoning and “Limits of Acceptable Change” (LAC). As a biophysical indicator, the data suggest a LAC value of 0.35 for the coral mortality index. As a social indicator, the data suggest that a significant fraction of visitors would find a LAC value of under 30 snorkellers per site as acceptable. The draft zoning plan prescribed four different types of zones: (I) a Conservation Zone with no access apart from monitoring or research; (II) Tourism Zones with high tourism intensities at less vulnerable reefs; (III) Ecotourism zones with a social LAC standard of <30 snorkellers per site, and (IV) General Use Zones to meet local artisanal fishery needs. This study illustrates how ecological and socioeconomic field studies in MPAs can be integrated to craft zoning plans addressing multiple objectives.  相似文献

This study tests the thesis that ‘vulnerability to climate change is not only a result of biophysical events alone but also influenced by the socioeconomic conditions in which climate change occurs’. The study chose Uttar Pradesh (UP), a state in India, for its importance in the nation's food and nutrition security programme and its high sensitivity to climate change. It uses an indicator approach to see which districts of UP are the most vulnerable to climate change, and attempts to identify the factors on a set of explanatory variables. The study finds that infrastructurally and economically developed districts are less vulnerable to climate change; in other words, vulnerability to climate change and variability is linked with social and economic development. This observation is corroborated by the findings of relational analysis wherein livestock, forestry, consumption of fertilizer, per capita income, and infant mortality rate are observed to be important correlates of vulnerability to climate change.  相似文献

The vulnerability of four European aquifers with different hydrogeological and climatic characteristics was evaluated using the COP method. The results obtained were statistically analyzed by determination coefficients to measure which factor has greater importance in the vulnerability index. Furthermore, a new parameter has been designed to measure the vulnerability for the whole of the aquifer. The results demonstrate that COP is a useful method to assess the vulnerability of the test sites under consideration. The results obtained are coherent with the conceptual model of each pilot aquifer and the available hydrogeological information (hydrographs, isotopic data, tracer tests). Fissured carbonate aquifers (diffuse flow systems) are less vulnerable than karst aquifers (conduit flow systems) and the vulnerability index is more positively correlated with the O factor (unsaturated zone protection capacity) in the first case. The karst aquifers are more vulnerable than fissured aquifers and they show a higher correlation between the C factor (karst features) and the vulnerability index. Climatic variation (precipitation for example) influences the final vulnerability index of the aquifers according to the weight in the index and the spatial distribution.  相似文献

The coastal zone of the Brazilian state of Maranhão is an area characterized by a large variety of human activities and services, in particular in the Itaqui-Bacanga port complex (IBC). The IBC is an area prone to oil spills resulting from the processes of transportation, storage, and tank cleaning. The present study aimed to map the different physical environments adjacent to this complex and the socioeconomic profile of the local population that would be most vulnerable to this type of disaster. Vulnerability studies are essential as one of the first step in the development of an integrated coastal zone management. The variables analyzed in this study included geomorphological units, and the income, education, and dependence on fishing of the local population. The estimate of the vulnerability index was based on the relationships between these variables, which were used to generate a vulnerability map using GIS and the interpretation of high-resolution remote sensing, showing the areas of highest priority for intervention in the case of oil spills. The analysis of the natural and socioeconomic environments indicated that the areas of highest vulnerability correspond to the mangroves and the Vila Nova and Alto da Esperança neighborhoods, respectively. These neighborhoods have a direct relationship with fishing, and low levels of both income and education. By contrast, the lowest vulnerability was attributed to the coastal plateau and the central Anjo da Guarda neighborhood, which is occupied by residents with relatively high income and education, who do not depend on fishing.  相似文献

Impacts from climate change pose a raft of challenges for societies, governments and policy-makers internationally. The anticipated changes are well documented, including rising sea levels, increased floods and other extreme weather conditions. Much research and policy emphasis has focused on technical and economic aspects. Less debated are questions about different communities' vulnerabilities, inequitable distributional impacts, social justice issues and how vulnerability links to social inclusion/exclusion. This paper explores a case study mapping social exclusion and vulnerability in Brisbane, Queensland, which found that while communities can be vulnerable through physical aspects of an area when social dimensions are added to the equation it amplifies or exacerbates the scale of vulnerability. The findings also suggest that in developing research agendas and policy debates around climate change, there could be benefits from interlinking the currently separate areas of work on social vulnerability to extreme weather events, to forms and processes of social inclusion/exclusion.  相似文献

Maps illustrating the different degrees of vulnerability within a given area are integral to environmental protection and management policies. The assessment of the intrinsic vulnerability of karst areas is difficult since the type and stage of karst development and the related underground discharge behavior are difficult to determine and quantify. Geographic Information Systems techniques are applied to the evaluation of the vulnerability of an aquifer in the alpine karst area of the Sette Comuni Plateau, in the Veneto Region of northern Italy. The water resources of the studied aquifer are of particular importance to the local communities. This aquifer must therefore be protected from both inappropriate use as well as possible pollution. The SINTACS and SINTACS P(RO) K(ARST) vulnerability assessment methods have been utilized here to create the vulnerability map. SINTACS P(RO) K(ARST) is an adaptation of the parametric managerial model (SINTACS) to karst hydrostructures. The vulnerability map reveals vast zones (81% of the analyzed areas) with a high degree of vulnerability. The presence of well-developed karst structures in these highly vulnerable areas facilitate water percolation, thereby enhancing the groundwater vulnerability risk. Only 1.5 of the studied aquifer have extremely high-vulnerability levels, however these areas include all of the major springs utilized for human consumption. This vulnerability map of the Sette Comuni Plateau aquifer is an indispensable tool for both the effective management of water resources and as support to environmental planning in the Sette Comuni Plateau area.  相似文献

Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general.  相似文献

This article is based on a multimethod study designed to clarify influences on wildfire hazard vulnerability in Arizona’s White Mountains, USA. Findings reveal that multiple factors operating across scales generate socially unequal wildfire risks. At the household scale, conflicting environmental values, reliance on fire insurance and firefighting institutions, a lack of place dependency, and social vulnerability (e.g., a lack of financial, physical, and/or legal capacity to reduce risks) were found to be important influences on wildfire risk. At the regional-scale, the shift from a resource extraction to environmental amenity-based economy has transformed ecological communities, produced unequal social distributions of risks and resources, and shaped people’s social and environmental interactions in everyday life. While working-class locals are more socially vulnerable than amenity migrants to wildfire hazards, they have also been more active in attempting to reduce risks in the aftermath of the disastrous 2002 Rodeo-Chediski fire. Social tensions between locals and amenity migrants temporarily dissolved immediately following the disaster, only to be exacerbated by the heightened perception of risk and the differential commitment to hazard mitigation displayed by these groups over a 2-year study period. Findings suggest that to enhance wildfire safety, environmental managers should acknowledge the environmental benefits associated with hazardous landscapes, the incentives created by risk management programs, and the specific constraints to action for relevant social groups in changing human-environmental context.  相似文献

The impending form and extent of climate change and its direct impacts present disproportionate challenges for the most socially and economically disadvantaged groups within populations. Evaluating the vulnerability of disadvantaged groups in the context of climate change has presented tremendous theoretical, methodological and policy challenges especially where vulnerability assessment research is focused at the local community level. This study addresses the challenges by developing an interdisciplinary methodology, based on expert knowledge, and uses the state of South Australia as a case study. It focuses on key indicators that measure the exposure of local communities to climate change and socio-economic vulnerabilities of local populations. A main contribution in this study is the novel incorporation of physical, environmental and socio-demographic data sets and extensive use of spatial modelling and estimation methods to spatially define climate change and social vulnerability “hot spots”. This paper assesses vulnerability under moderate and high Intergovernmental Panel on Climate Change CO2 emission scenarios in order to generate an assessment model to be used before planning is done. The result is the creation of a practical tool through which decision-makers can better understand how the complexity of one's local spatial context influences the unique exposure, which different vulnerable communities have, to the impacts of climate change. This paper presents a useful tool that can be used in the initial assessment phase by planners and policy-makers to better assist those who are limited in their ability to adapt to climate change.  相似文献

Gaza coastal aquifer (GCA) is the major source of fresh water for the 1.5 million residents of Gaza Strip, Palestine. The aquifer is under deteriorating quality conditions mainly due to the excessive application of fertilizers. The intrinsic vulnerability of GCA to contamination was assessed using the well-known DRASTIC method. Detailed analysis of the intrinsic vulnerability map of GCA was carried out and did consider different relationships between the vulnerability indices and the on-ground nitrogen loadings and land use classes. In addition, correlation between vulnerability values and the nitrate concentrations in GCA was studied. Based on the vulnerability analysis, it was found that 10% and 13% of Gaza Strip area is under low and high vulnerability of groundwater contamination, respectively, while more than 77% of the area of Gaza Strip can be designated as an area of moderate vulnerability of groundwater contamination. It was found that the density of groundwater sampling wells for nitrate concentration is high for the moderate and high vulnerability zones. The highest first quartile, median, mean, and third quartile of nitrate concentrations are reported in the high vulnerability zones. Results of sensitivity analysis show a high sensitivity of the high vulnerability index to the depth to water table.  相似文献

People in the Arctic face uncertainty in their daily lives as they contend with environmental changes at a range of scales from local to global. Freshwater is a critical resource to people, and although water resource indicators have been developed that operate from regional to global scales and for midlatitude to equatorial environments, no appropriate index exists for assessing the vulnerability of Arctic communities to changing water resources at the local scale. The Arctic Water Resource Vulnerability Index (AWRVI) is proposed as a tool that Arctic communities can use to assess their relative vulnerability-resilience to changes in their water resources from a variety of biophysical and socioeconomic processes. The AWRVI is based on a social-ecological systems perspective that includes physical and social indicators of change and is demonstrated in three case study communities/watersheds in Alaska. These results highlight the value of communities engaging in the process of using the AWRVI and the diagnostic capability of examining the suite of constituent physical and social scores rather than the total AWRVI score alone.  相似文献

This study examined the vulnerability of smallholder livestock farmers in North-West Ghana to climate change using data obtained from 200 livestock farmers obtained through the administration of a semi-structured questionnaire. The Livelihood Vulnerability Index (LVI) approach was used to examine the levels of vulnerability. The study compared the vulnerability between the Nandom district and the Lawra district. The empirical results revealed that livestock farmers are more vulnerable to climatic extremes in the Nandom district than the Lawra district. The study highlights the critical role of the government regarding education and construction of water resources, among others.  相似文献

This paper analyses the vulnerability of South African agriculture to climate change and variability by developing a vulnerability index and comparing vulnerability indicators across the nine provinces of the country. Nineteen environmental and socio‐economic indicators are identified to reflect the three components of vulnerability: exposure, sensitivity, and adaptive capacity. The results of the study show that the regions most exposed to climate change and variability do not always overlap with those experiencing high sensitivity or low adaptive capacity. Furthermore, vulnerability to climate change and variability is intrinsically linked with social and economic development. The Western Cape and Gauteng provinces, which have high levels of infrastructure development, high literacy rates, and low shares of agriculture in total GDP, are relatively low on the vulnerability index. In contrast, the highly vulnerable regions of Limpopo, Kwazulu‐Natal and the Eastern Cape are characterised by densely populated rural areas, large numbers of small‐scale farmers, high dependency on rain‐fed agriculture and high land degradation. These large differences in the extent of vulnerability among provinces suggest that policymakers should develop region‐specific policies and address climate change at the local level.  相似文献

In this paper, we develop an approach for identifying the location of populations most vulnerable to extreme heat events and how those locations change over time. We scan the literature on measuring vulnerability, especially sensitivity and adaptive capacity of populations. We employ Census data for metropolitan Chicago for the years 1990, 2000, and 2010, and maximum likelihood factor analysis to derive an index and map the distribution of Census tracts where residents exhibit greater sensitivity and/or lower adaptive capacity to extreme heat. Our findings show a pattern of deconcentration and decentralization of these populations within the city and region over time, with gentrification and the suburbanization of poverty trends observed in many US metropolitan regions as possible contributing factors. Finally, we discuss the implications of these findings for planning efforts in the study area and offer suggestions for further research.  相似文献

Oil spills have become a major environmental hazard constituting serious social problems in Nigeria, especially in the oil producing communities. The spills contaminate the aquifer if the subsurface layers are not protected. Geoelectric technique of geophysical investigation has been used to evaluate the protective capacity of six oil producing communities: Oleh, Olomoro, Uzere, Afiesere, Ekakpamre and Uvwiamuge in the western Niger Delta. A total of 139 vertical electrical sounding (VES) using the Schlumberger electrode configuration were occupied in these communities. The longitudinal conductance maps delineated areas with poor (<0.1 mho), weak (0.1–0.19 mho), moderate (0.2–0.69 mho) and good protective capacity (0.7–4.9 mho). The study has shown that the protective capacity of most parts of the communities studied is poor with Uvwiamuge and Ekakpamre communities not protected hence the aquifer in these oil producing communities are vulnerable to contamination by hydrocarbon in the event of pollution. Hence proper environmental protection measures have been suggested to safeguard the aquifer from pollution by hydrocarbon in the event of spillage.  相似文献

The 1991 EU Nitrate Directive was designed to reduce water pollution from agriculturally derived nitrates. England and Wales implemented this Directive by controlling agricultural activities within their most vulnerable areas termed Nitrate Vulnerable Zones. These were designated by identifying drinking water catchments (surface and groundwater), at risk from nitrate pollution. However, this method contravened the Nitrate Directive because it only protected drinking water and not all waters. In this paper, a GIS was used to identify all areas of groundwater vulnerable to nitrate pollution. This was achieved by constructing a model containing data on four characteristics: the quality of the water leaving the root zone of a piece of land; soil information; presence of low permeability superficial (drift) material; and aquifer properties. These were combined in a GIS and the various combinations converted into a measure of vulnerability using expert knowledge. Several model variants were produced using different estimates of the quality of the water leaving the root zone and contrasting methods of weighting the input data. When the final models were assessed all produced similar spatial patterns and, when verified by comparison with trend data derived from monitored nitrate concentrations, all the models were statistically significant predictors of groundwater nitrate concentrations. The best predictive model contained a model of nitrate leaching but no land use information, implying that changes in land use will not affect designations based upon this model. The relationship between nitrate levels and borehole intake depths was investigated since there was concern that the observed contrasts in nitrate levels between vulnerability categories might be reflecting differences in borehole intake depths and not actual vulnerability. However, this was not found to be statistically important. Our preferred model provides the basis for developing a new set of groundwater Nitrate Vulnerable Zones that should help England and Wales to comply with the EU Nitrate Directive.  相似文献

This research analyses the application of spatially explicit sensitivity and uncertainty analysis for GIS (Geographic Information System) multicriteria decision analysis (MCDA) within a multi-dimensional vulnerability assessment regarding flooding in the Salzach river catchment in Austria. The research methodology is based on a spatially explicit sensitivity and uncertainty analysis of GIS-CDA for an assessment of the social, economic, and environmental dimensions of vulnerability. The main objective of this research is to demonstrate how a unified approach of uncertainty and sensitivity analysis can be applied to minimise the associated uncertainty within each dimension of the vulnerability assessment. The methodology proposed for achieving this objective is composed of four main steps. The first step is computing criteria weights using the analytic hierarchy process (AHP). In the second step, Monte Carlo simulation is applied to calculate the uncertainties associated with AHP weights. In the third step, the global sensitivity analysis (GSA) is employed in the form of a model-independent method of output variance decomposition, in which the variability of the different vulnerability assessments is apportioned to every criterion weight, generating one first-order (S) and one total effect (ST) sensitivity index map per criterion weight. Finally, in the fourth step, an ordered weighted averaging method is applied to model the final vulnerability maps. The results of this research demonstrate the robustness of spatially explicit GSA for minimising the uncertainty associated with GIS-MCDA models. Based on these results, we conclude that applying the variance-based GSA enables assessment of the importance of each input factor for the results of the GIS-MCDA method, both spatially and statistically, thus allowing us to introduce and recommend GIS-based GSA as a useful methodology for minimising the uncertainty of GIS-MCDA.  相似文献

In spite of the wide diversity in the economic performance of small island developing states (SIDS), the apparent prosperity of several SIDS has entailed a global misrepresentation of the economic situation of these countries. While their vulnerability to natural disasters is not denied, the general risk of economic marginalization that many SIDS face in the context of globalization may not have received sufficient attention. The paper attempts to highlight what matters most in the consideration of the economic vulnerability of SIDS and in the debate to prevent their marginalization. It examines the main types of external shocks to which SIDS are vulnerable, and discusses the economic handicaps that are fundamental causes of this vulnerability. Economic specialization (with the predominance of international trade in services) is then a central notion in the analysis of island vulnerability: a better specialization, which may involve diversification and always implies greater international competitiveness, can reduce the exposure or vulnerability of SIDS to external shocks, and induce greater economic stability in these countries. Hence the importance of developing policies to circumvent the specific handicaps of islands and facilitate the realization of new trading opportunities through an emulative use of globalization forces.  相似文献

Increasingly commonplace in cities, extreme heat events introduce multi-stress vulnerability, affecting people’s health and well-being, financial situation, mobility, social relations, and access to basic services. Planning to reduce heat vulnerability has become part of government business and to some extent community-level responses, cutting across a number of sectors including public health, emergency management, social services, critical infrastructure, and housing. This planning is often framed around heat as an emergency, focusing on preventing loss of life and severe health impacts, yet a vulnerability perspective also draws attention to the chronic and persistent impacts of heat. Our research, based on interviews and desktop research in Melbourne, Australia, found tensions between addressing heat as an emergency and heat as a source of chronic stress, with emergency responses taking precedence over responses addressing the chronic dimensions of heat. Each approach results in different but nonetheless related programmatic priorities for reducing vulnerability. In complex institutional settings, improving relations between policy and programme managers, non-government organisations, and vulnerable people themselves would enable the multiple stresses associated with extreme heat to be more effectively addressed. Policy and institutional responses that better appreciate the interconnections between the emergency and chronic aspects of heat would likely reduce vulnerability and contribute to more just approaches to urban sustainability.  相似文献
