Australia's uranium comprises about 18% of the Western World's reasonably assured reserves. Mining, milling and export have been proceeding since the federal government's decision in August 1977. The timetable for development of several other projects involves matters such as environmental issues, approval by the aboriginal people and mining practice policies. This simultaneous equation model emphasizes oligopolistic and vertical integration features, and conflict between companies and some bauxite producer country governments. Estimates do not support Koyck lags, or big gaps between long- and short-term elasticities. Strongest influence is industrial activity in advanced countries. Price and substitution elasticities are low. With an 11 year horizon, cartelization gains are high. In the longer term, Australia's participation in, or exclusion from the cartel, and cartelization gains, are strictly interdependent, and dependent on Australia following policies as a bauxite producer, or, more realistically, as an aluminum producer (which makes cartel perspectives poor).  相似文献

Mineral exports are now about 35% of Australia's total export earnings. The authors consider the prospects to 2000 for the main export-earning commodities. Forecasts are arrived at using a variety of approaches, including regression analysis of time-series data, but the final assessment reflects specialists' personal judgments. It is argued that economic resources (reserves) already identified can, for most commodities, sustain forecast exports until the end of the century.  相似文献

Changes since 1972 in Canadian federal and provincial tax laws have eliminated many of the prior tax incentives offered to the mining industry. These changes provide an opportunity to study the effect of tax laws on a country's mineral resource development by comparing trends in mineral exploration in various provinces with adjoining regions, and by comparing these results with firm behaviour that would be expected from microeconomic analysis. Mineral producers have sought higher, more stable returns, resulting in shifts of exploration into political regions with more favourable and less changeable tax policies. Future supplies of mineral raw materials from a political region are dependent on current exploration effort, which is in turn influenced by the region's tax laws.  相似文献

Asia's offshore, from North Korea to Indonesia, is becoming an increasingly important petroleum frontier, one disputed by various littoral states. The People's Republic of China (PRC) intends to become a major petroleum producer, with the offshore playing a major role. The paper examines: (1) important jurisdictional disputes; (2) accommodations between disputants; and (3) third-party involvements, such as the USA. Recent progress towards dispute solution has occurred - establishment of a Japan-Korea Joint Development Zone and a PRC overture towards Japan for settlement of suzerainty in the Senkakus. PRC and Vietnamese disagreements seem less tractable. New US policies towards the two Chinas, along with the USSR's support for Vietnam, further complicate the region's offshore disputes.  相似文献

This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries.  相似文献

Lake Erie water quality has improved dramatically since the degraded conditions of the 1960s. Additional gains could be made, but at the expense of further investment and reductions in fishery productivity. In facing such cross-jurisdictional issues, natural resource managers in Canada and the United States must grapple with conflicting objectives and important uncertainties, while considering the priorities of the public that live in the basin. The techniques and tools of decision analysis have been used successfully to deal with such decision problems in a range of environmental settings, but infrequently in the Great Lakes. The objective of this paper is to illustrate how such techniques might be brought to bear on an important, real decision currently facing Lake Erie resource managers and stakeholders: the choice of new phosphorus loading targets for the lake. The heart of our approach is a systematic elicitation of stakeholder preferences and an investigation of the degree to which different phosphorus-loading policies might satisfy ecosystem objectives. Results show that there are potential benefits to changing the historical policy of reducing phosphorus loads in Lake Erie.  相似文献

During the past decade, Norway has become an important oil and gas producer. Annual production is six times national consumption. Development policies of the national government have been cautious, and future policies will probably follow a similar pattern. The government recently opened offshore areas poleward of 62°N latitude, a decision likely to have a significant impact on Norway's future as an oil producer. Norway maintains a tight reign on foreign oil company participation, domestic downstream processing of crude, oil company taxation and oil revenue investment within the national economy. Norway's large inflow of oil-related capital investments and production revenues have contributed to significant inflation and to changes in local labour supplies. Norway has always used its petroleum industry to further the country's overall development goals, a policy that will continue in the years ahead.  相似文献

Political-economic events of the 1970s brought mineral resource appraisal to the focus of national policy. Estimates of and methodologies for mineral resources appraisal were scrutinized, revealing deficiencies in method and data and fostering considerable debate about the credibility of estimates and about preferred methodology. Since credibility can be increased through the acquisition of additional geoscience information, questions regarding methodology have more than one formulation and therefore more than one correct solution, depending upon the expected value of additional information and the conditional losses of relevant policy options. When existing information is meagre and the expected value of information is high, the optimum decision may be to defer all policy options until after the acquisition and analysis of- additional information. Decision theory offers an analytical framework that is sufficiently generalized to provide answers for highly varied circumstances of geoscience and resource information and policy issues. Our ability to perform any such analysis is limited by inaccuracies in both geologists' estimates of undiscovered mineral resources, and in economists' calculations of conditional losses of policy options for each of the relevant states of mineral resources.  相似文献

This interview study focused on urban early adolescents' conscious experiences of high density conditions. Thirty children residing in apartments in two boroughs of New York City (Brooklyn and Manhattan), participated in this study. Control variables included income level, age, family constellation, and length of residence. Sex, apartment density, building size and neighbourhood density served as classification variables. The interview lasted approximately forty minutes and addressed the following issues.Personal conceptualizations and definitions of crowding.Evaluation of the children's perceived neighbourhood.Peer relationships.Perceived social and physical opportunities and constraints.Interviews were tape recorded, transcribed and content analyzed.The children's conceptualizations of crowding emphasized large numbers of people, spatial restriction and an aversive experience of the situation as relevant components of the crowding construct. The restriction of behavioural choice as it relates to goal postponement and the child's efforts to come to terms with larger organizational social structures, underlined the interpretation of crowding as a socio-physical stressor. While information overload was depicted as another relevant characteristic of crowding situations, its aversive experience was mediated by the presence of known others. Even though this diversity on social and physical levels was often experienced as stressful, it was also positively viewed in situations where interpersonal contact or a sense of familiarity were not overriden by other situation demands.Boys tended to spend more time in their neighbourhood engaged in a broader range of activities than girls. In this sample, boys also took less part in structured group activities and rated their neighbourhoods somewhat more positively than girls. Girls experienced less freedom and more social restrictions in exploring and actively interacting with their extended surroundings than boys.The issues of movement and situationally imposed behavioural restriction were central themes in children's conscious experiences of high density situations. Emphasis was placed on physiological arousal linked to the perception of aversive social qualities of high density situations. It appears that an increase in the need to act out is more a function of the child's awareness of having to conform to external norms, or experiencing a loss of perceived social control in situations where vigilance is required, than a clear cognisance of spatial restrictions.The investigation of the impact of high density conditions on the child's sociocognitive development and identity formation is viewed as potentially fruitful directions for future research.  相似文献

The belief that forests, minerals, fisheries, and other exhaustible assets are being depleted at excessive rates in a free enterprise society has led to recurrent demands for the regulation of resource exploitation. Many have believed that further regulations are necessary — for example, the conservation movement accepted as basic tenents that most resources were too cheap, were wastefully exploited, and would become exhausted soon. This paper surveys several interrelated issues in resource depletion from an economist's perspective, in particular, whether the articles of faith of the conservation movement are borne out by economic theory and available empirical evidence. Are resources too cheap? Are they wastefully exploited? Will resources become exhausted prematurely? Are we neglecting the needs of future generations?  相似文献

Using resource-monitoring data from seven protected areas, the effectiveness of three campfire policies—campfire ban, designated campfires, and unregulated campfires—were assessed based on the number of fire sites and the amount of tree damage. Results indicate that unregulated campfire policies permitted substantial numbers of fire sites and tree damage in campsites, although fire bans did not eliminate or even substantially decrease these problems. A designated campfire policy was effective in decreasing number of fire sites, but little difference was found among policies regarding tree damage. Given the importance of campfires to visitor experiences, campfire prohibitions could be viewed as unnecessarily restrictive based on their limited success in preventing resource damage. Conclusions encourage protected-area managers to consider designated campfire policies and prohibitions on axes, hatchets, and saws to better meet resource protection and visitor experience mandates.  相似文献

ABSTRACT: The Federal Government's interest and involvement in water resource development in discussed in the context of project financing and cost sharing. After drawing a clear distinction between the two issues - who puts up the money, and who repays over time - the authors survey a number of Federal acts from which have evolved nearly 200 separate cost-sharing rules. Selected cost sharing and financing issues discussed include consistency in policies, rehabilitation of urban water supply systems, multipurpose water quality projects, and ground water management. Two proposals for cost/finance sharing reform introduced in the 96th Congress are discussed in detail and their impacts compared with current policy. The joint venture approach (Administration proposal) results in an effective composite cost share which changes significantly but not drastically (from 19 to 35 percent non-Federal share for a hypothetical project). The block grant approach (Domenici-Moynihan proposal) would alter the regional distribution of Federal water developement funding from the South and West to the Northwest and North Central States.  相似文献

The USA is heavily dependent on foreign sources for supplies of key materials essential to the nation's defence and to the operation of its vital industries. For example, it depends on foreign sources for 22 of the 27 metals considered vital to the country's economy. The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

We are often tempted to believe that a nation's resource policy is the result of careful deliberation and conscious design and is articulated in a relatively few statutes. This paper traces the history of percentage depletion in the USA and finds that this particular resource policy has evolved in the absence of a recognizable master plan. Percentage depletion has developed through a continuing political tug-of-war in the US Congress as a seemingly unending array of special interest groups sought and finally gained the prize of percentage depletion for their industry.  相似文献

Despite these significant issues, Alaska is relatively water‐rich and far more equipped to address its water resource concerns compared with other regions of the world. Globally, simultaneous and rapid water stresses have influenced and complicated conflicts and are motivating nations to develop markets and trade as one of the primary means to manage their needs for this resource. This paper presents these interacting issues in the context of Alaska’s relationship with a world undergoing significant social and ecological changes that affect freshwater supplies. We present the challenges faced by Alaska in the context of a larger global perspective, and briefly explore the relative effects these issues have on local, regional, and global scales. We present the argument that Alaska needs to develop more robust institutions and policies that can alleviate both household concerns and ensure that Alaska plays a significant role in the international freshwater arena for its long‐term resilience.  相似文献

Attitudinal differences regarding the use of nuclear energy were investigated. Results obtained in a random sample drawn from the population of four communities in The Netherlands within 30 miles of a nuclear power plant showed a strong relationship between subjects' attitudes towards nuclear energy and their perceptions of the possible consequences of nuclear energy. ‘Pro’- and ‘con’-subjects showed marked differences in the importance attached to the different possible consequences and their endorsement of the salience of more general social issues. Results provide support for the view that individuals perceive a false consensus with respect to the relative prevalence of similar attitudes among other people. Finally, subjects' perceptions of others with similar or opposing attitudes towards the issue of nuclear energy showed marked differences in evaluation especially for the extreme attitude groups.  相似文献

Over the last three decades, China’s coal industry has achieved dramatic increases in coal production, both in absolute terms and relative to the world as a whole. This achievement is due largely to its coal policies. Yet facing increasing pressures of environmental sustainability and market transition, the Chinese government was forced to make deep reforms and adjustments to regulate the coal industry effectively. This paper presents an historical overview of China’s coal economic policies, paying particular attention to the current reform policy of closing mines and restricting the yield for the small coal mines (SCMs) in the context of economic theories and methods. We argue that the SCM closure policy would not likely be efficiently enforced if a feasible market mechanism were not built up. The failure of closure policy is due largely to problems of property rights, coal pricing, ownership, and objectives.  相似文献

The authors identify problems of political, economic and social development in Mexico, which has now become a net oil exporter. Aspects of Mexican society are analysed - possession of resources, population growth, agricultural and industrial sectors of the economy and development policy. The political and economic components of social change and policy limitations are considered.
