The National Water Commission (NWC) and the $2 billion Australian Government Water Fund (the fund) has drawn attention to the need for innovative and adaptive practices for water use. The NWC and the fund, whilst a critical and catalytic step in the recognition of the current water situation in Australia, has thus far neglected to consider the systemic failures of the water, irrigation and related industries that led to this point. The underlying issue of the efficient allocation of water resources can be resolved by the harmonisation of competing demands (economic, social and environmental) and the establishment of governance structures to reduce institutional impediments. The linking of the fund to National Competition Council (NCC) payments is an important consideration in this process. This paper will argue that governance reform and institutional (re)alignment to remedy the impediments to the efficient allocation of water resources needs to be embedded in and linked to national competition policy principles. This paper will consider the NWC in this context with the aim of informing future policy to consider the systemic failures of the water industry and to forge institutional change for the more effective allocation of water.  相似文献

Australia's Murray–Darling basin (MDB) water plan is an ambitious attempt to balance ecological, social and economic benefits, where a key aspect of the reform process has been recovery of water for environmental use. This paper focuses on a set of initiatives established by a local non-governmental organisation and an Indigenous community designed to engage with local values and priorities and incorporate them into this complex river basin governance system. Contrary to expectations that local and basin-scale interests and outcomes will diverge, the case studies reveal the ability for local groups to collaboratively manage both land and water resources to achieve locally important outcomes, and contribute to basin-scale outcomes. The analysis also highlights a progressive style of community-based environmental management for water management that utilises multiple institutional arrangements and planning pathways to protect the values that are important to local communities, and to nest those values within the broader effort to sustainably manage the basin's water resources.  相似文献

In southern Africa institutional capacity in the water sector is severely limited by diminishing regular budget and external assistance allocations. The result has been an overall decline in operational water resource management. This is ironic given the international community's current concern with 'integrated' or 'comprehensive' water resources management. Often, so-called integrated attempts at river basin planning and development have been conceived within the framework of a river basin authority or regional master plans. Such large-scale attempts have not necessarily been compatible either with the national capacity in water resources management or the existing institutional and legislative frameworks. In many cases the actual integration of a basin's physical resources and social, economic and environmental demands is poorly executed. To examine a way forward in resolving what is clearly an unsustainable state of affairs, a diagnostic study of the Kafue Basin, Zambia, was carried out in order to identify a set of water resource management options for a basin currently under stress. A physical framework for the Kafue Basin was established and principal subcatchments and hydro-geological subsystems identified. Current water resource issues in the basin are discussed and a multiobjective approach is proposed to allow intersectoral competition for the basin's limited water resources to be reconciled.  相似文献

Asserting that the major problem in water resources management stems not so much from a lack of alternative technologies as from a failure to make a choice which is appropriate to the several factors involved, the author addresses himself to these factors and to the criteria which should be applied in the decision-making process. Particular attention is devoted to a consideration of the incentives, and of the institutional, infra-structural, analytical and policy measures required to facilitate the adoption of 'socially optimal' technology, including the relationship of these measures to the promotion of effective water resources management technology within the broader economic, social and cultural situations specific to each country.  相似文献

ABSTRACT: While there is increasing recognition of the need to consider institutional factors in water resources decision-making, there are few specific methods available to use in actually conducting an institutional analysis. The lack of such methods has spurred interest in going beyond begging water resource agencies to conduct institutional analyses to developing more refined tools to use in the analysis process. However, as more complex systems of analysis are developed, it is important not to lose sight of the value that less objective and participatory approaches to institutional analysis may have in solving institutional problems. Improving the techniques and tools of institutional analysis should not mean developing complex methods or models that can only be manipulated and understood by the trained analyst. The advantages and disadvantages of full participation by stakeholders in the institutional analysis process are discussed by describing the efforts of a local community organization in Tucson, Arizona, to study the need for a basinwide management entity.  相似文献

ABSTRACT: Improving water management to meet future global needs will certainly require technical advances, but the main challenge is to integrate the viewpoints of diverse societal interests into decisions about allocation of water resources. The integration cannot be done solely by the market because it requires a balancing among interests which do not respond well to market forces, nor by the state alone because of institutional problems. The concept of “integrated water resources management” has been developed to provide the framework for the required balancing of interests, and, like similar concepts in industries other than water, it has a dual purpose - to link stakeholders and apply best practices to management actions. To clarify the process of integrated water management, the paper focuses on two questions: who should lead integrated water resources management and who should pay for it? Several examples are given to illustrate a range of situations. The paper concludes with a call to improve paradigms of integrated water management, a proposition that water organizations should accept and budget for their external responsibilities as well as their direct missions, affirmation of the need for state and federal agencies to be involved with local interests, a call for better scientific and public information, and identification of the need for continued work to improve the process of integrated water management.  相似文献

This paper seeks to identify some promising policy options which could be part of a strategic and holistic effort to address India's future water challenges. Significant increases in agricultural water productivity would be a major factor in reducing the need for developing new water sources. Crop diversification, appropriately targeted to account for the present agricultural systems and available water resources, will increase productivity. Furthermore, much more emphasis needs to be placed on effective management of the groundwater resources through renewed efforts to enhance artificial recharge and conservation. Also, efforts should be revived to improve the existing surface irrigation systems. In particular, systems could be reconfigured to provide a more reliable water supply and allow effective community level management, where appropriate. Finally, while some of the increasing demands from domestic and industrial users will be met by the development of groundwater and reallocation of water from the agricultural sector, this will not be sufficient. Given that such conditions are emerging in states with high economic growth and relatively water scarce basins, this will require the further development of water resources. In some cases, these conditions along with the demand for reliable water for high value crops, will be part of the justification for inter‐basin transfers.  相似文献

ABSTRACT: Texas is one of the states in which limitations in water supplies could severely constrain economic growth in certain areas. The traditional planning approach for addressing this problem has involved devising schemes for large water development projects, which for many years included the importation of water from other states. Now the attitude towards water resource management is changing, and it is generally agreed that better management of existing supplies is the preferred approach. In this paper we review some of the changes that have recently occurred in Texas, including attempts to streamline the water institutions in such a way that they might be more responsive to the need for more comprehensive management of water resources statewide, with greater emphasis on social and environmental concerns.  相似文献

Over the next decade the management of water quality will be one of the outstanding issues relating to the protection and conservation of the national stock of water. In the past, particularly in countries well-endowed with water resources, this has been considered to be a relatively negligible problem. However, the rapid growth of population in major urban centres, industrialization and the heavy dependence on chemical products in the agricultural sector are leading to a serious deterioration of water quality.
This paper reviews the nature of the pollution issue, the institutional requirements to deal with the problem in an effective and comprehensive manner and the near-term actions which governments should take to protect their existing water resources.  相似文献

The purpose of this paper is to consider the vision for public participation in water resources management embedded in Kenya's 2002 Water Act, as it relates to pastoralists. The Act envisions that responsibility for management of water resources at the local level will be devolved to community-level bodies. Our approach was qualitative and included interviews with government officials and Gabra pastoralists, observation of and participation in traditional Gabra korra meetings and focus group discussions. We conclude that the ‘institutional model’ of participation being pursued through the creation of Water Resource User Associations is particularly problematic for mobile pastoralists such as the Gabra, and we suggest an alternative strategy that would focus on the fostering of deliberation processes.  相似文献

The paper focuses on the organizational and institutional issues of water resources management strategies. It considers both as cross-sectoral issues, and in terms of the communication and coordination of activities among all levels of sector agencies. It concentrates heavily on the economic aspects of planning for urban and other water use. Over the past few decades tremendous progress has been made in providing basic water supply and sanitation to the people of the world. Nevertheless, much remains to be accomplished. The only way of resolving this problem appears to be to make the current utilities more effective economically. The single most important policy improvement would be to ensure that each utility covers its operating costs as well as its capital costs by the economic pricing of water use.  相似文献

While water has always been important to people, recent pressures of population, ecology, geography and economic development have created new demands for water and call into question the old institutional arrangements for the administration of water resources. Drawing upon experience, largely from Spain and Latin America but including some examples from Europe, this paper examines the role that private enterprise and water cooperatives could play in promoting more efficient water use. ABSTRACT. The critical role of political processes in water resource projects has recently been placed in a new perspective [Hall, 1970]. The “political hassle” period of institutional interaction which serves to resolve political conflicts over such aspects as organizational growth and survival, responsibility for economic liabilities, and responsibility for economic benefits, requires systematic analysis in order to improve our capability to implement water projects. Failure to properly assess the political aspects of a proposed water project may result in extensive delays with significant economic losses. The complexities associated with water use and re-use have created the need for new institutional arrangements which can more effectively function to implement policies and programs. One tool which has recently become available for the research investigator concerned with institutional interactions and political processes associated with water resource projects is the technique of computer simulation of such institutional interaction. In theory, this new approach will enable the investigator to assess the political feasibility or political acceptability of a proposed water project given existing institutional structures. Furthermore, the investigator has the opportunity to experiment with new and innovative institutional arrangements which may in turn enhance the political acceptability of a proposed project. The specific material presented within this paper reports upon the validation of an existing computer simulation model designed to replicate political interactions in resource allocation problems-including water resource problems. This validation effort is done by taking an actual water problem and comparing what the political simulation models predicts in terms of political outcomes with what actually takes place. DOI: 10.1111/j.1752‐1688.2011.00589.x Abstract: Water resources management is in a difficult transition phase, trying to accommodate large uncertainties associated with climate change while struggling to implement a difficult set of principles and institutional changes associated with integrated water resources management. Water management is the principal medium through which projected impacts of global warming will be felt and ameliorated. Many standard hydrological practices, based on assumptions of a stationary climate, can be extended to accommodate numerous aspects of climate uncertainty. Classical engineering risk and reliability strategies developed by the water management profession to cope with contemporary climate uncertainties can also be effectively employed during this transition period, while a new family of hydrological tools and better climate change models are developed. An expansion of the concept of “robust decision making,” coupled with existing analytical tools and techniques, is the basis for a new approach advocated for planning and designing water resources infrastructure under climate uncertainty. Ultimately, it is not the tools and methods that need to be revamped as much as the suite of decision rules and evaluation principles used for project justification. They need to be aligned to be more compatible with the implications of a highly uncertain future climate trajectory, so that the hydrologic effects of that uncertainty are correctly reflected in the design of water infrastructure.  相似文献

Coastal zones are currently experiencing intense and sustained environmental pressures from a range of driving forces. Responsible agencies around the globe are seeking ways of better managing the causes and consequences of the environmental change process in coastal areas. This article discusses the basic principles underpinning a more integrated approach to coastal management, as well as the obstacles to its implementation in both developed and developing countries. The fulfilment of the goal of sustainable utilisation of coastal resources via integrated management is likely to prove to be difficult. Any successful strategy will have to encompass all the elements of management from planning and design through financing and implementation. An interdisciplinary analytical and operational approach is also required, combined with a more flexible and participatory institutional structure and emphasis to account for multiple stakeholders and resource demands. As historical and institutional perspectives as well as socio-economic and cultural contexts are also important, two case studies (based on UK and Vietnamese experiences) are presented in order to identify arguments and examine these aspects in more detail.  相似文献

This paper gives an overview of systems analysis and modeling applied to water resource management. With increased concern for economic efficiency in water resource usage, the need to exploit the complementary nature of various modes of usages has become more important. Systems analysis is particularly helpful in this regard because assessment of the relative allocation of costs and benefits of two more potential uses requires a systems framework. The process of systems analysis for comprehensive water planning is discussed outlining recognition of the problems, definition of a model, questions of data collection and finally implementation of a practical program of action. The methodology and advantages of water resources systems analysis are discussed relative to three main areas of concern - hydrologic uncertainty, objectives of governments and sponsoring agencies, and overlapping institutional and political boundaries.  相似文献

ABSTRACT: This paper examines the critical interaction between existing Texas water law and the state's water resources. Conjunctive use and management of interrelated water resources, though seldom practiced, is generally considered desirable. However, a significant barrier to the coordinated, efficient use and management of water resources is the legal division of water in the various phases of the hydrologic cycle into different classes and recognition of well-defined water rights in the separate phases. Several examples of the problems which relate to, or result from, present Texas water law and which prevent correlated water resource management are discussed. Any substantive revision of Texas law, particularly ground water law, will apparently be difficult to achieve in the immediate future, primarily because of the large number of recognized private water rights and the political power inherent in them. Data necessary for operation of conjunctive management systems are gradually being acquired, and perhaps someday other hydrologic phases can be integrated with surface and ground water. Nevertheless, Texas courts and the legislature have sufficient information on the interrelated hydrologic cycle so that prospective water conflicts should be anticipated and avoided. Great care must be exercised in the recognition of new types of private water rights or extension of existing rights, because this institutional structure, once established, presents a formidable obstacle to desirable revisions of the law.  相似文献

Ground and surface water selenium (Se) contamination is problematic throughout the world, leading to harmful impacts on aquatic life, wildlife, livestock, and humans. A groundwater reactive transport model was applied to a regional‐scale irrigated groundwater system in the Lower Arkansas River Basin in southeastern Colorado to identify management practices that remediate Se contamination. The system has levels of surface water and groundwater Se concentrations exceeding the respective chronic standard and guidelines. We evaluate potential solutions by combining the transport model with an assessment of the cost to employ those practices. We use a framework common in economics and engineering fields alike, the Pareto frontier, to show the impact of four different best management practices on the tradeoffs between Se and cost objectives. We then extend that analysis to include institutional constraints that affect the economic feasibility associated with each practice. Results indicate that although water‐reducing strategies have the greatest impact on Se, they are the hardest for farmers to implement given constraints common to western water rights institutions. Therefore, our analysis shows that estimating economic and environmental tradeoffs, as is typically done with a Pareto frontier, will not provide an accurate picture of choices available to farmers where institutional constraints should also be considered.  相似文献

Legislation and institutional structure have restricted opportunities for the integrated planning and management of Scotland's water resources. There is growing recognition that a more holistic and integrated approach to river management may enable progress in solving some of the problems facing Scottish freshwaters. The River Valleys Project established case studies of participatory integrated catchment planning for two rivers in Lothian Region, the Water of Leith and the River Almond. Nine stages were identified in the development of participatory integrated catchment plans. These involved all agencies and individuals with an interest in river management and a high degree of community participation.The developmentof plans for the Water of Leith and River Almond revealed a wide variety of benefits that can be derived from an integrated approach to river management.  相似文献

ABSTRACT: Access to clean and sufficient amounts of water is a critical problem in many countries. A watershed approach is vital in understanding pollution pathways affecting water resources and in developing participatory solutions. Such integration of information with participatory approaches can lead to more sustainable solutions than traditional “crisis‐to‐crisis” management approaches. This study aims at applying a watershed based joint action approach to manage water resources. Since most watersheds have urban and rural sources of pollution and a wide disparity in access to and use of water, alternative solutions need to take an integrated approach through cooperative actions. An institutional model was applied to seven subwatersheds in Honduras to evaluate various sources and effects of water contamination and water shortages. Two specific pathways of water resources degradation were studied (contamination from coffee pulp manufacturing and urban nonpoint sources) to develop alternative solutions that mitigate downstream impacts of access to clean water. A locally driven joint mechanism to reuse coffee pulp in farming systems is proposed. Such an institutional solution can maximize benefits to both farms and the coffee pulp industry. A combination of education and investment in sanitary facilities in urbanizing areas is proposed to minimize urban sources of water contamination.  相似文献
