: This article examines the willingness and capacity of local districts to control ground water mining of the Ogallala Aquifer in the High Plains. The questions of willingness and capacity were approached through extensive field interviews and a survey of all district board members and managers. The analysis focuses on the policy alternatives board members and managers perceive and how they evaluate these alternatives. Methodologically, the study utilized factor analysis of responses rating the desirability of various policy alternatives to ascertain what alternatives were perceived by the sample. Then the sample's preferences for each of the identified factors were calculated. The results demonstrate that the sample of those who must regulate if ground water mining is to be controlled at the substate level are not oriented to regulatory policies and therefore lack the willingness to deal with ground water mining.  相似文献

有毒重金属污染已成为我国的重大环境问题。对有毒重金属污染进行有效监管,首先,必须明确认定,对第一类污染物实施《源头总量控制》是污控执法和促进经济结构改革的保证条件。这种监管方式自2008年《笫一次全国污染源普查工业产排污系数手册》公布以来,更具有切实实施的可行性。《源头总量控制》与《水环境容量总量控制》两种监管方式既是各自独立、缺一不可,又是相互依赖和相互补充的关系,目前一些地方的规划管理者模糊和混淆了两类污染物和两种监管的内容和方式,笼统以《水环境总量控制》来监管所有污染物,丢弃了《源头总量控制》,使本应严加管理的饮用水水源地丧失了控制第一类污染物的能力。我国《地面水环境质量标准》(GB3838-88)中第一类污染物的水质指标与我国实际的水环境背景值有很大差距,存在"放宽允排量"和"价态转化引发危害"的问题,以一个10t电解铅的企业为例,证明两种监管方式的铅允排量相差甚大。总之,把第一类污染物与第二类污染物统一实施《水环境容量总量控制》将带来众多的危害,应当严格实施《源头总量控制》与《水环境总量控制》相结合的监管方式。  相似文献

ABSTRACT: A significant portion of all pollutants entering surface waters (streams, lakes, estuaries, and wetlands) derives from non-point source (NPS) pollution and, in particular, agricultural activities. The first step in restoring a water resource is to focus on the primary water quality problem in the watershed. The most appropriate NPS control measures, which include best management practices (BMPs) and landscape features, such as wetlands and riparian areas, can then be selected and positioned to minimize or mitigate the identified pollutant(s). A computer-based decision sup. port and educational software system, WATERSHEDSS (WATER, Soil, and Hydro-Environmental Decision Support System), has been developed to aid managers in defining their water quality problems and selecting appropriate NPS control measures. The three primary objectives of WATERSHEDSS are (1) to transfer water quality and land treatment information to watershed managers in order to assist them with appropriate land management/land treatment decisions; (2) to assess NPS pollution in a watershed based on user-supplied information and decisions; and (3) to evaluate, through geographical information systems-assisted modeling, the water quality effects of alternative land treatment scenarios. ABSTRACT: This research examines the sensitivity and vulnerability of community water systems (CWSs) to weather and climate in the Pennsylvania portion of the Susquehanna River Basin. Three key findings emerge from a survey of 506 CWS managers. First, CWSs are sensitive to extreme weather and climate, but that sensitivity is determined more by type of system than system size. CWSs that rely partly or wholly on surface water face more disruptions than do groundwater systems. Larger systems have more problems with flooding, and size is not a significant determinant of outages from storms or disruptions from droughts. Second, CWS managers are unsure about global warming. Few managers dismiss global warming; most think global warming could be a problem but are unwilling to consider it in their planning activities until greater scientific certainty exists. Third, the nature of the CWS, its sensitivity to weather and climate, and projected risks from weather and climate are insignificant determinants of how managers plan. Experienced, full-time managers are more likely to consider future weather and climate scenarios in their planning, while inexperienced and part-time managers are less likely to do so. Implications of these findings include support for efforts to move away from surface water, for clear communication of climate change information, and for the hiring and retention of full-time professional CWS managers.  相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty.  相似文献

ABSTRACT: About one-third of all West Virginians obtain domestic water from private water wells. In this research, mail and telephone surveys were used to investigate household responses to bacteria, mineral, and organic chemical contamination of domestic water supplies. Of households who were informed of contamination and acknowledged the problem, over 85 percent took action to avoid exposure to water contamination problems. The most common action was to clean and/or repair the water system (55.9 percent of valid surveys). Approximately 45 percent of households made investments of either a water treatment system, a new water source, or correction of contamination source. The average, annual economic cost of rural household actions was $320 for bacteria, $357 for minerals, and $1,090 for organic contamination. These economic costs represent a lower bound estimate for rural household willingness-to-pay (WTP) for a reduction in domestic water contamination from government action. On average, investment actions had lower annual economic costs than noninvestment actions of boiling and hauling water so that households who undertook investment actions in response to water contamination would have a lower WTP for government action to reduce water contamination. When effectiveness of water treatment systems was evaluated, treatment systems which require minimal household maintenance were found to reduce exposure to water contamination to safe levels as households intended when they installed the system. Treatment systems which were commonly ineffective included those which required continual maintenance (e.g., chiorinators) or were not designed to solve the contaminant problem for which they were purchased (e.g., filter systems for bacteria).  相似文献

Abstract: Growing populations, limited resources, and sustained drought are placing increased pressure on already over‐allocated water supplies in the western United States, prompting some water managers to seek out and utilize new forms of climate data in their planning efforts. One source of information that is now being considered by water resource management is extended hydrologic records from tree‐ring data. Scientists with the Western Water Assessment (WWA) have been providing reconstructions of streamflow (i.e., paleoclimate data) to water managers in Colorado and other western states (Arizona, New Mexico, and Wyoming), and presenting technical workshops explaining the applications of tree‐ring data for water management for the past eight years. Little is known, however, about what has resulted from these engagements between scientists and water managers. Using in‐depth interviews and a survey questionnaire, we attempt to address this lack of information by examining the outcomes of the interactions between WWA scientists and western water managers to better understand how paleoclimate data has been translated to water resource management. This assessment includes an analysis of what prompts water managers to seek out tree‐ring data, how paleoclimate data are utilized by water managers in both quantitative and qualitative ways, and how tree‐ring data are interpreted in the context of organization mandates and histories. We situate this study within a framework that examines the coproduction of science and policy, where scientists and resource managers collectively define and examine research and planning needs, the activities of which are embedded within wider social and political contexts. These findings have broader applications for understanding science‐policy interactions related to climate and climate change in resource management, and point to the potential benefits of reflexive interactions of scientists and decision makers.  相似文献

Lake Erie water quality has improved dramatically since the degraded conditions of the 1960s. Additional gains could be made, but at the expense of further investment and reductions in fishery productivity. In facing such cross-jurisdictional issues, natural resource managers in Canada and the United States must grapple with conflicting objectives and important uncertainties, while considering the priorities of the public that live in the basin. The techniques and tools of decision analysis have been used successfully to deal with such decision problems in a range of environmental settings, but infrequently in the Great Lakes. The objective of this paper is to illustrate how such techniques might be brought to bear on an important, real decision currently facing Lake Erie resource managers and stakeholders: the choice of new phosphorus loading targets for the lake. The heart of our approach is a systematic elicitation of stakeholder preferences and an investigation of the degree to which different phosphorus-loading policies might satisfy ecosystem objectives. Results show that there are potential benefits to changing the historical policy of reducing phosphorus loads in Lake Erie.  相似文献

Public perceptions about water quantity and water as a common pool resource are understudied in humid regions. As water demand increases, the need to more closely manage water, even in humid areas, will increase, requiring better understanding how people perceive their water supply, how they view paying for water conservation and how water user characteristics influence attitudes. A survey finds correlations between utilizing an individual water source (e.g. well or spring) and attitudes toward water management and conservation. Compared to respondents with a shared water source, those with an individual source believe they are segregated from regional water concerns. They are less willing to pay for water management or conservation measures and less supportive of any government intervention in water management. These results suggest that planners and water managers may face resistance to conservation policies or any policy based on the idea of water as a common pool resource.  相似文献

This paper is a case study of a team of Dutch water managers who saw that to achieve flexibility in planning they needed to engage with organisational control requirements. Rather than approaching flexibility normatively, as much planning literature does, this paper presents a case of flexibility empirically – as something actors negotiate through their strategising within planning practice, within their organisational context. The analysis shows the importance of approaching flexibility in planning as an intra-organisational issue, presents insights on the strategies actors employ in negotiating flexibility and control intra-organisationally, and points to the political nature of dynamics between flexibility and control.  相似文献

/ The management of lands adjacent to federally designated wilderness is increasingly seen to have the potential to negatively impact wilderness resources and management objectives. This paper first examines the numerous and often conflicting laws and regulations that influence how managers can mitigate transboundary issues. We then examine the various types of transboundary issues, and describe how they impact wilderness resources. Transboundary issues include recreational use, extractive activities, fire management, exotic species introductions, aircraft overflights and military operations, water diversion, urban encroachment, and transported pollutants. ABSTRACT: Ground water quality is an environmental issue of national concern. Agricultural activities, because they involve large land areas, often are cited as a major contributor of ground water contaminants. It appears that some degree of ground water contamination from agricultural land use is inevitable, especially where precipitation exceeds evapotranspiration. For this reason, and because agriculture differs significantly from point sources of pollution, farmers, policymakers, and scientists need alternative management strategies by which to protect ground water. Mathematical models coupled to geographic information systems to form expert systems can be important management tools for both policymakers and agricultural producers. An expert system can provide farmers, researchers, and environmental managers with information by which to better manage agricultural production systems to minimize ground water contamination. Significant research is necessary to perfect such a system, necessitating interim ground water management strategies that include not only a strong research program, but educational and public policy components as well.  相似文献

随着我国在水生态环境治理方面的大力投入,全国水环境质量得到整体性改善;但水生态环境保护不平衡、不协调、不充分的问题依然突出,部分流域依然存在水资源短缺、水环境污染、水生态退化问题。排污口是陆源污染物进入水环境的主要通道,通过对排污口及其污染特征的全面排查,可识别影响流域水污染现状的关键因素;经过监测和溯源,打通污染物从污染水体—涉污路径—排污单位监管链条,实现水污染物产排的闭环监管,推进流域治理能力的现代化建设。本研究依据已开展的工作,梳理了排污口排查的主要流程、技术要点,并论述了排查结果的潜在应用,为深入推进水生态环境治理提供支撑。  相似文献

Today, Bangladesh is confronted with an immense water supply crisis: the decline of surface water bodies as well as a fall in the water table, together with the multiple pollution of the water in general, has put pressure on a precious resource that needs to meet the demand of a growing population. However, the most serious problem became public just four years ago—the contamination of the groundwater with arsenic. Considering the extent of the water supply problem, solutions for the future provision of safe drinking water are urgently needed. This article argues that ponds, a traditional water source in Bangladesh, could contribute to a solution. However, it is essential to recognise the problems and advantages of ponds in order to make suggestions on how to integrate ponds into the national water policy. Therefore, this paper analyses pond management—the use, maintenance and control of ponds—and its change from the past to the present. A holistic, dynamic and actor-oriented approach on a small scale was proved to be the appropriate instrument for this analysis.  相似文献

Water quality must be considered in the development and planning aspects of water resource management. To accomplish this, the decision-maker needs to have at his disposal a systematized procedure for simulating water quality changes in both time and space. The simulation model should be capable of representing changes in several parameters of water quality as they are influenced by natural and human factors impinging on the hydrologic system. The objective of this work is two-fold. The first goal is to demonstrate the feasibility of developing and utilizing a water quality simulation model in conjunction with a hydrologic simulation model. The model represents water quality changes in both time and space in response to changing atmospheric and hydrologic conditions and time-varying waste discharges at various points in the system. This model has been developed from and verified with actual field data from a prototype system selected for this purpose. The second aim is to set forth procedural guidelines to assist in the development of water quality simulation models as tools for use in the quality-quantity management of a hydrologic unit.  相似文献

Triggered by recent flood catastrophes and increasing concerns about climate change, scientists as well as policy-makers increasingly call for making long-term water policies to enable a transformation towards flood resilience. A key question is how to make these long-term policies adaptive so that they are able to deal with uncertainties and changing circumstances. The paper proposes three conditions for making long-term water policies adaptive, which are then used to evaluate a new Dutch water policy approach called ‘Adaptive Delta Management’. Analysing this national policy approach and its translation to the Rotterdam region reveals that Dutch policy-makers are torn between adaptability and the urge to control. Reflecting on this dilemma, the paper suggests a stronger focus on monitoring and learning to strengthen the adaptability of long-term water policies. Moreover, increasing the adaptive capacity of society also requires a stronger engagement with local stakeholders including citizens and businesses.  相似文献

Abstract: This paper examines the use of climate forecasting in water management in Brazil and the United States (U.S.). Specifically, it seeks to understand how different institutional arrangements shape the willingness and ability of water managers to incorporate technoscience, especially seasonal climate forecasting (SCF), in their decision‐making process. It argues that among the many factors shaping the willingness of water managers to use SCF, institutional design and change is critical to explain different patterns in Brazil and the U.S. Moreover, factors related to individual flexibility, discretion, and accountability also affect the ability of managers to use climate information in water management. This paper finds that while water managers in the U.S operate in a mostly fragmented and risk‐averse system – which constrains the adoption of innovation – decision makers in Brazil can afford more flexibility to introduce new decision tools as a result of widespread water management reforms initiated in the 1990s.  相似文献

ABSTRACT: Storm water management is a concept being applied in many urban areas to deal with the increasing problems of storm runoff control and flood damage prevention. This paper introduces the concept and describes the recently completed storm water management program in Columbus, Georgia. Columbus has spent five years and over $200,000 in the development of their problem which includes several basic elements: soils inventory and analysis, hydrologic data collection, sediment and erosion control ordinance, storm water management handbook, urban flood simulation model, interdepartment coordination study, drainage problem categorization study, and a pilot basin study. The results of the pilot basin study are presented including example output from the urban simulation model. The computer output illustrates both the hydrologic-hydraulic and economic capabilities of the model.  相似文献

In response to the extreme flood events of recent decades, the European Union has released the Floods Directive (2007/60/EC), which requires the creation of flood risk management plans. These plans do not yet exist in practice, as water management agencies have until 2015 to put them into action. This contribution will discuss two questions regarding the European flood risk management plan: First, how is the new instrument integrated into the various member states, particularly with respect to the scenario approach? Second, how prepared are the institutions for the collaborative planning paradigm of the flood risk management plan, particularly with respect to the river basin districts approach? Citing examples from France, Germany, the Netherlands, and Great Britain, this paper offers both a pessimistic and an optimistic perspective on the implementation of the new flood risk management instrument.  相似文献
