ABSTRACT: The hedonic valuation method was used to quantify the impact of floodplain location on housing values in Fargo‐Moor‐head. Being located in the 100‐year floodplain lowered the home values by $8,990, and such homes were worth $10,241 less than similar homes located outside the floodplain before the major flood event of 1997. Required flood insurance premiums for these homes were determined to account for approximately 81 percent of this price depreciation. In contrast, homes in the 500‐year floodplain were worth $3,100 more than similar homes not in the floodplain. It was concluded that more disclosure is needed regarding the location of the 500‐year floodplain, and that the hedonic valuation method can be used to calculate the economic gains and losses associated with flood mitigation projects or floodplain remapping efforts that result in the reclassification of the legal floodplain status of individual homes.  相似文献

This study uses hedonic analysis to estimate the effects of flood hazard disclosure under the 1998 California Natural Hazard Disclosure Law (AB 1195) on property values throughout California. It finds that the average floodplain home sold for 4.2% less than a comparable non-floodplain home following AB 1195 while before that law there was no significant price differential. The introduction of interaction terms indicates that the magnitude of the price reduction due to AB 1195 varies positively with Hispanic population share. An average floodplain home in a half-Hispanic neighbourhood saw a $12 324 negative capitalization due to AB 1195, while that amount was only $2191 for a neighbourhood with 10% Hispanic residents. Results suggest that, in particular, homebuyers in Hispanic communities are better disclosed to under AB 1195 than they were under the National Flood Insurance Program (NFIP), which was the primary policy regulating flood disclosure in California prior to passage of AB 1195.  相似文献

ABSTRACT: Methods of floodplain management are changing in the United States. There has been a gradual shift in emphasis from “flood control” to “management” of the floodplain. The complexities of multilevel governmental involvement in floodplain management demand an analysis of a new means to coordinate these efforts. It is the intent of this paper to discuss the role of the Corps of Engineers in this area and the problems the Corps has encountered in its endeavors. The occurrence of these problems indicates that there is a need to strengthen the federal role to ensure a comprehensive view of floodplain management.  相似文献

A hedonic price function is estimated that illustrates how the price per acre of open space paid by public buyers such as counties or land trusts, is influenced by local demand and supply factors. The empirical regression model is illustrated using 133 public transactions (73% are purchases and 27% are easements) of open space in the Front Range of Colorado. The mean price per acre was $13 635. If a property provides access to water bodies, this feature increases the price per acre by $937, while adjacency of the parcel to existing park or open space adds $11 039 an acre. A 1% increase in county population results in a 0.27% increase in price per acre. Easements cost $6783 less than purchases, a sizeable cost saving. The prediction capability of the hedonic price equation may be an alternative to traditional real estate appraisal techniques when agencies must determine fair market values of prospective open space parcels that vary in attributes from existing ones.  相似文献

ABSTRACT: Current data collection technologies such as light detection and ranging (LIDAR) produce dense digital terrain data that result in more accurate digital terrain models (DTMs) for engineering applications. However, such data are redundant and often cumbersome for hydrologic and hydraulic modeling purposes. Data filtering provides a means of eliminating redundant points and facilitates model preparation. This paper demonstrates the impact of varied data resolution on a case study completed for a 2.3 mi2 area with mild slopes (about 001 ft/ft) along Leith Creek near Laurinburg, North Carolina. For the original data set and seven filtered data sets, filtering induced changes in elevation, area, and hydraulic radius were determined for 10 water depths at 23 cross sections. Water surface elevations resulting from HEC‐RAS (Hydrologic Engineering Center‐River Analysis System) models for each data set were then compared. A hydraulic model sensitivity analysis was also conducted to compare filtering error to error introduced by variation in flow rates and roughness values. Finally, automated floodplain delineation was performed for each filter level based on the computed hydraulic model results and the filtered LIDAR elevations. Data filtering results indicate that significant time savings are achieved throughout the modeling process and that filtering to four degrees can be performed without compromising cross‐sectional geometry, hydraulic model results, or floodplain delineation results.  相似文献

ABSTRACT: Appalachian mountain alluvial wetlands include floodplain forests interspersed with fens or bogs. This study evaluates the water table dynamics of an Appalachian mountain flood‐plain which includes a depressional fen. Water table wells and piezometers documented seasonal patterns of the water table and the vertical hydraulic gradient (VHG) in the floodplain and fen areas. Additional water table wells determined the potential sources of water from adjacent hillslopes to the fen area. The water table of the floodplain and the fen exhibited distinct regular seasonal fluctuations. The water table remained near the surface of the fen from late winter through late spring and dropped 20 to 80 cm during the summer between precipitation events. The water table of the floodplain fluctuated more but followed similar patterns and was typically within 40 cm of the surface during late winter and early spring months and greater than 60 cm during the summer months. The water table of the floodplain was more often correlated to precipitation than the water table of the fen. The VHG in the floodplain was highly variable although seasonal patterns of upwelling of water in fall and downwelling in winter were common. The VHG of the fen showed a consistent downwelling of water and suggested that the fen serves as a recharge area for an aquifer. Principal sources of water for the fen appeared to be precipitation, inflow from a shallow aquifer on an adjacent slope plus increased interflow associated with precipitation events from another adjacent slope. The influence of soil texture on water dynamics of the fen or floodplain was not fully ascertained but it appeared to influence horizontal flow from hillslopes and the depth of the water table in the fen.  相似文献

Large lowland river valleys include a variety of floodplain environments that represent opportunities and constraints for human activities. This study integrates extensive field observations and geomorphic data with analysis of satellite remote sensing data to examine spatial relations between land use/land cover (LULC) and floodplain environments in the lower Pánuco basin of eastern Mexico. The floodplain of the lower Pánuco basin was delineated by combining a digital elevation model with a satellite image of a large flood event. The LULC was classified by combining a hybrid classification strategy with image stratification, applied to 15-m-resolution ASTER data. A geomorphic classification of floodplain environments was performed using a dry-stage image (ASTER data) and a 1993 Landsat image acquired during a large flood event. Accuracy assessment was based on aerial photographs (1:38,000), global positioning satellite ground-truthing, and a Landsat 7ETM+ image from 2000, which resulted in an overall accuracy of 82.9% and a KHAT of 79.8% for the LULC classification. The geomorphic classification yielded 83.5% overall accuracy, whereas the KHAT was 81.5%. LULC analysis was performed for the entire floodplain and individually within four valley segments. The analysis indicates that the study area is primarily utilized for grazing and farming. Agriculture is primarily associated with coarse-grained (sandy/silty) natural levee and point bar units close to the river channel, whereas cattle grazing occurs in distal and lower-lying reaches dominated by cohesive fine-grained (clayey) deposits, such as backswamps. In the Pánuco valley, wetlands and lakes occur within backswamp environments, whereas in the Moctezuma segments, wetlands and lakes are associated with relict channels. This study reveals considerable variation in LULC related to spatial differences in floodplain environments and illustrates the importance of considering older anthropogenic influences on the landscape. The research design should be applicable for other large lowland coastal plain river valleys where agriculture is a major component of the floodplain landscape.  相似文献

The widespread construction of levees has reduced river–floodplain connectivity and altered associated fluvial processes in many river systems. Despite the recognition that levees can alter floodplain connectivity, few studies have examined the role of levees in reducing floodplain areas at large watershed scales. This paper explores the application of a hydrogeomorphic floodplain inundation model in the Wabash Basin, located in the Midwestern United States, to assess changes in floodplain area in levee‐protected areas. We evaluate 10‐ and 30‐m topographic resolutions and spatially examine the influence of levees on floodplain area in relation to river network attributes. Generally, floodplains in levee‐protected areas were influenced by topographic resolution, stream order, and elevation details of levees found in topography datasets. We show, when compared to Federal Emergency Management Agency maps, our approach underpredicts floodplain area when using 10‐m resolution topography data but only slightly overpredicts when using 30‐m resolution data. After removing details of levees from topography data, we found changes in floodplain area varied spatially, but basin‐aggregate results changed little compared to topography datasets that contain levees, though larger floodplain areas were produced in some regions where levees were removed. This work contributes to a growing research emphasis on using hydrogeomorphic floodplain models to understand floodplain disconnectivity.  相似文献

ABSTRACT: This work presents a flexible system called GIS‐based Flood Information System (GFIS) for floodplain modeling, flood damages calculation, and flood information support. It includes two major components, namely floodplain modeling and custom designed modules. Model parameters and input data are gathered, reviewed, and compiled using custom designed modules. Through these modules, it is possible for GFIS to control the process of flood‐plain modeling, presentation of simulation results, and calculation of flood damages. Empirical stage‐damage curves are used to calculate the flood damages. These curves were generated from stage‐damage surveys of anthropogenic structures, crops, etc., in the coastal region of a frequently flooded area in Chia‐I County, Taiwan. The average annual flood damages are calculated with exceedance probability and flood damages for the designed rainfalls of 2, 5, 10, 25, 50, 100, and 200 year recurrence intervals with a duration of 24 hours. The average annual flood depth in this study area can also be calculated using the same method. The primary advantages of GFIS are its ability to accurately predict the locations of flood area, depth, and duration; calculate flood damages in the floodplain; and compare the reduction of flood damages for flood mitigation plans.  相似文献

ABSTRACT: There is a long standing hypothesis that overdevelopment has occurred in the nation's floodplains due to imperfect information about the potential flood hazard, an expectation of disaster relief and anticipation of future structural protection. This hypothesis is investigated with multiple regression analysis of data for a case study area. In particular the question of whether floodplain residential property values are fully discounted for expected flood damages is addressed by considering the impact of the National Flood Insurance Program on property values. The extent to which flooding risk perceptions are based on low cost information such as distance from and elevation above the river is also considered. Finally, implications for floodplain management policy are discussed.  相似文献

Floodplain soils along the river Rhine in the Netherlands show a large spatial variability in pollutant concentrations. For an accurate ecological risk characterization of the river floodplains, this heterogeneity has to be included into the ecological risk assessment. In this paper a procedure is presented that incorporates spatial components of exposure into the risk assessment by linking geographical information systems (GIS) with models that estimate exposure for the most sensitive species of a floodplain. The procedure uses readily available site-specific data and is applicable to a wide range of locations and floodplain management scenarios. The procedure is applied to estimate exposure risks to metals for a typical foodweb in the Afferdensche and Deestsche Waarden floodplain along the river Waal, the main branch of the Rhine in the Netherlands. Spatial variability of pollutants is quantified by overlaying appropriate topographic and soil maps resulting in the definition of homogeneous pollution units. Next to that, GIS is used to include foraging behavior of the exposed terrestrial organisms. Risk estimates from a probabilistic exposure model were used to construct site-specific risk maps for the floodplain. Based on these maps, recommendations for future management of the floodplain can be made that aim at both ecological rehabilitation and an optimal flood defense.  相似文献

ABSTRACT: Understanding the effects of dams on the inundation regime of natural floodplain communities is critical for effective decision making on dam management or dam removal. To test the implications of hydrologic alteration by dams for floodplain natural communities, we conducted a combined field and modeling study along two reaches in the Connecticut River Rapids Macrosite (CRRM), one of the last remaining flowing water sections of the Upper Connecticut River. We surveyed multiple channel cross sections at both locations and concurrently identified and surveyed the elevations of important natural communities, native species of concern, and nonnative invasive species. Using a hydrologic model, HEC‐RAS, we routed estimated pre‐and post‐impoundment discharges of different design recurrence intervals (two year through 100 year floods) through each reach to establish corresponding reductions in elevation and effective wetted perimeter following post‐dam discharge reductions. By comparing (1) the frequency and duration of flooding of these surfaces before and after impoundment and (2) the total area flooded at different recurrence intervals, our goal was to derive a spatially explicit assessment of hydrologic alteration, directly relevant to natural floodplain communities. Post‐impoundment hydrologic alteration profoundly affected the subsequent inundation regime, and this impact was particularly true of higher floodplain terraces. These riparian communities, which were flooded, on average, every 20 to 100 years pre‐impoundment, were predicted to flood at 100 ? 100 year intervals, essentially isolating them completely from riverine influence. At the pre‐dam five to ten year floodplain elevations, we observed smaller differences in predicted flood frequency but substantial differences in the total area flooded and in the average flood duration. For floodplain forests in the Upper Connecticut River, this alteration by impoundment suggests that even if other stresses facing these communities (human development, invasive exotics) were alleviated, this may not be sufficient to restore intact natural communities. More generally, our approach provides a way to combine site specific variables with long term gage records in assessing the restorative potential of dam removal.  相似文献

ABSTRACT: The impact of floodplain regulations on mean appreciation rates of residential land values was tested at six study areas in five counties in western Oregon. The study hypothesis that such regulations significantly depress appreciation rates of regulated lands relative to those of similar unregulated lands was in most cases rejected. When the hypothesis was accepted circumstances would render conclusions tenuous. The problems and issues facing this type of research are presented in case studies of two of the research study areas. The following factors challenge investigators seeking to resolve questions about the relationship between land use regulations and land values: varying degrees of stringency with which regulations are enforced; unequal assessment procedures between counties; influences external to floodplain regulations that may affect appreciation rates, including denial of permits for septic tanks, flood damages, and amenity values associated with waterfront locations; and the uncertain effect that the availability of flood insurance, which accompanies floodplain regulations, has on land values.  相似文献

Sustainability and welfare are concepts that are often mentioned in the context of fishing and fish farming. What these concepts imply in practice, how they are defined and made operational is less clear. This paper focuses on the role of fish buyers as a key actor in the supply chain between the fisher or fish farmer and the consumer. Using semi-structured interviews, we explore and analyze whether and how the interviewed fish buyers define and implement moral values related to animal welfare and sustainability. The eight fish buyers who were interviewed suggest that moral values are used in their work, but also result in a number of value conflicts (moral and non-moral). The focus on sustainability and animal welfare appear to be driven by external and market factors. Sustainability mainly reflects fishing methods and quotas and fish welfare is seen as part of sustainability. Fish welfare seems more important for farmed than for wild fish as the buyers feel a responsibility regarding these kept animals. Further, the decision whether a product is sustainable is mainly based on labels. Fish buyers argue that labels are useful as a business-to-business tool. Nonetheless, based on the interviews, we argue that the relevance of these labels for addressing the ethical dilemmas of buyers is limited. Labels often are a rather procedural solution that deals with the genuine dilemmas only to a limited extent. We conclude that in order to move forward, the sector needs to further reflect and elaborate on its core values.  相似文献

ABSTRACT: The rehabilitation of urban stream channels and riparian areas involves a potentially large number of design alternatives. When substantial modifications are planned, water surface profile models (e.g., HEC-2) provide a means for a thorough and efficient evaluation of many design variations. The rehabilitation of a reach of Paradise Creek, Idaho, utilized the REC-2 model to verify the appropriateness of a new channel geometry and explore the consequences of variable floodplain geometries and excavation depths. The desirability of habitat diversity, coupled with the constraints of minimized earthwork costs and adequate flow capacity, framed the floodplain design question. The final design geometry was iteratively approached using the HEC-2 model to mimic the existing channel capacity. This modeling framework produces as output computed water surface elevations for the design channel and floodplain under any discharge. Hence, the method provides the means for demonstrating that rehabilitation designs will (or will not) cause increases in flood elevations, an assessment that is generally required for project approval.  相似文献

The paper highlights the influence on transparency of the ownership and production structure; price formation; and the nature of the product. The world aluminium industry is analysed in light of the above in view of the emergence of terminal markets for aluminium. The disjuncture between the interests of physical traders and those speculating futures contracts is analysed in terms of the latter's effect on investment. Finally, the benefits and difficulties associated with terminal markets are explored, trends in the aluminium industry reviewed, and a framework within which to cope with aluminium as a commodity is proposed.  相似文献

The Kootenai River floodplain in Idaho, USA, is nearly disconnected from its main channel due to levee construction and the operation of Libby Dam since 1972. The decreases in flood frequency and magnitude combined with the river modification have changed the physical processes and the dynamics of floodplain vegetation. This research describes the concept, methodologies and simulated results of the rule-based dynamic floodplain vegetation model "CASiMiR-vegetation" that is used to simulate the effect of hydrological alteration on vegetation dynamics. The vegetation dynamics are simulated based on existing theory but adapted to observed field data on the Kootenai River. The model simulates the changing vegetation patterns on an annual basis from an initial condition based on spatially distributed physical parameters such as shear stress, flood duration and height-over-base flow level. The model was calibrated and the robustness of the model was analyzed. The hydrodynamic (HD) models were used to simulate relevant physical processes representing historic, pre-dam, and post-dam conditions from different representative hydrographs. The general concept of the vegetation model is that a vegetation community will be recycled if the magnitude of a relevant physical parameter is greater than the threshold value for specific vegetation; otherwise, succession will take place toward maturation stage. The overall accuracy and agreement Kappa between simulated and field observed maps were low considering individual vegetation types in both calibration and validation areas. Overall accuracy (42% and 58%) and agreement between maps (0.18 and 0.27) increased notably when individual vegetation types were merged into vegetation phases in both calibration and validation areas, respectively. The area balance approach was used to analyze the proportion of area occupied by different vegetation phases in the simulated and observed map. The result showed the impact of the river modification and hydrological alteration on the floodplain vegetation. The spatially distributed vegetation model developed in this study is a step forward in modeling riparian vegetation succession and can be used for operational loss assessment, and river and floodplain restoration projects.  相似文献

Floodplain forests provide unique ecological structure and function, which are often degraded or lost when watershed hydrology is modified. Restoration of damaged ecosystems requires an understanding of surface water, groundwater, and vadose (unsaturated) zone hydrology in the floodplain. Soil moisture and porewater salinity are of particular importance for seed germination and seedling survival in systems affected by saltwater intrusion but are difficult to monitor and often overlooked. This study contributes to the understanding of floodplain hydrology in one of the last bald cypress [Taxodium distichum (L.) Rich.] floodplain swamps in southeast Florida. We investigated soil moisture and porewater salinity dynamics in the floodplain of the Loxahatchee River, where reduced freshwater flow has led to saltwater intrusion and a transition to salt-tolerant, mangrove-dominated communities. Twenty-four dielectric probes measuring soil moisture and porewater salinity every 30 min were installed along two transects-one in an upstream, freshwater location and one in a downstream tidal area. Complemented by surface water, groundwater, and meteorological data, these unique 4-yr datasets quantified the spatial variability and temporal dynamics of vadose zone hydrology. Results showed that soil moisture can be closely predicted based on river stage and topographic elevation (overall Nash-Sutcliffe coefficient of efficiency = 0.83). Porewater salinity rarely exceeded tolerance thresholds (0.3125 S m(-1)) for bald cypress upstream but did so in some downstream areas. This provided an explanation for observed vegetation changes that both surface water and groundwater salinity failed to explain. The results offer a methodological and analytical framework for floodplain monitoring in locations where restoration success depends on vadose zone hydrology and provide relationships for evaluating proposed restoration and management scenarios for the Loxahatchee River.  相似文献

Floodplain delineation may inform protection of wetland systems under local, state, or federal laws. Nationally available Federal Emergency Management Agency Flood Insurance Rate Maps (FIRMs, “100‐year floodplain” maps) focus on urban areas and higher‐order river systems, limiting utility at large scales. Few other national‐scale floodplain data are available. We acquired FIRMs for a large watershed and compared FIRMs to floodplain and integrated wetland area mapping methods based on (1) geospatial distance, (2) geomorphic setting, and (3) soil characteristics. We used observed flooding events (OFEs) with recurrence intervals of 25‐50 to >100 years to assess floodplain estimate accuracy. FIRMs accurately reflected floodplain areas based on OFEs and covered 32% of river length, whereas soil‐based mapping was not as accurate as FIRMs but characterized floodplain areas over approximately 65% of stream length. Geomorphic approaches included more areas than indicated by OFE, whereas geospatial approaches tended to cover less area. Overall, soil‐based methods have the highest utility in determining floodplains and their integrated wetland areas at large scales due to the use of nationally available data and flexibility for regional application. These findings will improve floodplain and integrated wetland system extent assessment for better management at local, state, and national scales.  相似文献

The choice of flood control techniques in Bangladesh is reviewed in the context of a case study on the impact of a small-scale polder, the Dhaka-Narayanganj-Demra (DND) Project. The results of a questionnaire survey among the urban floodplain residents, who have settled inside the polder and a control population from outside the polder, indicate that the project has achieved significant flood alleviation but has also induced considerable environmental degradation due to stagnation of water within the enclosed embankment. The project also experienced numerous problems of structural instability of embankments during major flood events. An attempt is made to extrapolate some of these adverse environmental impacts of the polder to the compartmentalization scheme, which has been proposed by a UNDP-sponsored Flood Policy Study as an innovative technique for floodplain management in Bangladesh. The findings of the study, however, do not provide an adequate basis for assessing viability of the proposed compartmentalization scheme. Nonetheless, the study illustrates the usefulness of questionnaire surveys among floodplain residents for obtaining data for project evaluation.  相似文献
