A hazardous waste assessment has been completed on ash samples obtained from seven sewage sludge incinerators operating in the UK, using the methods recommended in the EU Hazardous Waste Directive. Using these methods, the assumed speciation of zinc (Zn) ultimately determines if the samples are hazardous due to ecotoxicity hazard. Leaching test results showed that two of the seven sewage sludge ash samples would require disposal in a hazardous waste landfill because they exceed EU landfill waste acceptance criteria for stabilised non-reactive hazardous waste cells for soluble selenium (Se). Because Zn cannot be proven to exist predominantly as a phosphate or oxide in the ashes, it is recommended they be considered as non-hazardous waste. However leaching test results demonstrate that these ashes cannot be considered as inert waste, and this has significant implications for the management, disposal and re-use of sewage sludge ash.  相似文献

While waste amounts are still growing in the EU, there is a clear shift in the waste management options employed to deal with waste. Less waste is landfilled and more is recycled or incinerated with energy recovery. In all, 62% of municipal waste was landfilled in 1995, but that figure had fallen to 40% by 2008. Waste management has a strong influence on the environment by either provoking or preventing impacts; for example, greenhouse gas emissions vary significantly between treatment options. The overall CO2-equivalent impacts from municipal waste management have in the same period been more than halved. The drivers for this change in waste management have been EU and national policies and legislation that have set up clear targets for recycling and recovery of waste. This article gives an overview of the set targets, the achieved results, and the consequences for greenhouse gas emissions of municipal waste management.  相似文献

Urgent transformation is required in Ireland to divert biodegradable municipal waste (BMW) from landfill and prevent increases in overall waste generation. When BMW is optimally managed, it becomes a resource with value instead of an unwanted by-product requiring disposal. An analysis of survey responses from commercial and residential sectors for the Dublin region in previous research by the authors proved that attitudes towards and behaviour regarding municipal solid waste is spatially variable. This finding indicates that targeted intervention strategies designed for specific geographic areas should lead to improved diversion rates of BMW from landfill, a requirement of the Landfill Directive 1999/31/EC. In the research described in this paper, survey responses and GIS model predictions from previous research were the basis for goal setting, after which logic modelling and behavioural research were employed to develop site-specific waste management intervention strategies. The main strategies devised include (a) roll out of the Brown Bin (Organics) Collection and Community Workshops in Dún Laoghaire Rathdown, (b) initiation of a Community Composting Project in Dublin City (c) implementation of a Waste Promotion and Motivation Scheme in South Dublin (d) development and distribution of a Waste Booklet to promote waste reduction activities in Fingal (e) region wide distribution of a Waste Booklet to the commercial sector and (f) Greening Irish Pubs Initiative. Each of these strategies was devised after interviews with both the residential and commercial sectors to help make optimal waste management the norm for both sectors. Strategy (b), (e) and (f) are detailed in this paper. By integrating a human element into accepted waste management approaches, these strategies will make optimal waste behaviour easier to achieve. Ultimately this will help divert waste from landfill and improve waste management practice as a whole for the region. This method of devising targeted intervention strategies can be adapted for many other regions.  相似文献

The Waste Framework Directive (WFD-2008/98/EC) has set clear waste prevention procedures, including reporting, reviewing, monitoring and evaluating. Based on the WFD, the European Commission and will offer support to Member States on how to develop waste prevention programmes through guidelines and information sharing on best practices. Monitoring and evaluating waste prevention activities are critical, as they constitute the main tools to enable policy makers, at the national and local level, to build their strategic plans and ensure that waste prevention initiatives are effective and deliver behaviour change. However, how one can measure something that is not there, remains an important and unresolved research question. The paper reviews and attempts to evaluate the methods that are being used for measuring waste prevention and the impact of relevant implemented activities at the household level, as the available data is still limited.  相似文献

The aim of this paper is to describe the optimisation of Waste Minimisation/Zero Waste strategies into an already established integrated waste management system and to present a Zero Waste model for post-consumer waste for urban communities in South Africa. The research was undertaken towards the fulfilment of the goals of the Polokwane Declaration on Waste Management [DEAT, 2001. Department of Environmental Affairs and Tourism, Government of South Africa. Polokwane Declaration. Drafted by Government, Civil Society and the Business Community. National Waste Summit, Polokwane, 26-28 September 2001], which has set as its target the reduction of waste generation and disposal by 50% and 25%, respectively, by 2012 and the development of a plan for Zero Waste by 2022. Two communities, adjacent to the Mariannhill Landfill site in Durban, were selected as a case study for a comparative analysis of formal and informal settlements. Since the waste generated from these two communities is disposed of at the Mariannhill landfill, the impact of Zero Waste on landfill volumes could be readily assessed. A Zero Waste scheme, based on costs and landfill airspace savings, was proposed for the area. The case study demonstrates that waste minimisation schemes can be introduced into urban areas, in emerging countries, with differing levels of service and that Zero Waste models are appropriate to urban areas in South Africa.  相似文献

Within the context of European Union (EU) energy policy and sustainibility in waste management, recent EU regulations demand energy efficient and environmentally sound disposal methods of Municipal Solid Waste (MSW). Currently, landfill with its many drawbacks is the preferred option in the EU and many other industrialised countries. Within the waste management hierarchy thermal disposal especially incineration is a viable and proven alternative. But, the dominating method, mass-burn grate incineration has drawbacks as well particularly hazardous emissions and harmful process residues. In recent years, pyrolysis and gasification technologies have emerged to address these issues and improve the energy output. To keep the many players in the field comprehensively informed and up-to-date, novel and innovative technology approaches emphasising European developments are reviewed.  相似文献

Waste management in the building industry in Hong Kong has become an important environmental issue. Particularly, an increasing amount of construction and demolition (C&D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C&D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006–2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C&D waste.  相似文献

The integration of the informal sector into municipal solid waste management is a challenge many developing countries face. In Iloilo City, Philippines around 220 tons of municipal solid waste are collected every day and disposed at a 10 ha large dumpsite. In order to improve the local waste management system the Local Government decided to develop a new Waste Management Center with integrated landfill. However, the proposed area is adjacent to the presently used dumpsite where more than 300 waste pickers dwell and depend on waste picking as their source of livelihood. The Local Government recognized the hidden threat imposed by the waste picker’s presence for this development project and proposed various measures to integrate the informal sector into the municipal solid waste management (MSWM) program. As a key intervention a Waste Workers Association, called USWAG Calahunan Livelihood Association Inc. (UCLA) was initiated and registered as a formal business enterprise in May 2009. Up to date, UCLA counts 240 members who commit to follow certain rules and to work within a team that jointly recovers wasted materials. As a cooperative they are empowered to explore new livelihood options such as the recovery of Alternative Fuels for commercial (cement industry) and household use, production of compost and making of handicrafts out of used packages. These activities do not only provide alternative livelihood for them but also lessen the generation of leachate and Greenhouse Gases (GHG) emissions from waste disposal, whereby the life time of the proposed new sanitary landfill can be extended likewise.  相似文献

Waste represents the loss of both material and energy resources. Because excessive waste generation is a symptom of inefficient production processes, low durability of goods and unsustainable consumption patterns, waste quantities can be considered as an indicator of how efficiently society uses raw materials. Therefore, good waste management begins with preventing waste from being generated. The objective of this paper is to present the work related to waste minimization in Lithuania by introducing successful examples from industry, to bring ideas and inspiration to authorities, companies, and others working in the field of waste minimization. The paper is supporting EU waste policy manifested in the EU waste strategy and the proposed Sixth Environmental Action Programme. Many enterprises are still unaware of the full costs of waste management. Therefore, by applying the methodology presented in the paper, companies could make substantial reductions in their waste, and therefore, disposal costs. Waste minimization (WM) often results in substantial savings through reduced purchasing costs and more efficient practices. It also has wide environmental benefits such as reduced energy consumption and less environmental pollution, conservation of natural resources and extension of valuable landfill capacity. Therefore, waste prevention should have the highest priority in waste strategies, as this is the only way to stop the growth of the amount of waste and reduce the loss of resources (EUC Bulletin 12, 1996).  相似文献

In China, controlling environmental pollution resulting from solid waste (SW) and hazardous waste (HW) has become one of the most pressing tasks in the field of environmental engineering. It is reported that the annual generation of industrial solid waste (ISW) in China exceeded 0.6 billion tons in the 1990s, and is increasing every year. Although ISW management has been strengthened in recent years, about 40% of SW is put in uncontrolled landfill without appropriate treatment. According to statistics from the national Environmental Protection Agency, the cumulative ISW uncontrolled landfill in China had reached 6.6 billion tons by the end of 1995, occupying around 55 000 hectares of land. Although some major uncontrolled landfills were constructed, nonetheless groundwater contamination resulted from the use of low-standard liners and poor management. Furthermore, about 20 million tons of ISW was discharged into the environment illegally, and a third of this waste was discharged directly into water bodies, making ISW one of the greatest pollution sources for surface water and ground water. Environmental pollution accidents resulting from SW occur about 100 times a year in China, and environmental issues frequently arise because of ISW pollution. The practices of SW management, treatment, and disposal started relatively late in China, and for a long time the management of SW pollution has received little attention compared with water and air pollution management. China faces problems such as the insufficiency of management laws and regulations, insufficient investment, inadequate treatment and disposal technology, and a lack of qualified technicians. At present, most treatment and disposal technology cannot meet the requests for solid waste pollution control. In order to protect, restore, and improve environmental quality in China and to realize sustainable development, the safe management and disposal of solid and hazardous wastes is a pressing challenge. In recent years, much attention has been paid to SW management in China, and investment to develop management and treatment technologies has increased. In 1995, the Law for Solid Waste Pollution Protection was issued, and work on solid waste treatment and disposal began to be legally managed. SW treatment and disposal facilities have been constructed, and now operate in some large and medium-sized cities. In particular, rapid improvements have been seen in ISW recycling, collection, and disposal of municipal solid waste and regional HW management. The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.  相似文献

Today, over-consumption, pollution and resource depletion threaten sustainability. Waste management policies frequently fail to reduce consumption, prevent pollution, conserve resources and foster sustainable products. However, waste policies are changing to focus on lifecycle impacts of products from the cradle to the grave by extending the responsibilities of stakeholders to post-consumer management. Product stewardship and extended producer responsibility are two policies in use, with radically different results when compared for one consumer product, refrigerators. North America has enacted product stewardship policies that fail to require producers to take physical or financial responsibility for recycling or for environmentally sound disposal, so that releases of ozone depleting substances routinely occur, which contribute to the expanding the ozone hole. Conversely, Europe's Waste Electrical and Electronic Equipment (WEEE) Directive requires extended producer responsibility, whereby producers collect and manage their own post-consumer waste products. WEEE has resulted in high recycling rates of greater than 85%, reduced emissions of ozone-depleting substances and other toxins, greener production methods, such as replacing greenhouse gas refrigerants with environmentally friendly hydrocarbons and more reuse of refrigerators in the EU in comparison with North America.  相似文献

Healthcare waste management continues to present an array of challenges for developing countries, and Botswana is no exception. The possible impact of healthcare waste on public health and the environment has received a lot of attention such that Waste Management dedicated a special issue to the management of healthcare waste (Healthcare Wastes Management, 2005. Waste Management 25(6) 567-665). As the demand for more healthcare facilities increases, there is also an increase on waste generation from these facilities. This situation requires an organised system of healthcare waste management to curb public health risks as well as occupational hazards among healthcare workers as a result of poor waste management. This paper presents an overview of the current solid waste management situation in Singapore and provides a brief discussion of the future challenges. Singapore is a small island city-state with a large population, warm climate and high humidity. Over the past two to three decades, rapid industrialization and economic development have caused a tremendous increase in solid waste generation. The yearly disposed solid waste increased from 0.74 million tonnes in 1972 to 2.80 million tonnes in 2000. Solid waste management in Singapore has traditionally been undertaken by the Ministry of Environment (ENV), with the participation of some private sectors in recent years. The hierarchy of solid waste management in Singapore is waste minimization (reduce, reuse and recycle or so-called 3 Rs), followed by incineration and landfill. As land is extremely scarce and only one newly constructed offshore landfill site is available, solid waste incineration has been identified as the most preferred disposal method. Waste minimization, the utilization of incineration ashes, industrial waste management are regarded to be the major challenges in the future.  相似文献

This paper deals with a key issue related to municipal waste incineration, which is the efficiency of energy recovery. A strong driver for improving the energy performances of waste-to-energy plants is the recent Waste Framework Directive (Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives), which allows high efficiency installations to benefit from a status of “recovery” rather than “disposal”. The change in designation means a step up in the waste hierarchy, where the lowest level of priority is now restricted to landfilling and low efficiency wastes incineration. The so-called “R1 formula” reported in the Directive, which counts for both production of power and heat, is critically analyzed and correlated to the more scientific-based approach of exergy efficiency. The results obtained for waste-to-energy plants currently operating in Europe reveal some significant differences in their performance, mainly related to the average size and to the availability of a heat market (district heating).  相似文献

The paper presents some data regarding waste electrical and electronic (WEEE) management in one of the founding countries of the EU, Italy, and in a recent entry into the EU, Romania. The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the “interest” in recycling is typically related to large household appliances, with a secondary role of lighting equipment.  相似文献

In response to the EU Landfill Directive and the challenge of mitigating climate change, the UK government (nationally and locally) must develop strategies and policies to reduce, recycle, compost and recover waste. Best practice services that yield high recycling rates, such as alternate weekly collections, are now largely mainstream in suitable areas. However, national recycling performance is short of what is needed; policy makers must look for innovative ways to meet challenging recycling targets.Increasingly, local authorities are using behaviour change interventions to encourage the public to recycle; these tend to be based on the premise that an individuals’ behaviour is predetermined by their values. In practice, this has led to a host of initiatives that attempt to change individuals’ behaviour without addressing situational barriers. In this paper, we argue that that a behaviour-centric approach has limited effectiveness. Using an analysis of the literature and studies that investigated recycling participation in the city of Portsmouth, we have identified three significant clusters that can facilitate effective recycling: infrastructure, service and behaviour (ISB). We present the ISB model - a tool that can be used by waste practitioners when planning interventions to maximise recycling to better understand the situation and context for behaviour. Analysis using the ISB model suggests that current best practice, “business as usual” interventions could realistically achieve a national recycling rate of 50%. If the UK is to move towards zero waste, policy makers must look “upstream” for interventions that change the situational landscape.  相似文献

With reference to the European regulation about the management of End-of-Life Vehicles (ELVs), Directive 2000/53/EC imposes the achievement of a recycling target of 85%, and 95% of total recovery by 2015. Over the last few years many efforts have been made to find solutions to properly manage the waste coming from ELVs with the aim of complying with the targets fixed by the Directive.This paper focuses on the economical evaluation of a treatment process, that includes physical (size and density), magnetic and electrical separations, performed on the light fraction of the automobile shredder residue (ASR) with the aim of reducing the amount of waste to dispose of in a landfill and enhancing the recovery of valuable fractions as stated by the EU Directive. The afore mentioned process is able to enhance the recovery of ferrous and non-ferrous metals of an amount equal to about 1% b.w. (by weight) of the ELV weight, and to separate a high energetic-content product suitable for thermal valorization for an amount close to (but not higher than) 10% b.w. of the ELV weight.The results of the economical assessment led to annual operating costs of the treatment ranging from 300,000 €/y to 350,000 €/y. Since the considered plant treats about 13,500 metric tons of ASR per year, this would correspond to an operating cost of approximately 20–25 €/t. Taking into account the amount and the selling price of the scrap iron and of the non magnetic metal recovered by the process, thus leading to a gain of about 30 €/t per ton of light ASR treated, the cost of the recovery process is balanced by the profit from the selling of the recovered metals. On the other hand, the proposed treatment is able to achieve the fulfillment of the targets stated by Directive 2000/53/EC concerning thermal valorization and reduce the amount of waste generated from ELV shredding to landfill.  相似文献

There are numerous problems yet to be solved in waste management and although efforts towards waste recovery and recycling have been made, landfills are still the most common method used in the EU and many other industrialised countries. Thermal disposal, particularly incineration, is a tested and viable alternative. In 2004, only 11% of the annual waste production of Italy was incinerated. Sicily, with over five million inhabitants, is the second largest region in Italy where waste management is now a critical problem. The use of landfills can no longer be considered a satisfactory environmental solution; therefore, new methods have to be chosen and waste-to-energy plants could provide an answer. This paper gives details of municipal solid waste management in Sicily following a new Waste Management Plan. Four waste-to-energy plants will generate electricity through a steam cycle; the feedstock will become the residue after material recovery, which is calculated as 20-40% weight of the collected municipal solid waste.  相似文献
