The West African Sahel is a harsh environment stressed by a fast-growing population and increasing pressure on the scarce natural resources. Agriculture is the main source of livelihood of the majority of the people living in the area. Increases in temperature and/or modifications in rainfall quantities and distribution will substantially impact on the natural resource on which agriculture depends. The vulnerability of livelihoods based on agriculture is increased and most likely exacerbate and accelerate the current ‘downward spiral’ of underdevelopment, poverty and environmental degradation. Notably, droughts, a short rainy season and/or very low rainfall will be felt by current systems. To cope with the difficult climatic situation, farm households have developed a range of strategies including selling of animals and on-farm diversification or specialization. At regional level, early warning systems including an operational agro-meteorological information system already provide farmers with crucial information. Substantial political, institutional and financial efforts at national and international level are indispensable for the sustenance of millions of lives. In terms of development, priority needs to be given to adaptation and implementation of comprehensive programs on water management and irrigation, desertification control, development of alternative sources of energy and the promotion of sustainable agricultural practices by farmers.  相似文献

In 2005, torrential rains associated with Hurricane Stan devastated farm systems in southern Mexico. We present a case study on the impacts of and responses to Hurricane Stan by coffee households in three communities in the highlands of Chiapas, Mexico, with the objective of illuminating the linkages between household vulnerability and resilience. We analyze data from 64 household surveys in a cluster analysis to link household impacts experienced to post-Stan adaptive responses and relate these results with landscape-level land-cover changes. The degree of livelihood change was most significant for land-constrained households whose specialization in coffee led to high exposure and sensitivity to Stan and little adaptive capacity. Across the sample, the role of coffee in livelihood strategies declined, as households sought land to secure subsistence needs and diversified economically after Stan. Nevertheless, livelihoods and landscape outcomes were not closely coupled, at least at the temporal and spatial scale of our analysis: We found no evidence of land-use change associated with farmers’ coping strategies. While households held strong attitudes regarding effective resource management for risk reduction, this knowledge does not necessarily translate into capacities to manage resilience at broader scales. We argue that policy interventions are needed to help materialize local strategies and knowledge on risk management, not only to allow individual survival but also to enhance resilience at local, community and landscape scales.  相似文献

Small mammal communities inhabiting natural and anthropogenically transformed areas of the right-bank region of Saratov oblast are fairly similar in species composition. They are represented by wide-spread, common species that, against the background of a low population density of typical steppe species, make a major contribution to the community. The state of the population, biotopic distribution, and population dynamics of the field vole are analyzed on the basis of long-term studies performed in 1956–2012 in taiga ecosystems of Eastern Fennoscandia affected by anthropogenic transformations. Land abandonment is an important process for the European Union, which primarily occurs in less productive, remote and mountainous areas with unfavourable conditions for agriculture. Future management directions of these abandonment areas are under debate, with increasing calls to adjust policies to the local characteristics, including the promotion of rewilding and the management of succession of larger areas of less-productive land. While there is an increase in studies focusing on the environmental impacts of land abandonment, there are few studies that focus on the perceptions of abandonment by different user groups, even though an understanding of local perceptions, opportunities and trade-offs associated with changing land management is crucial for landscape-related policies and planning measures. In a case study in Northern Portugal, we used a combination of statements, photograph rating exercises and open questions to assess the perceptions of local inhabitants, visitors and experts regarding land abandonment and their preferences of different possible trajectories after abandonment. The results show that all user groups have a negative response towards abandonment and associate it mainly with negative emotions and the loss of heritage and traditions. The assessment of the different abandonment stages and outcomes clearly yielded different preferences and explanations, which can be used as input for finding a common ground for landscape management, reducing conflict and as a starting point for a more spatially targeted and nuanced management approach.

Climate change will increasingly impact large areas of South America, affecting important natural resources and people’s livelihoods. These impacts will make rural people disproportionately more vulnerable, given their dependency on ecosystem services and their exposure to other stressors, such as new rules imposed by agribusiness and trends toward the commodification of natural resources. This paper focuses on the vulnerability of rural communities in Andean drylands of Argentina, Bolivia, and Chile, showing how different economic and political pathways lead to different levels of vulnerability. The paper begins with a brief discussion of the methodological and theoretical concept of vulnerability, which framed the research. Starting from the premise that global environmental change impacts are strongly linked to styles of development, the discussion explores the diverse institutional capital and governance schemes as well as different development styles in the case studies and their role in increasing or reducing local vulnerability to climate and water scarcity. Using a comparative perspective, the exposures and adaptive capacities of rural actors in three river basins are discussed, emphasizing situations that speak for the ways in which development styles counteract or magnify conditions of vulnerability. The analysis considers irrigated and non-irrigated agriculture, water property interests, different productive structures (viticulture, horticulture, etc.), producer typologies (large/small, export, etc.), and geographical location. Finally, the paper offers some insights about development style and adaptive capacities of rural people to overcome those vulnerabilities.  相似文献

Land capability classification systems define and communicate biophysical limitations on land use, including climate, soils and topography. They can therefore provide an accessible format for both scientists and decision-makers to share knowledge on climate change impacts and adaptation. Underlying such classifications are complex interactions that require dynamic spatial analysis, particularly between soil and climate. These relationships are investigated using a case study on drought risk for agriculture in Scotland, which is currently considered less significant than wetness-related issues. The impact of drought risk is assessed using an established empirical system for land capability linking indicator crops with water availability. This procedure is facilitated by spatial interpolation of climate and soil profile data to provide soil moisture deficits and plant available water on a regular 1-km grid. To evaluate potential impacts of future climate change, land capability classes are estimated using both large-scale ensemble (multi-simulation) data from the HadRM3 regional climate model and local-scale weather generator data (UKCP09) derived from multiple climate models. Results for the case study suggest that drought risk is likely to have a much more significant influence on land use in the future. This could potentially act to restrict the range of crops grown and hence reduce land capability in some areas unless strategic-level adaptation measures are developed that also integrate land use systems and water resources with the wider environment.  相似文献

Climate change can cause significant (un)foreseen changes in the fisheries sector. However, adaptation has the potential to moderate some of the impacts. This paper explores the challenges faced by both freshwater and marine fisheries sector in addressing climate change and teases out intervention measures from 21 African countries. The paper uses document analysis and draws selected analysis parameters from the grounded theory. The data are obtained from the United Nations Framework Convention on Climate Change National Communication reports. Among the key adaptation measures emerging from the analysis are: fish breeding, integrated coastal management, putting in place appropriate policies, water and flood management as well as research and development. The study concludes that adaptation in the African fisheries sector should be prioritised, an aspect that could also apply elsewhere in the world to enhance food security.  相似文献

The study presents three scenarios of land use and cover change (LUCC), the most important factor for environmental degradation in southern Mexico. We developed story lines and quantitative projections for regional scenarios based on historic LUCC processes, environmental policies, socioeconomic drivers, stakeholder consultations and official planning documents to gain a better understanding of drivers of LUCC, and quantitative scenarios were modeled with DINAMICA-EGO. Regionally specific interactions between social and natural systems are recognized, and detrimental policies and policy options for landscape conservation and management for sustainability are acknowledged in a base line, variant and alternative scenario. Incongruent policies and ineffective ground implementation of conservation actions were identified as the critical underlying drivers of deforestation and forest degradation that could lead to a severe reduction in natural forests, while the local socioeconomic situation stays precarious. The baseline scenario parts from an analysis of historic LUCC processes and shows the consequences of LUCC tendencies: 73% of temperate forests and 50% of tropical forests would get deforested until 2030. In the variant scenario, these tendencies are adjusted to planning goals extracted from official documents and recent changes in public policies. The alternative scenario further addresses policy options for fostering conservation and sustainable development, but because of the time lag of implementation, still 59% of temperate forests and 36% of tropical forest would get lost until 2030. Nevertheless, this represents a reduction of 13% of forest loss and 11% less pastureland due to the proposed measures of conservation, and sustainable management, including strategies for reforming agricultural systems, agricultural and forestry policies and trade, land tenure and livelihood risk management.  相似文献

Agroforestry in the Western Ghats (WG) of peninsular India and satoyama in rural Japan are traditional land-use systems with similar evolutionary trajectories. Some of their relevance was lost by the middle of the twentieth century, when modern agricultural technologies and urbanisation engineered shifts in emphasis towards maximising crop production. There has been, however, a resurgence of interest in traditional land-use systems recently, in view of their ability to provide ecosystem services. Both agroforestry and satoyama are thought to be harbingers of biological diversity and have the potential to serve as “carbon forests.” Carbon (C) stock estimates of the sampled homegardens in WG ranged from 16 to 36 Mg ha−1. Satoyama woodlands owing to variations in tree stocking and management conditions indicated widely varying C stocks (2–279 Mg ha−1). Agroforestry and satoyama also differ in nature, complexity, and objectives. While agroforestry involves key productive and protective functions, and adopts ‘intensive management’, the satoyama woodlands are extensively managed; understorey production is seldom a consideration. Differences in canopy architecture (multi-tiered structure of agroforestry vs. the more or less unitary canopy of satoayama) and land ownership pattern (privately owned/managed agroforestry holdings vs. community or local government or privately owned and mostly abandoned satoyamas) pose other challenges in the transfer and application of knowledge gained in one system to the other. Nonetheless, lessons learnt from satoyama conservation may be suitable for common pool resource management elsewhere in Asia, and aspects relating to understorey production in agroforestry may be relevant for satoyama under certain scenarios.  相似文献

Modelling calculations have been performed to predict the radiological impact of the sea to land transfer pathway to members of the public in North Wales from 1952 to 2004. The radionuclides of interest were (99)Tc, (137)Cs, (239,240)Pu and (241)Am and the exposure routes considered were food consumption, external and inhalation. The consumption of locally grown terrestrial food in the early to mid 1980s was the most significant source of exposure to all of the groups considered, with (239,240)Pu being the radionuclide contributing most to the dose. A maximum dose of 1.46muSvy(-1) was calculated for adult members of the critical consumption group in 1985, with doses for 2004 reducing to 0.59muSvy(-1). Despite the conservative approach of the dose calculations, the dose rate values are very low, less than 0.15% of the annual limit of 1000muSvy(-1) for the UK public from controlled radiation sources (excluding medical).  相似文献

We examine the dynamics and spatial determinants of land change in India by integrating decadal land cover maps (1985–1995–2005) from a wall-to-wall analysis of Landsat images with spatiotemporal socioeconomic database for ~630,000 villages in India. We reinforce our results through collective evidence from synthesis of 102 case studies that incorporate field knowledge of the causes of land change in India. We focus on cropland–fallow land conversions, and forest area changes (excludes non-forest tree categories including commercial plantations). We show that cropland to fallow conversions are prominently associated with lack of irrigation and capital, male agricultural labor shortage, and fragmentation of land holdings. We find gross forest loss is substantial and increased from ~23,810 km2 (1985–1995) to ~25,770 km2 (1995–2005). The gross forest gain also increased from ~6000 km2 (1985–1995) to ~7440 km2 (1995–2005). Overall, India experienced a net decline in forest by ~18,000 km2 (gross loss–gross gain) consistently during both decades. We show that the major source of forest loss was cropland expansion in areas of low cropland productivity (due to soil degradation and lack of irrigation), followed by industrial development and mining/quarrying activities, and excessive economic dependence of villages on forest resources.

This paper investigates the structure, function and wealth distribution within the Pangasius hypophthalmus and Henicorhynchus spp./Labiobarbus spp. value chains in the Mekong Delta of Vietnam. The analysis is driven by key questions relating to the form and function of value chains, their contribution to the livelihoods of farmers and fishers, the effectiveness of government policy and the potential for value chain governance mechanisms, such as contracts and certification, to steer towards sustainable production. The results indicate that actors in the high value Pangasius hypopthalmus export chain have a higher potential income, but face considerably higher economic vulnerability from global markets. Alternatively, Henichorhychus/Labiobarbus spp. fishers are severely constrained in their ability to negotiate higher prices for their fish but appear to be less vulnerable to economic and environmental change. The paper concludes that for value chain governance to improve the livelihoods of fishers and farmers in both high and low value chains, new arrangements are needed that better accommodate customary institutions and informal market relations.  相似文献
