As the Anthropocene proceeds, regional and local sustainability problems are ever more likely to originate at multiple levels of the earth system. The rate of global environmental change is now vastly outpacing our policy response, and social-ecological systems analysis needs to support global environmental governance. To respond to this challenge, this paper initiates the development of a coastal social-ecological typology and applies it in an exemplary fashion to nine coastal and marine case studies. We use an explicit distinction between the definitions of scale and level and a problem or issue-specific approach to the delineation of social-ecological units. A current major challenge to social-ecological systems analysis is the identification of the cross-level and cross-scale interactions and links which play key roles in shaping coastal and marine social-ecological dynamics and outcomes. We show that the regional level is the best point of departure to generate sustainability-oriented cross-scale and multi-level analyses and offers the outline of a typology in which different disciplinary and other forms of knowledge can be integrated as both part of regionally grounded analysis and action which engages with global sustainability challenges.  相似文献

Community-based natural resource management (CBNRM) institutions are challenged with finding common ground as a basis for action among diverse resource users and stakeholders. Establishing and maintaining institutional credibility within their regions, catchments, communities and among their membership is fundamental to overcoming the challenge. So too is applying appropriate institutional and governance structures and appointing appropriate leaders. Drawing on triangulated case study data collected over a 12-month period using multiple methods, this paper examines the influence of institutional credibility and leadership on the functioning, decision-making and governance of two CBNRM institutions in Queensland, Australia. The paper shows that stakeholders have very different expectations of what makes a CBNRM institution credible. Satisfying the multiple expectations requires CBNRM institutions to incorporate diverse stakeholder representation, assert their legitimacy and demonstrate accountability, transparency, fairness and justice. The paper also draws attention to the value and importance of appointing inspirational leaders who focus on encouraging followers to pursue collective goals. Comparing the merits and constraints of appointing average Joes versus community elites to the Boards of CBNRM institutions, the paper highlights the urgent need for community-based natural resource governance and inspirational leadership education and training programs to improve the availability and quality of CBNRM leadership in rural Australia. Since combining credible CBNRM institutions with inspirational leaders does not necessarily equate to sustainable on-ground NRM outcomes, it is critical that the education and training programs emphasise the importance of monitoring and evaluating the improvements in decision-making processes and in decision outcomes.  相似文献

An attempt is made to develop a coastal and marine social-ecological typology. An explicitly regional focus is taken to explore how a regionally grounded, multi-scale analysis may support multi-level local to global sustainability efforts. A case study from Indonesia exemplifies this approach. Social-ecological sustainability problems, caused by drivers at different earth system levels, lead the way into the proposed typology. A social-ecological system consists of a biogeophysical territory, an identified issue and the associated social agents. It can extend across disciplines as well as across spatial and institutional levels and scales. A global sustainability research matrix, which is based on ecozones and problem types, can thus be constructed and serves as a research-driven multi-level typology. The regional application links directly to stakeholder agendas at the problem level. It is argued that some of the central functions of coastal and marine social-ecological systems are resource provision, livelihood access, and storm and erosion protection, which need special attention in a coastal and marine social-ecological typology, as exemplified in the Indonesian case study used. This contribution is an exploratory research to propose steps toward such a typology. It is extended to the social-ecological subsystems—natural, social, governance—and applied to additional cases. A two-dimensional, hierarchical typology is proposed as a tool to analyze, compare and classify coastal and marine systems. A policy typology is added to assess changes. A governance baseline is assumed to foster normative sustainability goals. A subsystems appraisal typology is meant to evaluate action results. Finally, unresolved methodological questions are discussed.  相似文献

While ecological resilience is conceptually established, resilience concepts of social–ecological systems (SES) require further development, especially regarding their implementation in society. From the literature, (a) we identify the need for a revised conceptualization of SES resilience to improve its understanding for informing the development of adjusted mental models. (b) We stress the human capacity of social learning, enabling deliberate transformation of SES, for example of SES to higher scales of governance, thereby possibly increasing resilience. (c) We introduce the metaphor of adaptive waves to elucidate the differences between resilience planning and adaptation, by conceptualizing adaptation and transformation as dynamic processes that occur both inadvertently and deliberately in response to both shocks and to gradual changes. In this context, adaptive waves stress the human and social capacity to plan resilience with an intended direction and goal, and to dampen the negative effects of crises while understanding them as opportunities for innovation. (d) We illustrate the adaptive waves’ metaphor with three SES cases from tourism, forestry, and fisheries, where deliberate transformations of the governance structures lead to increased resilience on a higher governance scale. We conclude that conceptual SES resilience communication needs to clarify the role and potential of human and social capital in anticipating change and planning resilience, for example, on different scales of governance. It needs to emphasize the crucial importance of crises for innovation and transformation, relevant for the societal acceptance of crises as drivers of adaptation and transformation. The adaptive waves’ metaphor specifically communicates these aspects and may enhance the societal capacity, understanding, and willingness for planning resilience.  相似文献

Abstract

Re-distributed manufacturing (RDM), broadly described as manufacturing done at a smaller-scale and locally, could be beneficial to business and urban society through creating jobs, reducing the environmental impacts of production, and improving resilience to future disturbances. Consideration of RDM within a city-region requires the consideration of a wide range of issues – societal, technical, economic and environmental. This paper presents the results of a study into the potential for RDM to contribute to a sustainable, resilient city in the face of a range of expected future disturbances on the city and on manufacturing sectors. The study took an integrated assessment approach which incorporated the development of a conceptual framework; a ‘strawman’ causal loop diagram which was reviewed by participants in a workshop; and a stock and flow system dynamics model that represents our understanding about the structure and behaviour of urban manufacturing. Several key themes emerged: similarities between RDM and traditional manufacturing, availability of physical space for RDM to be done, achieving urban resilience through RDM by enabling responsiveness to disturbances, changes in environmental impacts from production, additions or losses in jobs, the competitiveness of local manufacturing, and skills and innovation for RDM technologies. Past extreme hydrological events, future climate change scenarios and approaches for lake management were studied in the Argentinean Pampa. Anthropogenic climate change will impact water bodies and create enormous challenges for water management. Adaptation strategies are needed urgently to deal with the uncertainties originated by climate change on inland or coastal basins. Only a few studies have addressed practical strategies to mitigate global change impacts on lakes and practically none in South America. The purpose of this work was to discuss management options and seek better adaptive alternatives for the nature reserve Lake Chasicó, and to propose future management experiments and actions at a regional level. The ecohydrological approach is likely to increase the ecological resilience of the lake, dampen climate-driven hydrological variations and reduce eutrophication problems. Future projects should include wetland creation, fish management, water quality control, engineering work studies and education programs. Ecohydrology as an integrative natural science should be considered as a water management strategy to build ecological resilience into water bodies. The building of social-ecological resilience is also crucial for the stability of coupled human-ecological systems. The integration of natural and social sciences into sustainability approaches represents a robust strategy for adapting to climate change.  相似文献

The Ganges–Brahmaputra delta enables Bangladesh to sustain a dense population, but it also exposes people to natural hazards. This article presents findings from the Gibika project, which researches livelihood resilience in seven study sites across Bangladesh. This study aims to understand how people in the study sites build resilience against environmental stresses, such as cyclones, floods, riverbank erosion, and drought, and in what ways their strategies sometimes fail. The article applies a new methodology for studying people’s decision making in risk-prone environments: the personal Livelihood History interviews (N = 28). The findings show how environmental stress, shocks, and disturbances affect people’s livelihood resilience and why adaptation measures can be unsuccessful. Floods, riverbank erosion, and droughts cause damage to agricultural lands, crops, houses, and properties. People manage to adapt by modifying their agricultural practices, switching to alternative livelihoods, or using migration as an adaptive strategy. In the coastal study sites, cyclones are a severe hazard. The study reveals that when a cyclone approaches, people sometimes choose not to evacuate: they put their lives at risk to protect their livelihoods and properties. Future policy and adaptation planning must use lessons learned from people currently facing environmental stress and shocks.  相似文献

This editorial sets the scene for a special issue on climate governance entrepreneurship at the local and regional levels. To make climate governance work, much policy activity is needed at the local and regional levels. Entrepreneurs are actors who aim to affect change by using their agency. They target policy decisions at the local and regional levels, which might subsequently turn to other governance levels to expand their influence. The scientific discussion about governance entrepreneurs is characterized by a lack of conceptual clarity, by methodological challenges, and by several research gaps. Regarding the latter, at present, it is especially unclear when and why entrepreneurs become active, which factors they take into account when they select their strategies, and what explains the effects of entrepreneurial activity on the emergence of innovations in climate governance. All contributions to this special issue engage with one or several of these conceptual, methodological, and empirical challenges, thus advancing the state of art in the field. Highlights from the special issue include the development of a simple conceptual frame that connects actors, contexts, strategies, and outcomes in a systematic way. Some promising methodological avenues are described, since the special issue contains not only some qualitative case studies but also some studies that take a long-term perspective by following policy development for decades, and a study that proposes a census approach. Empirically, the contributions in this special issue shed light on a range of factors explaining levels of entrepreneurial activity, and they carefully trace impacts over time. We conclude by sketching an agenda for further work in this realm.

The science of sustainability has inevitably emerged as a vibrant field of research and education that transcends disciplinary boundaries and focuses increasingly on understanding the dynamics of social-ecological systems (SES). Yet, sustainability remains an elusive concept, and its nature seems unclear for the most part. In order to truly mobilize people and nations towards sustainability, we place emphasis on the necessity of understanding the nature, cost and principles of ‘visioneering’—the engineering of a clear vision. In SES, purpose is the most important pillar, which gives birth to vision—the key to fulfilling the systems’ mission. Such a systems perspective leads us to redefine resilience as jumping back to the original purpose, for which SES do not necessarily retain the same structures and functioning after disturbances. A sustainable future will require purpose-driven transformation of society at all scales, guided by the best foresight, with insight based on hindsight that science can provide. Visioneering with resilience-based systems thinking will provide communities with a logical framework for understanding their interconnections and purposes, envisioning a sustainable web of life, and eventually dancing with the systems.  相似文献

Through the case of integrated agriculture-aquaculture in rural Malawi, this paper argues that hybrid research can reveal new interactions in social-ecological systems not evident when studies by social or natural methods independently. While recent research acknowledges the social and natural dimensions of aquaculture systems, studies often create an artificial divide by attempting to address each aspect in isolation. Social science research has overlooked the biophysical aspects of aquaculture, while scientific research has uncritically accepted orthodox explanations of environmental outcomes without addressing the social contexts of such systems. The social component of this research reveals that fish farmers in Malawi are rejecting practices which do not work in the local context (fertilization with pond mud) and adopting strategies that do work (irrigation with pond water). The physical component of this research compliments the social by elucidating that irrigation with pond water resulted in higher soil nutrient and moisture content. The paper concludes that small-scale aquaculture can make significant contributions to rural household food and income security in Africa and that hybrid research methods can improve our abilities to investigate the complex, connected nature of social-ecological systems.  相似文献

Civic ecology practices, such as community gardening and citizen-led urban reforestation and wetland restoration, provide opportunities for social learning. Because social learning is an important component of community resilience, we suggest that civic ecology practices can be a strategy for responding to and mitigating environmental disturbances in an era threatened by climate change. Despite the links between civic ecology, social learning and community resilience, empirical research that systematically considers these connections is limited. This study addresses this gap by introducing ‘frames’ as an approach to considering social learning outcomes and process. More specifically, we provide a model for investigating the role civic ecology education programs play in shaping youths’ capacity to understand and respond to environmental disturbance. We used participant observation and cognitive mapping to assess social learning among three youth restoration programs working in the wake of Hurricane Sandy in New York, NY, and after the 2013 floods in Boulder, CO. In all three programs, youth demonstrated social learning and cognitive change by shifting their emphasis from the impacts of disturbance towards a solutions-based framing that focused on community, action, and mitigation. However, the depth of these changes was not uniform across all programs, suggesting that variations in program length, community context, social identity, and opportunities for self-defined action may shape overall impacts of programs and youth capacity for future action.  相似文献

Integrative research is increasingly a priority within the scientific community and is a central goal for the evolving field of sustainability science. While it is conceptually attractive, its successful implementation has been challenging and recent work suggests that the move towards interdisciplinarity and transdisciplinarity in sustainability science is being only partially realized. To address this from the perspective of social-ecological systems (SES) research, we examine the process of conducting a science of integration within the Southcentral Alaska Test Case (SCTC) of Alaska-EPSCoR as a test-bed for this approach. The SCTC is part of a large, 5 year, interdisciplinary study investigating changing environments and adaptations to those changes in Alaska. In this paper, we review progress toward a science of integration and present our efforts to confront the practical issues of applying proposed integration frameworks. We: (1) define our integration framework; (2) describe the collaborative processes, including the co-development of science through stakeholder engagement and partnerships; and (3) illustrate potential products of integrative, social-ecological systems research. The approaches we use can also be applied outside of this particular framework. We highlight challenges and propose improvements for integration in sustainability science by addressing the need for common frameworks and improved contextual understanding. These insights may be useful for capacity-building for interdisciplinary projects that address complex real-world social and environmental problems.  相似文献

Risk-based regulation has become increasingly popular in recent years. Proponents argue that it facilitates robust governance, contributing to efficient and effective use of regulatory resources and delivering interventions in proportion to risk. Critics contend that the challenges of operationalising risk-based governance mitigate its potential benefits. In this paper we start by considering what we mean by risk-based governance and discuss some of the factors shaping the adoption of such strategies. We then consider the development and operation of risk-based approaches in the environmental policy domain, focusing specifically on the regulation of contaminated land and radioactive waste. We argue that whilst risk-based approaches can offer important benefits, they face a range of epistemic, institutional and normative challenges that can play an important role in shaping the way that organisations manage both risks to society and their own institutional risks. This has profound implications for achieving regulatory objectives and, for this paper, the environmental outcomes that the regulations are designed to deliver.  相似文献

A substantial amount of researches have been done on the understanding and assessment of resilience from multiple perspectives, e.g., ecological, social, economic, and disaster management; however, recent international approach is trending toward more systematic and comprehensive risk assessment processes. Pivotal element of such approach is to emphasizing on promoting resilience in the face of climate change impacts. Conceptualization and identification of parameters to assess climate change resilience is one of the remaining challenges that academia is facing. Reviewing the principles of the climate change resilience highlighted in the literature, the goal of this study is to introduce a theoretical model about the climate change resilience concept to facilitate and enhance future climate change resilience-related researches. The model proposed in this study is named as the climate change resilience of place (C-CROP) model, a geo-based model which is designed to assess climate change resilience for any geographic region with an approach to the incorporation of nature-based solution (NBS). C-CROP model considers vulnerability, exposure, sensitivity to climate change on one side; another side is co-benefit, climate proofing, and disservices of proposed NBS. An operational framework of the C-CROP model is also proposed, that allows spatially explicit assessment of climate change resilience in real world by developing an indicator-based framework and comprehensive mapping using the geospatial approach. Therefore, this model includes vulnerability hotspots identification; better understanding of the pathways of resilience; and solutions (i.e., NBS) to infer the impacts and effectiveness of resilience-building interventions.

Analyzing different pathways by which social–ecological systems can loose resilience and enter trajectories of collapse constitutes an important aspect of our quest towards understanding resource sustainability. This paper’s goal was to better understand the effect of a particular class of disturbance—the accumulative effects of routine stressors—in the context of marine social–ecological systems. To that effect, we built a system dynamics model using empirically collected institutional and biological field data of an artisanal fishery in the Gulf of California, Mexico. Among our findings, we identified different scenarios under which even very small endogenous changes in the relationship between ecological and institutional variables can send a seemingly resilient system into a trajectory of collapse. We discuss why these types of disturbances are so difficult to prevent and be identified by the users of the resource, as well as potential strategies to address these challenges.  相似文献

This study takes an historical approach in order to establish how the form and function of the social-ecological system that represents the Bangladesh south-western coastal zone has changed over recent decades. Time series data for a range of ecosystem services and drivers are analysed to define the range of trends, the presence of change points, slow and fast variables and the significant drivers of change. Since the 1980s, increasing gross domestic product and per capita income mirror rising levels of food and inland fish production. As a result, the size of population below the poverty line has reduced by ~17 %. In contrast, non-food ecosystem services such as water availability, water quality and land stability have deteriorated. Conversion of rice fields to shrimp farms is almost certainly a factor in increasing soil and surface water salinity. Most of the services experienced statistically significant change points between 1975 and 1980, and among the services, water availability, shrimp farming and maintenance of biodiversity appear to have passed tipping points. An environmental Kuznets curve analysis suggests that the point at which growing economic wealth feeds back into effective environmental protection has not yet been reached for water resources. Trends in indicators of ecosystem services and human well-being point to widespread non-stationary dynamics governed by slowly changing variables with an increased likelihood of systemic threshold changes/tipping points in the near future. The results will feed into simulation models and strategies that can define alternative and sustainable paths for land management.  相似文献

The fundamental point of this paper is that constructs such as system identity stability and changes (tips, transitions, transformations from one identity to another), are subjectively perceived, and acted upon by the social actors that occupy these systems. However, social-ecological systems (SES) research has not yet adequately engaged this subjectivity. I argue, here, that this relative lack of recognition of subjectivity has become a “rigidity trap” for SES scholars. Subjectivity is messy and difficult, and does not fit particularly well within the systems perspectives that characterize resilience work. As such, this lack of engagement has led to self-reinforcing perspectives that emphasize some elements and de-emphasize others, creating a systematic neglect of some principles that might productively challenge existing notions and expand our thinking. Sense of place theory, which emphasizes the creation of meaning as systematically distributed throughout society, is offered as a mechanism for helping SES researchers more fully engage subjectivity.  相似文献

The concept of ecosystem services (ES) is being increasingly applied in environmental governance and science. To safeguard key ES in changing and complex social–ecological systems such as treeline areas, we need to (1) map key ES in different types of treeline landscapes, (2) identify the stakeholders benefiting from and threatening ES, and (3) examine how ES could be governed more sustainably. We explore these questions in European treeline areas by using quantitative and qualitative social science techniques to analyse responses from a survey of local scientific experts in 20 altitudinal and polar treeline areas in 15 European countries. In contrast to the prevalent consideration of treeline areas as a single type of a social–ecological system, we show that European treeline areas can be divided into two types that significantly differ in the delivery of ES. Our analyses allowed us to categorize stakeholders according to their benefits from and threats to ES; “Green key players” formed the most numerous group, while smaller number of stakeholder groups was categorized as “Harmless crowd”, “Occasional stressors”, and “Risky users”. However, behaviour of stakeholders is very much site-specific. Of 595 pairs of stakeholders analysed, we found <5 EU-wide “Allies” and “Opponents”. Recommendations for improved governance include adjusting governance instruments to specific problems in divergent treeline systems and creating participatory structures where stakeholders better interact with scientists and can genuinely influence management decisions.  相似文献

The term ‘sustainability science’ has been employed to refer to a scientific trend, movement or program aimed at studying problems related to human–nature interactions. However, since it does not have its own set of principles for knowledge building and lack of a definition of a study object, sustainability science is not a science, at least in the usual sense of the word. A study object is the conceptual delimitation of the problems tackled by a science, and therefore, its search in the context of a science of sustainability requires exploring different notions of sustainability. This article presents different perspectives on the concept of sustainability and analyzes the viability to assume them as study object of sustainability science. Such exploration demands concepts based on a processual ontology that directs the researcher toward the dynamic, historic and temporal and social-ecological character of problems of unsustainability. The concept of social-ecological resilience seems to comply with such requirements.  相似文献

Climate change will impact on ecological, social, and economic elements of fisheries; however, the three are seldom considered in an integrated fashion. We develop a fishery-level assessment of economic resilience to climate change for the Tasmanian rock lobster fishery, a linked social–ecological system. We outline the main climate change forcing influences that link climate change to the fishery via changes in lobster abundance, distribution, and phenology. Using a bottom-up approach, we identify twelve economic attributes strongly related to the fisheries’ economic resilience to climate change. Resilience attributes are grouped according to the level of the economic domain (business, sectoral, and governance). Attributes are then evaluated to determine the overall economic resilience of the rock lobster fishery in the context of the specific nature of predicted climate change effects. We identify areas of low resilience in the economic sub-system for this fishery. Evaluating the economic resilience of regional fisheries using this integrated, interdisciplinary framework provides a practical, parsimonious, and conceptually sound basis for undertaking comprehensive and contextually tailored assessments of climate change impacts and economic vulnerability. The framework can be extended to include a broader range of climate change impacts and the social domain of the human sub-system.  相似文献
