Small island developing states (SIDS) have been identified as some of the most vulnerable countries to the impacts of climate change due to inherent environmental, economic, and demographic characteristics. As SIDS experience impacts of climate change and reach their limits to adaptation, the identification and management of loss and damage is essential. Monitoring and evaluating loss and damage, and implementing effective responses to address these impacts, becomes even more important in a 1.5 °C or warmer world, as impacts from climate change increase. As global agreements on climate change are implemented and mechanisms to manage impacts continue to be negotiated and established, the existing ability of SIDS to monitor and respond to loss and damage must be evaluated to determine gaps that must be addressed in a 1.5 °C or warmer world. This research utilizes interviews with UNFCCC climate change negotiators for SIDS and analysis of Intended Nationally Determined Contributions, to assess the state of loss and damage management in SIDS. The research provides an assessment of loss and damage already being experienced in SIDS, the status of existing mechanisms to actively monitor and evaluate loss and damage, and the existence of policies and mechanisms in SIDS to address loss and damage. Three areas of concern appear to be common for SIDS: lack of data relating to loss and damage, gaps in financial assessments of loss and damage, and a lack of policies or mechanisms targeted at loss and damage. These issues appear to be most acute in relation to slow onset impacts. Cumulatively, these challenges may present difficulties in detection and attribution and in obtaining a holistic understanding of the extent and costs of loss and damage for SIDS.  相似文献

It is widely acknowledged that Small Island Developing States (SIDS) are particularly vulnerable to climate change and will continue to require external support to adapt to current and future impacts. The international development community plays an important role in supporting SIDS adapt to climatic changes, and calls for increased international commitment have been made. However, how the vulnerability of SIDS to climate change is being conceptualised and, subsequently, how adaptation programmes are conceived and designed by the international development community are yet to be critically explored. Using Timor-Leste as a case study, this study examines the conceptual trends underpinning 32 donor-led adaptation programmes implemented from 2010 to the present date. Results show that donor-led adaptation programmes continue to conceptualise climate change vulnerability as a biophysical issue rather than a consequence of the dynamic interactions between political, institutional, economic and social structures. Adaptation policy responses therefore have limited ability to target more nuanced and broader-scale structures affecting SIDS and may be falling short in their efforts to reduce the vulnerability of SIDS. We argue that it is critical that the international development community re-conceptualise its approach to vulnerability reduction in SIDS. We conclude by highlighting how the Paris Agreement, with its expanding understanding of vulnerability, can act as a useful instrument to promote such changes.  相似文献

Small island developing states (SIDS) face multiple threats from anthropogenic climate change, including potential changes in freshwater resource availability. Due to a mismatch in spatial scale between SIDS landforms and the horizontal resolution of global climate models (GCMs), SIDS are mostly unaccounted for in GCMs that are used to make future projections of global climate change and its regional impacts. Specific approaches are required to address this gap between broad-scale model projections and regional, policy-relevant outcomes. Here, we apply a recently developed methodology that circumvents the GCM limitation of coarse resolution in order to project future changes in aridity on small islands. These climate projections are combined with independent population projections associated with shared socioeconomic pathways (SSPs) to evaluate overall changes in freshwater stress in SIDS at warming levels of 1.5 and 2 °C above pre-industrial levels. While we find that future population growth will dominate changes in projected freshwater stress especially toward the end of the century, projected changes in aridity are found to compound freshwater stress for the vast majority of SIDS. For several SIDS, particularly across the Caribbean region, a substantial fraction (~?25%) of the large overall freshwater stress projected under 2 °C at 2030 can be avoided by limiting global warming to 1.5 °C. Our findings add to a growing body of literature on the difference in climate impacts between 1.5 and 2 °C and underscore the need for regionally specific analysis.  相似文献

Climate change poses an existential threat to Small Island Developing States (SIDS). They have played a leading role in raising awareness of climate change on the international stage and advocating for strong climate action, notably through the Alliance of Small Island States (AOSIS). Despite their heterogeneity, they succeeded in building a common diplomatic discourse and influencing strategy, and mobilized political leaders as well as talented negotiators and advisors.Small Island States were a crucial group in the negotiating period up to, during the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21), and for the entry into force of the Paris Agreement. SIDS succeeded to secure their special circumstances as vulnerable countries, demonstrated leadership in raising ambition to reduce greenhouse gas emissions to help secure an ambitious long-term temperature goal of limiting global warming to below 1.5 °C, and advanced the complex debate on loss and damage.Small Island States face major challenges to advance their leadership on climate change moving forward: securing immediate actions for those particularly vulnerable countries and increasing their influence within and outside the climate change negotiations. For Small Island states, the 1.5 °C goal should be considered “the visible part of the iceberg” for their diplomacy in a post-Paris context.  相似文献

This paper explores the status of sustainable development in small island developing states (SIDS), through the presentation of a case study on the Maldives, which is a typical small island developing state in the Central Indian Ocean. At the outset, a brief history of sustainable development as related to SIDS on the international agenda is outlined, starting from Rio to Barbados to Johannesburg. SIDS are expected to face many challenges and constraints in pursuing sustainable development due to their ecological fragility and economic vulnerability. It is the position of this paper that issues related to environmental vulnerability are of the greatest concern. A healthy environment is the basis of all life-support systems, including that of human well-being and socio-economic development. Priority environmental problems are: climate change and sea-level rise, threats to biodiversity, threats to freshwater resources, degradation of coastal environments, pollution, energy and tourism. Among these, climate change and its associated impacts are expected to pose the greatest threat to the environment and therefore to sustainable development. For small islands dependent on fragile marine ecosystems, in particular on coral reefs, for their livelihoods and living space, adverse effects of climate change such as increased frequency of extreme weather events and sea-level rise will exacerbate the challenges they already face. It is concluded that the paper path from Rio to Barbados to Johannesburg has made significant progress. However, much remains to be done at the practical level, particularly by the developed countries in terms of new and additional efforts at financial and technical assistance, to make sustainable development a reality for SIDS.  相似文献

Despite recent calls to limit future increases in the global average temperature to well below 2 °C, little is known about how different climatic thresholds will impact human society. Future warming trends have significant global food security implications, particularly for small island developing states (SIDS) that are recognized as being among the most vulnerable to global climate change. In the case of the Caribbean, any significant change in the region’s climate is likely to have significant adverse effects on the agriculture sector. This paper explores the potential biophysical impacts of a +?1.5 °C warming scenario on several economically important crops grown in the Caribbean island of Jamaica. Also, it explores differences to a >?2.0 °C warming scenario, which is more likely, if the current policy agreements cannot be complied with by the international community. We use the ECOCROP niche model to estimate how predicted changes in future climate could affect the growing conditions of several commonly cultivated crops from both future scenarios. We then discuss some key policy considerations for Jamaica’s agriculture sector, specifically related to the challenges posed to future adaptation pathways amidst growing climate uncertainty and complexity. Our model results show that even an increase less than +?1.5 °C is expected to have an overall negative impact on crop suitability and a general reduction in the range of crops available to Jamaican farmers. This observation is instructive as increases above the +?1.5 °C threshold would likely lead to even more irreversible and potentially catastrophic changes to the sustainability of Jamaica’s agriculture sector. The paper concludes by outlining some key considerations for future action, paying keen attention to the policy relevance of a +?1.5 °C temperature limit. Given little room for optimism with respect to the imminent changes that SIDS will need to confront in the near future, broad-based policy engagement by stakeholders in these geographies is paramount, irrespective of the climate warming scenario.  相似文献

The intent of this paper is to place the concepts of exposure, vulnerability, resilience and risk in the context of the consequences of global change for the sustainable development of small island developing states (SIDS). Many such states face a number of global climate change risks, such as an increase in the proportion of more intense storms, along with other global change threats that include energy security and costs. All these threats come on top of local development threats, such as increased run-off, often with increasing levels of contaminants due to unsustainable agricultural and industrial practices. When taken together, the resulting pressures on islands and their communities lead to significant increases in vulnerability to change due to reduced resilience to these changes. Vulnerability is also increasing as a result of contemporary processes that heighten the exposure of material and other assets. The capacity to address hazard risk also influences vulnerability. This includes the level of awareness of coastal hazards and exposure, and access to critical life support infrastructure, especially for people living in hazard-prone areas. Vulnerability and resilience are considered to be important integrating concepts when managing the local consequences of global changes. There are many initiatives that will help reduce the vulnerability and enhance the resilience of SIDS to such changes. These include improving risk knowledge and coastal resource and land use management, while also strengthening socio-economic systems and livelihoods. In this way, managing global change can be closely aligned with local development and humanitarian processes, thereby enhancing the overall sustainability of development processes and outcomes.  相似文献

Global warming of 1.5 °C above preindustrial levels and a commensurate increase in global greenhouse gas emissions pose an unprecedented danger to human settlements, livelihoods and the sustainable development of Small Island Developing States (SIDS), yet these challenges present tremendous opportunities to rethink development pathways. The paper has two objectives. One is to critically review present vulnerabilities and adaptation strategies employed by the state, private sector, non-governmental organisations, community-based organisations and households. The other is to discuss vulnerabilities and identify adaptation and resiliency strategies which are considered most applicable beyond the 1.5 °C limit. The Caribbean Region is the focus of the paper. A key finding of the paper is that temperature change above the 1.5 °C limit set by the Paris Conference of the Parties will make the natural and human systems of SIDS even more highly vulnerable than they are already. Another finding is that Caribbean states have implemented various innovative climate change adaptation strategies, but their relevance should the 1.5 °C target be exceeded, requires further exploration. The paper is useful to policymakers, decision-makers and finance agencies in search of practical solutions to avert the implications for Caribbean settlements, economies and ecosystems should the temperature warming exceed 1.5 °C.  相似文献

Scholars continue to search for solutions to shift climate change skeptics’ views on climate science and policy. However, research has shown that certain audiences are resistant to change regarding environmental issues. To explore this issue further, we examine the presence of reactance among different audiences in response to simple, yet prominently used, climate change messages. Our results show that emphasizing the scientific consensus of climate change produces reactance, but only among people who question the existence of climate change. Moreover, adding political identification to the model as an additional moderating variable shows the increases in reactance occur among Republicans who question the existence of climate change. Finally, our results show that reactance to climate change messaging may lead to backfiring effects on important outcomes tied to climate change such as risk perceptions, climate change beliefs, and support for mitigation policies.  相似文献

在全球气候变化背景下,社会城镇规划与自然气候变化之间的关系越发密切,城镇规划体系需要纳入气候变化的影响并考虑适应气候变化的策略。首先以发达国家及世界著名大城市为参考,对美国、德国和日本在应对气候变化的城镇可持续发展规划方面的成功经验和实践措施分别进行了综述和提炼;然后,以上海为例,对照分析了我国大城市在城镇化过程中面临的气候变化挑战及存在的脆弱性,包括城镇发展规划与气候环境的相容性考虑不够、城镇化过程对气候环境的影响缺乏充分论证、城镇基础设施抵御气象灾害的能力较低、气候变化对城镇人体健康的影响未给予高度关注等;最后,指出了我国大城市应对气候变化的城镇可持续发展思路及重点方向,即充分考虑区域气候容量、大力构建生态绿色通风廊道;深入开展城镇功能布局的气候可行性论证和气象灾害风险评估;加强城市气候变化研究和实验,不断更新城市规划设计参数和标准规范;加大对脆弱人群和外来常住人口生命安全和人体健康监测预警;积极完善城镇化适应气候变化的机制等,以期为城镇发展体系的编制和应用提供参考和借鉴。  相似文献

The impacts of climate change are apparent in various regions of the world. Even though climate change may have a positive effect, it is anticipated that there will be many severely negative effects on human and natural resources in the future. Therefore, in addition to the need for stronger promotion of mitigation policies, it is urgently necessary to study and implement adaptation policies over the longer term to prepare for the possible negative impact of climate change. To implement climate change adaptation measures rapidly in Japan, it would seem practical and effective to make good use of the various countermeasures already promoted by both the national and the local governments for many sectors such as disaster prevention, environmental management, food production, and protection of the nation’s health. These countermeasures are considered to have potential for effecting climate change adaptation. This study, focusing on adaptation to climate change negative impacts, investigates to what extent the existing policies of the Tokyo Metropolitan Government could contribute to climate change adaptation, based on a comprehensive examination of targeted fields and indicators for which adaptation policies could be pursued. The results showed many of the existing policies could be useful for adaptation to climate change in many sectors. Furthermore, less than half of these policies need to take future climate change into account in order to contribute to climate change adaptation. This study proposes three basic steps that consider future climate change and local governmental propositions for the rapid implementation of adaptation policies in Japan.  相似文献

了解和认识百年来中国气候发生的变化、引起其变化的驱动因素以及未来的可能变化,可以更好地适应和减缓气候变化。本文综合评估了观测到的中国气候变化事实、中国气候变化的驱动力、中国未来气候变化预估三大方面,分析了气候变暖的趋势、水循环以及降水和冰川变化、极端天气气候事件变化、生物化学循环、海洋和土地覆盖变化及其气候效应以及未来气候变化的特点和趋势等最新科学进展。在中国百年温度趋势、气候系统多气候指标变化特征、极端天气气候事件中的人类活动作用以及气候系统模拟能力等方面的研究有了新的进展。可以看到中国气候变暖趋势持续、大气二氧化碳等长寿命温室气体浓度继续增长、人为强迫影响了多种气候要素在强度和频率的变化,中国陆地生态系统的固碳量增加。本文最后提出未来中国气候变化研究需要进一步加强的问题,包括:中国气候变化中的城市化效应、气候系统内部变率在年代际变化中的作用、气溶胶-云-降雨相互作用的机理、大范围土地利用变化(如大规模生态恢复工程)的气候效应,以及云辐射反馈、海洋环流对气候变化的响应与反馈、气候-碳循环反馈等过程对气候模拟不确定的影响等。  相似文献

While many national governments struggle to maintain global climate change as a high priority issue, many local governments are taking action to fill the policy gaps. This study examines how local governments across the United Kingdom of Great Britain are reframing climate change. We compiled a dataset of newspaper publications covering climate change over a 10-year timeframe, plus survey and interview responses from local governance practitioners, to identify a shift in national discourse that has changed the priority level of climate change in UK local governance. This paper argues that many local governments are strategically reframing climate change as alternative issues in order to make progress in climate adaptation planning.  相似文献

In climate change-related media discourses metaphors are used to (re-)conceptualize climate change science as well as climate change mitigation/adaptation efforts. Using critical metaphor analysis, we study linguistic and conceptual metaphors in opinion-page content from the British online newspapers Guardian Online and Mail Online, while paying attention to the arguments they advance. We find that Guardian Online employed war metaphors to advance pro-climate change arguments. War metaphors were used to (1) communicate the urgency to act on climate change and (2) conceptualize climate change politics. Mail Online employed religion metaphors to furnish skeptic/contrarian arguments. Religion metaphors were used to (1) downplay the urgency to act on climate change and (2) conceptualize transitions from climate change belief to skepticism. These findings raise concerns about sustained policy gridlock and refute expectations about novelty in climate change-related media discourses (as both war and religion have a history of use).  相似文献

中国在第75届联合国大会期间提出了CO2排放力争在2030年前达到峰值,在2060年前实现碳中和的"双碳"目标。"双碳"目标的确立提出了艰巨而紧迫的立法任务。由于气候变化具有全球性的特点,因此,中国未来气候变化立法的监管领域在关注国内监管空间和已有立法的同时,还应注意其国际面向的监管空间和衔接。气候变化法律具有复杂性、综合性、系统性和动态性的特点,国际上还没有通过一部气候变化法即可解决全部碳排放问题的成功先例。气候变化法律监管空间宏大,涉及领域和问题复杂多样。所涉及的领域和问题都与应对气候变化有直接或间接的关联。这决定了气候变化立法包含以实现气候政策目标为主要目的的直接立法和对气候目标实现具有支持、阻碍影响的间接立法两种类型。中国应对气候变化的立法应采用双阶体系构造模式,即直接立法加间接立法的模式。直接立法包括气候变化的框架法和专项立法,间接立法包括所有间接影响气候政策目标实现的相关法律。直接立法解决应对气候应对的目标、碳预算、管理体制、实施机制等较为集中的问题。间接立法则因为气候变化监管措施跨领域、跨部门和行业,应拓展至能源法、经济法、农业法、环境法、民商法等领域。直接立法和间接立法的有关法律制度应密切配合,彼此呼应,构成一个完整的应对气候变化的法律制度体系。以直接立法加间接立法的双阶模式构建中国的应对气候变化法律体系是应对气候变化立法模式的理性选择,并以此从不同的路径实现中国温室气体减排的目标。  相似文献

To date analyses of media climate change constructions have mostly focused on coverage in western newspapers. Consideration of coverage in developing countries, and analyses of media constructions alongside local understandings of climate change are comparatively rare. This article provides an analysis of the construction of climate change on Nepalese radio and lay constructions of environment and climate change within the country. Data from a radio program and six focus groups are analyzed. Analysis of the radio program indicated that climate change was portrayed as a certain reality with national impacts caused by the actions of the West. While climate change dominated the radio headlines, in focus groups local environmental problems received far more attention. The paper aims to both inform directions for future climate change communication in Nepal and the wider research agenda.  相似文献
