The phenomenon of bottom substrate exposure in deeply freezing lakes during the melting of ice in spring is described. It leads to the formation in the lake of a large temporary biotope—a combination of shoals and exposed portions of the silty bed—with a high trophic capacity for ducks, shorebirds, gulls, etc. The lake in such a state is a rich foraging area for nesting and migrating bird populations. This phenomenon, which is widespread in the Central Yakutian plain, is an ecological manifestation of cryoarid conditions developing in the plains due to extreme climate continentality.  相似文献

The pH of seawater is a key quantity for the calculation of fossil fuel carbon dioxide transfer into the oceans and of the potential dissolution of calcareous organisms, a sink for the carbon dioxide. Thus, it is important to clarify what is meant by the pH of seawater. New data on chloride interactions with hydrogen ions affects this meaning and is discussed briefly in this work.  相似文献

This paper identifies a line of reasoning based on a number of concepts and tools to facilitate river basin management, which have been applied in a case study. For long-term sustainable river basin management, a balance is needed between the human use of the river and its basin, the ecological functioning of the river and receiving waters, and the river's capacity to supply goods and services. To find such a balance a framework is needed that illustrates and clarifies possible trade-offs between economic use and environmental supply by integrating scientific information on cause–effect chains on a catchment scale. A number of concepts and tools are proposed as a basis for this framework. The tools are: (1) indicators that describe the complex interactions and processes in rivers; (2) a suite of linked models that predict the economic, environmental and ecological effect of management measures; (3) an evaluation framework to rank different management alternatives on the basis of three objectives: economic efficiency, spatial equity in costs and benefits and environmental quality of the river and receiving lakes. The concept of environmental quality defines the potential of the river environment (i.e. natural capital) to contribute to human welfare. The concept of environmental functions is used to identify societal interest in natural capital. The concept and tools have been applied in a case study involving the evaluation of four management strategies on nutrient abatement in the Rhine basin. The result of the case study is that economic efficiency is in conflict with spatial equity and environmental quality. Spatial equity is in agreement with environmental quality. From the public's discovery of environmental quality in the late 1960s to the present, there has been increasing recognition that a more systematic approach is required to manage risks and to achieve the gains at low cost. Such a systematic approach must begin with risk identification, then go on to risk assessment, consideration of management options, a decision analysis of the options, and an examination of strategies for reducing loss. One of the most difficult aspects of environmental risk management is setting goals. There is a tendency to engage in rhetoric about zero risks and a pristine environment. However, moving toward more realistic goals requires consideration of what is an acceptable risk level. This level cannot be defined without knowing the benefits that come with the risk and the costs of reducing the risk. More generally, the criteria for selecting a risk management strategy include the residual level of risk, efficiency in reducing risk, equity, administrative simplicity, and public acceptability. A number of frameworks are currently used by U.S. regulatory agencies to manage risk: no-risk, risk-risk, technology-based standards, risk-benefit, cost-effectiveness, regulatory budget, and benefit-cost analysis. In specifying that an agency must use one of these frameworks, the U.S. Congress is implicitly specifying the goals for risk reduction. It appears to be easier for the U.S. Congress to specify a framework than a goal. Some of the nonregulatory means of managing risk include the market, and legal mechanisms. These risk management institutions have been effective and are a necessary part of any risk management program.  相似文献

This paper attempts to provide a review of the current state of the art of how e-business/ICT affects the environment. The work reviewed is in various forms including journal papers and thesis which have been peer-reviewed, as well as other resources such as projects and project reports, conference and symposia, and websites. It is claimed that the research examined has captured the most important work to date, either for a general knowledge of this new area or for background study by experts carrying out future research. The review has found that the currently dominant approach is either a micro-level case study approach or a macro-level statistical approach. It is concluded that a more predictive and empirical model, which can be applied within a sector of society, should be more beneficial in the long term. This approach should help simulate potential impacts resulting from changes of indicators, so that positive effects can be promoted and negative ones alleviated proactively, rather than knowing and accepting outcomes passively.  相似文献

Rutting is a common type of shear failure-related deformation in asphalt (hot mix asphalt, HMA) pavements. It occurs over time as a result of slow, repeated heavy loads from vehicles moving along the wheel path. This problem is most noticeable when the pavement is at a high temperature and its stiffness is the lowest. Previous investigations have concluded that flowing water in pipes embedded in the pavement leads to a reduction in surface temperature, and consequently rutting. However, the thermophysical properties of HMA limit the cooling effect to a small region immediately around the pipe. It is proposed that the area of cooling be enhanced by adding a highly conductive spreader layer below the pavement in conjunction with the pipe. A theoretical design optimisation has been carried out by exploring different aspects of the spreader layer–pipe spacing (W), depth of the pipe–spreader (D), spreader thickness (t s), thermal conductivity (k s) and variation in the boundary conditions. Finite element modelling predicts that a properly designed, highly conductive spreader layer will lead to a significant reduction in surface temperature with a minimal piping network leading to an extended functional life of the HMA pavement.  相似文献

脱贫人口返贫率偏高是中国农村贫困问题的一个显著特征.这种客观现实要求我们,应该仔细考察农村贫困发生率、贫困深度和贫困强度对政府干预行为的跨期响应,从而动态地而不是静态地评价政府减贫行为绩效.本文将普惠式的农村农业发展政策与扶贫政策一起纳入减贫分析框架,构建一个结构向量自回归模型(SVAR)模型,以弥补现有文献用多变量时间序列数据通过单方程模型回归分析的局限,从SVAR模型中获得结构冲击响应函数,动态地评价政府行为的减贫效应.实证分析表明,目前的政府行为,无论是普惠式的农村农业发展政策,还是瞄准贫困人口的扶贫政策,对农村贫困的政策干预都没有形成持久的影响,冲击响应衰减很快.为了降低脱贫人口返贫率,政府减贫政策的目标应定位于提升贫困人口的自身发展能力,扩展贫困人口参与经济增长的机会,使经济增长成为他们获取稳定收益的源泉.  相似文献

本文运用非线性理论建立了可再生资源二次非线性收获的动力摸式。研究结果表明:为了保证可再生资源的可持缓利用、收获,必须把收获强度控制在一定的水平上,我们因此可以得到持续的最大产量。我们发现虽然对可再生资源的收获策略有线性和非线性之分,但是得到的可再生资源的最大持续收获量是相同的。因此,我们必须采用合理的可再生资源收获策略。避免可再生资源的过度利用和枯竭。我国可再生资源十分短缺,需正确处理好经济发展与可再生资源保护之问的关系,保护好我国珍贵的可再生资源对于我国的可持续发展具有重大的现实意义。  相似文献

The performances of models are assessed to predict the wash-off of radionuclides from contaminated flooded areas. This process should be accounted for in the proper management of the aftermath of a nuclear accident. The contamination of the Pripyat River water following the inundation of a floodplain heavily contaminated by (90)Sr and (137)Cs of Chernobyl origin is used as the basis for modelling. The available experimental evidence demonstrated that remobilisation of radiostrontium is an important process implying a significant secondary radioactive load of water flowing over the contaminated floodplain. On the contrary, there is no empirical evidence of a similar behaviour for radiocaesium. In general, state-of-the-art models properly predicted the remobilisation of strontium, whereas they significantly overestimated radiocaesium concentrations in water. The necessary model improvements for a more accurate prediction of radiocaesium contamination levels include a reassessment of the values of the model parameters controlling the remobilisation process.  相似文献

By analyzing the relationship between a recycling economy and sustainable development theory, this article puts forward the basic concept of a recycling economy as a dynamic economic operational model, and explains the four basic characteristics. It is stressed that the essential element of a recycling economy is the use of resources circularly. A dynamic model of radionuclide accumulation in fish is developed. In the model, the fish population is represented by a set of discrete age classes. Each age class is characterized by a specific growth rate, diet and activity of metabolic processes. The model describes all known types of size effect in the contamination of fish with radiocaesium. The detailed dynamics of 137Cs accumulation by fish are demonstrated using the results of the model's application to ichtiofauna in a water body which has a high level of contamination with radiocaesium — namely, the cooling pond of the Chernobyl NPP.  相似文献

An economic model of reuse is developed to analyse the effect of reuse activity on the amount of waste in the economy and the welfare of consumers. The paper adapts the theory of durable goods and second-hand markets. There is only one type of good, a durable good, which last two periods. A durable good is called ‘new’ in the first period and ‘used’ in the second period. Following Kim (Int Econ J 3:53–63, 1989), it is assumed that consumers differ in valuing the service rate of used goods. Their valuations are represented by a parameter θ, with a higher θ denoting consumers with a greater willingness to pay. In this study, high-θ consumers are referred to as reuse-friendly consumers. The new durable good is supplied in a competitive market. After the purchaser has used the good for one period, (s)he can sell it, keep it or throw it away. If a consumer decides to enter the second-hand market, (s)he has to pay a transaction cost. In equilibrium, the price of used goods will be determined endogenously by a second-hand market; it depends on the value of transaction costs. Thus, whether the second-hand market exists or not also depends on the value of transaction costs. It is shown that the amount of durable goods that is wasted is minimal when a second-hand market exists. When a second-hand market does not exist, increase in reuse-friendly consumers leads to decrease in the amount of waste. In the case of the second-hand market, when many consumers begin to reuse, the welfare of consumers who do not buy used goods will be improved.  相似文献

The vulnerability of forest ecosystem services to climate change is expected to depend on landscape characteristic and management history, but may also be influenced by the proximity to the southern range limit of constituent tree species. In the Western Rhodopes in South Bulgaria, Norway spruce is an important commercial species, but is approaching its current southern limit. Using climate sensitive forest models, we projected the impact of climate change on timber production, carbon storage, biodiversity and soil retention in two representative landscapes in the Western Rhodopes; a lower elevation landscape (1000–1450 m a.s.l) dominated by mixed species forests, and a higher elevation landscape (1550–2100 m a.s.l.) currently dominated by spruce. In both landscapes climate change is projected to induce a shift in forest composition, with drought-sensitive species, such as Norway spruce, being replaced by more drought-tolerant species such as Scots pine and black pine at lower elevations. In the higher elevation landscape a reduction in spruce growth is projected, particularly under the more severe climate change scenarios. Under most climate scenarios a reduction in growing stock is projected to occur, but under some scenarios a moderate increase in higher elevation stands (>1500 m a.s.l.) is expected. Climate change is projected to negatively influence carbon storage potential across landscapes with the magnitude depending on the severity of the climate change scenario. The impact of climate change on forest diversity and habitat availability is projected to differ considerably between the two landscapes, with diversity and habitat quality generally increasing at higher elevations, and being reduced at lower elevations. Our results suggest that if currently management practices are maintained the sensitivity of forests and forest ecosystem services in the Western Rhodopes to climate change will differ between low and higher elevation sites and will depend strongly on current forest composition.  相似文献

The area of the town of Mailuu Suu, Kyrgyzstan, is polluted by radionuclides and heavy metals from tailing dumps and heaps resulting from the historic exploitation of uranium mines. In the frame of a European Commission-TACIS funded project, radiological assessment was performed for critical group members living in the city of Mailuu Suu, located downstream the tailings, or in the village of Kara Agach, partially located on a uranium mine waste dump. The actual external exposure is around 1.2 mSv a(-1) at both locations and exposure from radon is around 3 mSv a(-1) at Mailuu Suu and around 10 mSv a(-1) at Kara Agach. Ingestion dose was negligible for a critical group member living at Mailuu Suu. At Kara Agach, however, under the hypothesis that all food and fodder is cultivated locally, exposure from ingestion is much higher ( approximately 10-30 mSv a(-1)). In case of an accidental scenario [(part of) Tailing 3 content thrust to river], estimated additional maximum doses result in 45 and 77 mSv for an adult and a child, respectively.  相似文献

Attention toward climate adaptation has been growing among governments over the past decade. In the European Union (EU) alone, nine countries have national plans for adaptation (with more in preparation), there are some 30 sub-national plans, and every Member State has policies to address adaptation. Given the recent attention given toward this subject a question that arises is: can climate change adaptation be considered a policy field? As a unit of analysis, policy fields are widely studied in the social sciences. However, the definition of policy fields such as environmental policy or agricultural policy is taken for granted. Oddly for such a common concept, very little attention is paid to what policy fields are in and of themselves or how they can be identified. Given these shortcomings, this article first attempts to fill this gap by theoretically defining what a policy field is by identifying and assigning their characteristics and dynamics. Based upon a literature review, it shows that policy fields are three-dimensional entities comprised of substantive authority, institutional order, and substantive expertise. The second task of this article is to apply this definition to adaptation policy activity in England and determine whether adaptation can be considered a policy field there.  相似文献

以中国1982~2016年数据为研究样本,利用非线性平滑转换回归模型探讨了城市建设用地规模对经济增长的影响效应。结果表明:(1)中国城市建设用地规模与经济增长之间存在明显的非线性特征,以滞后两阶的经济增长作为转换变量建立非单调类转换函数模型最为恰当;(2)当转换变量介于临界值30 542.404 43亿元和37 595.594 26亿元之间时,转换函数为0,模型完全表现为线性形式,当转换变量等于临界值时,转换函数为0.5,城市建设用地规模与经济增长的关系从线性机制转换为非线性机制的速度一般;(3)当转换变量小于30 542.404 43亿元或者大于37 595.594 26亿元时,转换函数值迅速向1转换,城市建设用地规模对经济增长的非线性影响就会显现,此时城市建设用地规模变动1%,将会引起当期经济增长1.829 03%的变动。  相似文献

Biomonitoring of industrial chemicals in human tissues and fluids has shown that all people carry a “body burden” of synthetic chemicals. Although measurement of an environmental chemical in a person's tissues/fluids is an indication of exposure, it does not necessarily mean the exposure concentration is sufficient to cause an adverse effect. Since humans are exposed to multiple chemicals, there may be a combination effect (e.g., additive, synergistic) associated with low-level exposures to multiple classes of contaminants, which may impact a variety of organ systems. The objective of this research is to link measures of body burden of environmental chemicals and a “holistic” measure of wellness. The approach is demonstrated using biomonitoring data from the National Health and Nutrition Examination Surveys (NHANES). Forty-two chemicals were selected for analysis based on their detection levels. Six biological pathway-specific indices were evaluated using groups of chemicals associated with each pathway. Five of the six pathways were negatively associated with wellness. Three non-zero interaction terms were detected which may provide empirical evidence of crosstalk across pathways. The approach identified five of the 42 chemicals from a variety of classes (metals, pesticides, furans, polycyclic aromatic hydrocarbons) as accounting for 71% of the weight linking body burden to wellness. Significant interactions were detected indicating the effect of smoking is exacerbated by body burden of environmental chemicals. Use of a holistic index on both sides of the exposure-health equation is a novel and promising empirical “systems biology” approach to risk evaluation of complex environmental exposures.  相似文献

循环经济是绿色、低碳的可持续发展模式。实践充分证明,发展循环经济必须以创新为动力。循环经济创新是一项涉及面广、综合性很强的系统工程。为了科学地评价循环经济创新状况,构建一套设计合理、操作性较强的循环经济创新评价指标体系,为循环经济管理及其创新提供数据支持是十分必要的。本文根据循环经济理论,依据目前我国循环经济发展及循环经济创新情况,提出了构建循环经济创新评价指标的原则,并提出了涵盖9个一级指标、52个二级指标的评价体系。根据我国循环经济发展实际以及国家经济政策等综合考量,设置出了体现我国国情的循环经济创新评价指标体系的指标评分标准。主要用于对全社会和各地循环经济创新状况进行总体的定量判断,为循环经济发展提供依据和指导。  相似文献

The tendency towards a homogenous mode of development modelled on that of Western countries means that sustainable development has become increasingly urgent. It is necessary to thoroughly redefine products and their expected performances in such a way that the consequences are compatible with sustainable development. In the domain of product design, this means that it is no longer sufficient to use assessment tools “after the fact” to check the impact of products whose functional unit (FU) was defined prior to production; it is now necessary to rethink the definition of the FU itself. This article aims to present an approach based on a combination of life cycle analysis methods and problem-solving by constraint satisfaction. This original approach makes it possible to vary the design of the different dimensions of the FUs of a complex system and thus to make it easier to identify the best architecture along with the best functional definition of the system. In this study, the EcoCSP approach is applied to define the functional performances of an ecological passenger ferry. The complexity of couplings between subsystems and the sheer number of those subsystems mean that the designer has to use “intelligent” tools. These simulate a great number of scenarios and help him/her to fine-tune the system and make the right technological choices with regard to the right functional specifications.  相似文献
