Climate change and variability has been detected in Ethiopia. Smallholder and subsistence farmers, pastoralists and forest-dependent households are the most hit by climate-related hazards. They have to have perception of climate change in order to respond it through making coping and/or adaptation strategies. Local perceptions and coping strategies provide a crucial foundation for community-based climate change adaptation measures. This study was specifically designed to (1) assess households’ perception and knowledge in climate change and/or variability, and (2) establish the observed changes in climate parameters with community perceptions and climate anomalies. Purposive stratified random sampling method has been used to gather information from 355 sample households for individual interviews supplemented by group discussion and key informants interviews. The analysis of observed and satellite climate data for the study district showed that mean maximum and minimum temperature for the period 1983–2014 has increased by 0.047 and 0.028 °C/year, respectively. However, the total rainfall has declined by 10.16 mm per annum. Seasonally, the rainfall has declined by 2.198, 4.541, 1.814 and 1.608 mm per annum for Ethiopian summer, spring, autumn and winter seasons, respectively. Similarly, the mean maximum temperature of the study area had showed an increment of 0.035, 0.049, 0.044 and 0.065 °C per year for spring, winter, autumn and summer seasons, respectively. The observed climate variation has been confirmed by people’s perception. Considering what had been the existed situations before 30 years ago as normal, an increase in temperature, an increase in drought frequency, a decrease in total rainfall, erratic nature of its distribution and the tardiness of its onset had been perceived by 88, 70, 97, 80 and 94% of the respondents, respectively, at current time—2015. Deforestation as a casual factor of climate change and variability had been perceived by 99.7% of the respondents. This had been also confirmed by scientific studies as it emits carbon dioxide and is the main driver of climate change and variability. Indigenous knowledge, including climate predictions, has been used by people to implement their day-to-day agricultural activities. Therefore, science should be integrated with the perception and indigenous knowledge of people to come up with concrete solution for climate change and variability impacts on human livelihoods. 相似文献

This paper reviews scientific and gray literature addressing climate change vulnerability and adaptation in the Inuvialuit
Settlement Region (ISR) in the western Canadian Arctic. The review is structured using a vulnerability framework, and 420
documents related directly or indirectly to climate change are analyzed to provide insights on the current state of knowledge
on climate change vulnerability in the ISR as a basis for supporting future research and long-term adaptation planning in
the region. The literature documents evidence of climate change in the ISR which is compromising food security and health
status, limiting transportation access and travel routes to hunting grounds, and damaging municipal infrastructure. Adaptations
are being employed to manage changing conditions; however, many of the adaptations being undertaken are short term, ad-hoc,
and reactive in nature. Limited long-term strategic planning for climate change is being undertaken. Current climate change
risks are expected to continue in the future with further implications for communities but less is known about the adaptive
capacity of communities. This review identifies the importance of targeted vulnerability research that works closely with
community members and decision makers to understand the interactions between current and projected climate change and the
factors which condition vulnerability and influence adaptation. Research gaps are identified, and recommendations for advancing

Livestock production is very risky due to climate variability in semi-arid Sub-Saharan Africa. Using data collected from 400 households in the Borena zone of the Oromia Region, we explored what drives adoption of agricultural practices that can decrease the vulnerability of agro-pastoralists to climate change. Households with more adaptive capacity adopted a larger number of practices. The households’ adaptive capacity was stronger when the quality of local institutions was high. However, adaptive capacity had less explanatory power in explaining adoption of adaptation options than household socio-economic characteristics, suggesting that aggregating information into one indicator of adaptive capacity for site-specific studies may not help to explain the adoption behaviour of households. Strong local institutions lead to changes in key household-level characteristics (like membership to community groups, years lived in a village, access to credit, financial savings and crop income) which positively affect adoption of agricultural practices. In addition, better local institutions were also positively related to adoption of livestock-related adaptation practices. Poor access to a tarmac road was positively related to intensification and diversification of crop production, whereas it was negatively related to the intensification of livestock production, an important activity for generating cash in the region. Our findings suggest that better local institutions lead to changes in household characteristics, which positively affect adoption of adaptation practices, suggesting that policies should aim to strengthen local institutions. 相似文献

In recent years, the surface area affected by land degradation (LD) has significantly increased in southern European regions
where the socioeconomic development has been proposed as a basic factor underlying the degree of vulnerability to LD. This
paper investigates the correlation between several socioeconomic indicators and the level of vulnerability to LD in Italy,
expressed as changes (1990–2000) in a composite index of land vulnerability (ΔLVI). The analysis was carried out over 784
local districts. The impact of per capita value added, agricultural intensity, industrial and tourism concentration, and urban
growth was separately tested on ΔLVI. Results indicate that a lower district value added, crop intensification, irrigation,
and the level of land vulnerability to degradation are strongly associated with the increasing level of land vulnerability
over time, highlighting the role of the socioeconomic development as a main process underlying LD. In this framework, spatially
equitable sustainable development may represent the effective strategy to mitigate the detrimental effects of economic growth

Emerald, north-east Queensland, is at the northern margin of the wheat cropping region of Australia. The Emerald region was previously used predominantly for grazing beef cattle; however, cropping has developed in importance over the past 30 years. We use historical climate records (1890-1998) to simulate and compare wheat yields, grass production and live-weight gain (LWG) over time. The cropping expansion from the 1970s to the early 1990s has occurred in a unique period in the 108-year record with the highest average wheat yields, lowest wheat yield variability and the greatest relative productivity of wheat production against grass production. If this window of opportunity is a result of long-term climate variability, then cropping is likely to decline in the region as conditions return to those experienced earlier in the record. If this increase is related to climate change, then cropping is likely to persist in the region with productivity maintained at current levels particularly through the yield-enhancing effects of increased atmospheric CO2 concentrations. However, this persistence will be influenced by the frequencies of El Ni?o conditions that may increase with global warming. The high relative productivities experienced over the past few decades have probably biased producers' expectations, and applications for drought support need to take into account the longer-term perspective provided by this analysis. Nevertheless, the last 6 years have the lowest simulated mean LWG production on the record. Climate change poses serious challenges for populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to adversely affect the arid and semi-arid regions of Iran, adaptation of the agricultural sector is imperative. Few studies have addressed the farmers’ adaptation in Iran, and little is known about ongoing adaptation strategies in use. Adopting principal component analysis/fuzzy logic-based method, this paper considers the agricultural adaptation to climate variability. A survey of 255 farmers of Fars Province, selected through a multistage stratified random sampling method, revealed different levels of adaptation, specifically the low, moderate and high, which are principally distinguished by various degrees of sensitivity and adaptive capacity. The study also identified the main adaptation strategies used by farmers in response to climate-related shocks. Results indicated that although a large percentage of farmers make some adjustments to their farming practices, there are significant differences in choice of adaptation strategies by the adaptation categories. Some conclusions and recommendations are offered to increase the adaptive capacity of farmers and reduce negative impacts of climate variability and change. 相似文献

Climate variability poses a significant threat to many sectors of Sub-Saharan Africa’s economy. Agriculture is one of the most climate sensitive sectors because of its dependence on rain-fed cultivation. This paper identifies the main adaptation strategies used by farming households in the Sudan savannah and forest-savannah transitional agro-ecological zones of Ghana, in order to reduce the adverse impacts of climate variability on their livelihood activities. It combines questionnaire surveys, key informant interviews and a range of participatory methods. Results show that households employ a range of on- and off-farm adaptation strategies including changing the timing of planting, planting early maturing varieties, diversification of crops, support from family and friends, and changing their diets to manage climate variability. Results reveal that most households use adaptation strategies linked to livelihood diversification to adapt to the increased climate variability seen in recent decades. Most households now engage in multiple non-arable farming livelihood activities in an attempt to avoid destitution because of crop failure linked to climate variability (particularly drought). The findings suggest that policy makers need to formulate more targeted climate adaptation policies and programmes that are linked to enhancing livelihood diversification, as well as establishing communication routes for farming communities to better share their knowledge on successful local climate adaptation strategies. 相似文献

Multiple production and demand side measures are needed to improve food system sustainability. This study quantified the theoretical minimum agricultural land requirements to supply Western Europe with food in 2050 from its own land base, together with GHG emissions arising. Assuming that crop yield gaps in agriculture are closed, livestock production efficiencies increased and waste at all stages reduced, a range of food consumption scenarios were modelled each based on different ‘protein futures’. The scenarios were as follows: intensive and efficient livestock production using today’s species mix; intensive efficient poultry–dairy production; intensive efficient aquaculture–dairy; artificial meat and dairy; livestock on ‘ecological leftovers’ (livestock reared only on land unsuited to cropping, agricultural residues and food waste, with consumption capped at that level of availability); and a ‘plant-based eating’ scenario. For each scenario, ‘projected diet’ and ‘healthy diet’ variants were modelled. Finally, we quantified the theoretical maximum carbon sequestration potential from afforestation of spared agricultural land. Results indicate that land use could be cut by 14–86 % and GHG emissions reduced by up to approximately 90 %. The yearly carbon storage potential arising from spared agricultural land ranged from 90 to 700 Mt CO2 in 2050. The artificial meat and plant-based scenarios achieved the greatest land use and GHG reductions and the greatest carbon sequestration potential. The ‘ecological leftover’ scenario required the least cropland as compared with the other meat-containing scenarios, but all available pasture was used, and GHG emissions were higher if meat consumption was not capped at healthy levels. 相似文献

Energy consumption is fundamentally necessary for human well-being. However, although increasing energy consumption provides substantial improvements in well-being for low and intermediate levels of development, incremental increases in consumption fail to provide improvements for “super-developed” countries that exhibit the highest levels of development and energy consumption. The aim of this note is, therefore, to quantitatively explore the global emissions debt and climate change commitment associated with the gap in energy consumption between the energy-saturated super-developed countries and the rest of the world. Adopting Kates’ identity, I calculate that elevating the current populations in the non-super-developed countries to the energy and carbon intensities of the United States is akin to adding the fossil-fuel CO2 emissions of more than 15 United States to the global annual total, implying cumulative emissions of almost 4000 GT CO2 from 2010 through 2050. The inevitability of continued emissions beyond 2050 suggests that the transition of non-super-developed countries to a US-like profile between now and 2050 could, by itself, plausibly result in global warming of 3.2 °C above the late-twentieth century baseline, including an extremely high likelihood that global warming would exceed 1.2 °C. Global warming of this magnitude is likely to cause regional climate change that falls well outside of the baseline variations to which much of the world is presently accustomed, meaning that a US-like energy-development pathway carries substantial climate change commitment for both non-super-developed and super-developed countries, independent of future emissions from the super-developed world. However, the assumption that all countries converge on the minimum energy intensity of the super-developed world and a carbon-free energy system between now and 2050 implies cumulative CO2 emissions of less than 1000 GT CO2 between 2010 and 2050, along with a less than 40 % probability of exceeding 1.2 °C of additional global warming. It is, therefore, possible that intensive efforts to develop and deploy global-scale capacity for low-carbon energy consumption could simultaneously ensure human well-being and substantially limit the associated climate change commitment. 相似文献

Mainstreaming climate change adaptation (CCA) into plans and programs is still a new approach in adaptation and thus there is limited information on how to operationalize it on-ground. This paper addresses this gap by investigating the challenges in mainstreaming CCA into the local land use plans in the province of Albay, Philippines. Specifically, this paper developed 20 quantitative “mainstreaming indicators” to assess the state-of-play and the challenges for local mainstreaming. These indicators were classified under three groupings, namely, the information, institutional, and resource capacities of systems. Qualitative analysis of the indicator scores suggested that developing the institutional capacities of local governments is crucial in the local mainstreaming process. Likewise, the results highlighted the “institutional issues” indicator as the primary barrier in operationalizing the approach. These institutional issues are: fragmented laws and regulations; overlapping policy requirements; and the lack of guidelines for mainstreaming CCA into the local land use plans. Meanwhile, the “leadership” indicator, as signified by a climate change champion in Albay, was evaluated as an opportunity for local mainstreaming. The champion effectively led the CCA efforts because the existing institutional mechanisms supported the champion’s capacity to influence the behavior of people and produce collective action towards CCA. 相似文献

Agricultural fire for land preparation is central in the livelihoods of subsistence farmers practicing shifting cultivation. Achieving a good agricultural burn, one in which the biomass is thoroughly consumed within the chosen area, depends on specific weather conditions. Fire use decisions are also shaped by institutions that define the timing and rules for fire use but also constrain the alternatives and shape adaptive capacities. Global and regional climate changes interact with the institutional framing of fire management affecting local fire use and burn outcomes. These effects are documented and analyzed to suggest adaptations to existing governance systems. We examined subsistence farmers’ socio-ecological vulnerability in the Calakmul municipality, located in southeastern Mexico. Using interviews with farmers and government agents, as well as participatory mapping and observation of agricultural burns, we studied fire management knowledge, practices and burn outcomes. Our results describe a continuum of burn outcomes covering good agricultural burns, uncontrolled burns leading to wildfires and “malquemados” literally poorly burned areas. Malquemados represent unsuccessful combustion associated with excess moisture that results in scorched vegetation. We discuss how unexpected early rains trigger effects that cascade through space and the ecological, economic and cultural domains. We argue that fire management has been historically approached from a conservation standpoint yet agricultural fire use and wildfire prevention should also be addressed from a rural development perspective. This shift in fire management would lead to the proper inclusion of the entire array of burn outcomes in studies and policies addressing farmers’ vulnerability amplified by synergistic effects between climate variability and institutional change. 相似文献
