Health initiatives are increasingly situated outside the institutionalised public health sector. The intersectoral character of societal initiatives, along with indirect relationships between initiatives and health, makes making projections of reach, impact and goal achievement complex. This scoping review of the peer-reviewed literature searches for appropriate methods to conduct quantitative health impact assessment for such initiatives. Database searches were done in PubMed and Web of Science, as well as a reference list search. Studies were then selected in a systematic manner. The review includes 64 studies. Most studies made estimates using simulation methods, notably with Monte Carlo, Markov and system dynamics modelling. Inputs for the models such as transition probabilities and price elasticities were taken from census, register and survey data, evidence from previous (scientific) studies and sometimes outcomes from stakeholder participation. Of different health outcome measures, the number of deaths was most frequently used, followed by QALYs and DALYs and life years. Health effect distribution is frequently mentioned, but not often estimated. Scientific methodological publications on HIAs focusing on civil society initiatives are relatively sparse, indicating possibilities for further methodological advancement. Estimating health effect distributions and incorporating stakeholder participation could make meaningful additions to standard practice.  相似文献

Responding to future challenges and societal needs, various actions are taken in agriculture to evolve towards more sustainable farming practices. These actions imply strategic choices and suppose adequate sustainability assessments to identify, measure, evaluate and communicate sustainable development. However, literature is scarce on the link between strategic decision making and sustainability assessment. As questions emerge on how, what and when to measure, the objective of this paper is to construct a framework for guiding sustainability assessment and on-farm strategic decision making. Qualitative research on own experiences from the past and a recent project revealed four categories of actual needs farmers, advisors and experts have regarding sustainability assessment: context, flexibility, focus on farm and farmer and communication. These stakeholders' needs are then incorporated into a two-dimensional framework that marries the intrinsic complexity of sustainability assessment tools and the time frame of strategic decision making. The framework allows a farm-specific and flexible approach leading to harmonized actions towards sustainable farming. As this framework is mainly a procedural instrument to guide the use of sustainability assessment tools within strategic decision making, it fits to incorporate, even guide, future research on sustainability assessment tools themselves and on their adoption on farms.  相似文献

An increasing focus on integrative approaches is one of the current trends in impact assessment. There is potential to combine impact assessment with various other forms of assessment, such as risk assessment, to make impact assessment and the management of social risks more effective. We identify the common features of social impact assessment (SIA) and social risk assessment (SRA), and discuss the merits of a combined approach. A hybrid model combining SIA and SRA to form a new approach called, ‘risk and social impact assessment’ (RSIA) is introduced. RSIA expands the capacity of SIA to evaluate and manage the social impacts of risky projects such as nuclear energy as well as natural hazards and disasters such as droughts and floods. We outline the three stages of RSIA, namely: impact identification, impact assessment, and impact management.  相似文献

The use of health impact assessment (HIA) has expanded rapidly and there are increasing demands for it to demonstrate its effectiveness. This paper presents a conceptual framework for evaluating HIA and describes its development through (i) a review of the literature, (ii) a review of work undertaken as part of a major HIA capacity building project and (iii) an in-depth study of seven completed HIAs. The framework emphasises context, process and impacts as key domains in understanding and evaluating the effectiveness of an HIA. This new framework builds upon the existing approaches to evaluating HIA and extends them to reflect the broad range of factors that comprise and influence the effectiveness of HIAs. It may be of use in evaluating completed HIAs and in planning HIAs that are yet to be undertaken.  相似文献

A roadmap for a more sustainable energy strategy is complex, as its development interacts critically with the economic, social, and environmental dimensions of sustainable development. This paper applied an impact matrix method to evaluate the environmental sustainability and to identify the desirable policy objectives of biomass-based energy strategy for the case of Alberta. A matrix with the sustainability domains on one axis and areas of environmental impact on the other was presented to evaluate the nexus effect of policy objectives and bioenergy production.As per to our analysis, economic diversification, technological innovation, and resource conservation came up as the desirable policy objectives of sustainable development for Alberta because they demonstrated environmental benefits in all environmental impact categories, namely climate change, human health, and ecosystem. On the other hand, human health and ecosystem impacts were identified as trade-offs when the policy objectives for sustainability were energy security, job creation, and climate change. Thus, bioenergy can mitigate climate change but may impact human health and ecosystem which then in turn can become issues of concern. Energy strategies may result in shifting of risks from one environmental impact category to another, and from one sustainable domain to another if the technical and policy-related issues are not identified.  相似文献

Sustainability assessment is a complex field and its uptake amongst agricultural producers limited. Furthermore, the scope of current sustainability assessment tools does not extend to systems in which food production is integrated with production of non-food biomass (e.g. agroforestry). Participatory approaches to tool development offer a means to overcome the subjectivity of researcher-led tool design and thus the potential to increase relevance and engagement. In this work we develop a Delphi-style methodology as a means to produce a sustainability assessment tool suitable to assess and feedback on an integrated food/non-food system. Using a widely accepted agricultural sustainability framework and an existing farm sustainability assessment tool as a base, stakeholders were engaged with across six countries and multiple stakeholder groups to identify key indicators to be added to the tool. The methodology developed is described in detail, framed in the setting of this tool development process but providing a novel framework applicable to any situation where indicators must be developed for a complex issue of interest across multiple perspectives and stakeholder groups. Feedback and learning from the experience is provided. It was found that, contrary to some opinion, the inclusion of a face-to-face discussion round as part of the Delphi procedure provides a valuable means for information exchange and a move towards consensus amongst stakeholders. By using a ‘snowball’ approach to the in person discussions, it appears too that the loss of the voices of more socially retiring individuals can be avoided. Final levels of agreement vary substantially across the different areas of sustainability, with indicators in some areas (e.g. environmental integrity) proving much less controversial than others (e.g. social wellbeing). Despite this, the methodology effectively reaches a level of consensus amongst diverse stakeholders sufficient to guide the selection of sustainability indicators with a good level of confidence.  相似文献

Sustainable development or sustainability has been highlighted as an essential principle in urban master planning, with increasing recognition that uncontrollable urbanization may well give rise to various issues such as overexploitation of natural resources, ecosystem destruction, environmental pollution and large-scale climate change. Thus, it is deemed necessary to modify the existing urban and regional administrative system so as to cope with the challenges urban planning is being confronted with and realize the purpose of urban sustainability. This paper contributed to proposing a mechanism which helps to make urban planning with full consideration of issues with respect to sustainable development. We suggested that the integration of urban planning, SEA and ecological planning be a multi-win strategy to offset deficiency of each mentioned political tool being individually applied. We also proposed a framework where SEA and ecological planning are fully incorporated into urban planning, which forms a two-way constraint mechanism to ascertain environmental quality of urban planning, although in practice, planning and SEA processes may conditionally be unified. Moreover, as shown in the case study, the integration of the three political tools may be constrained due to slow changes in the contextual factors, in particular the political and cultural dimensions. Currently within the context of China, there may be three major elements which facilitate integration of the three political tools, which are (1) regulatory requirement of PEIA on urban planning, (2) the promotion or strong administrative support from government on eco-district building, and (3) the willingness of urban planners to collaborate with SEA experts or ecologists.  相似文献

Concepts of justice are implicit to impact assessment (IA) procedures and policies. A closer examination of the academic literature on environmental justice reveals plural meanings and practices. We present data from a scoping review of the academic literature on IA guided by a trivalent definition of environmental justice encompassing distribution of environmental harms, recognition of diverse ways of knowing, and representation of plural perspectives through democratic procedures. We use this trivalent framework to assess how justice is defined in English language IA journal articles from 2000 to 2019. Findings show an emphasis on distributive and procedural dimensions of justice, with significantly less attention given to issues of recognition and framing. Broad definitions of environmental justice can assist IA scholars in attending to justice-seeking claims across various IA practices and settings, including implications for how IA addresses the concerns of marginalized groups.  相似文献

Environmental issues, bringing together the natural and the social spheres, are probably one of the most appropriate fields of development for transdisciplinary research. Transdisciplinarity, in addition to other contemporary epistemological paradigms, stresses the need to approach complex problems by blending new forms of non-expert knowledge with combined epistemologies. However, practical application of the transdisciplinary approach is still almost non-existent in everyday socio-environmental management. This paper has a two-fold aim: firstly, to establish the suitability of the transdisciplinary approach in Environmental Impact Assessment (EIA) as a means of rectifying a common incapacity to address the social dimension in the assessment process; and secondly, to evaluate this idea from the perspective of technicians and professionals in the EIA sector in Spain. To this end, a qualitative methodology was used, based on semi-structured interviews, which enabled in-depth investigation of the willingness of specialists to effectively integrate new forms of knowledge into the EIA procedure. Further, interviewees evaluated the real possibilities of widening public participation in the process of identifying and assessing impacts and discussed the difficulties facing the treatment and analysis of the social dimension within the EIA process.  相似文献

This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

Today, food security is central to global social policy and sustainable development agendas; yet food security considerations have not yet widely penetrated environmental impact assessment (IA) practice. This paper investigates criteria and approaches to food security assessment that align with Regional Strategic Environment Assessment (RSEA); a form of IA commonly used to influence natural resource development programmes. The research is based on interviews with seven international food security experts about how food security assessment can be performed at a regional scale, responsive to the impacts of natural resource developments. Analysis of data reveals essential components, key considerations, and procedural requirements for food security assessment within RSEA processes. Based on the evidence, we conclude that food security assessment in RSEA cannot be approached in a piecemeal fashion. To be successful: it must include holistic and comprehensive consideration of all four food security dimensions; communities should be profiled in early stages of the assessment to characterize the regional food system and define its importance to food security; vulnerable populations should be prioritized in the assessment; and it is critical to incorporate meaningful and influential opportunities for public participation. Finally, the recommended approach to analyze food security in RSEA is ‘system analysis’ which includes examination of food system pathways. A conceptual and methodological framework to assess food security in RSEA is presented, intended as a guide for practitioners wishing to incorporate food security into RSEA and RSEA-like initiatives.  相似文献

The thermodynamic law is one of the most widely used scientific principles. The comparability between the environmental impact of urbanization and the thermodynamic entropy was systematically analyzed. Consequently, the concept "Urban Environment Entropy" was brought forward and the "Urban Environment Entropy" model was established for urbanization environmental impact assessment in this study. The model was then utilized in a case study for the assessment of river water quality in the Pearl River Delta Economic Zone. The results indicated that the assessing results of the model are consistent to that of the equalized synthetic pollution index method. Therefore, it can be concluded that the Urban Environment Entropy model has high reliability and can be applied widely in urbanization environmental assessment research using many different environmental parameters.  相似文献

Scholars have been increasingly investigating legislative changes in Environmental Impact Assessment (EIA). However, most of the existing evaluation frameworks have been applied to ex-post scenarios, after EIA laws and respective policies and regulations had been implemented for some time. This article has a twofold objective: first, to propose an ex-ante framework for the evaluation of proposed EIA laws and, second, to test the application of the framework to bills C-69 and PL-3729, which target federal-level EIA reform in Canada and Brazil, respectively. The proposed framework is meant to indicate the extent to which proposed legislative changes meet 50 good practice criteria, thus providing a more balanced and transparent account of the issues that should be addressed effectively in the legislative process and in future regulations and guidelines. Results indicate very contrasting scope and potential effects of proposed legislative changes in the two countries. Brazil's bill is essentially intended to integrate existing regulations into a law that would make EIA faster, simpler and less frequent. Canada's bill, recently approved by Parliament, includes a new Impact Assessment Act that is expected to deliver more comprehensive and credible assessments. The ex-ante framework, by exposing how close or distant proposed EIA regimes are from good practices, can be particularly helpful in lawmaking and regulatory design. The article finally discusses limitations and highlights future avenues of research.  相似文献

Social Impact Assessments (SIAs) have played an increasingly important role in the conduct of planned interventions, providing proponents the capacity to assess and manage the social consequences of their activities. Whilst the SIA field has experienced significant conceptual and practical development over the last decade, efforts at consolidating this within one framework have been limited. In this paper, we incorporate this new knowledge by redeveloping and thus updating the SIA procedural framework developed by Interorganizational Committee on Guidelines and Principles for Social Impact Assessment. In doing so, this updated procedural framework has attempted to incorporate current ‘best practice’ that focuses on participatory approaches to undertaking an SIA. This involved making adaptions to two steps, expansions to five steps, integration of a stronger participatory approach to six steps, and the development of a new step, Management and Evaluation reflecting moves towards ex-post use of SIA processes. It is hoped that this consolidation of the literature of a decade's worth of key findings in SIA research will lead to further efforts towards a meta-evaluation of SIA literature and a platform from which newer developments may be further investigated.  相似文献

Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.  相似文献

The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. Use of indifference curves, defined as functionality between development index and pollution load to evaluate environmental impact, is proposed. Existing Battelle environmental evaluation methodology is subjective in its approach. The use of indifference curves lends a more objective approach to environment assessment methodology. The extent of environmental damage we are prepared to accept, for a development, can be explained by Willingness to Pay and Willingness to Accept approach. The application of proposed approach has been demonstrated taking an example of Power plant set up in forest area. The curves clearly show that cost of EMP considering mitigation of ecological damage is higher than the EMP mitigating impacts of air and water pollution only. The example stresses the need for willingness to accept along with willingness to pay.  相似文献
