There is growing demand among stakeholders across public and private institutions for spatially-explicit information regarding vulnerability to climate change at the local scale. However, the challenges associated with mapping the geography of climate change vulnerability are non-trivial, both conceptually and technically, suggesting the need for more critical evaluation of this practice. Here, we review climate change vulnerability mapping in the context of four key questions that are fundamental to assessment design. First, what are the goals of the assessment? A review of published assessments yields a range of objective statements that emphasize problem orientation or decision-making about adaptation actions. Second, how is the assessment of vulnerability framed? Assessments vary with respect to what values are assessed (vulnerability of what) and the underlying determinants of vulnerability that are considered (vulnerability to what). The selected frame ultimately influences perceptions of the primary driving forces of vulnerability as well as preferences regarding management alternatives. Third, what are the technical methods by which an assessment is conducted? The integration of vulnerability determinants into a common map remains an emergent and subjective practice associated with a number of methodological challenges. Fourth, who participates in the assessment and how will it be used to facilitate change? Assessments are often conducted under the auspices of benefiting stakeholders, yet many lack direct engagement with stakeholders. Each of these questions is reviewed in turn by drawing on an illustrative set of 45 vulnerability mapping studies appearing in the literature. A number of pathways for placing vulnerability mapping on a more robust footing are also identified.  相似文献

Water resources in Australia are sensitive to changes in rainfall. Ongoing droughts in south-west and south-east Australia are stressing water resources in the major cities and in agricultural regions. Climate change scenarios for Australia include reasonable prospects of long-term drying, which would exacerbate these issues. The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

Climate change strongly affected the structure and functions of natural ecosystems,e.g.the vegetation productivity decreased in the Northeast permafrost region due to the higher temperature and less precipitation,whereas in the Tibetan Plateau,the vegetation productivity increased,owing to the improved thermal resource.Climate change led to reduced precipitation in North and Northeast China and thus the reduced surface runoff.The public needs for energy were changed because of climate change,e.g.the shorter heating period in winter.Climate change profoundly influenced human health,pathophoresis and major projects by increasing extreme events,including frequency and magnitude,and causing more serious water shortage.Under the background of climate change,although the improved thermal resources can be helpful for extending the crop growth period,more extreme events may resulted in more instability in agricultural productivity.Not only did climate change indirectly affect the secondary and tertiary industries through the impacts on agriculture and natural resources,but also climate change mitigation measures,such as carbon tax,tariff and trading,had extensive and profound influences on the socioeconomic system.Further analysis indicated that the impact of climate change presented significant regional differences.The impact had its pros and cons,while the advantages outweighed the disadvantages.Based on the above analysis on the impacts of climate change,we put forward suggestions on coping with climate change.First,scientifically dealing with climate change will need to seek advantages while avoiding the disadvantages of climate change in order to achieve the orderly adaptation to climate change,which is characterized with"Overall best,long-term benefit."Second,quantitative adaptation should be given more attention,e.g.proposing operational schemes and predictable goals and using uncertainty analysis on adaptation measures.Third,more active coping strategy should be adopted to enhance China's future comprehensive competitiveness.The strategies include but are not limited to gradually adjusting the industrial structure,intensifying the research and development(RD)of emission reduction technology and actively responding to the influence of carbon tax,tariff and trading on socioeconomic development in China.  相似文献

Environmental literacy is a key concept to promote individual behavioral changes toward a more sustainable lifestyle to consciously react to environmental challenges such as climate change. Promoting knowledge, attitudes and behaviors provides a reasonable basis to prepare adolescents for their future. A recently proposed environmental literacy model comprises three-dimensional knowledge, environmental attitudes and pro-environmental behavior. The present study applies this model by implementing an intervention focusing on tropical rainforests and climate change in a botanical garden, combining student-centered activities with self-dependent learning. Data from 283 10th graders quantify individual knowledge, attitudes and behavior scores. Knowledge acquisition, a positive development of the Inclusion of Nature in One's Self concept and increasing pro-environmental behavior intentions were found by comparing an intervention group with a test–retest group. In conclusion, our botanical garden’s intervention evidently furthered appreciative tendencies and even encouraged environmental literacy.  相似文献

Legitimacy of urban climate change adaptation: a case in Helsinki   总被引:1,自引:0,他引:1  
While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献
